År 2002 fattade den svenska riksdagen beslutet att sluta bygga skyddsrum. Sverige har per capita näst flest antal skyddsrum i världen. Ett stort antal skyddsrum i Sverige, kombinerat med beslutet att inte bygga dem längre, har lämnat Sverige vid en vägkorsning. Hur mycket bör Sverige bry sig om sina skyddsrum? För utländska fiender kan skyddsrum verka som ännu ett hinder för att invadera, på grund av de svenska civila möjligheterna till att vara säkra från bomber och ett krigs påverkan. Även om krigföring har förändrats under åren och nya strategier har utvecklats, kommer en säker plats för civila att stärka den försvarande sidan. För att detta försvar ska fungera måste skyddsrummen vara konstruerade på tillgängliga platser för civilbefolkningen, erhålla det material som skyddsrummen är i behov av, kunna drivas av en civil samt vara i gott skick. Det var under kalla kriget som Sverige byggde de flesta av sina skyddsrum. Med många decennier och olika lagar för konstruktion som passerat, har många av skyddsrummen problem i nuläget. Problem såsom att material saknas, luftfilter har blivit för gamla, rummen har renoverats till något annat, eller helt enkelt att skyddet inte kan garantera den funktion som den en gång gjorde. I Sverige är Myndigheten för samhällsskydd och beredskap (MSB) den myndighet som ansvarar för skyddsrummens tillstånd. MSB har det yttersta ansvaret att se till att skyddsrummen är säkra i nödsituationer. För att uppfylla detta utgör de tillsyn och kontroller på skyddsrummen. I denna kandidatuppsats undersöks de svenska skyddsrummens tillstånd och de problem som följer med dem. Vi fann det även av intresse att undersöka skyddsrummens relevans i Sveriges samhälle ur ett historiskt- och ett nutidsperspektiv. Metoden som har använts är av kvalitativ och rättsdogmatisk karaktär. De slutsatser som kunnat dras i denna kandidatuppsats är att Sveriges skyddsrum befinner sig i olika tillstånd vad gäller skick och kvalité. Det kan också konstateras att det inte pågår tillräckligt många skyddsrumskontroller som både är önskat och nödvändigt gentemot det stora antal skyddsrum som finns. Slutligen nyttjas Sveriges skyddsrum för andra ändamål än vad de preliminärt byggdes för, vilket innebär att de fyller ett syfte i Sveriges samhälle. / In 2002, the Swedish government decided to stop building air raid shelters. Sweden has per capita the second most air raid shelters in the world. A large number of air raid shelters in Sweden, combined with the decision to stop constructing them, has left Sweden at a crossroad. How much should Sweden care about the air raid shelters? To foreign enemies, the air raid shelters may seem as yet another obstacle to invading, because of the opportunity given to the Swedish civilians to be safe from bombs and the effects of war. Even though the warfare has changed during the years and new strategies have been developed, a safe place for civilians will strengthen the defending side. For this defense to work, the air raid shelters have to be constructed at available locations for civilians, be equipped with the material needed, be operated by a civilian and the shelters have to be in good condition. It was during the Cold War era that Sweden built most of its air raid shelters. With a lot of decades and different rules of construction passing, many of these air raid shelters have problems now. The problems concern materials missing, air filters which have passed their best before date, the shelters being renovated to something completely different, or simply that the shelter cannot guarantee the function that it once did. In Sweden, The Swedish Civil Contingencies Agency (MSB) is the agency responsible for the condition of the air raid shelters. The agency has the utmost responsibility that the air raid shelters will be safe in case of emergency. To fulfill that, the agency executes supervision and regulatory control of the shelters. In this essay, the condition of the Swedish air raid shelters and the problems that come along with them get examined. We also found it interesting to examine the air raid shelters' relevance to Swedish society from a historic and present-day point of view. A qualitative and legal dogmatic method has been used. The conclusions that could be drawn from this essay is that Sweden’s air raid shelters are in different conditions regarding standard and quality. It can also be established that there aren’t enough regulatory controls being executed. Finally, the Swedish air raid shelters do serve a purpose for the Swedish society even though they have been built for other reasons.

