Tendances et déterminants de l’utilisation de l’aide à domicile subventionnée par le gouvernement par les personnes âgées au Canada, 1996-1997 à 2009-2010

Il est connu que le vieillissement de la population canadienne va augmenter la demande d’aide à domicile et qu’un soutien insuffisant du secteur public accroît l’implication des réseaux informels et privés. En s’appuyant sur les données de l’Enquête nationale sur la santé de la population (ENSP) et de l’Enquête sur la santé dans les collectivités canadiennes (ESCC), cette recherche analyse les tendances et déterminants de l’utilisation de l’aide à domicile subventionnée par le gouvernement au Canada et en Ontario entre 1996-1997 et 2009-2010. Il en ressort que la proportion de bénéficiaires âgés de 65 ans et plus est en diminution, passant de 9,9% à 9,2% au Canada (1996-1997 à 2005) et de 10,2% à 8,8% puis 9,6% en Ontario (1996-1997, 2005, 2009-2010). Les compressions sont particulièrement ressenties dans les services de maintien à domicile, dont l’aide pour les travaux ménagers (de 51% à 34% en Ontario). Les personnes âgées, les femmes, les gens vivant seuls ou qui ont besoin d’assistance pour accomplir certaines activités de la vie quotidienne (AVQ) ou activités instrumentales de la vie quotidienne (AIVQ) reçoivent de moins en moins d’aide publique à domicile. En conclusion, le présent système de santé, qui semble se concentrer sur les soins de santé plutôt que sur les services de maintien, ne répond pas aux besoins des personnes âgées. Par ailleurs, le cas ontarien évoque l’impact que peuvent avoir les décisions politiques sur l’utilisation de l’aide à domicile. Les résultats suggèrent qu’entre 1996-1997 et 2005, ce sont surtout les personnes âgées de 18 à 64 ans et ceux nécessitant des soins qui bénéficièrent des programmes publics. Durant la période suivante (2005 à 2009-2010), il semble y avoir un intérêt plus marqué pour les 65 ans et plus dont la proportion d’utilisateurs s’accroît plus rapidement. / It is known that the aging of the Canadian population will increase the demand for home care and that insufficient support from the public sector increases the implication of the informal and private networks. Using cross-sectional data from the National Population Health Survey (NPHS) and the Canadian Community Health Survey (CCHS), this research analyzes the trends and predictors of subsidized home care in Canada and Ontario between 1996/97 and 2009/10. It shows that the proportion of care receivers aged 65 and older is decreasing, going down from 9.9% to 9.2% in Canada (1996/97 to 2005) and from 10.2% to 8.8% then 9.6% in Ontario (1996/97, 2005, 2009/10). Government cuts are particularly felt in terms of home support services, like support for housework (from 51% to 34% in Ontario). Older persons, women, people living alone or those who need assistance to perform some activities of daily living (ADLs) or instrumental activities of daily living (IADLs) are receiving less and less subsidized home care. In conclusion, the actual health system, that appear to focus on health care instead of home support services, do not meet the needs of older persons. Furthermore, the Ontario case evokes the effect that policies can have on home care utilization. Results suggest that between 1996/97 and 2005, it is mostly persons aged from 18 to 64 years old or needing health care that benefited from the public program. During the next period (2005 to 2009/10), there seems to be a greater interest for the 65 and older, whose proportion of users increases more rapidly.

