Integration of modern science and indigenous knowledge systems : towards a coexistence of the two systems of knowing in the South African curriculum

The integration of modern science and indigenous knowledge systems in the science education curriculum for South African schools represents social justice for the majority of South Africans as they determine the knowledge necessary for themselves and for future generations in the new South Africa. An exploratory research reveals tension and a dichotomous relationship between modern science and IKS, caused by false hierarchies that are influenced by factors such as colonialism, capitalism and modernisation to the exclusion of the core values held by indigenous people in their relationship with nature. The thesis demonstrates that the integration requires an epistemology that puts humanity first and a framework that accommodates both ways of knowing. Les modalités d'influence de l'IPBES sur l'évolution du droit international de l'environnement en Méditerranée / The means of influence of the IPBES on the evolution of international environmental law in the Mediterranean region

Après des décennies de croissance rapide du droit international de l’environnement, il est aujourd’hui crucial d’assurer l’effectivité et l’efficacité de cette branche du droit. Cela implique, entre autres, de garantir la flexibilité et la réactivité des instruments existants. Cette thèse propose d’explorer les mécanismes et phénomènes permettant aux régimes internationaux environnementaux de s’adapter aux évolutions scientifiques, politiques et juridiques en s’appuyant sur un cas d’étude précis : l’influence de la Plateforme intergouvernementale politique et scientifique pour la biodiversité et les services écosystémiques (IPBES) en Méditerranée. L’IPBES a été récemment établie afin de pallier l’inefficacité des politiques environnementales en matière de biodiversité. En partant du postulat du succès de cette plateforme, cette thèse expose les divers moyens juridiques d’influences dont celle-ci dispose dans la région. Nous verrons ainsi que l’expertise institutionnelle des régimes méditerranéens constitue une modalité d’influence directe tandis que les nombreux phénomènes de diffusion normative lui assurent une influence indirecte. La Méditerranée comporte à une échelle réduite tous les enjeux du droit international de l’environnement. Une telle étude permettra donc de mettre en lumière des aspects rarement étudiés de cette branche du droit / After decades of growth, it is now crucial to ensure that International environmental law is efficient. This implies, among other things, to guarantee the flexibility and reactiveness of existing instruments. This thesis aims to develop an analysis of the different mechanisms and phenomenon that allow International environmental regimes to adapt to scientific, political and legal evolution. It does so by focusing on a specific case study: the influence of the Intergovernmental science-policy Platform on Biodiversity and Ecosystem Services (IPBES) in the Mediterranean. The IPBES was recently established in order to cope with the inefficiency of current measures for the conservation and sustainable use of biodiversity. By assuming the success of this platform, this thesis will explore the different legal means of influence the IPBES has in the region. In doing so, we will see that the institutionalized expertise of Mediterranean regimes allows for a direct influence of the platform, while norm diffusion in the region allows for an indirect influence. The Mediterranean holds within itself all of the stakes of International environmental law. Ciência integrada para gestão costeira: potencialidades e desafios / Integrated science for coastal management: potentialities and challenges

A complexidade dos problemas socioambientais atuais enfrentados pela humanidade tem demandado abordagens mais participativas de produção científica, como a Ciência Pós-Normal, e de gestão, como a Gestão Baseada em Ecossistemas e a Gestão Costeira Integrada. Todas essas abordagens têm como um de seus princípios a Interdisciplinaridade, reconhecendo que o desenvolvimento de pesquisas científicas que busquem integrar diversas disciplinas, múltiplos sistemas de conhecimento e aproximar ciência e gestão são de fundamental importância em prover soluções às complexas questões postas pela sociedade. Apesar disso, a prática da interdisciplinaridade ainda encontra resistência no meio político-acadêmico onde se insere. Assim, o presente trabalho buscou abordar os desafios e as potencialidades de se desenvolver esse tipo de ciência, com foco em ecossistemas marinhos e costeiros, a partir de duas escalas de planejamento e execução científicas (top-down e bottom-up, respectivamente): i) da perspectiva de agências de fomento à pesquisa no Brasil; e ii) da análise de um projeto de pesquisa oceanográfico que objetivou ter uma abordagem interdisciplinar, como estudo de caso. A partir de entrevistas e análises documentais, buscou-se ainda fornecer subsídios ao desenvolvimento de futuros projetos científicos interdisciplinares e aprimoramento da interface ciência-gestão costeira. / The complexity of current socioenvironmental problems faced by humanity has pushed scientific endeavors towards more participative approaches, such as Post-Normal Science, and management, such as Ecosystem Based Management and Integrated Coastal Management. Interdisciplinarity is understood as one of the key elements of these approaches. Thus developing scientific researches that intend to integrate different disciplines, multiple knowledge systems and bring together policy and science is essential to provide answers to the complexities of societal issues. Nevertheless, the development of interdisciplinary research still faces many political and academic obstacles. Therefore, this study presents the challenges and potential of developing integrated science, focusing on coastal and marine ecosystems. We did that from two different planning and execution scales (top-down and bottom-up, respectively): i) from the perspective of research funding agencies; and ii) from the perspective of researchers of an oceanographic research project that intended to work in an interdisciplinarity manner as a study case. From interviews and document analyses, we provide contributions to the development of future interdisciplinary scientific research projects and to the improvement of science-policy interfaces in coastal zones.

