Organisational and Workforce Restructuring in a Deregulated Environment: A Comparative Study of The Telecom Corporation of New Zealand (TCNZ) and Telstra

In the late 1980s, governments in New Zealand and Australia began to deregulate their telecommunications markets. This process included the corporatisation and privatisation of former state owned telecommunications monopolies and the introduction of competition. The Telecom Corporation of New Zealand (TCNZ) was corporatised in 1987 and privatised in 1990. Its Australian counterpart, Telstra, was corporatised in 1989 and partially privatised in 1997. This thesis examines and compares TCNZ and Telstra's changing organisational and workforce restructuring strategies, as they responded to these changes. It further examines how these strategies influenced the firms' employment relations (ER) policies. Strategic human resource management (SHRM) and transaction costs economics (TCE) theories assist in this analyse. TCE links organisational restructuring to the make/buy decisions of firms and the asset-specificity of their employees. It suggests that firms will retain workers that have developed a high degree of firm-specific skills, and outsource more generic and semi-skilled work. Firm strategies are also influenced by national, contextual, factors. From a TCE perspective, these external factors alter relative transaction costs. Hence, different ownership structures, ER legislation and union power help to explain differences in TCNZ and Telstra's organisational restructuring and ER strategies. During the decade from 1990 to 2000, TCNZ and Telstra cut labour costs through large-scale downsizing programs. Job cuts were supported by outsourcing, work intensification and the introduction of new technologies. These initial downsizing programs were carried out through voluntary redundancies, across most sections of the firms. In many instances workers simply self-selected themselves for redundancies. TCNZ and Telstra's downsizing strategies then became more strategic, as they targeted generic and semi-skilled work for outsourcing. These strategies accorded with a TCE analysis. But TCNZ and Telstra engaged in other practices that did not accord with a TCE analysis. For example, both firms outsourced higher skilled technical work. TCNZ and Telstra's continued market domination and the emphasis that modern markets place on short term profits, provided possible reasons for these latter strategies. This thesis suggests, therefore, that while TCE may help to predict broad trends in 'rational organisations', it may be less effective in predicting the behaviour of more politically and ideologically driven organisations aiming for short term profit maximisation. Some TCNZ and Telstra workers were shifted to subsidiaries and strategic alliances, which now assumed responsibility for work that had previously been performed in-house. Many of these external firms re-employed these workers under more 'flexible' employment conditions. TCNZ and Telstra shifted to more unitarist ER strategies with their core workers and reduced union influence in the workplace. Unions at Telstra were relatively more successful in retaining members than their counterparts at TCNZ. By 2002, TCNZ and Telstra had changed from stand-alone public sector organisations, into 'leaner' commercially driven firms, linked to subsidiaries, subcontractors and strategic alliances.

Dinamismo econômico e qualidade do emprego : estudo sobre o mercado de trabalho no novo cenário das telecomunicações no Brasil

