Social learning as a process to foster Integrated Coastal Management / Aprendizagem social como um processo para promover a gestão costeira integradaLuciana Yokoyama Xavier 04 May 2017 (has links)
Integrated coastal and ocean management (ICM) requires new management systems where social learning (SL), the joint and collaborative learning trough interaction, is a key element. The occurrence of SL and the factors that affect it were investigated by documentary analysis, observation of ongoing processes and accessment of the perception of people involved with the participatory management of a marine protected area (MPA) in Brazil. The general hypothesis is that SL can qualify participation and improve ICM. To test it, this research characterized the management of the MPA, identifying SL processes and how they were fostered/hindered, with special attention to the role of research and educational institutions and the promotion of knowledge exchange. SL was evidenced by changes in knowledge, perception of the complexity of the system, social context and in the development of new understandings among the stakeholders involved in the processes, leading to strong social organization, social empowerment and institutional changes, promoting social capital. To improve ICM through SL, five strategies are proposed: promote diverse participation, not limited to official membership; promote simultaneous discussions in small groups; favor interaction processes over rapid solutions; explore common interests; explore different roles, especially with reference to research and educational organizations. / A gestão costeira integrada (GCI) demanda novos sistemas de gestão onde a aprendizagem social (AS), a aprendizagem conjunta e colaborativa que ocorre por meio de interação, é um elemento-chave. A ocorrência de AS e os fatores que a afetam foram investigados por meio de análise documental, observação de processos em andamento e levantamento da percepção dos indivíduos envolvidos com a gestão participativa de uma área marinha protegida (AMP) no Brasil. A hipótese central é que AS pode qualificar a participação e aprimorar a GCI. Esta pesquisa caracterizou a gestão da AMP e identificou processos de AS e como eles foram favorecidos/prejudicados, com atenção especial ao papel de instituições de ensino e pesquisa e à promoção de troca de conhecimento. A AS foi evidenciada por mudanças no conhecimento, percepção da complexidade do sistema, contexto social e construção de entendimentos coletivos, fortalecendo a organização social, empoderamento social e mudanças institucionais, promovendo o capital social. Para aprimorar a GCI por meio de AS são propostas cinco estratégias: promover diversidade de participação; promover a discussão simultânea de vários problemas; favorecer processos de interação à soluções rápidas; explorar interesses comuns; explorar diferentes papéis, especialmente considerando as organizações de ensino e pesquisa.

Magistro darbo objektas – Lietuvos mokslinė biblioteka, labiausiai orientuojantis į šiandienos ir ateities situaciją. Darbo tikslas – išsiaiškinti mokslinių bibliotekų vietą bei vaidmenį Lietuvos informacinėje infrastruktūroje. Pagrindiniai darbo uždaviniai: išsiaiškinti informacinės visuomenės, valstybės informacijos infrastruktūros sąvokas, surasti jų apibrėžimus; apžvelgti ir išanalizuoti valstybės ir visuomenės raidos veiksnius, turinčius įtakos šiandienos mokslinių bibliotekų egzistavimui informacinės visuomenės kontekste; apibrėžti, kas yra mokslinė biblioteka bei surasti jos vietą Lietuvos bibliotekų sistemoje; atlikti Delphi metodu pagrįstą ekspertų apklausą. Jos tikslas – atsižvelgiant į informacinės visuomenės plėtrą, įvertinti mokslinių bibliotekų vaidmenį Lietuvos informacijos infrastruktūroje, sužinoti svarbiausias mokslinių bibliotekų veiklos sritis ir galimybes aktyviau prisidėti prie šiandienos iššūkių. Rengiant darbą, naudoti literatūros bei teisinių ir strateginių dokumentų analizės, aprašomasis, Delphi ekspertų apklausos bei duomenų apdorojimo metodai. Svarbiausios magistro darbe prieitos išvados: šiandienos mokslinių bibliotekų egzistavimo tikslus ir uždavinius labiausiai įtakoja informacinės visuomenės kūrimas. Kuriant šią sistemą, pagrindiniais prioritetais tampa besimokanti, atvira visuomenė bei jos piliečių sugebėjimas naudotis naujausiomis informacinėmis technologijomis, informacinis raštingumas, informacijos prieinamumas. The following tasks were raised, seeking to achieve the fixed goal, i.e. to clarify the notions “the information society” and “the state information infrastructure”, to find their definitions; to review and analyze the factors of evolution of the state and society, which influence the current existence of scientific libraries in the context of the information society; to define what is meant under “the scientific library”; to clarify and define the system of libraries in Lithuania, to fix the position of scientific libraries in it; to carry out interrogation of the experts, substantiated by the Delphi method. Its purpose is to evaluate the role of scientific libraries in the information infrastructure of Lithuania, with taking into consideration expansion of the information society; to find out the most important spheres of activity of scientific libraries and their possibilities to join the contemporary challenges more actively. The conflict between free trade and public health measures : the role of sciencePrevost, Marie Denise, 1971- 11 1900 (has links)
The needs of the free trade regime and governments' legitimate regulatory aims in
the area of public health protection conflict. Government health measures create
barriers to free trade and are thus disciplined by the trade regime.
This conflict is addressed in the rules of the World Trade Organization, in the
Agreement on the Application of Sanitary and Phytosanitary Measures. This
Agreement uses science to mediate the conflict. The reason for the reliance on
science is the view that it provides a neutral, universally-valid discipline and that
thus the results of testing health measures for scientific validity would be acceptable
to both parties in a dispute.
This uncritical approach towards science is called into question. An analysis of the
relevant science-based disciplines of the SPS Agreement and their interpretation in
WTO dispute settlement shows the flaws in this system. A re-evaluation of the WTO
rules governing health regulation is called for. / Law / LL.M.

Die Universitätsbibliothek Chemnitz – als zentrale Informations-Service-Einrichtung der TU – stellt sich der wandelnden Entwicklung in der Informations- und Kommunikationstechnologie durch die Möglichkeiten des Internets.
Der Anteil der im Open Access veröffentlichten Artikel steigt weltweit. An der TU Chemnitz waren es 2014 bereits 10% des Gesamtartikelaufkommens.
Das Open-Access-Team unterstützt die Wissenschaftler bei der Auswahl geeigneter Journale bzw. Verlage, berät bei der Klärung rechtlicher Fragen und bei der Finanzierung von Veröffentlichungen.
Einfache Workflows, transparente Verfahren und standardisierte Softwareumgebungen kennzeichnen die Dienstleistung. Das Beratungs- und Marketingkonzept auf Basis der Qualitätssicherung, beinhaltet verschiedenste Kommunikationswege und vertieft damit das Verständnis und die Akzeptanz für die freie Verfügbarkeit wissenschaftlicher Erkenntnisse. / The University Library Chemnitz, as the central provider of information services at the TU Chemnitz, embraces the possibilities of the world wide web in changing the nature of information and communication patterns. The digital transformation is accompanied by the growth of Open Access publishing in the global scientific community.
At the TU Chemnitz, 10 per cent of all research papers published in 2014 were immediately made available through Open Access.
The Open Access Team of the University Library supports scientists and scholars by helping with the selection of suitable Open Access journals for publication, by funding Open Access publications and by providing guidance on licensing and legal technicalities.
Clear and simple workflows, transparent procedures and standardised software platforms characterise the services activities. The consulting and marketing concept, through a distinct focus on quality assurance, serves to foster the comprehension and the acceptance for the free distribution of scientific knowledge among all members of the TU Chemnitz.