Federal science funding in the America Recovery and Reinvestment Act of 2009: an assessment of two policy process frameworks

In order to understand how policies are made, analysts need to be able to explain and describe the policy making process. This is a complex task due to the variety and complexity of policy making environments. The difficulty lies in accounting for the multiple actors who come and go, differing preferences, and impending problems and solutions sets which vary by policy environment. Therefore, there is a need to approach the understanding of policy processes from several different theoretical perspectives to aid in evaluating the multifaceted variations which ultimately affect policy making. An improved description of processes can lead to more accurate predictions of possible future policies, improved advocacy efforts, and enhanced problem solving. Two policy process frameworks, the Multiple Stream Framework (MSF) and the Institutional Analysis and Development (IAD) framework, were applied to a recent significant change in science policy. An understanding is developed to explain how federal science funding survived within the highly controversial and costly American Recovery and Reinvestment Act of 2009 (ARRA). The volatile and unpredictable nature of science policy lends itself well to the MSF, while the more static IAD is less useful to explain how and why the funds stayed in the bill. This is telling about the scope and adaptability of the two frameworks, where each may be better suited for different policy environments. The MSF being more appropriate for unstable and capricious policy issues and the IAD better matched for policy issues which have a somewhat more stable environment.

Notre travail de thèse vise à établir un diagnostic des potentialités scientifiques marocaines et à concevoir de nouveaux dispositifs pour la mesure, la cartographie et l’open access à la science locale.Pour bâtir des systèmes nationaux de recherche et garantir le développement socioéconomique du Maroc, les décideurs des universités ont besoin d’indicateurs d’analyse et d’évaluation de leur patrimoine scientifique. Les principales sources utilisées pour effectuer cette analyse sont les bases de données internationales « Scopus » et « Web of Science », en dépit de leurs biais d’indexation et de couverture de la science des pays du Sud. Cela induit un questionnement quant au manque hypothétique de la visibilité de la science marocaine. Ce manque de visibilité serait-il dû à la faible présence des revues nationales dans les bases de données internationales ? Ou relèverait-il de la faible qualité des publications marocaines ? La science marocaine est-elle une science à visée locale, abordant des thèmes qui ne figurent pas dans l’agenda de la science universelle ? Les apports de l’open access quant à l’augmentation de la visibilité et de l’impact de la recherche sont-ils méconnus des universitaires marocains ? La réponse à ces questions est accomplie à travers l’étude de cas de la Faculté de Médecine et de Pharmacie de Casablanca (FMPC). Elle s’articule autour de trois objectifs spécifiques : 1/ Recenser la production scientifique ; 2/ cartographier la production scientifique et explorer l’existence d’une relation entre l’indexation des publications dans les bases de données internationales et leur visibilité 3/ évaluer les comportements et les usages de l’open access par les chercheurs.Les principaux résultats de l’analyse et de la cartographie de la production scientifique de la FMPC, attestent que celle-ci jouit d’une grande visibilité à l’échelle internationale. La juxtaposition des publications nationales et internationales permet de confirmer que 70% des publications scientifiques de la FMPC sont intégrées dans les bases de données internationales et que 74.21 % de l’ensemble des articles sont publiés en anglais. Par ailleurs, on ne pourrait exclure 30% des publications nationales de l’évaluation bibliométrique au risque de biaiser les politiques scientifiques du pays.D’autres résultats de la thèse sont constitués par la mise en place du dépôt institutionnel de l’Université et du portail de revues médicales, créés afin d’assurer une large diffusion de la production des chercheurs de la FMPC et d’augmenter sa visibilité et son impact. Néanmoins, les résultats de l’enquête menée auprès des chercheurs ont montré que la principale barrière à l’adoption de l’open access est la méconnaissance des avantages des dispositifs de libre accès à l’IST quant à l’augmentation de leur impact et de leur visibilité. Les résultats de la cartographie de la FMPC et de l’étude des comportements des chercheurs à l’égard de l’open access, nous ont permis de proposer des fondements pour l’édification d’indicateurs adaptés au contexte marocain. / Our thesis aims to establish a diagnosis of Moroccan scientific potential in the medical area and to conceptualize new devices for measurement, mapping and open access to local science.To build national research systems and ensure Morocco’s socio-economic development, university decision-makers need analytic and evaluation indicators of their scientific heritage. The main sources used to perform this analysis are the international databases "Scopus" and "Web of Science", despite their biased indexing and coverage of southern countries.This impedes the accessibility and visibility of Moroccan science. A few questions then arise: is this lack of visibility due to the low presence of national journals in international databases? Is it