Development Of A Safety-inspection Methodology For River Bridges

River bridges get damaged or even collapse because of various reasons, such as development of adverse hydraulic conditions during severe floods, disastrous earthquakes, deficiencies in structural and geotechnical design, material deficiencies, or other unexpected external factors. Failure of service at vital lifelines, bridges, can lead to loss of several lives and properties, traffic disruption, and/or deficiencies in daily usage. Existing structures should be monitored periodically for decision-making and necessary protective works should be implemented to increase the safety. Types of items to be inspected would be categorized as structural, geotechnical, hydraulic, and status of materials. Requirement for periodic inspections and the ways of handling these activities are discussed within the framework of aforementioned aspects with special reference to the current situation of river bridges in Turkey and current practices in USA. An algorithm, composed of sets of checklists, is proposed. In such an algorithm, rank-based prioritization of events is identified. The evaluation and interpretation are displayed with the help of a few case studies, selected among several river bridges around Ankara.

A Study on the Features and Issues of Building Public Safety Inspection Institution

As the population density increases dramatically and metropolises develop rapidly, which lead to the trend in construction of higher and complex buildings, fire has become the number one disaster inflicted on buildings, imposing great impact on society and causing disturbance to residents in community. Therefore, the government established an professional inspector system in 1997, stipulating building owners and users to entrust private professional institutions and technicians with the implementation of inspection report system for building public safety, for the purpose of fulfilling the principle of separation between ¡§administration¡¨ and ¡§technique.¡¨ As a result, a new service industry called ¡§Building Public Safety Inspection Institution (BPSII),¡¨ transformed from Japan¡¦s fire-fighting inspection system, is spawned by new codes and regulations in response to several severe public safety incidents in recent years. More specifically, the aim of BPSII is to establish professional technician acting system by way of private industries¡¦ participation, thereby facilitating public safety inspection and reporting system. Based on personal experience and practice in managing building public safety inspection tasks, the researcher attempts to in depth explore the related policies, regulations, and research literature, utilizing systemic analysis approach to study the status of BPSII, to explain its difficulties and developmental bottleneck, and thereby depict its future vision. The purpose of this present study is to investigate, after the burgeoning of BPSII, how to enhance its developmental strategies and organizational goals, as well as to predict its future trend, and to propose recommendations for adjusting the current construction-related codes and regulations accordingly. Therefore, to facilitate this study, a survey questionnaire is conducted to probe into current situation and issues. The Study of the Relationship between the Coast Guard Safety Inspection Service Contact Experience and Public Praise Response in Fishermen-- A Case Study on Ping-Tong Tong-Kong Fishing Port

Abstract Taiwan is an island surround by sea. The fishery is well developed, and fishing boats numbered a lot. The amount of vessels getting in and out of seaports is too many to estimate. Therefore the advance of the quality of the Coast Guard¡¦s security inspection is especially connected with fishermen¡¦s rights and interests. The contact experience with the Coast Guard during vessel safety check is the critical moment which determines the service quality. To understand this process of the dynamic contact experience is the key to know the fishermen¡¦s cognition to service quality; by this understanding the Coast Guard can design service content to satisfy fishermen¡¦s expectation. For this reason, the degrees of the fishermen¡¦s cognitive correctness and satisfaction in fishermen¡¦s field contact experience with security inspectors, which is a kind of intuition and composite impression, deeply influence the planning of policy, the development, and the image of the Coast Guard Administration, hence it behooves us to probe into this contact experience. This study investigated the key factors which affected fishermen¡¦s public praise response during the contact experience, in the real scene of the Coast Guard Administration safety inspection, in which the first line of safety inspection and the inspected fishermen were involved. Furthermore, this study probed into the interaction and afterward influence in the process of the service delivery. This study started with case study, in which I collected and qualitatively analyzed the fourteen satisfying cases and nineteen unsatisfying cases offered by Tong-Kong office , the Coast Patrol Corps 6 of Southern Coastal Patrol Office. With this analysis I concluded the factors affecting fishermen¡¦s satisfaction, and then devised, mended the questionnaire referring to relevant literature, and circulated 300 copies of the questionnaire among the native captains, shipmen in the vessels getting in and out of Tong-Kong , which were not limited to the vessels registered in Tong-Kong. Using SPSS program to proceed credibility analysis, factor analysis, variable analysis, t-test, relevance analysis, and regression analysis, the results suggest that ¡§safety inspection skills¡¨, ¡§safety inspection equipment¡¨ and ¡§safety inspection time period¡¨ are the three factors which can explain 4.3% variable of ¡§public praise response¡¨ and this finding is statistically effective.The conclusion is that under the restricted expenditure, if the government wants to raise the fishermen¡¦s public praise response, she should first improve the corps¡¦ safety inspection skills, then purchase professional safety inspection equipment, and shorten the safety inspection time period.

