Basically, a precursor solution is prepared and then be atomized and sprayed into the flame, where its combustion occurs, leading to the formation of particles. This is a recent technique that shows an enormous potential in oxides deposition, mainly by the low cost of equipment and precursors employed. The tin dioxide (SnO2) nanostructured has been widely used in various applications, especially as gas sensors and varistors. In the case of sensors based on semiconducting ceramics, where surface reactions are responsible for the detection of gases, the importance of surface area and particle size is even greater. The preference for a nanostructured material is based on its significant increase in surface area compared to conventional microcrystalline powders and small particle size, which may benefit certain properties such as high electrical conductivity, high thermal stability, mechanical and chemical. In this work, were employed as precursor solution tin chloride dehydrate diluted in anhydrous ethyl alcohol. Were utilized molar ratio chloride/solvent of 0,75 with the purpose of investigate its influence in the microstructure of produced powder. The solution precursor flux was 3 mL/min. Analysis with X-ray diffraction appointed that a solution precursor with molar ratio chloride/solvent of 0,75 leads to crystalline powder with single phase and all peaks are attributed to phase SnO2. Parameters as distance from the flame with atomizer distance from the capture system with the pilot, molar ratio and solution flux doesn t affect the presence of tin dioxide in the produced powder. In the characterization of the obtained powder techniques were used as thermogravimetric (TGA) and thermodiferential analysis (DTA), particle size by laser diffraction (GDL), crystallographic analysis by X-ray diffraction (XRD), morphology by scanning electron microscopy (SEM), transmission electron microscopy (TEM), specific surface area (BET) and electrical conductivity analysis. The techniques used revealed that the SnO2 exhibits behavior of a semiconductor material, and a potentially promising material for application as varistor and sensor systems for gas / A S?ntese Cont?nua por Combust?o em Solu??o (SCCS) foi empregada na obten??o de p?s de di?xido de estanho nanoestruturados. Basicamente, uma solu??o precursora ? preparada, sendo posteriormente atomizada e aspergida na chama, onde ocorre a combust?o, levando ? forma??o das part?culas. A t?cnica apresenta um grande potencial na produ??o de nanopart?culas, principalmente pelo baixo custo de insumos e equipamentos. Neste trabalho, foram empregados como solu??o precursora cloreto de estanho dihidratado dilu?dos em ?lcool et?lico anidro. Foi utilizada a raz?o molar cloreto/solvente de 0,75 no intuito de investigar sua influ?ncia na microestrutura do material obtido. O fluxo da solu??o precursora foi de 3 mL/min. A an?lise por difra??o de raios X da solu??o precursora com raz?o molar cloreto/solvente de 0,75 indicou a obten??o de um p? cristalino e monof?sico e todos os picos s?o atribu?dos a fase SnO2. Par?metros de s?ntese como dist?ncia da chama com o atomizador, dist?ncia do sistema de capta??o com a chama piloto, raz?o molar e fluxo da solu??o precursora n?o afetaram a fase di?xido de estanho no material obtido. Procuradoria-Geral do Estado. / This paper discusses the alternative means of conflict resolution in Public Administration. Therefore, the purpose of the dissertation was to propose contributory guidelines for the institution and operation of the Chamber of Prevention and Administrative Resolution of Conflicts of the State of Tocantins, to be implemented in compliance with the provisions of article 174 of the Code of Civil Procedure of 2015 and article 32 of Law of Mediation, considering that the legislative set delineated the fundamental features of the congeners chambers, to be created within the scope of the Public Administrations, referring, however, to the federative entities, the regulation of the way of composition, functioning and other specificities. The scarcity of objective parameters of regulations challenges Public Administrations to make the aforementioned chambers effective. Thus, through an eminently bibliographical and documentary research, the theoretical foundations underlying the use of consensuality mechanisms within the Public Administration were investigated, especially from the administrative consensuality expressed in the dialogical or democratic public administration, qualified by the participation of the administered in the formation of the Administrative will , as well as manifested in the increment of the contractual activity and management of agreements, which included the alternative means of conflict resolution involving the Public Administration. The viability and legal possibility of negotiation in the prevention and resolution of conflicts involving public administration entities were discussed through the explosion of the arguments that grounded the objections to the transaction in the controversies of this nature, therefore the principiology and principles guiding that oriented the Legislation mention before were also studied. The Chamber of Conciliation and Arbitration of the Federal Administration, linked to the Federal Attorney General's Office, was also investigated, considering that the Union's experience in the extrajudicial and consensual management of its own conflicts inspires legal provisions. From this path and the critical analysis of the concrete experience of the Union, it was presented contributory guidelines for the establishment and functioning of the local chamber, linked to the Attorney General's Office.

