Sole-Role Title IX Employees: Symbolic Compliance with Title IX of the Educational Amendments of 1972

Sexual violence has been a highly prevalent problem on university campuses in the United States for decades. Title IX of the Educational Amendments of 1972 banned sex-based discrimination in schools, which was, years later, understood to include sexual violence. As with any law, decades of the building of social meaning around the law's scope and meaning ensued. Sociologists generally argue that organizations do the bare minimum to meet social meanings of “compliance” with law, and prioritize social appearances over meeting the goal of the law. Here I test that assertion in looking at how universities have responded to a specific portion of Title IX law. Since 1975 schools must designate at least one employee to handle Title IX compliance. Here I investigate how universities have responded to this mandate via an online survey I conducted of 400 Title IX employees in 2019. I achieved an institutional response rate of 33%.I first present a description of the structure of Title IX employee designation, finding that universities have many Title IX employees, and not merely one as seems to have been an operating assumption by previous researchers of Title IX. I find that about 40% of universities have a sole-role Title IX employee, which is higher than previous estimates have found. And while I find that universities more sensitive to their legal environments have been more likely to establish sole-role Title IX employees or have numerous Title IX employees compared to their less sensitive counterparts, these effects largely disappear when bringing in time. Essentially, time is the main predictor for whether institutions establish sole-role Title IX employees. I test whether the establishment of a sole-role Title IX employee leads to a bump in formal reports of sex offenses, indicating a positive outcome. I do not find evidence that sole-role Title IX employees are a substantive structure that move universities closer toward meeting the goal of the law. I explain that sole-role Title IX employees may not be effective because one full-time employee is still not enough to prevent, respond to, investigate, and adjudicate sexual violence in a campus community. I conclude that there is much more work that needs to be done, and Title IX employees need more support and resources from their administrations if that work is to ever be fully successful. / Sociology

What did you really earn last year?: explaining measurement error in survey income data

This paper analyses the sources of income measurement error in surveys with a unique dataset.We use the Austrian 2008-2011 waves of EU-SILC which provide individual information on wages,pensions and unemployment benefits from survey interviews and officially linked administrativerecords. Thus, we do not have to fall back on complex two-sample matching procedures likerelated studies. We empirically investigate four sources of measurement error, namely (i) socialdesirability, (ii) socio-demographic characteristics of the respondent, (iii) the survey design, and(iv) the presence of learning effects. We find strong evidence for a social desirability bias inincome reporting, while the presence of learning effects is mixed and depends on the income typeunder consideration. An Owen value decomposition reveals that social desirability is a majorexplanation of misreporting in wages and pensions, whereas socio-demographic characteristicsare most relevant for mismatches in unemployment benefits. / Series: INEQ Working Paper Series

Teacher training for primary school musical arts education in Botswana : problems and proposals

Primary school teacher education in Botswana has undergone a tremendous change in recent years. The former two-year Primary Teaching Certificate has been phased out and replaced by a three-year diploma in primary education. In the three-year teacher training programme, students have the liberty to specialize in two subjects. Since teacher education plays a pivotal role in the efficiency and effectiveness of delivery of the curriculum, it is envisaged that the three-year programme will adequately equip students to ensure efficient and effective syllabi delivery. It is on this premise that this study examined the training of primary school teachers for musical arts education in Botswana’s colleges of primary education. It further identifies the problems in the teacher training programme and proposes ways in which the music training programme could be improved. The research was conducted following a survey method in which data collection techniques of questionnaires, interviews and observations were used. Primary school teachers responded to the questionnaire and some were observed. College lecturers were interviewed. In addition, some important insights were obtained from literature and have been incorporated in this study. Information obtained revealed that students are admitted at the colleges of education with little or no formal music education and this makes it difficult for them to choose music as an area of specialisation. The syllabi that are used for the two music categories do not differ much; there is inadequate allocation of time for music lessons. The syllabi do not cover much African music, concentrating more on Western educationists than on African ones. Colleges of education lack resources for effective training and the emphasis is more on the theoretical aspect than the practical component. The study indicates that teachers are of the opinion that the training they undergo does not adequately equip them to face the challenges of the CAPA (Creative and Performing Arts) syllabus - which deals with practical subjects of which music is one. Consequently, very few activities are employed when teaching the CAPA syllabus at primary schools. Primary schools also lack musical instruments. Teachers are unable to integrate music with other art forms because the training does not include the integration of arts education. These are some of the problems faced by the teacher training as revealed by this study. The research proposes ways in which the admission can be done and the syllabus for musical arts education which can then be used at colleges. Personal, interpersonal, and contextual influences on consumer preferences for plug-in electric vehicles: a mixed-method and interdisciplinary approach

