Må bra på äldre dar : en studie av ett hälsofrämjande samverkansprojek / “Feel well in old age” : a study of a health promoting collaborating project

Syftet med denna studie är att förstå den erfarenhet och kunskap om samverkan som deltagarna i Må bra på äldre dar - projektet fått i det hälsofrämjande samverkansprojektet. Studien fokuserar på framgångsfaktorer och hinder för samverkansprocessen, hur projektet påverkat maktförhållandena mellan de ideella och offentliga organisationerna, deltagarnas organisatoriska erfarenheter av samverkan, deras uppfattning av arbetsklimatet och upplevelse av KASAM i projektet. Forskning kring hälsofrämjande samverkan bland äldre är sparsam. En kvalitativ ansats användes med fokusgrupper som datainsamlingsmetod. 11 fokusgrupper genomfördes med 62 deltagare. Intervjuade var representanter för de deltagande organisationerna, äldre och blivande äldre som deltagit. Projektledarens svar på intervjufrågorna redovisades skriftligt. Analys av materialet genomfördes med kvalitativ innehållsanalys. Nio teman framkom vid analys av framgångsfaktorerna: 1. Ledare, eldsjälar, mål, varaktighet, att lyssna mm, 2. offentliga organisationer har störst betydelse, men alla är viktiga, 3. människor möttes och skapade en process som gav flow, 4. delaktighet, 5. gränsöverskridande ett nytt sätt att arbeta, 6. människor och organisationer lärde sig av varandra, 7. nätverksbyggandet ökade i samhället, 8.helhet och sammanhang samt 9. positivt arbetsklimat och ingen stress. Nio teman framkom vid analys av de hinder de olika organisationerna upplevt inom projektet (de äldre och blivande äldre omfattades av fem av dem och projektledarens av sju): 1.bristande stöd och legitimitet, 2. bristande resurser och resursutnyttjande, 3. bristande organisatoriska förutsättningar, 4. ojämlik makt och ekonomiska förutsättningar, 5. otillräcklig förankring, 6. revir och konkurrens, 7. bristande delaktighet och tillit, 8. bristfälliga metoder och 9. stressande arbetsklimat. Deltagarna upplevde delaktighet inom projektet. Både offentliga och ideella företrädare upplevde inte att projektet påverkat de offentliga organisationernas arbetssätt. Projektets legitimitet minskade under projekttiden. Deltagare i projektet fick ny kunskap om att arbeta i samverkan, ny kompetens om att arbeta gränsöverskridande, om vikten av att bygga relationer och skapa nätverk. Projektets arbetsklimat uppfattades både som hälsosamt och stressande. Formuläret SOC 13 användes för att mäta deltagarnas KASAM. Resultatet visare en relativt hög känsla av sammanhang i projektet bland deltagarna. Studien visar på svårigheter att bedriva hälsofrämjande arbete bland äldre. Tecken finns att den offentliga sektorn inte är redo för detta paradigmskifte. Det finns dock mycket att vinna på att initiera hälsofrämjande arbete, social gemenskap utvecklas i ett demokratiarbete med empowerment som metod, ytterst för en hållbar utveckling. / The aim of this study is to understand the experience and knowledge of intersectoral collaboration of the participants in the health promotional project “Feel good in the old age”. The study focuses on successful factors and barriers in the collaboration process, how the project have affected the power between the non governmental and the public organisations, the participants organisational experiences of collaboration, their view of the working climate in the project and their experiences of SOC in the project. Research in intersectoral collaboration in health promotion among elderly is sparse. The methodology is a qualitative study with focus groups. 