O estudo se desenvolveu através de uma análise qualitativa, valendo-se do apoio da pesquisa documental e bibliográfica para estabelecer as possíveis relações entre as orientações das Organizações Multilaterais em estudo e as determinações encontradas na legislação nacional e em outros documentos de planejamento voltados para Educação Infantil. Inicialmente o estudo discute questões relacionadas à história da infância e do atendimento educacional à criança no Brasil. Logo após situa as políticas públicas nacionais da Educação, e em especial da Educação Infantil como parte das demandas requeridas pelo movimento das transformações sociais, econômicas, políticas e culturais desejadas para o setor educacional dos países em desenvolvimento pelo novo ordenamento internacional e analisa a repercussão da Reforma do Estado brasileiro na elaboração de políticas educacionais. Discute ainda, sobre o surgimento da UNESCO e do UNICEF, e os incentivos propostos em acordos internacionalmente firmados a partir de iniciativas desses organismos para a elaboração de políticas educacionais nos diversos países em desenvolvimento e, principalmente, no Brasil, em especial para a Educação Infantil. Os resultados alcançados mostram que, no contexto do estudo, o incentivo e condução das ações dessas agências neste sentido tenderam a revelar a influência de tais orientações nas políticas para a referida etapa da educação, principalmente, no que concerne à ênfase dada à promoção da equidade de oportunidades e à construção de políticas focalizadas na pobreza. / ABSTRACT The purpose of this work was to study the correspondence between the concepts and guidelines from UNESCO (United Nations Educational,Scientific and Cultural Organization) and the ones from UNICEF (United Nations Children'sFund) on Childhood Education and the principles and constant objectives in the public policies to Brazilian Childhood Education, started in the 90’s. The study was conducted through a qualitative analysis, supporting itself in documental and bibliographic research to establish the possible relations between the guidelines from the Multilateral Organizations analyzed and the determinations found in the national legislation and in other planning documents related to Childhood Education. First, this work focuses on issues related to the history of childhood and to the educational services to children in Brazil. It after concentrates on the national public policies of Education, particularly the Childhood Education policy as part of the required demands of the social, economic, political and cultural movement of transformations intended for the education sector of the developing countries by the new international order and analyzes the impact of Brazilian state Reform in elaboration of educational policies. It also focuses on the emergence of UNESCO and UNICEF, and the incentives announced in international agreements established to help the elaboration of educational policies in many developing countries and, especially, in Brazil, particularly to Childhood Education. The results show that, in the context of this work, the encouragement and the conduction of the actions by these agencies tended to reveal the influence of these policies inthe educational steps, mainly regarding the emphasis on promoting equal opportunities and creating policies focused on poverty.

UNESCO Biosphere Reserves in Sweden: Ideal concept for development or inefficient decorative label?

UNESCO’s Biosphere Reserve model reflects a shift from segregating towards more integrating area protection. This is attempted to be achieved through combining environmental protection with sustainable development, acknowledging hereby also human interests. The model is conceptually appealing and gaining popularity, which is indicated by the growing number of reserves worldwide. However, to successfully implement the desired goals in practice is challenging and substantial evidence of the concept’s effects is scarce. The aim of this thesis is, therefore, to investigate on the basis of the Swedish Biosphere Reserves what actual effects they have on local development, with a special focus on tourism. This was accomplished through analysis of general development indicators and a negative binomial regression to investigate the effect of Biosphere Reserves on the number of guest nights in the municipalities. In addition, to determine if stakeholder perceptions and the obtained results coincide, a survey amongst stakeholders in the lodging sector of Kristianstad has been carried out. The results suggest that being a municipality with a Biosphere Reserve may have no effect on general development regarding the chosen key variables and no effect on tourism development in terms of guest nights. Regarding stakeholder perceptions in Kristianstad, the Biosphere Reserve did not seem to be perceived as such an important asset, rather the single tourist attractions located in the Biosphere Reserve area were of interest. Overall, the standpoint that Biosphere Reserves are an ideal concept for sustainable development has been challenged in regard to the studied aspects and an objective view in the future on the matter is advised.