Widespread adoption of plug-in electric vehicles (PEVs) can help to achieve deep reductions in global greenhouse gas emissions; however, the degree to which this potential will be realized depends on consumers’ decisions to purchase these vehicles over conventional ones. To provide comprehensive insight into the psychological and contextual influences on consumer vehicle preferences, three studies were performed using a mixed-methods approach. Study 1 employed a survey and stated choice experiment to explore: 1) the explanatory power of the three psychological variables from Ajzen’s (1991; 2005) theory of planned behaviour in predicting PEV purchase intentions among new vehicle buyers from British Columbia, and 2) the influence of hypothetical variations in financial and non-financial incentives on estimated PEV preference, with the goal of informing the design of provincial policy measures. Vehicle preferences were most strongly influenced by purchase price and point-of-sale incentives – with a roughly 4% forecasted increase in PEV new vehicle market share under a $5,000 purchase rebate – as well as by attitudes about PEVs (especially concerning personally-relevant PEV benefits), perceived behavioural control, and social norms. In Study 2, a latent class choice model was used to integrate survey and choice experiment data to characterize consumer classes based on vehicle preferences, demographic characteristics, and psychological variables. Findings revealed profiles of five distinct preference-based segments and demonstrated that the inclusion of psychological covariates can improve the fit of such latent class models. Study 3 extended these findings through a controlled message framing experiment that evaluated the impact of psychological distance on PEV purchase intentions. Results demonstrated that messages emphasizing both personally-relevant and societally-relevant PEV benefits increased related purchase intentions compared to the control group. The objective of this thesis is to provide new insights into determinants of firm access to finance, and the role of the European Central Bank's (ECB) monetary policy. Not only do we describe and analyze the determinants of access to finance, but we focus on the theory of financial intermediation, as well. The key part analyses European Commission (EC)/ECB survey data for 16 euro area economies from 11 survey waves in the period from 2009 to 2014. We build our model using traditional firm-level variables such as firm size and age as well as a novel measure of the ECB's monetary policy stance - the shadow rate. We hypothesize that smaller and younger firms with decreased profitability over the past 6 months and increased leverage over the same period are more likely to report problems with access to finance. Our results are intuitively consistent with theoretical expectations and also show that the looser the monetary policy of the ECB is, the lower the composite financing gap indicator. Interestingly, we do not confirm the existence of risk taking channel of the monetary policy. Overall, we make use of the most recent survey data, extend the dataset, and use modified methodology for our estimation.

Les enquêtes préférences déclarées (EPD) reposent sur des mises en situation hypothétiques. Face à une situation de choix construite de toute pièce par l’analyste, chaque répondant doit déclarer le choix qu’il ferait s’il y était confronté en réalité. Chaque situation se présente comme la combinaison de plusieurs paramètres. Face à chacune des diverses situations qui lui sont présentées successivement, l’enquêté va devoir faire le choix de celles lui convenant le mieux. Au fil du questionnaire, ses réponses révèleront l’importance qu’il donne à chaque paramètre et contribueront à une meilleure appréhension de ses préférences et de ses choix. Ce travail s’articule autour de trois études de cas mises en œuvre dans le cadre d’études menées par des opérateurs de transport (SNCF – thème : réforme de tarification sociale), des gestionnaires d’infrastructure (RFF – thème : effets du cadencement sur l’attractivité du train) ou des organismes de recherche (LET et PREDIT – thème : impact de politiques de rationnement du carburant sur la mobilité automobile). L’objet de ces études nécessitait la mise en œuvre d’enquêtes préférences déclarées. La conception, la mise en œuvre et l’analyse des EPD ont été réalisées dans le cadre de cette thèse avec un soucis permanent de contrôle de chacun des paramètres en vue de garantir la qualité des résultats obtenus.Selon les objectifs de l’étude, des traitements économétriques divers ont été utilisés pour analyser les données récoltées.Finalement, chacune de ces mises en place a contribué à renforcer notre conviction que les EPD constituent un outil complet. Ce travail contribue finalement, à son échelle, à crédibiliser un peu plus les méthodes de préférences déclarées et invite à repositionner cet outil d’analyse comme pivot de toute réflexion complexe dont le protocole est à réinventer lors de chaque construction, plutôt que tel qu’un procédé connu, livré clé en main, dont l’application suit une logique mécanique. / Stated preference surveys are based on choice sets composed by the analyst and proposed to some respondents. Each situation of the choice set is the combination of pre-determined attributes. While declaring the choice they would make if they were confronted to the same situation in reality, respondents reveal their preferences and their perceptions of the attributes.This Phd work presents the results of three stated preference surveys applied in the camp of public transportation. All surveys form a part of more general research programs handled for the sake: of the French railway operator, known as the SNCF (2006/2007) ; of the French railway network administrator, called RFF (2008) ; and of the French research, experimentation and innovation program in land transport, named PREDIT (2010). The use of stated preference methodology was required in order to deal efficiently with the issues of each of those research programs (respectively treating of social pricing ; train supply policy ; fuel rationing policies). The conception, the implementation and the analysis of the surveys have all been carried out during this Phd work in order to warranty control of each parameter and thus high quality results.In accordance with program research objectives, different econometrics treatments have been implemented.This Phd work shows how stated preference surveys may deal with different complex issues and therefore promote the use of this method. Each of these studies have finally strengthened the conviction that stated preferences constitute an efficient and complete tool.