Este trabalho tem por objetivo propor e validar uma metodologia alternativa para a avaliação de segurança de barragens. Para a realização deste trabalho escolheu-se algumas barragens localizadas no Ribeirão das Cabras que detém 25% de todas as barragens aprovadas no município de Campinas. A metodologia aqui desenvolvida e denominada de Índice de Segurança de Barragens considerou na sua implementação diferentes critérios que foram avaliados para cada barragem para obter a sua classificação em termos de segurança. A metodologia provou-se válida e uma importante ferramenta na avaliação da segurança de barragens ou açudes. Constatou-se que 37,5% das barragens apresentaram-se em condições insatisfatórias e 62,5% em condições deficientes e, portanto, 100% das barragens necessitam de intervenção urgente. A falta de monitoramento contínuo, a falta de documentação adequada, incluindo-se os projetos, a outorga e a falta de fiscalização das barragens em todas as fases desde o projeto até sua operação são fatores primordiais para a falta de segurança constatada neste estudo. Pode-se alertar que este problema é inerente a muitas barragens, justamente pelo fato de o país ainda não contar com uma legislação específica e não possuir uma articulação clara das responsabilidades de cada órgão competente nas questões que envolvem a segurança de barragens / Abstract: Dams are structures generally associated to high potential risks due to the possibility of their failure, which could bring catastrophic consequences to the structures themselves, to the enrivonment by destructing the flora and fauna and, mainly, because they could cause economical and life losses. The purpose of this work is to propose and validate an alternative methodology to evaluate the security of dams. In order to develop this work some dams located at the Cabras Creek, Campinas, São Paulo, Brazil, were chosen since this river has 25% of all dams approved by the local government of Campinas city. The methodology developed here was called Dam Safety Index (DSI). It considers eighteen different criteria which are applied to evaluate each dam in order to obtain its classification in terms of security. The methodology proved itself to be effective and an important tool to diagnose the safety of dams. As a result, it was found out that 37.5% of the dams were in unsatisfactory conditions and 62.5% were in poor conditions; thus, 100% of dams are in need of urgent repairs not meeting the minimum desired safety level. The lack of a continuous monitoring, lack or imprecise documentation, including their projects and concession files, and no inspection on the part of the authorities in all phases are contributing factors to the lack of security verified in this study. The Effect of Microbiomes on Food Crop yield and Quality in Aquaponic System

<p><a>Facing challenges for increasing demands for agricultural land, water, and energy, aquaponics has emerged as a sustainable solution that can contribute to global food production while minimizing environmental impacts. In a recirculating aquaponic system, the waste produced by aquatic animals is processed through microbes and breaks down into compounds for plant uptake. By recycling nutrients and water between hydroponics and aquaculture systems, aquaponics can reduce the waste of fish feeds and the use of chemical fertilizers and use 90-99% less water than conventional aquaculture. However, a few studies reported that nutrient use efficiency is still low in aquaponics, and only 10-37% and 20-30% of nitrogen (N) is typically assimilated by plants and fish, respectively. Yield reduction is commonly reported for plants in aquaponics. Due to the unique water physical and chemical environment, the microbiomes are more diverse in aquaponics than in hydroponics. While the most important microbial group is considered nitrifying bacteria, <i>Nitrosomonas</i> spp. and <i>Nitrobacter</i> spp. mediating the N conversion process from ammonia into nitrate,</a> some plant growth-promoting bacteria (PGPB) in soils were found in aquaponics indicating their important function in the system. Meanwhile, the use of aquaculture wastewater can introduce and promote the growth of harmful microbial pathogens, posing a food safety concern. </p> The goal of this research is to investigate the effects of microbiomes in aquaponic systems. A series of studies were conducted to examine the effects of different bacterial groups on food crop yield and quality and investigate the potential risk of contamination with enteric pathogens in aquaponic systems. The specific objectives are: to 1) examine whether enteric pathogens present in aquaponics and hydroponics; 2) investigate the effects of plant age and root damage on internalization of STEC <i>E. coli</i> in leafy vegetables and herbs. 3) examine the effects of pH on the plant yield in aquaponics; and 4) investigate the effects of PGPB on lettuce in aquaponics and hydroponics3. The data obtained from this research will fill the knowledge gap and provide new management strategies for cultivating crops in aquaponics, which will greatly promote the application of aquaponics to provide a solution for the increasing food demands in the future.