No Brasil em 2050 aproximadamente 50,6% da matriz energ?tica ainda ser? composta por petr?leo, derivados e g?s natural. Com o aumento do grau de explota??o dos campos ao redor do mundo, estudos sobre novas tecnologias que proporcionem o aumento do fator de recupera??o e da rentabilidade dos campos de petr?leo s?o cada vez mais necess?rios. Aproximadamente 0,3 x 1012 m? de ?leo leve e m?dio dever?o permanecer nos reservat?rios ao redor do mundo ap?s a recupera??o secund?ria. Os m?todos de EOR (Enhanced Oil Recovery) s?o aplicados nesta fase de produ??o do campo, objetivando mobilizar o ?leo residual. Tipicamente, o ?leo residual representa de 60% a 90% de todo o ?leo remanescente, enquanto os outros 40% a 10% permanecem nas ?reas n?o varridas do reservat?rio. O m?todo de inje??o de solu??o polim?rica em reservat?rios de petr?leo objetiva a corre??o da raz?o de mobilidades ?gua/?leo e incremento da efici?ncia de varrido do ?leo. O m?todo de inje??o da solu??o ASP objetiva al?m do incremento da efici?ncia de varrido, a mobiliza??o de ?leo residual atrav?s da redu??o da tens?o interfacial entre a ?gua e o ?leo, com incremento da efici?ncia de deslocamento. Neste estudo, estes dois m?todos foram avaliados em reservat?rios portadores de ?leo m?dio, em avan?ado est?gio de inje??o de ?gua. Um modelo homog?neo de reservat?rio foi submetido a 3 anos de produ??o prim?ria e posteriormente a 20 anos de inje??o de ?gua, a partir deste ponto foram selecionadas 3 varia??es deste modelo para o estudo das t?cnicas de inje??o de pol?mero e de solu??o ASP. As simula??es de fluxo foram realizadas atrav?s de um simulador num?rico com suporte para m?todos qu?micos. Os resultados para o processo de inje??o de pol?mero mostraram pequenas varia??es com rela??o ? inje??o de ?gua, em termos de fator de recupera??o do ?leo e redu??o do corte de ?gua produzida. Foi observado que o processo cumpriu com o objetivo da corre??o da raz?o de mobilidades ?gua/?leo, entretanto as baixas injetividades obtidas comprometeram os resultados do m?todo. J? a aplica??o do processo de inje??o da solu??o ASP, nos dois reservat?rios de melhor condi??o permoporosa, mostrou incrementos nos fatores de recupera??o de 30,7% e 25,2% em rela??o ? inje??o de ?gua, al?m da queda no corte de ?gua produzida de 8,1% e 11,4%. Para o reservat?rio de condi??es permoporosas ruins, o m?todo foi comprometido pelas baixas injetividades obtidas e trouxe fatores de recupera??o do ?leo mais baixos que a inje??o de ?gua. Foi poss?vel observar que o processo cumpriu com os objetivos de melhora nas efici?ncias de varrido e de deslocamento do ?leo nas ?reas atingidas pelo banco de inje??o para os tr?s reservat?rios estudados.