due to the quality of Moroccan publications? Is Moroccan science locally focused, addressing themes which are not on the global agenda? Do Moroccan universities lack awareness of the contribution of open access to increasing research visibility and impact? Our case study of the Faculty of Medicine and Pharmacy of Casablanca (FMPC) is based on three specific objectives: 1/ Identifying scientific production; 2/ characterizing scientific production and exploring the existence of a relationship between the indexing of publications in international databases and their visibility and 3/ evaluating the behaviors and uses of open access by researchers.The main results of our thesis are the analysis and characterization of the scientific output of the FMPC, which is highly visible on an international scale: the juxtaposition of national and international publications confirms that 70% of the FMPC’s scientific publications are integrated into international databases and that 74.21% of all articles are published in English. Furthermore, 30% of national publications cannot be excluded from bibliometric evaluation, at the risk of biasing the country's science policies.The establishment of the University’s institutional repository and of the medical journal portal makes it possible to widely disseminate FMPC researcher production and to increase its visibility and impact. Nevertheless, the results of the survey of researchers showed that the main impediment to the adoption of open access is the lack of awareness of the benefits of STIs with regards to increasing their impact and visibility. The results of the FMPC’s science mapping and the study of researcher behavior with regard to open access have allowed us to propose bases for the definition of indicators adapted to the Moroccan context.

Strategische und operative Handlungsoptionen für wissenschaftliche Einrichtungen zur Gestaltung der Open-Access-Transformation

Die vorliegende Arbeit befasst sich mit der Rolle von Forschungseinrichtungen in Deutschland bei der Transformation des wissenschaftlichen Publikationswesens von Subskription zu Open Access im Bereich wissenschaftlicher Fachzeitschriften. Die Open-Access-Transformation zielt darauf ab, das tradierte Subskriptionsmodell zu überwinden und innovative Verfahren der digitalen Wissenschaftskommunikation zu ermöglichen. Diese Arbeit untersucht, welche Handlungsoptionen sich Forschungseinrichtungen zur Gestaltung der Open-Access-Transformation eröffnen. Auf Grundlage einer Darstellung der Handlungsoptionen in den Bereichen Strategie und Kommunikation, Services und Infrastrukturen, Geschäftsbeziehungen mit Verlagen und Kooperationen wurde die Umsetzung dieser Handlungsoptionen in der Praxis analysiert. Hierzu wurde eine Erhebung unter 701 wissenschaftlichen Einrichtungen in Deutschland durch-geführt. Mit einer Rücklaufquote von 403 antwortenden Einrichtungen (57,49 %) wird die Betei-ligung an der Umfrage als sehr positiv bewertet. Diese bislang wohl umfangreichste Studie zum Thema, zeigt, dass die akademischen Einrichtungen in Deutschland bis dato nur wenige Handlungsoptionen zur Förderung von Open Access umsetzen. Während die Verbreitung von Open-Access-Repositorien positiv zu bewerten ist, stehen der Um-gang mit Open-Access-Publikationsgebühren und damit verbunden auch das Monitoring von Publikationskosten noch am Anfang. Die Ergebnisse der Erhebung deuten auf einen hohen Handlungsbedarf hin. Über die quantitative Erhebung hinaus, die die Lücke einer fehlenden Datenbasis zu Open Ac-cess in Deutschland schließt, formuliert die Arbeit in einem anwendungsbezogenen Ansatz Empfehlungen für die weitere Befassung mit der Open-Access-Transformation an Forschungseinrichtungen in Deutschland. Ein Fokus liegt dabei auf Aktivitäten, die sich im Bereich der wissenschaftlichen Bibliotheken ergeben. / This thesis investigates the role of research institutions in Germany in transforming scholarly publishing from subscription to Open Access in the field of scientific journals. Open Access transformation aims to overcome the traditional subscription model to further innovative methods of digital scholarly communication. The study examines the options open to higher education institutions and research performing organizations for shaping the Open Access transformation. The thesis presents a description of these options in the areas of strategy and communication, services and infrastructures, business relations with publishers and cooperation. Then, the implementation of these options in practice was analyzed. For this purpose, a survey was conducted among 701 academic institutions in Germany. The response rate of 403 responding institutions (57.49%) can be considered very positive. This survey, which is probably the most comprehensive on the subject to date, shows that higher education institutions and research performing organizations in Germany have so far implement-ed only a few options for promoting Open Access. While the distribution of Open Access repositories is positive, the handling of Open Access publication charges and the associated monitoring of publication costs are still at the beginning. The results of the survey indicate a high need for action. The presented quantitative survey closes the gap of missing data on Open Access in Germany. Based on this new dataset, the study formulates recommendations for further engagement with the Open Access transformation at research institutions in Germany. One focus is on activities that arise in the area of academic libraries.

