Landsbygdsutveckling i strandnära lägen : Utveckling av LIS-områden i Dalarnas län

Strandskyddet upprättades för att trygga tillgången till strandområden för allmänheten och för att skydda djur- och växtliv från exploatering. Landsbygdsutveckling i strandnära lägen (LIS) togs fram för att inom ramen av översiktsplanering ge kommuner möjlighet till utveckling av landsbygden. LIS har dock visat sig otillräckligt i vissa avseenden och många kommuner i Sverige har uttryckt missnöje med strandskyddslagen. Syftet med studien är att bidra till en bättre landsbygdsutveckling genom att undersöka hur kommunernas framtagande av LIS-områden ser ut i Dalarnas län. Förslag på förändringar pågår i en strandskyddsutredning och därför ska studien även undersöka hur kommunerna i fortsättningen tänker arbeta med strandskyddsutredningen. Studien använder sig av tre olika metoder. Inledningsvis granskades miljöbalken, översiktsplaner samt strandskyddsutredningen. Vidare genomfördes intervjuer och enkäter, som besvarades av utvalda personer på kommunerna. Kommunerna använder sig av ytterligare kriterier i deras översiktsplaner som inte förekommer i lagtexten. Exempel på dessa kriterier är vatten och avlopp, infrastruktur, service och attraktivt område. Dessa kriterier är mer av betydelse för de ekonomiska faktorerna. Kommunerna i denna studie är positiva till att strandskyddslagstiftningen ses över, eftersom de anser att LIS-tillägget är svårtolkat. Kommunerna har däremot många åsikter om strandskyddsutredningen och menar att den fokuserar på fel saker. Länsstyrelsen kommer fortfarande ha stort inflytande och kommunerna menar att beslut om att helt eller delvis upphäva strandskydd i stället bör ske på en kommunal nivå eftersom lokalkännedomen är högre hos kommunerna. Resultatet av studien är en mall med kriterier för kommunerna i Dalarnas län som kan användas vid utpekning av LIS-områden och fungerar som underlag för kommuner att använda i geografiska informationssystem samt multikriterieanalyser för att utveckla landsbygden. Mallen visar att kriterier som biologisk mångfald; riksintresse naturvärden; landsbygdsutveckling samt befintlig bebyggelse värderas högt av kommunerna. / The Swedish shore protection law aims to make shores accessible to the public and provide good conditions for plants and animals. Therefore, a shore protection law was established that protects against exploitation. Rural development in shore sites (LIS) was implemented within the boundaries of city planning, as a tool for the Swedish municipalities to develop the countryside. LIS has proven to be insufficient, and a lot of the Swedish municipalities have expressed dissatisfaction with the LIS addition. The purpose of this study is to contribute to an improved rural development by examining the process behind the selected rural development sites (LIS) by the municipalities. The Swedish government is currently investigating the public shore protection laws, and the investigation might lead to significant changes to the laws. This study will also compile the municipalities view on the ongoing investigation and how it might impact rural development in the future. This study utilizes three different methods. Initially a document study was performed in order to gain knowledge on the subject, followed by an interview and survey by the participating municipalities. When suggesting suitable locations for LIS, the municipalities use some criteria beyond the ones addressed by the Shore Protection laws. Examples of these type of criteria are sewer systems, infrastructure, service, and attractiveness of the area. These criteria are highly valued because of the economic opportunities that they provide. Every municipality’s overall perception of which areas that are suitable for LIS, is based on a selection of different criteria. These areas are further investigated to decide whether exploitation is possible. This investigation is done with different aspects in mind, such as, natural values, cultural environment and flooding. The municipalities in this study are all in favor of changing the public shore protection laws because the execution is problematic and difficult to interpret. However, they proclaim that the ongoing investigation by the government is focusing on the wrong areas and that the suggested law changes are not enough to further enhance the development of the Swedish countryside. The result of this study is a table containing different criteria that the municipalities in Dalarna county can use when designating their rural development shore sites (LIS) in geographical information systems. The criteria table shows that public health, biodiversity, rural development, natural values and existing buildings, are highly valued by the municipalities.

