Idévärlden bakom det nationella vårdprogrammet vid ohälsosamma levnadsvanor

The aim of this thesis is to examine what ideas of unhealthy lifestyle are prominent in the recently published national care protocol for unhealthy lifestyle habits in Sweden, henceforth Vårdprogrammet. These ideas will further be examined in relation to older systems of ideas/ideologies within health care, based on previous research. The empirical material consists mainly of Vårdprogrammet. Aiming to deepen the understanding of this material, I have further perused current official reports regarding public health, related guidelines from the National Board of Health and Welfare as well as related regional care protocols. The method used is inspired by the model developed by Mats Lindberg for qualitative analysis of ideas and ideological content. The analysis of the empirical material shows that the health concept is defined by pointing out its negation, i.e. what unhealthy lifestyles look like. Vårdprogrammet expresses a line of political, cultural and ethical values. They can analytically be summarized as (1) democracy and equality, (2) climate awareness, (3) demands of evidence-based knowledge (4) political cooperation, and (5) ethical principles. The work with unhealthy lifestyle is related to the UN global aim for sustainable development. Agenda 2030 can be viewed as an overall societal hygienic programme, within which the large health problem that lifestyle habits constitute, will be solved. Similar views were held within social hygiene in the mid-19th century, where health and disease were seen as a societal matter. Vårdprogrammet is stated to be based on the ethical principle of person-centred approach. One can however also discern other ethical principles, such as the autonomy, care and justice principles. A health-promoting approach, salutogenesis, pervades the view of the patient/human in the prescribed interaction with patients.

Construção de cenários prospectivos para o setor hospitalar no estado do Rio Grande do Sul

Estudos de futuro e construção de cenários prospectivos são recursos que se destacam na formulação da estratégia empresarial. No caso da área da saúde, em que o cenário presente pode ser alterado de forma rápida, por força de políticas governamentais, regulamentações, avanços tecnológicos, aspectos econômicos ou sociais, a modelagem de cenários se torna mais importante ainda, face as incertezas que se apontam. Neste ínterim, os hospitais estão muito comprometidos, pois são a referência para a população quando se trata de saúde. Este estudo teve como objetivo construir cenários prospectivos para o setor hospitalar, para um horizonte temporal de 10 anos, considerando a limitação geográfica do Estado do Rio Grande do Sul. O método utilizado foi uma pesquisa aplicada, exploratória e descritiva, e, quanto à abordagem do problema, a pesquisa pode ser classificada como qualitativa-quantitativa. Os dados foram obtidos junto a especialistas, oriundos do setor hospitalar, sendo que foi adotado o método Grumbach na modelagem de cenários e a utilização do software PUMA. Os objetivos deste estudo, além da própria modelagem dos cenários, foi identificar as variáveis que influenciam os cenários propostos, levantar a opinião de especialistas sobre estas variáveis, aplicar o software adequado e instrumentar as organizações hospitalares com elementos para a formulação de novas estratégias. Reclaiming Female Virtue: Social Hygiene, Venereal Disease and Texas Reclamation Centers during World War I

During the Progressive Era in the United States, social hygiene reformers underwent a fundamental change in their stance toward women accused of prostitution or promiscuous behavior. Rather than viewing such women as unfortunate victims of circumstance who were worthy of compassion, many Progressives deemed them as predatory villains who instead deserved incarceration, forced rehabilitation, and non-consenting medical interference. Texas, due to the many military bases within its borders, became a key battleground in this moral crusade against women as the carriers and proliferators of VD. "Promiscuous" women were seen as not only dangerous to the soldiers but also as a threat to the nation's security, creating an environment that led Texas Progressives to suppress women's civil liberties in the name of protecting soldiers. The catalyst for this change in attitude was World War I. The Great War brought to the forefront an unpleasant reality facing a significant percentage of America's fighting men: venereal disease. While combating sexually transmitted diseases was a serious medical and manpower concern for the military in the era before penicillin, the sole focus on women as the carriers and proliferators of VD led to a nationwide campaign against the "social evil" that demonized women and led to the suspension of thousands of women's habeas corpus rights. This dissertation examines how the twin crusades of Progressivism and the War to End All Wars created conditions in Texas that for many women meant appalling repression rather than progress toward the enjoyment of greater equality.

The 'gateway to adventure' : women, urban space and moral purity in Liverpool, c.1908-c.1957

This thesis examines the regulation of women in public space in Liverpool between 1908 and 1957. It considers the complex relationship between the laws used to police solicitation, governmental debate about female prostitution and local purity campaigners’ concerns with the moral vulnerability of young, working-class, urban women. It is argued that the ways in which prostitution was understood and managed had an impact upon all women’s access to and use of public space, together with wider definitions of female morality and immorality. The thesis adds to historical understandings about the implications of prostitution regulation in the twentieth century, by moving away from London-focused histories to offer a detailed analysis of the ways in which national debates about vice were taken up at local level and with what consequences. I begin by exploring the problems with policing prostitution in the early-twentieth century and argue that increasing concern about the difficulty in differentiating prostitutes from ‘ordinary’ women provoked anxiety amongst law makers and government officials alike. It is argued that the debates canvassed by the 1927 Macmillan Committee indicate the degree to which moral codes about female sexuality informed official approaches to prostitution. The thesis considers the implications of these broad debates in Liverpool. Focusing on the work of the Liverpool Vigilance Association (LVA), it is proposed that fears about the moral threat of prostitution fuelled the organisation’s belief in the necessity of preventative patrol work centred on the moral surveillance of young, working-class women. This thesis shows that in interwar Liverpool, women’s movements were circumscribed first and foremost by their gender. Traditional, nineteenth-century ideas about women’s place within the domestic sphere created a sense among local purity campaigners that female morality was being threatened by women’s visibility in urban spaces. Other aspects of social status, such as class, race and employment experiences, heightened the interest of the LVA in targeting distinctive groups of women. The thesis demonstrates that in their efforts to regulate women’s movements through the city of Liverpool, local purists singled-out working-class and immigrant (especially Irish) women, as they believed them to be the most susceptible to corruption. This thesis draws on a wide range of archival sources, especially Home Office Records relating to the Public Places (Order) Bill and the establishment of the 1927 Macmillan Committee, as well as the LVA archive, in order to show how national and local policies on prostitution were both interdependent and distinct.

From social hygiene to social health: Indiana and the United States adolescent sex education movement, 1907-1975

Indianapolis / This thesis examines the evolution of the adolescent sex education during from 1907 to 1975, from the perspective of Indiana and highlights the contingencies, continuities, and discontinuities across place and time. This period represents the establishment of the defining characteristics of sex education in Indiana as locally controlled and school-based, as well as the Social Health Association’s transformation from one of a number of local social hygiene organizations to the nation’s only school based social health agency. Indiana was not a local exception to the American sex education movement, but SHA was exceptional for SHA its organizational longevity, adaptation, innovation in school-based curriculum, and national leadership in sex education. Indiana sex education leadership seems, at first glance, incongruous due to Indiana’s conservative politics. SHA’s efforts to adapt the message, curriculum, and operation in Indiana’s conservative climate helped it endure and take leadership role on a national stage. By 1975, sex education came to be defined as school based, locally controlled and based on the medicalization of health, yet this growing national consensus belied deep internal contradictions where sex education was not part of the regular school health curriculum and outside of the schools’ control. Underlying this story is fundamental difference between social hygiene and health, that hygiene is a set of practices to prevent disease, while health is an internal state to promote wellness.
