Mesh Networking for Inter-UAV Communications

Unmanned aerial systems (UASs) have a great potential to enhanced situational awareness in public safety operations. Many UASs operating in the same airspace can cause mid-air collisions. NASA and the FAA are developing a UAS traffic management (UTM) system, which could be used in public safety operations to manage the UAS airspace. UTM relies on an existing communication backhaul, however natural disasters may disrupt existing communications infrastructure or occur in areas where no backhaul exists. This thesis outlines a robust communications alternative that interfaces a fleet of UASs with a UTM service supplier (USS) over a mesh network. Additionally, this thesis outlines an algorithm for vehicle-to-vehicle discovery and communication over the mesh network.

Evaluation and analysis of DDG-81 simulated athwartship shock response

Approved for public release; distribution is unlimited / In 2001 the USS WINSTON CHURCHILL (DDG-81) was subjected to three underwater explosions as part of a ship shock trial. Using the actual trial data from experiment and three-dimensional dynamic models of the ship and surrounding fluid very successful comparisons of the vertical motion have been achieved. On average, the magnitude of the vertical motion is three to four times the magnitude of athwartship motion. Previous simulations of this athwartship motion have been less accurate than the vertical motion simulations. This thesis examines recent efforts attempted to improve the simulation results of the athwartship motion including shock spectra analysis, and the reasons behind the disparities that exist between the simulated values and the actual trial data. / Lieutenant, United States Coast Guard

Admiral Thomas C. Hart And The Demise Of The Asiatic Fleet 1941 – 1942 is a chronicle of the opening days of World War II in the Pacific and the demise of the U.S. Navy’s Asiatic Fleet. Beginning with the background of Four Star Admiral Thomas Hart, this chronicle shows the history of the nearly obsolete ships that fought in the beginning of World War II. The reader will come to realize how and why this fleet ceased to exist within ninety days from the start of the war. Historical evidence will show that the damage inflicted on the Japanese was much greater than what was recorded in popular history. Hart was relieved of his command due to political considerations but not a single ship was lost while he was in command of the Asiatic Fleet. Hart fulfilled his orders to preserve the integrity and safety of the American Asiatic Fleet.

Parametric studies of DDG-81 ship shock trial simulations

Approved for public release, distribution is unlimited / Evaluations, otherwise known as ship shock trials, have been conducted in order to determine the seaworthiness of each new class of ship commissioned in the U.S. Fleet. While beneficial in determining the overall survivability of a ship and its mission essential equipment in a severe shock environment, these Navy-mandated tests pose serious danger to the crew, ship and environment. As an alternative to these labor intensive, costly and time consuming at-sea tests, the recent advances in computer processing power have made it possible to employ finite element methods involving complex geometries in the modeling and simulation of shock response for the ship and surrounding fluid. This thesis examines the accuracy of shock simulation predictions as compared to the ship shock trials conducted on USS WINSTON S. CHURCHILL (DDG-81). An investigation of the effects of sensor location, damping and shot geometry is presented as validation of the Naval Postgraduate School modeling and simulation methodology. / Lieutenant, United States Navy

Reexamining the Global Cold War in South Africa: Port Usage, Space Tracking and Weapons Sales

The global Cold War is used frequently by historians to frame the context of political, economic, social, military, and geographic history of the 20th century. This is often the case in Africa as well. This thesis set out to explore U.S.- South African relations during the 1960s. After conducting research in Record Group 59 (State Department Records) of the National Archives from 1967-1973, three case studies emerged that suggested that reexamination of how historians traditionally view U.S.-South African relations during this time period is necessary. The three case studies include U.S. use of naval ports in South Africa, the strategic geographic location of South Africa and its importance to NASA's satellite and missile tracking stations, and the policy of selling of weapons to South Africa by the U.S. While this is by no means an exhaustive study of this time period due to limited time in the National Archives, it does offer promise for more research involving this topic.

Autonomous agent-based simulation of an AEGIS Cruiser combat information center performing battle air-defense commander operations

The AEGIS Cruiser Air-Defense Simulation is a program that models the operations of a Combat Information Center (CIC) team performing the ADC duties in a battle group using Multi-Agent System (MAS) technology implemented in the Java programming language. Set in the Arabian Gulf region, the simulation is a top-view, dynamic, graphics-driven software implementation that provides a picture of the CIC team grappling with a challenging, complex problem. Conceived primarily as a system to assist ships, waterfront training teams, and battle group staffs in ADC training and doctrine formulation, the simulation was designed to gain insight and understanding into the numerous factors (skills, experience, fatigue, aircraft numbers, weather, etc.) that influence the performance of the overall CIC team and watchstanders. The program explores the team's performance under abnormal or high intensity/stress situations by simulating their mental processes, decision-making aspects, communications patterns, and cognitive attributes. Everything in the scenario is logged, which allows for the reconstruction of interesting events (i.e. watchstander mistakes, chain-of-error analysis) for use in post-scenario training as well as the creation of new, more focused themes for actual CIC team scenarios. The simulation also tracks various watchstander and CIC team performance metrics for review by the user. / Lieutenant, United States Navy

Experimentelle Studie zum Vergleich der Computernavigation mit 2D- und 3D-Bildwandlertechnologie am Beispiel der Pedikelschraubeninsertion im Bereich der LWS