11 focus groups was made with 62 participants from the different organisations – non governmental and public- and old and people becoming elderly. The project leader wrote the answers before the focus groups were made. Content analysis was used. As successful factors nine themes appeared: 1. leaders, energizers, duration, listen, 2. the public organisations are the most important but all are valuable, 3.people met and created a process with flow, 4. participation, 5. working over boundaries is a new way of working, 6. people and organisations learned from each other, 7. building of networks increased in the society, 8. sense of coherence and 9. positive working climate and no stress. Nine themes appeared in the analysis of barriers (elderly and becoming elderly was grasping five of them and the project leader seven): 1. insufficient support and legitimacy, 2. insufficient resources and use of available resources, 3. insufficient organisational conditions, 4. unequal power and economical conditions, 5. insufficient anchoring, 6. preservations and competition, 7. insufficient participation and trust, 8. insufficient methods and 9. the work in the project was under stress. The participants experienced participation in the project. Both public and nongovernmental representatives did not think the project had influenced the public organisations. The legitimacy of the project decreased during the run. The participants got new knowledge in how to work in collaboration, new competence of how to work over the boundaries and of the importance of building relationships and networks. The working climate was seen as healthy and as with stress. The SOC 13 formula was used to measure the participant’s sense of coherence in the project. The score was relatively high. The study shows difficulties in intersectoral collaboration. There are some signs that the public sector is not yet ready to change the paradigm. There are though a lot to win to initiate health promotion. 嬰童用品品牌的國際化策略探討-以日本康貝公司(Combi)為例 / Internationalization strategy of infant products company - case study of Combi

本研究以日本康貝公司(Combi)為研究對象,來探討嬰童用品產業的關鍵成功因素(Key Successful Factors,KSF)及嬰童用品品牌的國際化策略。 透過Porter的產業五力分析架構,本研究認為要克服嬰童用品產業的競爭劣勢:產業內競爭激烈、買方議價力較弱、潛在進入者的威脅較高,企業須具備五個構面的十二項關鍵成功因素使能經營成功,包含:品牌與宣傳構面的品牌形象與知名度等因素;市場行銷構面的行銷通路的掌握等因素;產品構面的產品質量與安全性等因素;生產構面的生產的垂直整合能力;顧客服務構面的優質的顧客服務等因素。 本研究經過Combi的國際化策略分析,則有如下的結論: 一、 嬰童用品業者的國際市場選擇需考量國家的經濟發展程度與消費者育嬰觀念成熟度。 二、 嬰童用品業者通常會先以直接出口(Direct Import)的方式作為國際化的進入策略。 三、 嬰童用品業者的國際化動機若為成本考量,會採取高度控制的進入策略,如獨資(Wholly-owned Subsidiary);若是為了掌握市場,則採取低度控制的方式,如合資(Joint Venture)。 四、 嬰童用品業者的國際市場經營需特別重視在地市場需求的回應(Local Response),故市場經營策略與組織、控制上需有較高的自主性。 / This study uses Combi Corporation as the research object to explore the key successful factors, and the internationalization strategy of the infant products industry. Through Porter's Five Forces Analysis, this study suggests that infant products industry to overcome the competitive disadvantage: intense competition within the industry, buyer bargaining power is weak, the higher threat of potential entrants, companies must seize five dimensions, 12 key successful factors to run business successfully which includes brand image and visibility, good control of marketing channels, product quality and safety, vertical integration of production, customer service standard. This study comes out the following conclusions on internationalization strategy of the infant products industry: 1. The infant products companies should take the economic development level, and the consumer’s maturity of feeding concept into consideration. 2. The infant products companies usually use direct exports as their entry mode in the early stage. 3. If infant products companies are cost concerned, they take a highly controlled strategy, such as wholly-owned subsidiary. If the infant products companies are the market concerned, they take a lowly controlled method, such as joint venture. 4. The infant products companies require highly local response, so they should have flexible business strategy.