Nonlinear Dynamic Response of Flexible Membrane Structures to Blast LoadsKapoor, Hitesh 24 February 2005 (has links)
The present work describes the finite element (FE) modeling and dynamic response of lightweight, deployable shelters (tent) to large external blast loads. Flexible shelters have been used as temporary storage places for housing equipments, vehicles etc. TEMPER Tents, Small Shelter System have been widely used by Air Force and Army, for various field applications. These shelters have pressurized Collective Protection System (CPS), liner, fitted to the frame structure, which can provide protection against explosives and other harmful agents. Presently, these shelter systems are being tested for the force protection standards against the explosions like air-blast. In the field tests carried out by Air Force Research Laboratory, it was revealed that the liner fitted inside the tent was damaged due to the air blast explosion at some distant from the structure, with major damage being on the back side of the tent. The damage comprised of tearing of liner and separation of zip seals. To investigate the failure, a computational approach, due to its simplicity and ability to solve the complex problems, is used.
The response of any structural form to dynamic loading condition is very difficult to predict due to its dependence on multiple factors like the duration of the loading, peak load, shape of the pulse, the impulse energy, boundary conditions and material properties etc. And dynamic analysis of shell structures pose even much greater challenge. Obtaining solution analytically presents a very difficult preposition when nonlinearity is considered. Therefore, the numerical approach is sought which provide simplicity and comparable accuracy.
A 3D finite element model has been developed, consisting of fabric skin supported over the frames based on two approaches. ANSYS has been used for obtaining the dynamic response of shelter against the blast loads. In the first approach, the shell is considered as a membrane away from its boundaries, in which the stress couple is neglected in its interior region. In the second approach, stress coupling is neglected over the whole region. Three models were developed using Shell 63, Shell 181 and Shell 41. Shell 63 element supports both the membrane only and membrane-bending combined options and include stress stiffening and large deflection capabilities. Shell 181 include all these options as Shell 63 does and also, accounts for the follower loads. Shell 41 is a membrane element and does not include any bending stiffness. This element also include stress stiffening and large deflection capabilities.
A nonlinear static analysis is performed for a simple plate model using the elements, Shell 41 and Shell 63. The membrane dominated behavior is observed for the shell model as the pressure load is increased. It is also observed that the higher value of Young's modulus (E) increases the stresses significantly.
Transient analysis is a method of determining the structural response due to time dependent loading conditions. The full method has been used for performing the nonlinear transient analysis. Its more expensive in terms of computation involved but it takes into account all types of nonlinearities such as plasticity, large deflection and large strain etc. Implicit approach has been used where Newmark method along with the Newton-Raphson method has been used for the nonlinear analysis. Dynamic response comprising of displacement-time history and dynamic stresses has been obtained. From the displacement response, it is observed that the first movement of the back wall is out of the tent in contrast to the other sides whose first movement is into the tent. Dynamic stresses showed fluctuations in the region when the blast is acting on the structure and in the initial free vibration zone.
A parametric study is performed to provide insight into the design criteria. It is observed that the mass could be an effective means of reducing the peak responses. As the value of the Young's Modulus (E) is increased, the peak displacements are reduced resulting from the increase in stiffness. The increased stiffness lead to reduced transmitted peak pressure and reduced value of maximum strain. But a disproportionate increase lead to higher stresses which could result in failure. Therefore, a high modulus value should be avoided. / Master of Science

combination of both a quantitative and qualitative research approach to obtain the
necessary information, insight and knowledge regarding the social welfare services
offered to female victims of domestic violence in shelters. The motivation for this
investigation stemmed from the lack of information on social welfare services offered
to these female victims. The researcher became aware of this lack of information due
to the fact that only limited studies and investigations had been done into the social
welfare services offered to female victims of domestic violence within South Africa.
The goal of this study is therefore to gain a better understanding of the social welfare
services offered to female victims of domestic violence in shelters in order to provide
recommendations to social service practitioners for the improvement of social welfare
services in such circumstances.
The literature study firstly focused on the theories, conceptualisation and dimensions
of domestic violence in order to gain an understanding and knowledge base of the
theories that describe domestic violence, concepts that provide an understanding of
the phenomenon of domestic violence as well the dimensions of domestic violence.
Furthermore, the literature study focuses on the policies, legislations and the
government’s commitment to address domestic violence in South Africa. The primary
focus of the literature study was to investigate the social welfare services that are
offered to female victims of domestic violence in shelters.
The researcher contacted the Department of Social Development of the Western
Cape in order to identify the shelter organisations that offer social welfare services to
female victims of domestic violence and finally a purposive sampling was done of ten
shelters in the Western Cape Metropole area which offer social welfare services to
female victims of domestic violence. A qualitative and quantitative investigation was
performed by means of conducting semi-structured interviews with the aid of an
interview guide. The results of the investigation mainly confirmed the findings of the literature study
that domestic violence is an inherent part of the life in South Africa, also that
domestic violence has a variety of causes and consequences and that social welfare
services offered to female victims of domestic violence are an important part of the
process of empowerment in shelters.
The recommendations were aimed at services in shelters and professional persons
involved in the rehabilitation and empowerment of abused women during their
accommodation in the shelters. The recommendations also included further research
to explore the impact of these social welfare services on female residents, and to
address the areas where social welfare services fall short in order to provide insight
into the development of other social welfare services that are needed by female
residents when entering a shelter.

I föreliggande studie undersöks hur rättssäkerheten tillämpas och tolkas allmänt för barn som placeras utanför det egna hemmet av socialtjänsten samt hur rättssäkerheten tolkas och tillämpas när det rör barn som är placerade på ideella kvinnojourer. Studien är av rättssociologisk art. Metoden som används i studien är en kombination av rättsdogmatisk metod och samhällsvetenskaplig metod. Detta för att genom den rättsdogmatiska metoden studera lagstiftning och den samhällsvetenskapliga undersöka hur lagen tillämpas i praktiken. Materialet består av texter samt intervju. Teorier om rättssäkerhet används för att skapa en förståelse av materialet (Staaf; Petczenik) Studien visar att det finns brister i den formella rättssäkerheten samt att den materiella rättssäkerheten inte diskuteras över huvudtaget. Studiens resultat visar även att det finns ett glapp mellan rätten och dess tillämpning. / The present study examines how the rule of law is applied and interpreted for children placed outside their home by social services and how the rule of law are interpreted and applied in the case of children placed on non-profit refuges. The study has a sociology of law approach. Methods used in the study are a combination of legal dogmatic and social scientific method. The material consists of texts and one interview. Theories of the rule of law is used to create an understanding of the material (Staaf; Petczenik). The study shows that there are deficiencies in the formal legal rights as well as to the substantive legal rights, that will not be discussed at all. The results of the study shows that there is a gap between the law and its application.