Im Rahmen einer experimentellen Vergleichsstudie zweier bildwandlergestützter Navigationssysteme wurde die 3D-bildwandlergestützte Navigation mit der 2D-bildwandlergestützten Navigation zur Pedikelschraubenplatzierung am Modell getestet. Neben der Präzision der Bohrungen in einem postoperativen CT wurden Bildqualität, Genauigkeit des 3D-Scans, Planbarkeit und Umsetzung der Bohrungen bewertet und verglichen. Mit der 3D- Bildwandler- Navigation wurden 38 der 40 Bohrungen exakt platziert (95%). Eine Planung wurde durch einen Softwarefehler der Alpha-Version auf dem Monitor falsch wiedergegeben. Bei einer weiteren Bohrung wurde der Bohrer verkantet, wodurch Bildschirmdarstellung und Realität voneinander abwichen. Daher kam es in einem Fall zu einer lateralen Perforation der Kortikalis im Bereich des Pedikels, im anderen zu einer kaudalen Perforation. Mit der 2D- Bildwandler- Navigation konnten alle 40 Schrauben ohne Pedikelperforation platziert werden. Zwei dieser Schrauben wurden durch die ventrale Kortikalis gebohrt. Beide Verfahren überzeugten durch hohe Präzision und Zuverlässigkeit. 3 der 4 Fehlplatzierungen waren Anwender einer Software bedingt. Eine optimierte Software und verbesserte Instrumente werden diese Fehlerquote weiter reduzieren. Voraussetzung für die 2D-bildwandlergestützten Navigation sind eine gute Bildqualität sowie normale anatomische Gegebenheiten für standardisierte Projektionen. Die neue 3D-bildwandlergestützter Navigation kombiniert die Vorteile der 2D-bildwandlergestützter Navigation und der CT- basierten Navigation mit einer Verringerung der Strahlenbelastung durch den Wegfall des präoperativen CT`s und somit der Einsatzmöglichkeit im akuten Notfall sowie nach intraoperativen Repositionsmanövern. Da kein Matching erforderlich ist, wird insbesondere bei traumatischer Verletzung oder tumorbedingter Veränderung der dorsalen Wirbelstrukturen ein großer Vorteil zur CT- basierten Navigation erwartet. Aufgrund der universellen Einsatzmöglichkeiten eines Bildwandlers wird für diese neue Technologie ein breites Indikationsspektrum angenommen. / An experimental study to compare 2D- and 3D- Computer-Assisted Fluoroscopic Navigation for pedicle screw placement. Each system was evaluated by a post-operative CT and included the comparison of the palpation of the pedicular canal, the image quality and the accuracy of planning and performance. For this purpose 40 screws have been set to 9 models of lumbar spine. Using the 3D-flouroscopy based navigation 38 from 40 (95%) drillings were placed correctly. One mistake was caused by an error of the navigation-software. The second mistake was due to a drilling mistake, the drill was not shown correctly on the monitor because the drill has been canted. Using the 2D-flouroscopy based navigation all screws could be placed correctly at the pedicle, but two times the corpus has been perforated to ventral. Both techniques are precise and reliable. 3 out of 4 mistakes were caused by incorrect handling the instrument. The other mistake happened because of a software-error. If the software and the instruments will be optimised, the amount of mistakes will be reduced in the future. In case of the 2D-flouroscopy based navigation sufficient image quality, normal anatomical structures and defined projections are required. The new 3D-flouroscopy based navigation combines the benefit of 2D-flouroscopy based navigation and CT-based navigation by reducing the radiation exposure and the preoperative planning time. Therefore, this technique is suitable for use in an emergency or intraoperative repositions. Because no matching-procedure is necessary for CT-based navigation, we expect advantages especially in therapy of traumatic injuries or changes at the dorsal structures of spine caused by tumour. Furthermore, the use of fluoroscopic based navigation extends the range of applications/the spectrum of indication for this new technology.

本研究採文獻分析法和戰史研究法,並從戰略——目的、手段、方法——之研究途徑切入。 研究重點首先從以色列之海域環境和威脅來源著眼,探討以色列國家安全戰略與防衛戰略構想;由於以色列之兵役制度與軍隊訓練情形,實為支持其遂行防衛戰略,達成其國家安全之重要支柱,故亦予分析。 其次,針對以色列海軍參與之重要戰爭,包括獨立戰爭、六日戰爭(美海軍情報船自由號被以色列海空軍擊沈事件和以色列埃拉特號驅逐艦被埃及飛彈快艇擊沈事件)、十月戰爭(以敘「拉塔基亞海戰」與以埃於紅海戰線之對決)、以及其他零星之重要衝突加以析論。 第三,探討以色列海軍之兵力建設與準則發展狀況,析出以色列海軍建軍發展之三個階段,研究其硬體建設(水面作戰艦艇、潛艦、突擊隊)、海軍任務、海軍作戰準則、反恐作戰準則與行為規範之發展情形。 最後,分析以色列海軍面臨之挑戰、探討其國防資源之分配問題、海軍高科技武器發展以及其於未來之展望。 具體研究成果包含找出以色列海軍影響深遠之戰役——拉塔基亞海戰,瞭解以色列海軍建軍發展之歷程,並且發現以色列海軍邁向新時代之發展趨勢。 研究心得有三點:第一,以—阿海軍戰爭之啟示;第二、以色列海軍發展之啟示;第三,研究以色列海軍之啟示。 / The Study of the Israeli Navy was made use of literature analysis and war history research method. It was written within the approach of the strategy research which of the aims, the means, and the ways. The paper will (1) introduce the sea environment of Israel and sources of the threats, discuss Israel national security and its defense strategic conception, and Israeli conscriptions and its military training; (2) examine the significance and importance of the Israeli Navy war history; (3) give a description of structures of the Navy and its doctrines; and (4) propose the challenge of the Navy, analyze its problem of the defense budget distribution, open its hi-tech weapon systems, and observe its future development. The results of this paper include: (1) excavate the most valuable warfare among the Israeli Navy war history which is the Battle of Latakia; (2) understand the structures of the Navy; and (3) find out the trend of the Navy future development.
