Becoming Jinja : The Production of Space and Making of Place in an African Industrial Town

The years immediately preceding and following W.W.II marked a turning point in British colonial policy in Africa. In this doctoral thesis, which focuses on colonial and post-colonial Uganda, this turning point is approached in terms of a shift in would-be hegemonic socio-spatial diagrams of power. In turn, the town of Jinja is approached in terms of having constituted a strong point with shifting functions in a series of contested diagrams of power over time. Certain agents and spatial enclosures are examined in terms of having risen and fallen in terms of deemed efficiency in actualising specific lines and modalities of power; the ”African” housing estate, the ”Asian” and the ”Chief” being important among these. Drawing on the theoretical work of Foucault, Deleuze & Guattari, and Lefebvre, particularly that pertaining to discursive regimes of power-knowledge, space and the subject, I seek to show how projects and architectures of socio-spatial ordering instituted by dominant producers of space (principally the colonial and post-independence states, and capital) have impacted on – and in turn been influenced and translated by – the everyday projects of people in place. Much of this focus, and also the fieldwork, is channelled through the Walukuba Housing Estate that was built in the post-W.W.II colonial era. The study is based on archival research, extensive ethnographic fieldwork and secondary literature.

A ameaça de remoção feita pelos governos municipais as moradoras de comunidades, vilas ou favelas é uma das marcas da habitação de famílias e sujeitos nesses locais. As narrativas sobre o cotidiano nesses territórios parecem ser tecidas cuidadosamente sob o signo da resiliência, que não raro é sintetizado na categoria luta, que nesse caso expressa a experiência de viver na comunidade, e que vincula, casa, corpo, diferentes relações sociais. A partir de alguns relatos elaborados nessa condição de resiliência, conhecemos outras marcas intrínsecas a trajetória dessas mulheres e como elas chegam e vivem nesses territórios, em meio a confrontos armados, coação feita por funcionários da prefeitura, e diversas outras violências. Sacrifícios e sofrimentos que compõem os seus argumentos mais profundos de permanência naquele espaço, já que nenhuma delas gostaria de ser removida dali. Nos aproximamos dessas mulheres através do percurso de uma pesquisa de campo realizada em Porto Alegre e no Rio de Janeiro, em meio a uma rede de contestação às obras dos megaeventos no Brasil– Copa do Mundo e Olimpíadas – que se fortalece a partir de 2010 quando as obras preparatórias se iniciam nas cidades sede. As contestações que aparecem nos relatos remontam a um esgotamento político profundo e a um fosso generoso entre algumas conquistas sociais conquistadas desde 1988 e sua efetivação. A moradoras diante desse cenário são compreendidas através de uma cidadania insurgente que tem, no exercício efetivo da luta, a resiliência como uma prática política que lhe garante a dignidade. / The threat of removal houses made by municipal governments for the residents of communities, towns or favelas is a hallmark of housing in these locations. The narratives about everyday life in these areas seem to be woven carefully under the sign of resilience, which often is synthesized in the struggle, which in this case expresses the experience of living in the community, and linking: home, body, different social relations. Witnessing some narratives prepared under this condition of resilience, I met other intrinsic marks the trajectory of these women and how they come and live in these territories, amid armed confrontations, threats made by city officials, and several other violence. The sacrifice and suffering that constitute their arguments deeper to stay in that space, since none of them would like to be removed from thence. This women are part of this field survey conducted in Porto Alegre and Rio de Janeiro, amid a network of opposition to construction of megaevents in the Brazil World Cup and Olympics - started from 2010, when preparatory works begin in the host cities. The disputes that appear in the narratives, are components to a deep political exhaustion and a generous gap between some social gains won since 1988 and its implementation. The residents in this scenario are understood through an insurgent citizenship, which has in the effective exercise of struggle, resilience as a political practice that ensures dignity.

The subject of the diploma thesis is the design of a city block on brownfield areas in the Trnitá district of Brno. The aim was to make the most out of the land, minimize motor traffic and create objects with different functions (housing, administration, amenities, services) will be mixed. The main part of the whole area will be the Ponávka river, which will take advantage of the great potential of the watercourse, thus creating a quality public space for recreation. The principles of multiplicity and porosity have been used to design - from the maximum land abandonment, the mass was gradually taken away to create apartment houses, administrative areas, a common parcel with civic amenities and a walkable green roofs.