O objetivo do estudo foi analisar a interação entre o dinamismo econômico e a qualidade do emprego, observando esse fenômeno a partir do caso do setor de telecomunicações, no Brasil. O estudo propõe uma reflexão sobre a qualidade do emprego nas atividades de telecomunicações, que, no Brasil, passaram por recente processo de privatização, caracterizando um novo cenário empresarial, marcado por inovações tecnológicas, expansão comercial e competição de mercado. Foi elaborado um modelo de análise para avaliar a qualidade do emprego com base na estrutura ocupacional do mercado de trabalho, diferente de outros modelos concorrentes, que se debruçam sobre categorias como “emprego típico” e “trabalho decente”. O setor de telecomunicações inclui tanto atividades econômicas amplamente voltadas para estratégias de inovação e formação de vantagens competitivas como atividades de suporte, mais restritas à operação, implantação e manutenção do mercado, fato que se desdobra na composição dos respectivos mercados de trabalho. Constatou-se que o desempenho da qualidade do emprego é função da estruturação setorial. A melhora no nível de qualidade do emprego está bastante vinculada à natureza, à experiência tecnológica e ao ambiente econômico de cada ramo produtivo. Foi observado que a qualidade do emprego melhora na medida em que as atividades econômicas se encontram mais próximas aos processos de inovação, competição de mercado e liberalização comercial, mesmo que as mesmas componham um único setor. Confirmou-se a suspeita de que nas atividades econômicas constituídas por empresas que não inovam internamente ou inovam pouco e que não competem diretamente no mercado das telecomunicações (implantação, comércio e teleatendimento), o trabalho caracteriza-se por ser padronizado, promovendo atividades laborais empobrecidas, apresentando situação menos vantajosa de qualidade do emprego. Nas atividades com maior capacidade de inovação e que competem diretamente no mercado de telecomunicações (telefonia fixa e telefonia móvel em um primeiro nível, e em um segundo plano serviços de rede, televisão por cabo e fabricação), o trabalho caracteriza-se por ser menos estruturado, promovendo maior recorrência de atividades laborais enriquecidas, maior remuneração e escolarização dos empregados e apresentando, portanto, situação melhor de qualidade do emprego. Suspicions were confirmed that in those economic activities consisting of companies that neither innovate or hardly innovate nor compete directly in the telecommunications market (deployment, trade, and telemarketing), work is standardized, and labor activities are of a poor nature, which then results in lower quality of employment. In activities with greater ability to innovate and that compete directly in the telecommunications market (wireline and wireless on a first level and, on a second level, network service, cable television, and manufacturing), work is less structured, thus promoting enriched labor activities, hight remuneration and employees‟ education, and resulting in higher quality of employment. The analysis of the situation of employment in the activity of telecommunications is based on the data available in the Annual Report of Social Information (in portuguese, RAIS) of Ministry of Labor and Employment of Brazil (in portuguese, MTE).

Considerando que manufatura enxuta e ágil são as modalidades de organização mais atuais em termos de gestão para indústrias de manufatura e que elas tem trazido aumento de competitividade das empresas, buscou-se analisar a sua aplicação no ramo de serviços. O objetivo deste trabalho é analisar a aplicabilidade dos conceitos de manufatura enxuta e ágil em serviços e mais especificamente no mercado brasileiro de telecomunicações. Optou-se pelas serviços de comunicação de dados corporativos e escolheram-se empresas prestadoras deste tipo de serviço no Brasil. Para se considerar a aplicabilidade destes conceitos buscou-se respostas às seguintes perguntas: • Os conceitos de manufatura enxuta são aplicáveis à indústria de serviços? • Caso os conceitos de manufatura enxuta sejam aplicáveis, quais são sugestões para aplica-los formalmente e estruturadamente na indústria de serviços? • Os conceitos de manufatura ágil são aplicáveis à indústria de serviços? • Caso os conceitos de manufatura ágil sejam aplicáveis, quais são sugestões para aplica-los formalmente e estruturadamente na indústria de serviços? Utilizou-se de três estudos de caso. Através do uso de estudos de caso associados à Técnica de Análise Funcional de Sistemas estruturou-se a pesquisa focando na visão do cliente deste tipo de serviço. A indústria de serviços tem tido um aumento na importância econômica na maioria dos países porém não tem tido a oportunidade de usufruir , ainda que parcialmente, de muitos dos grandes avanços que a indústria de manufatura e processo obtiveram durante sua longa evolução até o estágio atual. Considerando estes fatos é extremamente pertinente prover a indústria de serviços de novos instrumentais para aumentar sua eficiência e eficácia e com isso garantir o aumento da competitividade. / During the past hundred years manufacturing carried out a series of technical and organizational development, which strongly increased its efficiency. Insofar as lean and agile manufacturing is the more contemporary organizational structure in terms of manufacturing management, as well as the implementation of such structure is improving enterprise’s competitiveness, this paper focuses on its applicability to services supply. Therefore, this work is aimed at analyzing the applicability of the lean and agile manufacturing concepts to the supply chain of services, attention is paid specifically to the Brazilian telecommunications market. Emphasis is given to corporate data communication services focusing on enterprises that supply such services in Brazil. In order to assess the applicability of those concepts, the following questions are to be answered here: • Is the concept of lean manufacturing suitable to the services industry? • In the case that the concept of lean manufacturing should be applicable, how could it formally and structurally be used to the services industry? • Is the concept of agile manufacturing suitable to the services industry? • In the case that the concept of agile manufacturing should be applicable, how could it formally and structurally be used to the services industry? Three case studies are to be examined in this paper. Analysis focuses on the point of view of customers of such services through examining case studies associated to the Functional Analysis Systems Technique (FAST). In almost all countries the services industry has significantly improved its economic influence, but it has not had so far, even partially, the opportunity for usufruct the huge development that the manufacturing industry, as well as its processes, witnessed since the early beginning to now. Bearing in mind such facts, providing the services industry with new tools aimed at improving efficiency and effectiveness in order to increase competitiveness is crucial.