Speciální bezpečnostní inspekce na vybraných lokalitách v Jihomoravském kraji / Road safety inspection in the South Moravian Region

The thesis focuses on a road safety inspection in South Moravian Region. In the first part, 15 locations with different characteristics were chosen, which were subjected to in-depth accident analysis and then compared by security indicators. On the basis of the results of this analysis, 5 locations were selected, namely the junction on a road II/430 and four sections on the roads II/373, II/384 and II/394. The selected sites were the objects for a road safety inspection, consisting of a personal visit of sections and the subsequent preparation of the potential risks influencing the origins of accidents. For each risk are proposed corrective measures that remove or eliminate the problems on selected section.

Järntorget bygg AB arbetar med nyproduktion av framförallt bostäder. Liksom alla andra arbetsplatser i Sverige berörs en byggarbetsplats av Arbetsmiljölagen med dess förordning och författningar. I dessa paragrafer som alla finns för att göra arbetsmiljön så säker som möjligt finns krav på att en Arbetsmiljöplan skall upprättas, vilket är den individuella strategi som tillämpas på varje byggarbetsplats för att uppnå god arbetsmiljö. Dessutom finns på byggarbetsplatser ett ordnings- och skyddsreglerdokument vilket är det dokument som varje ny hantverkare skall ta del av vid ankomst för att känna till arbetsplatsen bestämmelser.  Genom att ta del av gamla skyddsrondsprotokoll, delta på skyddsronder och genomföra intervjuer på Järntorgets i dagsläget tre aktuella byggarbetsplatser kan det konstateras att överträdelser mot såväl Arbetsmiljölagen som mot den egna Arbetsmiljöplanen och ordnings- och skyddsregler sker. Näst intill dagligen förekommer det att hjälm och västkrav samt städning åsidosätts.  Fallskyddsanordningarna är inte alla gånger tillräckligt säkra och gasoltuber förvaras felaktigt. På skyddsronderna är engagemanget i säkerheten bristfällig och väldigt få underentreprenörer involverade. Trots dessa brister fungerar dock arbetsplatserna bra och inga större skador eller tillbud har blivit anmälda. Dock kan det i framtiden bli ännu bättre om Järntorget expanderar sitt säkerhetsarbete redan idag, innan olyckan är framme. / Järntorget bygg AB works with new construction, primarily residential. Like all other workplaces in Sweden a construction site must follow the Work Environment Act with its regulations and statutes. These paragraphs, which exist to make the work environment as safe as possible, have a requirement that a work environment plan must be established. The plan is the individual strategy applied to any construction site in order to achieve good working environment. In addition there is an Order and Security Document on construction sites, which is a document that each new artisan has to read and sign on arrival to be familiar with the workplace requirements. After reading the old safety inspection records, participating in safety inspections and conducting interviews at Järntorget`s three current construction sites, it is clear that there are violations against the Work Environment Act as well as against Järntorget`s own Work Environment Plan and Order and Security Rules. Almost daily the use of helmets and vests or cleaning obligations is neglected. Fall protection devices are not always sufficiently secure and LPG cylinders are stored improperly. On the safety rounds the commitment to safety is faulty and very few subcontractors are involved. Despite these shortcomings the different construction sites work well and no major injuries or incidents have been reported. However, it would be an asset for Järntorget to expand their security work before an accident occurs.

