Värdlandsstöd – Priset för Natomedlemskap

By placing host nation support at the center of the study's stakeholder analysis, fifteen stakeholders are identified based on NATO's principles for host nation support. The stakeholders are categorized into four categories, and their mutual interest and resource relationships are analyzed. The study concludes that the main actor for Swedish host nation support, the Swedish Armed Forces, needs to carefully manage core stakeholders, collaborate with primary stakeholders, keep secondary stakeholders integrated, and keep other stakeholders informed. The study's conclusions are that Swedish host nation support benefits from external requirements, that host nation support is the price Sweden has to pay for NATO membership, and that procurement and infrastructure investments need to be exempted from current legislation. The study claims that stakeholder theory analysis is useful in contexts other than the business world and that the process model used is transferable to other stakeholder analyses in other contexts.

With the evolving geopolitical situation and Sweden´s recent NATO integration, the understanding of Host nation supports multifaceted role is increasingly vital. Previous research lacks a theory regarding host nation support. The purpose of this thesis is to seek a better understanding on host nation support and to initiate a theoretical framework on the subject. By employing a method of hypothetical deductive approach, the study analyzes identified factors such as deterrence, planning, transit, infrastructure, and civil support. The factors were identified from previous research and motivated with theories from military science and the authors reasoning. The theoretical framework has it´s grounds in the authors reasoning that deterrence is the purpose of host nation support and the other factors are contributory to it. The analysis centers on the cases Operation Desert Shield and Operation Desert Storm during the Gulf war. The result confirms various of the factors contribution to the deterrence in host nation support in the specific cases and that there are complementary factors involved also.

In this essay Sweden’s relationship with NATO is explored in a theory consuming case study. The aim is to explain why Sweden is not a member of NATO but still wants to have a close cooperation and has entered a memorandum of understanding on Host Nation Support with NATO. The reason for not entering NATO is that Sweden wants to be military non- aligned. The memorandum of understanding on Host Nation Support is motivated by that Sweden wants to be interoperable with NATO in order to be able to give and receive military support. Other reasons are that it is a way for the Swedish military to develop, it increases efficiency and it makes Sweden more competitive by decreasing administrative costs. The reasons for Sweden’s decisions are analyzed and explained with two theories: realism and liberalism. Realism can explain well why Sweden does not want to enter a membership and liberalism can explain well why Sweden has entered the memorandum of understanding on Host Nation Support.

Sverige & Nato : En studie av svenska Nato-samarbeten / Sweden & Nato : A study of Swedish collaborations with Nato

The aim of this essay was to examine what problems, causes and solutions three Swedish governments identified concerning three decisions of cooperation with NATO, and to understand these decisions with constructivism and hard and soft power as theoretical perspectives. The first was the decision to join Partnership for Peace in 1994. The second decision was to join the Euro-Atlantic Partnership Council in 1997. The third decision was to join a host nation support with NATO in 2016. The analysis showed that problems regarding PfP was an unpredictable security situation, caused by the fall of the Soviet Union. This gave rise to new conflicts, e.g. the conflict in Yugoslavia. Russia was identified as a problem also regarding the EAPC, caused by a Russian superpower identity. Problems identified before joining the HNS was that Russia was aggressive and annexed the Ukrainian peninsula Crimea in 2014. This was caused by the Russian leadership prioritizing the defence sector. The identified problems and causes can be understood with the theory of hard power, since the Russian hard power resources are wielded both within and outside of Russia. Constructivism is useful to understand what solutions the governments proposed, since they often express an ambition to build a common identity, while keeping the Swedish identity as non-aligned. Also, soft power resources made the alliance more attractive for the Swedish governments.