Sound propagation around off-shore wind turbines

<p>Low-frequency, long-range sound propagation over a seasurface has been calculated using a wide-angel Cranck-NicholsonParabolic Equation method. The model is developed toinvestigate noise from off-shore wind turbines. Thecalculations are made using normal meteorological conditions ofthe Baltic Sea. Special consideration has been made to a windphenomenon called low level jet with strong winds on rather lowaltitude.</p><p>The effects of water waves on sound propagation have beenincorporated in the ground boundary condition using a bossmodel. This way of including roughness in sound propagationmodels is valid for water wave heights that are small comparedto the wave length of the sound. Nevertheless, since only lowfrequency sound is considered, waves up to the mean wave heightof the Baltic Sea can be included in this manner.</p><p>The calculation model has been tested against benchmarkcases and agrees well with measurements. THREE-DIMENSIONAL MODELLING OF LAKE ONTARIO HYDRODYNAMICS NEAR PORT HOPE AND IN THE UPPER ST LAWRENCE RIVER

The Ontario Clean Water Act (2006) mandated that eight and two municipal drinking water intakes in the Cataraqui Region Conservation Authority (CRCA) and the Ganaraska River Source Protection Agency (GRSPA) jurisdictions respectively, be protected from contaminants released into the surrounding waters through the delineation of Intake Protection Zones (IPZs). Toward these objectives, the Estuary and Lake Computer Model (ELCOM) was applied to simulate the hydrodynamics and contaminant transport in the eastern Lake Ontario and upper St. Lawrence River. Model hydrodynamics were comprehensively validated against field data collected during April-October, 2006. The flow was found to be predominantly wind induced in the southwestern lacustrine portion of the domain and hydraulically driven in the northeastern riverine portion with storm events resulting in river flow reversals. The modeled surface currents were applied to delineate IPZs surrounding the drinking water intakes. Passive tracers were simulated as surrogates for combined sewer outflows, tributary flows, municipal/wastewater and industrial discharges identified by CRCA as threats to drinking water intakes. Wind was found to be the most dominant forcing to transport contaminants, both in the Kingston Basin and the St. Lawrence River, whereas the St. Lawrence River outflow was found to influence the transport of contaminants along the river. The hydrodynamics and contaminant transport in the near-shore region of Lake Ontario, from Port Hope to Cobourg was also simulated using ELCOM and the results were comprehensively validated against field data collected during April-September, 2010. Upwelling and downwelling events caused by south-westerly and north-easterly winds were found to be the predominant hydrodynamic process. These events generated barotropic geostrophic alongshore currents or ‘coastal jets’ of ~20 cm s-1. Discharges from river plumes and sewage treatment plants were simulated as tracer releases. Reconstructing the Holocene coastal development of the Laurentine Shore

