The economic geography of urban water infrastructure investment and governance : a comparison of Beijing and London

Urban infrastructure is the key physical asset for successful functioning of modern cities. Yet the building and maintaining infrastructure networks require robust institutions, either expressed explicitly in rules and regulations or implicitly in social norms and mutual expectations, which are crucial for governing the complex relationships among all stakeholders including governments, regulators, investors, utilities and consumers that underpin the production of infrastructure services. Although there are more and more studies focusing on infrastructure, the underlying institutions that sustain the 'sink' of long-term accumulation of finance, technology, organisational and geopolitical power for shaping urban landscape have often been neglected. In particular, few studies have investigated the uneven geographical phenomenon of urban infrastructure investment and governance. As such, this thesis compares and explores how and why political, institutional and governance frameworks in Beijing and London influence urban water infrastructure investment and service delivery differently. The findings from the comparative study of the thesis should assist better understanding of 'variegated capitalism', especially state capitalism versus liberal capitalism. Through case study and close dialogue methodology, this thesis compares and investigates the investment models, governance frameworks, pricing systems and infrastructure contracts for urban water infrastructure in Beijing and London from the perspective of economic geography. Based on the theories of institutional and relational economic geography, this thesis organizes the study into four substantive chapters: Chapter Three compares the investment models employed in Beijing and London for water infrastructure investment and the underlying institutions; Chapter Four explores the effects of different governance frameworks on urban water infrastructure investment and service delivery in Beijing and London; Chapter Five investigates the effects of different pricing systems in the two cities for coordinating the intrinsic, market and investment value of urban water infrastructure; Chapter Six analyses different infrastructure contracts for financing large-scale water infrastructure projects in the two cities. The thesis finds that institutions are embedded in time and space for harnessing the flows of capital and producing the configurations of infrastructure provision, thus shaping the heterogeneous landscape of the material, economic, social and geopolitical fabric of contemporary cities. Therefore, in contrast to the statement 'form follows function', this thesis argues that infrastructure functions are inherently geographical in nature. The thesis has made the following contributions: firstly, it has compared the various trajectories of urban water infrastructure investment and governance in different political economic contexts, especially the dialogue between Global North and South, making original contribution in the 'geography of infrastructure'; secondly, the thesis employs cases studies to compare and investigate institutions empirically - issues that have been neglected for much too long in mainstream economic geography, contributing to 'variegated capitalism'; finally, in practical terms this research provides information for governments, regulators, investors, infrastructure providers and other stakeholders on in-depth understanding of urban water infrastructure investment and governance in different institutional and relational contexts.

"Passage" presents a negotiation between the natural and the human-made realms and comments on the duality of perceptions and emotional responses associated with each. On the one hand, I aim to create a calm, quiet and peaceful environment offering a pleasant and meditative experience.  On the other hand, I offer the challenge of contemplation in a city-like space that evokes dense urban architecture in the process of decay. Both experiences draw on my personal histories of fact and fiction, reality and dream, hopefully resulting in evocative parallel experiences for those who encounter my exhibition space.

Investigation of the microbial diversity and functionality of soil in fragmented South African grasslands along an urbanization gradient / Jacobus Petrus Jansen van Rensburg