Strategies to Combat Tenant Fraud in the Rental Housing Market

Many business executives lack strategies to detect and eliminate tenant fraud in subsidized rental housing. The purpose of this multicase study was to explore strategies some business executives used to detect and eliminate tenant fraud in subsidized rental housing. The conceptual framework used to guide this study was the theory of planned behavior. Data were gathered using semistructured interviews with 6 purposively selected business executives of public housing authorities, supplemented with a review of policies and procedures that business executives used. Yin's 5-step analysis, which entails examining, categorizing, tabulating, creating a data display, and testing the data, guided the process of coding participants' responses. Member checking validated that emerging themes were in alignment with participant experiences. The 4 major themes of the study were: perception of tenant fraud, detection and minimization of fraud, the effect of fraudulent behavior on tenant attitudes and belief systems, and verification procedures. The results of the study might support positive social change by providing leaders with insights related to fraud-reducing fragmentation, duplication, and overlapping of programs, which may result in federal funds being available for federal government public services. The findings of this study might add to the body of knowledge and further contribute to social change through a coalition of housing agencies working together to share their knowledge of combating tenant fraud in subsidized rental housing and restoring the integrity of the Housing Choice Voucher Program.

Federal Funding and the Rise of University Tuition Costs

Access to education is a central part of federal higher education policy, and federal grant and loan programs are in place to make college degrees more attainable for students. However, there is still controversy about whether there are unintended consequences of implementing and maintaining these programs, and whether they are effectively achieving the goal of increased accessibility. In order to answer questions about whether three specific types of federal aid cause higher tuition rates and whether these programs increase graduation rates, four ordinary least squares regression models were estimated. They include changes in both in-state and out-of-state tuition sticker prices, graduation rates, as well as changes in three types of federal aid, and other variables indicative of the value of a degree for four-year public universities in Arizona, California, Georgia, and Florida for years 2001-2011. The regressions indicate a positive effect of Pell Grants on in-state and out-of-state tuition and fees, a positive effect of disbursed subsidized federal loans on the change in number of degrees awarded, and a positive effect of Pell Grants on graduation rates.

La place et le rôle de l'auteur dans le théâtre d'aujourd'hui : essai d'analyse socio-littéraire / The Place and Role of the Dramatist in the Theatre of Today

Si le théâtre est le lieu de l’élaboration de la langue où le poète a naturellement sa place, force est de constater que l’auteur dramatique des années deux mille peine paradoxalement à trouver sa place dans le théâtre et la société de son temps. Confrontés à la frilosité institutionnelle, à la méfiance des publics et à une méconnaissance généralisée, les auteurs dramatiques actuels tentent de faire entendre leur voix et n’hésitent pas à revendiquer leurs droits auprès des instances publiques. Ce travail se propose de porter un regard actuel et transversal sur la place et la fonction de l’auteur dramatique, en le posant comme une entité humaine qui évolue dans un milieu artistique et social concret. Après avoir retracé le parcours de la figure de l’auteur et l’évolution de la conception du texte dramatique dans l’histoire du théâtre, notre principal intérêt portera sur les différents aspects qui composent aujourd’hui l’identité de l’auteur, qui définissent son profil socioculturel et qui déterminent sa place dans le théâtre. Nous nous pencherons tout d’abord sur l’image actuelle de l’auteur qui se présente comme un artiste combatif et comme un médiateur averti proche du public avant d’aborder la question de son statut professionnel. Nous nous focaliserons par la suite sur le phénomène récent du regroupement des auteurs dramatiques en collectif. L’étude de la place concrète et physique qu’occupe aujourd’hui l’auteur dans l’entreprise théâtrale, et surtout l’analyse des principaux modes de son intégration (direction-association) et des rapports qu’il entretient avec les autres partenaires de la création (metteur en scène, acteur, public) nous permettront de mesurer les avantages et les limites de sa présence au sein du théâtre. De même, la représentation de ses oeuvres dans le système théâtral subventionné, dans le théâtre privé et les compagnies amateurs, l’observation des structures, associations, festivals et manifestations divers qui mettent l’auteur de théâtre au centre de leur projet et enfin l’étude des différents moyens de diffusion et de valorisation (commandes, résidences, ateliers, comités de lecture) des écritures théâtrales contemporaines complèteront cette recherche. Dans un souci de dépasser le seul cadre théâtral, nous aborderons également la place qu’occupe actuellement l’auteur de théâtre dans l’espace médiatique, éditorial et scolaire. Enfin, l’exploration du geste d’écriture et l’analyse du processus de création des auteurs dramatiques, suivies par un aperçu des principales tendances esthétiques et formelles qui caractérisent les écritures contemporaines, offriront un nouveau regard sur la façon dont les auteurs conçoivent leur art et sur les moyens qu’ils déploient pour contribuer au renouvellement de l’écriture dramatique. / If the theatre is a place where a language in which the poet naturally belongs is created, we cannot avoid noting that the dramatist of the 2000's, paradoxically, is finding it hard to locate his place in the theatre and in the society of his time. Faced with institutional lukewarm support, with a distrusting public and a general lack of understanding of their role, the dramatists of today are trying to make their voices heard, and do not hesitate to demand that public bodies support their rights. This work proposes to concentrate on a cross-disciplinary examination of the place and function of the dramatist. It will do this by positing that he is a human entity that is evolving within a concrete artistic and social milieu. After tracing the trajectory of the authorial figure and the evolution of the concept of the dramatist in the history of the theatre, we will concentrate on the various aspects that today make up the identity of the author, that define his sociocultural profile, and that determine his place within the theatre. We will initially focus on the current image of the author seen as a combative artist and as an enlightened mediating figure who is close to his public. Then we will take on the question of the author's professional status. We will then concentrate on the recent phenomenon which presents dramatists as a collective group. The study of the concrete and physical place occupied today by authors in the theatre, and above all the analysis of the principal modes by which the author is integrated (directing-associating) and of the relationships he has with his partners in theatrical creativity (director, actor, public), these will allow us to measure the advantages and limits of his presence within the theatre. Likewise, the representation of his works in the context of subsidized theatre, in the context of private theatre and of amateur companies, the observance of the structures, associations, festivals and other demonstrations that put the dramatist at the centre of their projects, and finally the study of the different ways to propagate and valorize theatrical writing (command performances, resident artists, play reading committees, writing workshops), these will complete this research project. Given our determination to go beyond the world of theatre, we will also examine the current place occupied by the dramatist as a mediating, editorial and scholarly force. Finally, the study of the writing and the analysis of the creative processes of dramatists, followed by an overview of the esthetic and formal tendencies that characterize modern writing, will offer a new way of looking at the way in which authors view their art and will offer a new perspective on the ways in which they contribute to the renewal of dramatic writing.