The Laurentine Shore is the Imperial Roman palaeo-shoreline preserved up to 1km inland of the southern, distal edge of the Tiber Delta coastline of Lazio, western Central Italy. The progradation of the delta is recorded on the site as a series of shore-parallel relict dune ridges. High-status villas developed along the roman period coastline, with a service village (Vicus Augustanus), and other infrastructure such as roads, aqueduct, piscinae and several baths (thermae), these structures have been examined using a multi-scale geoarchaeological approach. A sea level reconstruction based on multi-proxy palaeo-environmental analysis of a silt/peat sedimentary transition from the base of a Roman piscina suggests that the sea level at ca. 2400 ± 40 BP was around 1.25 ± 0.2 m below modern sea level. This analysis provides further context for assessing the development of the site during the late Holocene in relation to the progradation of the Tiber delta and for the important Imperial Roman period occupation of the Laurentine Shore and other important sites such as Portus and Ostia Antica in the central part of the Tiber delta. At several key periods in the late Holocene, the palaeo-shoreline has been reconstructed using a geochronological framework of optical luminescence dates and geomorphological survey of the Tiber Delta dune ridge record. In particular, during the Imperial Roman period, ca. 2000 BP) it has been shown that the Laurentine Shore was settled during a period of significant Tiber delta shoreline progradation. Two-major building phases at the Vicus Augustanus occur within this progradation phase. By the abandonment of the site in the 5th century AD, the shoreline was around 70 m seaward of the shoreline during the 1st building phase of the Vicus. This rate of shoreline change could be noticeable by the population over decadal timescales and may have driven the alteration of coastal building and property plots during the 500 year lifetime of the settlement. A combined methodology incorporating sedimentology, geochemistry and petrological analysis of diagenetically altered sediments found that early vadose diagenesis may have a deleterious effect upon luminescence dating dosimetry, inducing age underestimation, especially of reddened dune sands. Petrological analysis has also shown that a lack of anomalous fading in luminescence behaviour observed in K-feldspars may be due to a lack of complex microstructure in the mineral grains driven by the metamorphic, Alpine origin of these minerals. An assessment of the geoarchaeological approach used in this thesis shows that a scale-driven context provides a useful structure for examining the various processes and factors affecting the geomorphological and sedimentological records improving confidence in the examination of the archaeological record.

Projects will be broken into two sub-samples of design/bid/build and design/build projects to see if one project delivery method is superior in regards to time and cost. Project duration, project duration per bed, project time growth, cost growth and cost per bed will be statistically compared. Understanding sediment mobilisation under plunging waves within a gravel beach

Numerical modelling currently cannot accurately reproduce the onshore-offshore transport asymmetry observed on gravel beaches. The role of the impulsive pressure response generated by plunging waves has been hypothesised to aid mobilisation of sediment, and thus may contribute to transport asymmetry. This process is not currently included in models. Laboratory tests were conducted across a range of wave conditions to investigate the role of plunging wave-breaker impacts on the mobilisation of sediment of gravel beaches. Pressure records were obtained at positions close to the plunging impact locations, to monitor the localised pressures that lead to sediment mobilisation. The correction of the recorded pressure to the bed surface, for further analysis, was achieved through a two stage approach. Adoption of a new technique for separating the pressure records into two components, each determined by different processes is presented. Each component is then corrected to the bed surface with the application of a pragmatic prediction of the experienced attenuation. Data covering a wide range of Iribarren values was assessed, and the impact pressure was parameterised against the wave-breaker type. This procedure identified a potential peak in the impact pressure-Iribarren space in the plunging breaker region, consistent with the previous hypothesis. Comparison of cross-shore profile records provides further limited evidence that morphological prediction fails to reproduce specific characteristics associated with profiles generated under plunging breaker action. Finally, a brief discussion is provided on how the role of the additional pressure generated under plunging impacts can be incorporated into future numerical models.

Gaining Relevance in the Face of Obsolescence: The USS Texas – a Battleship in the Second World War

Despite the vast material that has been written about the Second World War, most literature mentions battleships in passing, giving little attention to a role that battleships filled- that of naval gunfire support for amphibious landings. The literature regarding the Navy’s older, obsolescent battleships such as the Texas is scarce. Using primary sources regarding the Texas and the evolution of naval gunfire doctrine from the pre-war and wartime periods, this study looks at the involvement of the Texas in the Second World War and how the Navy employed its oldest battleships. The amphibious landings of the war provided a role in which a ship’s speed and range became irrelevant when firing on fixed targets on an enemy beach. This work provides a look at a little discussed, though widely used aspect of the Second World War and helps further discussion regarding the evolution of the US navy.

Methods of Investment in International Private Law Dissertation thesis is structured into 9 Sections. First section deals with reasons why entrepreneurs use international holdings: regulative, questions of taxation and legal system reasons. Second section describes legal sources applicable for the analyzed issues. Third section summarizes some of the risks relating to use of international holding companies, namely risk of breaching the criminal law or circumventing other legal rules. Apart from legal risks, there are economic risks to be mitigated.