The diversity of microorganisms and the influence of their enzymatic activities in soil are critical to the maintenance of good soil health. Changes in these parameters may be the earliest predictors of soil quality changes, potentially indicating anthropogenic influences. The goal of this study was to investigate the soil microbial diversity and function of grasslands along an urbanization gradient. Soil samples were collected in the Potchefstroom municipal area, South Africa, at specific sites. Sampling sites were described as urban, suburban and rural - according to the V-I-S (Vegetation-Impervious surface-Soil) model of Ridd (1995). Soil samples were collected over a warmer, wet season (May) and a colder, dry season (August) over two years (2007 and 2008). Collected soil samples were characterised using certain physical and chemical parameters. Plant species composition and abundance were determined at each site, along with basic site data (soil compaction, percentage ground cover, percentage bare ground, percentage organic material present). The Shannon-Weaver diversity index was used to calculate biodiversity values for all the investigated sites regarding collected plant species composition. The microbial component of the soil was quantified and characterized using culture-dependent and culture-independent techniques. Culture-dependent techniques included the investigation of the aerobic heterotrophic bacteria and fungi. Organisms were plated out on different media, and the bacterial component was broadly grouped using morphology. Dominant organisms were identified by sequencing of PCR amplified 16S ribosomal DNA fragments. Shannon-Weaver index for bacterial diversity was determined for each of the sites. Denaturing gradient gel electrophoresis (DGGE) profiling of selected bacterial communities were also conducted. Microbial community function was determined using enzyme assays of five major groups of enzymes, namely (i) dehydrogenase; (ii) β-glucosidase; (iii) acid phosphatase, (iv) alkaline phosphatase and (v) urease. Plant species results were then brought into context with microbiological diversity and functionality results using multivariate statistics. Physical and chemical parameters of the collected soil samples revealed patterns present along the urbanization gradient. The pH values were mostly higher in the sub-urban and urban sites than in the rural sites. Electrical conductivity values were generally highest in the sub-urban sites. Plant species composition revealed trends along the urbanization gradient. Ordinations clearly grouped the plant species into rural, sub-urban and urban groups regarding plant species composition. Rural sites had the highest number of plant species. Shannon-Weaver values regarding the plant diversity supported the plant species composition data indicating higher plant diversity in the rural areas, followed by the sub-urban and the urban areas. Plant structural data indicated that forbs were most numerous in the rural sites, and less so in the urban sites. Higher average aerobic heterotrophic bacterial levels were present in the urban soil samples. The bacterial levels were lower in the sub-urban and rural soil samples. Subsequent identification of the dominant bacteria in the soil samples revealed organisms of the genus Bacillus dominated the aerobic heterotrophic bacterial communities in the soil samples. Bacillus species dominated the soil samples along the urbanization gradient. Shannon-Weaver indices based on culture-dependent methods indicated that urban sites had the highest biodiversity. These results could have been exaggerated, because of an overestimation of the number of bacterial morphotypes present in samples. Fungal levels were higher in the soil from samples collected at the rural samples sites. The culture-independent method (DGGE) was not optimized and inconclusive results were obtained. Enzyme assays revealed that potential dehydrogenase, β-glucosidase and urease activity followed a trend along the urbanization gradient, with urban samples registering the highest values and rural sites the lowest. Enzymes involved in carbohydrate catabolism (β-glucosidase and dehydrogenase) registered significantly higher potential activity in urban sites than the sub-urban and rural sites. The results could indicate that urban sites have the potential to lose carbon at higher rates than the rural sites. This aspect may need further investigation. Higher potential urease activity could indicate higher N-cycling in the urban soil environment. Ordination results for soil-, plant- and microbial diversity as well as microbial functionality indicated certain trends along the urbanization gradient. Plant species composition and structure data indicated that urbanization has a definite effect on the plant communities in the urban ecosystem. Results regarding aerobic heterotrophic bacteria populations and potential enzyme activity of the dehydrogenase, β-glucosidase (both active in the carbon cycle) and urease (active in the nitrogen cycle) illustrated clear trends along the urbanization gradient. In conclusion, results indicated that urbanization has an effect on plant species composition, and the population and function of aerobic heterotrophic bacteria and the fungal population. Remote Sensing of Urbanization and Environmental Impacts

This thesis aims to establish analytical frameworks to map urban growth patterns with spaceborne remote sensing data and to evaluate environmental impacts through Landscape Metrics and Ecosystem Services. Urbanization patterns at regional scale were evaluated in China's largest urban agglomerations and at metropolitan scale in Shanghai, Stockholm and Beijing using medium resolution optical satellite data. High-resolution data was used to investigate changes in Shanghai’s urban core. The images were co-registered and mosaicked. Tasseled Cap transformations and texture features were used to increase class separabilities prior to pixel-based Random Forest and SVM classifications. Urban land cover in Shanghai and Beijing were derived through object-based SVM classification in KTH-SEG. After post-classification refinements, urbanization indices, Ecosystem Services and Landscape Metrics were used to quantify and characterize environmental impact. Urban growth was observed in all studies. China's urban agglomerations showed most prominent urbanization trends. Stockholm’s urban extent increased only little with minor environmental implications. On a regional/metropolitan scale, urban expansion progressed predominately at the expense of agriculture. Investigating urbanization patterns at higher detail revealed trends that counteracted negative urbanization effects in Shanghai's core and Beijing's urban-rural fringe. Beijing's growth resulted in Ecosystem Services losses through landscape structural changes, i.e. service area decreases, edge contamination or fragmentation. Methodological frameworks to characterize urbanization trends at different scales based on remotely sensed data were developed. For detailed urban analyses high-resolution data are recommended whereas medium-resolution data at metropolitan/regional scales is suggested. The Ecosystem Service concept was extended with Landscape Metrics to create a more differentiated picture of urbanization effects.​ / <p>QC 20160205</p>