Trata do tema da higiene da habitação urbana paulista. Objetiva analisar em fontes documentais originais como a moradia foi incluída nas iniciativas governamentais estadual e municipal - para melhorar o estado sanitário da cidade de Campinas/SP, entre 1880 e 1934. Trabalha com a hipótese de que as medidas tomadas pelo governo de São Paulo e pela municipalidade, no final do século XIX, sob a organização do regime republicano e para combater as epidemias de febre amarela, estiveram fundamentadas nos princípios do urbanismo sanitarista europeu, que foram sistematizados na legislação sanitária estadual e edilícia municipal, embasando as práticas relacionadas à higiene das habitações e orientando a atividade edificativa em Campinas. Analisa o panorama da construção civil em Campinas por meio do procedimento administrativo que autorizou as licenças para construção de moradias, que foi formalizado na legislação edilícia e organizado na Repartição de Obras, identificando os protagonistas na concepção e na análise dos requerimentos e dos projetos arquitetônicos. Verifica que a expressiva maioria das obras foi conduzida por construtores não diplomados, sem formação acadêmica nas escolas tradicionais de engenharia e arquitetura, mas que foram licenciados conforme a normativa que estabeleceu a regulamentação profissional. Conclui que essa normativa municipal, atendendo aos preceitos da legislação sanitária estadual e dando suporte ao aparato sanitarista, foi decisiva para promover reformas e orientar a construção de novas habitações em Campinas/SP, ao estabelecer a obediência às determinações técnicas de aspecto, de solidez e de higiene, principalmente relacionadas à impermeabilização, à insolação e ao arejamento das edificações urbanas. / The theme of this thesis is the hygiene of urban housing of São Paulo state. It objectives to analyze, based on original documentary sources, how it was included in government initiatives - state and local - to improve sanitary conditions of the city of Campinas/SP, between 1880 and 1934. It works with the hypothesis that, the measures taken by São Paulos government and by the municipality - in the late nineteenth century - under the republican regimes organization and to fight yellow fever epidemics, were based on the European principles of sanitarian urbanism, which were organized in sanitary and constructive legislation, providing input to practices related to housing hygiene and guiding Campinas building activity. Examines construction scenery in Campinas through the administrative procedure that authorized permits for housing edification, which was formalized in constructive legislation and organized in the municipality, identifying the protagonists in the conception and analysis of requirements and architectural projects. It verifies that the significant majority of the work was conducted by non-graduated constructors, without academic degree in traditional schools of engineering and architecture, however were licensed according to rules that established the professional regulation. It concludes that these municipal rules, taking into account state laws provisions and supporting the sanitary apparatus, was decisive to promote reforms and guidance for the construction of new private urban houses in Campinas/SP, when establishes obedience to aspect, solidity and hygiene technical determinations, mainly related to buildings waterproofing, insolation and ventilation.

Differences in Urban Residential Property Maintenance by Tenure Type

One of the key determinants of the “quality” of a neighbourhood is the extent to which owners maintain their properties. Much has been written about the impact of neighbourhood blight or the physically rejuvenating impact of gentrification. To better understand why some neighbourhoods are thriving, and others not, a critical variable that has seen little exploration is the type of tenure. This thesis, focused mostly on data from the City of Rochester NY, comparing absentee landlords, resident landlords and owner-occupiers, looking for differences in the level of maintenance of residential properties. Using a procedure developed by the author, every house in Rochester, Buffalo, and Syracuse containing 1-6 units was assessed, creating a quantitative analysis that is both more current, and on a much larger scale than previous work. Findings mostly confirmed observations and theories in the literature, but there were a number of significant differences. The key observation within Rochester was that, regardless of geographic scale, absentee owners consistently took the worst care of their properties, followed by resident landlords and then owner-occupiers. Further, size and type of absentee landlord mattered. Tenure was found to be the driving force in predicting maintenance outcomes, compounded by variables such as property values and race. Evidence from Buffalo and Syracuse indicated that findings may be generalizable, at least for declining industrial cities. / Thesis / Master of Applied Science (MASc)

The diploma project designs architectural study of Intensive Urban Housing in the city of Brno, district Veveří. Its proposed a building of complex form on vacant site desined by Veveří, Kounicova, Pekárenská and Sokolská Streets which used to be a military grounds. Intensive Urban Housing includes wide community amenities and dwelling for different social groups. As it is located on within walking distance to services which makes the complex self-sufficient, the transport demands are reduced. The proposal works with differentiation of public space, main buildings volumes and facade arrangement that create a lovely city environment and new atractive location in the city of Brno.