[pt] Essa tese é composta por 3 artigos. O primeiro estuda a relação entre política monetária e a disponibilidade de crédito direcionado. Com esse propósito, estimamos as respostas de variáveis macroeconômicas setoriais a choques de política monetária identificados com restrições de sinal e restrições de igualdade em um factor-augmented VAR (FAVAR). Nossos resultados mostram que a política monetária perde potência em setores com maior proporção de crédito direcionado. O segundo artigo propõe a introdução de novas restrições para identificação de choques de política monetária. Em particular, além das restrições de sinal usuais sobre taxas de juros e inflação, nós propomos como restrição de identificação que a política monetária não tenha efeitos reais dez anos após o choque. Esse artigo apresenta evidências de que essa restrição é consistente com o modelo novo-keynesiano canônico de 3 equações e com o modelo proposto por Smets and Wouters (2007). Em uma aplicação empírica simples, esse artigo mostra que essa restrição pode ser importante para recuperar efeitos reais de política monetária. O terceiro artigo mostra que bancos estrangeiros podem mitigar barreiras informacionais vis-à-vis bancos privados nacionais a partir da observação do comportamento de seus pares. Dado um pedido de empréstimo por parte de uma firma pequena ou média, a existência de empréstimos bancários passados desta firma com bancos privados nacionais constitui um preditor mais importante da probabilidade de que o empréstimo seja concedido para bancos estrangeiros, em comparação a bancos privados nacionais. Nossos resultados são compatíveis com a visão de que a maior habilidade de bancos privados nacionais em aferir o risco de crédito de firmas pouco transparentes torna os empréstimos anteriores com esses bancos um sinal mais valioso para bancos estrangeiros. / [en] This thesis is composed of three papers. The first one studies the relation between monetary policy power and the availability of earmarked loans. To that end, we estimate the responses of sectoral macroeconomic variables to monetary policy shocks identified through sign and equality restrictions in a factor-augmented VAR (FAVAR). We find that monetary policy loses power in sectors with a larger share of earmarked loans among its bank debt. The second paper proposes the introduction of new restrictions to identify monetary policy shocks in SVARs. In particular, besides standard sign restrictions on interest rates and inflation, we propose to add as an identification restriction the inability of monetary policy to have real effects ten years after the shock. This paper presents evidence of the model consistency of this neutrality restriction both for the canonical 3-equation new keynesian model and the Smets and Wouters (2007) model. In a simple empirical application, this paper shows that this restriction may be important to recover real effects of monetary policy. The third paper shows that foreign banks can mitigate informational barriers vis-a-vis private domestic banks by observing their peers behavior. Conditional on a loan application being filed by a SME firm, we find that the existence of past loans of this firm with private domestic banks constitute a more important predictor that a loan will be granted by foreign banks in comparison to private domestic banks. Our results are compatible with the view that the higher ability of private domestic banks to access informationally opaque business credit risks makes past loans with these banks a more valuable signal for foreign lenders.