Minding the Gap: Uncovering the Underground's Role in the Formation of Modern London, 1855-1945

My research examines how the London Underground – the first subway in the world - provided new public spaces and forms of mobility that redefined how Londoners interacted in, moved through, and imaged the city. Perhaps nothing embodies the Underground’s iconic status in London quite as completely as the phrase, “Mind the Gap.” This phrase, which originally referred to the gap between the train and the platform at Embankment station on the Northern line, has since become an enduringly popular symbol of London in the minds of travelers and visitors. The fact that a behavioral command about how to move through Underground space has become synonymous with visiting London suggests the deep connections between spatial behaviors and identity in the modern city. People had to be taught how to “Mind the Gap” – and railway officials were never completely able to control the ways in which people used, traveled through, and imagined these spaces. Illuminating these tensions between railway technicians and ordinary passengers demonstrates how the Underground provided a new type of space in which men and women from different classes and backgrounds could assert claims to freedom of movement within the city. Aside from the gap between station platforms and Underground trains, this cultural history of the Underground also reveals how Londoners negotiated and bridged other important gaps - between rich and poor, men and women, and concepts of what constituted being modern or backwards, progressive or dangerous - as they embraced this public space as a part of their everyday lives. My dissertation interweaves works of art and fiction, literary scholarship, and elements of geography and sociology into a cultural history of London’s transport. Though it was owned and operated by a series of private companies throughout the nineteenth and early-twentieth centuries, the Underground offered a relatively affordable means of traversing the capitol for Londoners of all classes and backgrounds, and therefore the spaces of the Underground network (stations, platforms, and train cars) acted as public spaces where new ideas about democratic order in society were challenged and negotiated. My dissertation will bring a new perspective to studies of urban history by using interactions within the Tube to demonstrate how modernity was experienced and given meaning through particular spatial practices. I argue that the Underground helped challenge and redefine urban identities in the late-nineteenth and early-twentieth centuries, particularly for women.

Severe Weather during the North American Monsoon and Its Response to Rapid Urbanization and a Changing Global Climate within the Context of High Resolution Regional Atmospheric Modeling

The North American monsoon (NAM) is the principal driver of summer severe weather in the Southwest U.S. With sufficient atmospheric instability and moisture, monsoon convection initiates during daytime in the mountains and later may organize, principally into mesoscale convective systems (MCSs). Most monsoon-related severe weather occurs in association with organized convection, including microbursts, dust storms, flash flooding and lightning. The overarching theme of this dissertation research is to investigate simulation of monsoon severe weather due to organized convection within the use of regional atmospheric modeling. A commonly used cumulus parameterization scheme has been modified to better account for dynamic pressure effects, resulting in an improved representation of a simulated MCS during the North American monsoon experiment and the climatology of warm season precipitation in a long-term regional climate model simulation. The effect of urbanization on organized convection occurring in Phoenix is evaluated in model sensitivity experiments using an urban canopy model (UCM) and urban land cover compared to pre-settlement natural desert land cover. The presence of vegetation and irrigation makes Phoenix a "heat sink" in comparison to its surrounding desert, and as a result the modeled precipitation in response to urbanization decreases within the Phoenix urban area and increase on its periphery. Finally, analysis of how monsoon severe weather is changing in association with observed global climate change is considered within the context of a series of retrospectively simulated severe weather events during the period 1948-2010 in a numerical weather prediction paradigm. The individual severe weather events are identified by favorable thermodynamic conditions of instability and atmospheric moisture (precipitable water). Changes in precipitation extremes are evaluated with extreme value statistics. During the last several decades, there has been intensification of organized convective precipitation, but these events occur with less frequency. A more favorable thermodynamic environment for monsoon thunderstorms is the driver of these changes, which is consistent with the broader notion that anthropogenic climate change is presently intensifying weather extremes worldwide.