Le travail des préventeurs en entreprise : Contribution méthodologique à la visite de sécurité / The work of OSH in the enterprise : methodological contribution to the safety inspection

Notre thèse s’inscrit dans la lignée d’un premier travail de recherche durant lequel nous avions mis en évidence le recours par les préventeurs à l’accommodation de certaines consignes au cours des visites de sécurité. Ce résultat a suscité de nouveaux questionnements quant aux conséquences de ce phénomène sur leur santé mais aussi sur les performances du système de management de la sécurité. Notre travail de thèse s’est ainsi centré sur la caractérisation des difficultés rencontrées par les préventeurs lors des séquences de résolution de problèmes initiées par la mise en évidence d’écarts à la prescription au cours de la visite de sécurité mais aussi sur l’identification des déterminants méthodologiques qui en sont à l’origine. Trois méthodes ont été utilisées : des relevés des traces de l’activité à l’aide de la méthode de l’agenda, des observations ouvertes de l’activité d’un échantillon préventeurs en entreprise et des observations systématiques des phases de visites de sécurité couplées à des techniques de verbalisations. Les principaux résultats de cette thèse sont que : (i) les préventeurs en entreprise ne consacrent que très peu de temps aux visites de sécurité, (ii) ce phénomène de "désertion" du terrain ne peut être uniquement expliqué par le poids des tâches administratives, (iii) le contexte temporel dans lequel sont réalisées les visites de sécurité et l’absence d’artefact support pour les échanges ne favorisent pas le développement du phénomène de synchronisation cognitive puisque tous les écarts ne sont pas levés par des solutions explicitement approuvées par l’ensemble des interlocuteurs, (iv) les préventeurs développent des stratégies de défense pour réduire les effets de ce manque de performance sur leur santé, (v) les modifications du contexte temporel et l’intégration de l’artefact vidéo facilitant les échanges permettent d’améliorer les performances en matière de résolution de problèmes et de développer dans quelques mesures la santé des préventeurs; les solutions produites sont alors plus nombreuses ou plus complexes, les échanges plus riches et les contraintes mieux gérées. Les résultats de cette thèse permettent à la fois de poursuivre la caractérisation du travail des préventeurs en entreprise, de rendre compte des effets de l’autoconfrontation sur les interviewers mais aussi de proposer une méthode de conception d’artefact basée sur l’approche instrumentale qui facilite l’appropriation. / Our thesis is in line with a first research work in which we highlighted the use by OSH to accommodation of some instructions during safety inspections. This has raised new questions about the consequences of this phenomenon on the health of the OSH but also on the performance of the safety management system. Our thesis then focused on the characterization of the difficulties encountered by OSH during problem solving sequences initiated by the detection of deviations from the prescription safety during the visit, but also on identifying methodological determinants that are at the origin. Three methods were used: statement traces of the activity using the method of the agenda, open observations of the activity of a sample of OSH enterprises and systematic observations visit phases security coupled with verbalisation techniques. The main results of this thesis are: (i) OSH in companies only spend very little time for safety inspections, (ii) the phenomenon of "desertion" of the land can’t be solely explained by the weight of administrative tasks (iii) the temporal context in which are carried out safety inspections and the lack of media artifact exchanges, do not favor the development of cognitive synchronization phenomenon, since all differences are not explicitly approved by surveying the solutions of all interlocutors, (iv) OSH develop defense strategies reducing the effects of this lack of performance on their health, (v) changes in the temporal context and the integration of video artifacts facilitating trade, allows improved performance in terms of deviations lifted; the solutions produced are then more numerous and more complex, exchanges are richer and constraints are better managed. The results of this thesis allow both to continue with the characterization of the work of OHS in companies, to account for the effects of self-confrontation on interviewers but also to offer an artifact design method based on the instrumental approach which facilitates ownership.

Bezpečnostní inspekce na vybraných lokalitách v Olomouckém kraji / Road safety inspection in the 0lomouc region

The diploma thesis focuses on a road safety inspection of selected intersections in Olomouc Region. The first step of the diploma thesis was to select 20 intersections, then each one was subjected to accident analysis. The intersections were compared by accident indicators, which were the basis of selection 11 intersections for visual inspection purposes. Based on visual inspections, the selection was further reduced to 4 intersections in Olomouc Region, which were subjected to detailed road safety inspection, then the potential risks influencing the origins of accident were identified and corrective measures were proposed in order to remove or eliminate the intersections problems.