O esvaziamento dos ideais civilizatórios que orientaram a criação de sinfônicas em meados do século XX e a perda de identificação de boa parte da sociedade com determinadas práticas culturais vinculadas às elites são as hipóteses levantadas para justificar esse cenário de retração da música de concerto no Brasil e, de modo específico, na Região Metropolitana de São Paulo, espaço privilegiado que congrega vários dos principais organismos culturais do país. O objetivo específico deste trabalho é comprovar a tendência de retração do quadro de orquestras profissionais ativas na região no período compreendido entre 2000 e 2016, investigando suas possíveis causas e significados. O estudo, elaborado com base no mapeamento das orquestras ativas ou extintas nesses 16 anos e na análise de estatísticas geográficas e socioeconômicas, bem como no histórico de formação das vias culturais na cidade de São Paulo, resultou na confirmação das hipóteses apontadas, relativas à perda da função social desses grupos e ao progressivo abandono, por parte do Estado, de um modelo de educação e civilidade estabelecido ainda na primeira metade do século XX. / This research builds upon the observation of the shrinking process of the number of professional orchestras subsidized by state bodies in the last years, since 2000. The decline of the civilizational ideals that led to the creation of symphonies in the middle of the XX century and the loss of appreciation of considerable part of the society in cultural practices turned to the elite are the hypotheses raised to justify this scenario of concert music retraction in Brazil and, specifically, in the Metropolitan Region of São Paulo, a privileged space that concentrates several of the main cultural organizations of the parents. This work’s intention is to prove the tendency of retraction of the professional orchestras in São Paulo in the period between 2000 and 2016, analyzing all possible reasons and explanations. This work, based on the picture of active or extinct orchestras in those 16 years and the geographical analysis and socioeconomic statistics, as well as the history of culture in the city of São Paulo, resulted in the confirmation of the hypotheses related to the loss of the social function of these groups and the progressive disbandment by the State of an educational model and civility established in the first half of the twentieth century. / La investigación se estructura a partir de la percepción de un proceso de reducción, desde el año 2000, del número de orquestas profesionales subvencionadas por organismos estatales. Se parte de la hipótesis que el borrado de los ideales civilizatorios que orientaron la creación de orquestas sinfónicas a mediados del siglo XX y la pérdida de identificación de buena parte de la sociedad con determinadas prácticas culturales vinculadas a las elites justifican ese escenario de retracción de la música de concierto en Brasil y, de forma específica, en la región metropolitana de San Pablo, espacio privilegiado que congrega varios de los principales organismos culturales del país. El objetivo específico del trabajo es comprobar la tendencia de reducción del cuadro de orquestas profesionales activas en la región, en el período comprendido entre 2000 y 2016, investigándose las posibles causas y significados.