Diante disto, foram estudadas as propriedades f?sico-qu?micas, entre estas propriedades verificaram-se o comportamento reol?gico e a tens?o superficial dos pol?meros, variando a concentra??o e a temperatura. Ap?s a obten??o da concentra??o de overlep, foi analisada a tens?o interfacial da solu??o de petr?leo/poliacrilamidas e, estas em presen?a de tensoativo e EDTA. Tamb?m, observou-se a permeabilidade destas solu??es, modificando a concentra??o. Com isso, o objetivo desta caracteriza??o foi observar a viabilidade destas solu??es nos processos de deslocamento de petr?leo em meio poroso. Os resultados obtidos mostraram que o aumento da ionicidade das poliacrilamidas promove um aumento da viscosidade no meio. No caso da temperatura seu aumento reduz a viscosidade para as poliacrilamidas de baixa ionicidade, a aumenta a viscosidade das poliacrilamidadas de alta ionicidade. Quanto a permeabilidade, verificou-se que os pol?meros ani?nicos apresentaram press?es mais elevadas em compara??o aos pol?meros de baixa ionicidade, e acredita-se que esse comportamento esteja relacionado ?s viscosidades destes pol?meros, que s?o mais altas. Na tens?o superficial observou-se a regi?o da concentra??o de overlep de cada pol?mero, consequentemente foi observado que as cargas i?nicas n?o influenciaram consideravelmente na redu??o das tens?es interfaciais entre o ?leo e as poliacrilamidas e constataram-se redu??es das IFT de todas as solu??es estudadas quando comparada ao caso ?gua/petr?leo. Tal resultado ? um bom ind?cio para seu uso no processo de recupera??o avan?ada de petr?leo. Finalmente, ao injetar as solu??es estudadas no meio poroso, verificou-se que as solu??es de pol?meros com maior ionicidade em presen?a de tensoativo e EDTA promoveram uma sinergia na recupera??o avan?ada de petr?leo, quando comparadas ?s solu??es contendo apenas pol?meros. / Enhanced oil recovery has been the focus of countless research projects aiming for the improvement of the in place oil recovery from the reservoirs, especially because mature fields and/or fields containing heavy oil require further assistance to ensure oil flow and consequent production. Having that in mind, physical and chemical properties such as the rheological behaviour and the superficial tension of polymers, for different concentrations and temperatures, were studied. After obtaining the polymers critical aggregation concentration (c.a.c.), the interfacial tension (IFT) between the polyacrylamide/oil solutions was evaluated, as well as for the solutions containing surfactant (SB) and EDTA. The permeability and the application of those solutions in enhanced oil recovery of those solutions was also observed using the Botucatu arenite. The results obtained demonstrated that the increase in the polymers ionicity promotes an increase in the solution viscosity. An increase in temperature reduced the viscosity for the low ionicity polyacrylamides, but caused an increase in the viscosity for some of the high ionicity ones. Concerning permeability, the anionic polymers presented higher injection pressure values when compared to the lower ionicity ones, and that behaviour is believed to be related to the viscosities of those polymers, which are higher. Regarding superficial tension, the c.a.c. region for each polymer was observed, and the conclusion was that the ionic charges had little or no influence in the reduction of interfacial tensions between the oil and the polymers, while the decrease in IFT for all solutions was observed when compared to the system formed by water and oil. The aforementioned results are a good indicator that the polymers studied are suitable for the enhanced oil recovery process. By injecting the solutions into the porous media, it was observed that the solutions formed by SB associated to EDTA improved the flow inside the porous media. The results indicated that the enhanced oil recovery using the polymer/ surfactant/ EDTA solutions reached a recovery factor of 18 % of the original oil. In addition, it could be observed that polymers presenting the higher ionicity, associated to surfactant and EDTA, promoted a synergy in the enhanced oil recovery when compared to the solutions containing only polymers.

The use natural gas will have expansion in Brazil, motivated by governmental decision to increase the participation of this fuel in the Brazilian energy matrix from 4% to 12% up until 2010. in order to reach the objective related to increase the consumption of natural gas in the energy matrix and to propose solutions to attend the electric requirements of heart and refrigeration, using natural gas as primary power plant. This thesis has a main objective to analysis the perception of businessmen of hotel sector about the feasability of investment with micro-cogeneration system by natural gas in their hotel in turistic sector, in Natal/RN. It s show a case for the hotels selected analyzing the actual knowledge of businessmen about alternative of new technology in generation of owner energy. There was make a interview using a standard form researching information about this topic. In this interview has shown 4 (four) canaries for businessmen