Analýza lokální marketingové komunikace na vybrané společnosti / Analysis of the local marketing communication on the chosen company

The aim of my Master's Thesis is to analyse the local marketing communication of the Vodafone Czech Republic, a.s. company. I use current secondary information sources and primary resources are collected through in-depth interviews with specialists and a method of observation. My Master's Thesis starts from theoretical information on the issue, then it continues with practical findings and finally, I close up with a summary of the analysis and recommendations. I found out that the mobile telecommunications market offers a great potential for local marketing for both mobile service providers, as well as for other companies in the market. In the international Vodafone Group the marketing communication is directed mainly locally within the individual states, communication is unified and has the central character of the rules, but there are many local exceptions. In the Czech Republic, Vodafone has active, regionally based local marketing communications since the summer of 2010, but a local marketing potential is not fully utilized so far. Future trends in marketing suggest greater use of new technologies, mobile and online marketing. Local marketing will belong to the portfolio of a successful organisation.

Hur kan telekomkunders användning av själv-serviceteknologi öka? : En kvalitativ studie / How can telecom customers use of selfservice technology increase? : A qualitative study

Syftet med studien har varit att undersöka hur telekomkunder användning av själv-serviceteknologi (SST) kan öka. Relevant litteratur som SST, teknologisk acceptans, user experience (UX), customer experience (CX) och servicedesign (SD) har identifierats och förankrat studien vetenskapligt. Baserat på syftet och den teoretiska grunden har en designstrategi skapats för att undersöka detta på ett relevant sätt på ett telekomföretag i Sverige. Studien har utgått från en formativ utvärdering där expertanvändares upplevelser av telekomkunder, kundservice och själv-serviceteknologi har studerats, för att kunna identifiera möjliga problem och förbättringsområden. Semi-strukturerade djupintervjuer har använts som datainsamlingsmetoden på grund av de förutsättningar som fanns för studien. Detta har i kombination med analysstrategierna har medverkat till identifieringen av kontextuella fynd som kan öka användning av SST för telekomföretagets kunder. Några av dessa fynd är att SST behöver vara standardiserad inom telekombranschen och att telekomföretaget kan öka användandet genom att informera sina kunder mer om möjligheterna med SST. I Studien har också faktorer som tyder på ett samband mellan områdena service, SST och telekomkunder identifierats, detta kan öka förståelsen för hur SST i denna kontext bör utvecklas och designas framöver.

The use of social media marketing in telecommunication business: an exploratory study of Econet Wireless Zimbabwe Limited

The study focused on the use of social media marketing in the telecommunication business in Zimbabwe, as it has received limited attention in the literature available to date. The study aimed to explore the use of social media marketing in a telecommunications business- Econet Wireless Zimbabwe Limited. The study took on an exploratory research design which was qualitative in nature. A case study approach was applied with Econet Wireless Zimbabwe Limited as focus of being studied. Econet Wireless Zimbabwe Limited was chosen because it is the market leader in the telecommunications industry which has adopted the use of social media marketing in its business. Data collection was done through in-depth interviews with judgement sampling being used to choose the participants for the interviews. The data collected was analysed using thematic analysis. It was found that Econet Wireless Limited is using social media marketing to communicate with its customers, for their brand to be visible. They also use it because it is an inexpensive way to promote their business with a possibility to reach a large number of people in a short space of time. / Business Management / M. Com.