The UNESCO Public Library Manifesto is a global guideline and framework for public libraries around the world to use and also to measure their library services and resources. The City of Cape Town has adopted this manifesto for all the public libraries in the Metropole. Wesfleur public library is one of these public libraries. Limited research has been done globally to measure library services and resources with the UNESCO Public Library Manifesto. No research has been done in South Africa, and or, the Western Cape to measure public library services with reference to the UNESCO principles. This thesis deals with the Slovak town Banská Štiavnica in comparison with the Czech town Český Krumlov. The main objective of this thesis is to find deficiencies of Banská Štiavnica within tourist industry and to propound opportunities for increasing revenue and potential benefits based on the comparison of both towns. The thesis in its first part emphasizes the importance of UNESCO in both analyzed towns, through which the outstanding, universal and cultural-historical value is determined. The second part of this thesis deals with comparison methods and through SWOT analysis the opportunities are defined. On the basis of the defined opportunities there is elaborated project of guided night sightseeing tour in Banská Štiavnica.

A thesis is concerned with the functioning of the State Castle and Chateau of Cesky Krumlov and with the impact of the UNESCO monument on the krumlov's tourist destination and region. A theoretical part is focused on area of the legal regulations of monument preservation and on possibilities of the financing of historical monuments in the Czech republic, as well as on economic contexts of the historical areas and on the theory of regional development and tourist trade. An applicative part focuses on the rich history of krumlov's region, as well as on the building and historical development of the town Český Krumlov. The basic part is dedicated to the economic analyze of functioning of the castle and to the effectiveness of functioning of krumlov's tourist destination. Krumlov should be apprehended in the wider regional context therefore is final part dedicated to the analyze of potential regional tourist corridors. The aim of this thesis is to make analyze of functioning of the State Castle and Chateau Český Krumlov in light of effectiveness and operating potential into the future and demonstrate basis functional absences and unimproved developing potentiality of krumlov's tourist destination in the wider context of regional development.

The aim of the thesis Impact of rail transport on tourism development in the Czech Republic is the analysis of correlation between rail transport and tourism in the Czech Republic with reference to global trends in this field and proposition of appropriate steps to deeper and more effective cooperation. The first chapter is devoted to definition of rail transport, history of rail transport in the Czech Republic, characterization of the current state of railways in the Czech Republic, position of rail transport on the Czech transport market and use of rail transport in tourism. Second chapter concentrates on analysis of three chosen tourist destinations in terms of the availability of rail. In the last chapter overall situation in this field is analyzed and suggestions for the further development are given.

Trade, culture and the new politics of cultural development at UNESCO

In the late 1990s an attempt got underway to develop a new paradigm for cultural development policy at the United Nations Educational, Scientific and Cultural Organisation (UNESCO). The fruit of these efforts was the adoption of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions, which entered into force in 2007. This binding international treaty has been welcomed for restoring a degree of cultural policy sovereignty to states against some of the pressures of contemporary globalisation, and celebrated for burying some of the political differences between North and South that had pulled UNESCO apart in the 1970s and 1980s. As an instrument with widespread political support the Convention on cultural diversity has also marked something of a landmark event in the more general controversies over the nature of contemporary cultural change and the role of cultural policy in the era of neoliberal globalisation. This thesis is a response to these developments over the last decade, based on a series of studies looking at the processes that led to the formation of the Convention and examining some of the effects of the new framework as they are becoming apparent in the first years following its adoption and entry into force. It looks in particular at the precise points of consensus between North and South that have been found in the new framework of cultural development, examining some of its measures and the way they are coming to feature - or not - in the work of international development agencies, policymakers and cultural industry stakeholders. These observations are developed through two main case studies looking at contemporary attempts at cultural policy reform in China and the Caribbean. The thesis also attempts to offer an alternative perspective to the legal and international relations analyses that have surrounded the Convention and its political controversies so far by approaching them within the framework of social and cultural theory, engaging in particular with recent claims about the transformation of culture into a 'resource' for trade and development in the new global economy. I argue that the new framework tends to conflate cultural rights and recognition with the right of the state to protect and promote activities that it deems worthy of recognition on cultural grounds: this has offered a welcome development to those that have come to have a privileged role to play in the contemporary concern to promote enterprise, production and trade in the knowledge-based economy of content and intellectual property creation, but it has also tended to weaken the position of others whose claims to cultural recognition are inseparable from demands which have little or no protagonism in this framework.