with different configurations of investment in micro-cogeneration. Two of this canaries uses the project finance like option to make fasible this projects. The resulteis showed who businessmen has insecurity to make decision to put in office alone, or with a local company, and perhaps with a national company to perform for a alternative energy system, justifying, the alone feasability and without information by local businessmen. Apart from that, they are receptive for a option to put in office in micro-cogeneration configured in the settings using project finance / O g?s natural desempenha um papel fundamental, n?o s? no setor de energia prim?ria, mas tamb?m em outros setores da economia. Ele ter? forte expans?o no Brasil, motivado pela decis?o do Governo Federal de aumentar a participa??o desse combust?vel na matriz energ?tica de 4% para 12% at? 2010. Para que isso aconte?a ? de suma import?ncia o investimento em novas tecnologias e inclusive o aprimoramento. Afim de um aumento do consumo do g?s natural, na matriz energ?tica, e propor solu??es que atendam aos requisitos el?tricos, na gera??o de calor e refrigera??o, utilizando g?s natural como fonte de energia prim?ria. In the cosmological case, three diferent general solutions were derived. The first, with a null cosmological parameter A, generalizes a particular solution obtained by Novello et al [gr-qc/9806076]. The second one admits a constant A and the third one allows A to be a time-dependent parameter that sustains a constant magnetic feld. The first two solutions are non-singular and exhibit in ationary periods. The third case studied shows an in ationary dynamics except for a short period of time. As for the problem of a charged point mass, the solutions of the Einstein-Maxwell equations are obtained and compared with the standard Reissner-Nordstrom solution. These properties are dependents of the composition, crystallite size and production process. The high energy milling of the powder of W-Cu produces an dispersion high and homogenization levels with crystallite size of W very small in the ductile Cu phase. This work discusses the effect of the HEM in preparation of the W-25Cu composite powders. Three techniques of powder preparation were utilized: milling the dry with powder of thick Cu, milling the dry with powder of fine Cu and milling the wet with powder of thick Cu. The form, size and composition of the particles of the powders milled were observed by scanning electron microscopy (SEM). The X-ray diffraction (XRD) was used to analyse the phases, lattice parameters, size and microstrain of the crystallite. The analyse of the crystalline structure of the W-25Cu powders milled made by Rietveld Method suggests the partial solid solubility of the constituent elements of the Cu in lattice of the W. This analyse shows too that the HEM produces the reduction high on the crystallite size and the increase in the lattice strain of both phases, this is more intense in the phase W / Os comp?sitos de Tungst?nio/Cobre (W-Cu) s?o geralmente usadas para fins el?tricos e t?rmicos como dissipadores de calor e condutores el?tricos, devido as suas excelentes propriedades de condutividades t?rmica e el?trica. A moagem de alta energia de p?s W-Cu produz alto n?vel de homogeneiza??o e dispers?o com cristalitos de W muito fino na fase d?ctil Cu. Este trabalho discute o efeito da MAE na prepara??o dos p?s comp?sitos W-25Cu. Tr?s t?cnicas de prepara??o dos p?s foram utilizadas: moagem a seco com p? de Cu grosso, moagem a seco com p? de Cu fino e moagem a ?mido com p? de Cu grosso. A forma, tamanho e a composi??o das part?culas dos p?s mo?dos foram observadas por microsc?pio eletr?nico de varredura (MEV). Watchful to that phenomenon, the 1988 s Brazilian constitutional order establish in its 4th article, single paragraph, the commitment to seek for the Latin- American integration, as a Fundamental Principle to the Brazilian Federative Republic. Regarding the mentioned constitutional disposition s realization, the Brazilian State celebrated, specially, the 1980 s Montevideo Treaty, creating the Latin-American Integration Association, and the 1991 s Asuncion Treaty, performing the duty to establish a common market, in sub regional level, with Argentina, Paraguay and Uruguay, called Mercado Comum do Sul. However, due to an addiction to a wrong comprehension of State s Sovereignty Principle, the Constitution imposes to the international rules an incorporation process, without providing any privilege to those ones regarding the integration constitutional disposition s realization, whether original or derived. The Brazilian s Supreme Court, as matter of fact, affirmed that it is not possible, facing the actual constitutional order, to grant any character of preference. Also in the controversies solution mechanism, responsible for the law s execution in case of its noncompliance, where found malfunctions, most notably the system s open character and its excessive procedural flexibility, in addiction to restricting the access of individuals. It follows from these findings, then, the lack of legal certainty provided by the Mercosul s legal system, considering its