政府採購入口網站功能架構與關鍵成功因素之研究 / A Study of the functional architecture and Key Success Factors for the Government Electronic Procurement Portal Website

政府入口網站含蓋了眾多提供公共服務的網站,讓民眾或企業進行相關業務的辦理、資訊的查詢以及進行交易等行為。全國或是全球需要使用到政府服務,例如政府採購等之使用者皆是政府入口網站之服務對象。因此政府網站在資料流量含量方面較之於一般商業網站更為可觀,亦包含了電子商務性質。在此狀況下,政府角色亦已逐漸從管制調適為服務。就政府體策略或執行計畫而言,實施知識管理除可使行政單位的工作效率提昇,行政流程時間縮短,更可避免重覆錯誤及誤判訊息之可能。   本研究主要以行政院公共工程委員會目前所推行之『政府採購電子化』計畫為研究對象,冀於對未來五年能達到政府採購作業全面電子化提出建議。本研究之目標係分析研擬「政府電子採購入口網站」之關鍵成功因素,從而由「政府採購電子化」計畫現行系統歸納出具綜效之整合型「政府電子採購入口網站」功能架構,其工作內容如下:   1. 歸納、分析現行各系統及政府採購法推動之問題。   2. 瞭解國內政府入口網站之推動情形,分析企業資訊入口網站解決方案現況。   3. 利用分析層級程序法(Analytic Hierarchy Process,簡稱AHP)歸納出三分類專家,包括工程會內部專家、公部門專家、產業界及學界專家所認為的「政府電子採購入口網站」之關鍵成功因素,同時也分析資訊職務與非資訊職務專家觀點之相異點。   4. 根據歸納出來之關鍵成功因素與內部需求,提出具建設性之「政府電子採購入口網站」功能架構雛形,建議工程會推動「政府採購入口網站」提供之功能依據。   本研究AHP法研究結果如下:   1. 本研究中之各類專家一般認為內在因素比外在環境因素之權重大。   2. 第三層關鍵成功因素包括知識管理機制之健全化、政策及法制配合度、使用者服務機制、資訊系統與營運。整體而言,工程會內部專家與產業界及學界專家兩類專家較重視政策及法制配合度構面因素,而公部門專家比較重視資訊系統與營運構面因素。資訊職務專家較重視政策及法制配合度構面因素,非資訊職務專家比較重視資訊系統與營運構面因素。   3. 整體最底層關鍵成功因素排名前七項分別為高階長官的參與和支持並訂定明確的目標、即時配合實際狀況,修正、鬆綁法規、充裕的資源配合、提昇法令約束力之效力、提供快速回應問題之機制、介面具親和力、操作流程循序簡單、提供高度的可靠性與穩定性。   本研究最後逐一對專家深入訪談、工程會需求訪談、企業資訊入口網站解決方案及關鍵成功因素AHP之分析等結果提出結論與建議。 / An e-Government Portal should integrates numerous websites that offer public service, and provides individuals or enterprises with a platform for trafficking, searching information, and conducting transactions. Thus, all the users, that need to access government service and government procurement information, are potential customers of the e-Government Portal website. Hence, the e-Government Portal website, with e-Commerce quality, has more enormous data flow and database contents in comparison with simple e-Commerce sites. Last but not least, the role of e-Government Portal website is turned gradually into a service provider from its simple transition role of inspection.   From government's strategic aspect, actions regarding knowledge management can not only improve the efficiency and streamline the administrative procedures, but also avoid the crisis of repeating failures and misleadings of messages.   The object of this research is the Electronic Procurement Plan, which was established and promoted by the Public Construction Commission (PCC) of The Executive Yuan, R.O.C. The goal of the Electronic Procurement Plan is to accomplish the electronic commerce of the government procurement entirely in five years. This study aims to find out the critical success factors (CSF) for the Government Electronic Procurement Portal Website, and to carry out a functional architecture for the synergic Government Electronic Procurement Portal Website via the following working packages :   1. to analyze and formulate the problems of promoting the electronic government procurement system and the government procurement law.   2. to discuss the ongoing domestic promotion programs of the e-Government Portal websites and analyze the status quo cases of the Enterprise Information Portal (EIP) solution.   3. to analyze and compare the critical success factors of the Government Electronic Procurement Portal Website of various expert viewpoints through Analytic Hierarchy Process (AHP) method. The experts come from the PCC internal public servants, public servants from other government agencies as well as industrialists and scholars. On the other hand, the different viewpoints between the IT background experts and non-IT background experts are also compared.   4. to summarize constitutive functional architecture for the Government Electronic Procurement Portal Website according to the resulted CSF and the PCC internal requirements.   The results of AHP analysis can be stated as following:   1. The internal factors outweigh external factors.   2. The third-level of factors of AHP architecture includes the solidity of knowledge management, the compatibility of policies and laws, the user service mechanism and the information systems and operations. Generally, the PCC internal public servants, industrialists and scholars pay more attention to the compatibility of policies and laws than the other public servants that put a lot of emphasis on the information systems and operations. The IT background experts value the compatibility of policies and laws, whereas the non-IT background experts emphasize the information systems and operations.   3. The top seven priority factors of the rock-bottom level factors include the involvements and endorsements of the top executives and establish the clear goals, the instantaneous emendation and relaxation of the laws, the compatibility of abundant resource, the effectiveness of promoting the law's constraint force, friendly interface and easily sequential operation flow and high reliability and stability.   At last, this research leads to the conclusions and suggestions in regard to in-depth experts interviews,PCC internal requirement investigations, EIP solutions and the AHP CSF analysis.