I denna studie har vi undersökt husdjurens roll och påverkan på våldsutsattas uppbrott från relationer där det förekommit våld. Vi har genom semistrukturerade intervjuer med personal på skyddade boenden och kvinnojourer tagit del av vad de har för kunskap, erfarenhet och egna resonemang kring mäns våld mot kvinnor och barn samt uppbrottsprocessen där det finns husdjur med i bilden. Genom en tematisk analys tog vi oss närmare respondenternas arbetssätt, personliga- och organisatoriska förutsättningar samt utmaningar i arbetet med våldsutsatta och deras husdjur. Resultatet visar på en varierande kunskapsnivå och syn på husdjurens betydelse. Det vi kan se i studien är att husdjuren inte är uteslutna från våld i hemmet och våldet är både ett straffrättsligt lindrigt och ett känslomässigt effektivt sätt att skada även de tvåbenta i hushållet. Husdjuren kan vara en starkt kvarhållande faktor och möjligheten att rädda husdjuren från våldsutövaren kan vara en fråga om liv och död för husdjuren. För människorna som ändå lyckas lämna utan att ta med sig djuret kan det innebära stora trauman, känslor av skuld och skam samt en risk att hon till slut väljer att gå tillbaka till förövaren.Vi har tagit del av respondenternas tankar och förslag på framtida lösningar och önskemål. Studien visar att problemet med djurens utsatthet i våldsamma relationer är något som på flera sätt ingår i ett aktivt förändringsarbete på flera boenden just nu och med hjälp av kunskap och förståelse går det att rädda liv. / In this study we have examined the role and effect that pets have on victims of violence’s process of separation from relationships where violence exists. With semi-structured interviews with the staff from shelters and women’s shelters, we learnt more about their experience, knowledge, and reasoning around the violence in relationships and breakups where pets are present. Through a thematic analysis we have approached the respondents’ work procedures, organizational- and personal conditions as well as challenges in the work with victims of violence and their pets. The results show a varying knowledge level and view of the importance of pets. The study shows that the animals are not excluded from the domestic violence and that the violence is both punitively cheap but also an emotionally effective way to also harm the two-legged in the household. The animals can be a strong detaining factor and the opportunity of saving the animals from the perpetrator can be a matter of life and death for the animal. For the people that still manage to leave without bringing the animal with them it can amount to large trauma, feelings of guilt and shame, and that she in the end chooses to go back. We also got to take part of the respondents' thoughts and suggestions for future solutions and wishes. The study also shows that the problem with vulnerability of animals is something that in many ways is part of an active work for change in several shelters at this moment and that with the help of knowledge and understanding it is possible to save lives.

Predicting termination and continuation status in shelter programs using the Transtheoretical Model with Hispanic battered women.Weisz, Adriana V. 08 1900 (has links)
This study tested the applicability of the Transtheoretical Model of Behavior Change in predicting early termination, appropriate termination, and ongoing treatment of Hispanic battered women residing at domestic violence shelters. Self-efficacy, decisional balance, and acculturation were examined in relation to the applicability of this model with the Hispanic women population. One hundred and eight women residing in two shelters for survivors of domestic violence, located in the Dallas/Fort Worth metroplex, were asked to provide information regarding the problems in their relationships, the pull and the strain of their relationship, their level of temptation to stay in the abusive relationship, and how confident they felt that they would not return to their abuser (The Process of Change in Abused Women Scales- PROCAWS). In addition, the women were asked to complete a questionnaire regarding their level of acculturation. This study confirmed the stage of change profiles found in a population of battered women as well as in other clinical populations and the results suggest that this model is applicable to Hispanic populations. The results indicated that the women in this sample could be meaningfully grouped according to their level of involvement in different stages of change. Furthermore, this study provided support for the validity of this theory by finding significant relationships among the profiles of change and the intervening variables that moderate movement across the stages of change. The women in this study differed with regard to their level of temptation to stay in their relationships and the amount of cons they to making changes. The findings also confirmed that the Transtheoretical Model can be used to predict termination status from domestic violence shelter programs. Although there were no significant differences in termination status among the women with different stage of change profiles, a trend existed that women in earlier stages of change terminated earlier and women in later stages of change terminated appropriately. Overall, the results of this study provide evidence for the applicability of the Transtheoretical Model and the usefulness of the PROCAWS in identifying profiles of change that can potentially guide treatment interventions and predict early termination with the Hispanic population.