The conflict between free trade and public health measures : the role of science

The needs of the free trade regime and governments' legitimate regulatory aims in the area of public health protection conflict. Government health measures create barriers to free trade and are thus disciplined by the trade regime. This conflict is addressed in the rules of the World Trade Organization, in the Agreement on the Application of Sanitary and Phytosanitary Measures. This Agreement uses science to mediate the conflict. The reason for the reliance on science is the view that it provides a neutral, universally-valid discipline and that thus the results of testing health measures for scientific validity would be acceptable to both parties in a dispute. This uncritical approach towards science is called into question. An analysis of the relevant science-based disciplines of the SPS Agreement and their interpretation in WTO dispute settlement shows the flaws in this system. A re-evaluation of the WTO rules governing health regulation is called for. / Law / LL.M.

Social learning as a process to foster Integrated Coastal Management / Aprendizagem social como um processo para promover a gestão costeira integrada

Integrated coastal and ocean management (ICM) requires new management systems where social learning (SL), the joint and collaborative learning trough interaction, is a key element. The occurrence of SL and the factors that affect it were investigated by documentary analysis, observation of ongoing processes and accessment of the perception of people involved with the participatory management of a marine protected area (MPA) in Brazil. The general hypothesis is that SL can qualify participation and improve ICM. To test it, this research characterized the management of the MPA, identifying SL processes and how they were fostered/hindered, with special attention to the role of research and educational institutions and the promotion of knowledge exchange. SL was evidenced by changes in knowledge, perception of the complexity of the system, social context and in the development of new understandings among the stakeholders involved in the processes, leading to strong social organization, social empowerment and institutional changes, promoting social capital. To improve ICM through SL, five strategies are proposed: promote diverse participation, not limited to official membership; promote simultaneous discussions in small groups; favor interaction processes over rapid solutions; explore common interests; explore different roles, especially with reference to research and educational organizations. / A gestão costeira integrada (GCI) demanda novos sistemas de gestão onde a aprendizagem social (AS), a aprendizagem conjunta e colaborativa que ocorre por meio de interação, é um elemento-chave. A ocorrência de AS e os fatores que a afetam foram investigados por meio de análise documental, observação de processos em andamento e levantamento da percepção dos indivíduos envolvidos com a gestão participativa de uma área marinha protegida (AMP) no Brasil. A hipótese central é que AS pode qualificar a participação e aprimorar a GCI. Esta pesquisa caracterizou a gestão da AMP e identificou processos de AS e como eles foram favorecidos/prejudicados, com atenção especial ao papel de instituições de ensino e pesquisa e à promoção de troca de conhecimento. A AS foi evidenciada por mudanças no conhecimento, percepção da complexidade do sistema, contexto social e construção de entendimentos coletivos, fortalecendo a organização social, empoderamento social e mudanças institucionais, promovendo o capital social. Para aprimorar a GCI por meio de AS são propostas cinco estratégias: promover diversidade de participação; promover a discussão simultânea de vários problemas; favorecer processos de interação à soluções rápidas; explorar interesses comuns; explorar diferentes papéis, especialmente considerando as organizações de ensino e pesquisa.