effects both international and within the Brazilian state. Among the possible solutions to reduce or eliminate the problem are using the practice of the so-called executive agreements in the Mercosul s original rules incorporation to the Brazilian state, the creation of a Mercosul s court of law and/or a constitutional reform / A integra??o regional econ?mica ? um fen?meno observado em diversas ocasi?es na realidade econ?mica global. Atenta a este fen?meno, a ordem constitucional brasileira de 1988 consigna em seu art. 4?, par?grafo ?nico, o compromisso de busca pela integra??o latino-americana, na qualidade de Princ?pio Fundamental da Rep?blica Federativa do Brasil. Com o fito de realizar o dispositivo constitucional, o Estado brasileiro celebrou, especialmente, o Tratado de Montevid?u de 1980, instituindo a Associa??o Latino-Americana de Integra??o, e o Tratado de Assun??o de 1991, firmando o compromisso de estabelecer um mercado comum, em n?vel sub-regional, com Argentina, Paraguai e Uruguai, chamado Mercado Comum do Sul. Angiopoietin 1 and 2-regulated Tie2 receptor translocation in endothelial cells and investigation of Angiopoietin-2 splice variant 443

Abstract Angiopoietins 1 and 2 (Ang1 and Ang2) are the ligands of the Angiopoietin/Tie signalling system, which is a binary pathway offering mechanisms for healthy vessels to reach and maintain their quiescence but also to rapidly respond to activating stimuli leading to a remodelling of endothelium. The latter is linked to disease settings such as inflammation and cancer where endothelial cell (EC) integrity is compromised and is often related to an increase in Ang2 expression. This study focused on the mechanisms enabling Ang1 to mediate both EC stability and migration and molecular and cellular determinants for ligand-specific functions of Ang2 and its isoform Ang2443. The findings revealed that Ang1 induces differential signalling depending on whether it anchors and activates Tie2 in cell-cell junctions in quiescent ECs, or in cell-matrix contacts in mobile ECs, thus leading to cellular phenotypes characteristic of resting and mobile ECs, respectively. In the second part of the thesis Ang2-Tie2 specific cell-extracellular matrix (ECM) contact sites were studied. Formation of Ang2/Tie2 EC-ECM contact sites was dependent on the collagen I and IV matrices, low Ang2 oligomerization state, α2β1-integrins, and intact microtubules. In the third part of the thesis the comparison of Ang2 mRNA splice variant Ang2443 with full length Ang2 (Ang2FL) revealed both redundant and ligand form–specific effects, expression of Ang2443443 increased the amount of monomeric ligand forms due to proteolytic processing and promoted transendothelial migration of cancer cells in vitro. On the other hand, both Ang2443 and Ang2FL were stored in endothelial Weibel-Palade bodies (WPBs), similarly induced Ang2-specific Tie2 cellular redistribution, and were mostly comparable in developmental angio- and lymphangiogenesis. / Tiivistelmä Angiopoietiinit 1 ja 2 (Ang1 ja Ang2) ovat Ang/Tie signalointireitin kasvutekijöitä. Ang1 kasvutekijää tarvitaan sydämen ja verisuoniston sikiöaikaiseen kehittymiseen, se vähentää Tie2 reseptorin kautta verisuonten läpäisevyyttä, mutta edistää myös yksittäisten endoteelisolujen liikkumista. Saman Tie2 signalointireitin toisen kasvutekijän Ang2:n ilmeneminen johtaa verisuonten läpäisevyyden kasvuun tulehduksessa, uusien verisuonten muodostumiseen syöpäkasvaimissa ja syöpäsolujen leviämiseen elimistössä. Väitöskirjatutkimuksessa selvitettiin niitä solutason mekanismeja, joilla Ang1 kykenee välittämään sekä endoteelisolujen tiiviyttä että liikkumista. Lisäksi tutkittiin niitä molekyyli- ja solutason mekanismeja, joilla Ang2 ja sen isomuoto Ang2443 välittävät kasvutekijäspesifisiä vaikutuksiaan. Väitöskirjassa osoitettiin että Tie2 reseptori paikantuu verisuonten endoteelisoluissa Ang1 sitoutumisen seurauksena joko solu-soluliitoksiin, tai yksittäisissä endoteelisoluissa solu-soluväliaine rajapinnalle. Tie2:n siirtyminen solu-soluliitoksiin aktivoi soluissa signalointireittejä, jotka ovat tyypillisiä normaaleille tiiviille verisuonille ja solu-soluväliaineliitoksissa liikkuville endoteelisoluille tyypillisiä piirteitä. Väitöskirjatyön toisessa osassa tutkittiin Ang2:lle ominaisia vaikutuksia ja Ang2-Tie2 kompleksin paikantumista erityisiin solu-soluväliaineliitoksiin. Tämä oli riippuvaista Ang2:n oligomerisaatiosta, kollageenisoluväliaineesta, α2β1-integriinistä ja normaalista mikrotubulusverkostosta. Väitöskirjatyön kolmannessa osassa osoitettiin että Ang2443 isomuodolla on sekä yhteisiä että isomuotospesifisiä piirteitä verrattuna kokopitkään Ang2:een (Ang2FL). Liukoinen Ang2443, mutta ei Ang2FL, esiintyi yleisesti monomeerisenä ligandimuotona proteiinin multimerisaatio-osan pilkkomisen seurauksena. Ang2443 lisäsi myös syöpäsolujen liikkumista endoteelisolujen läpi. Toisaalta sekä Ang2443 että Ang2FL varastoitiin endoteelisoluissa Weibel-Palade varastokappaleisin, ne välittivät samanlaista Tie2 reseptorin paikantumista endoteelisoluissa ja toimivat pääsääntöisesti samanlaisina kasvutekijöinä veri- ja imusuonten kehityksen aikana hiiressä.
