During the independence era in West Africa (1958–1980) many nations embarked on ambitious programmes aimed at rejuvenating their traditional art forms. These programmes were realised through new cultural policies, with music the prime target of the governments’ campaigns. I contend that in the search for an appropriate voice West African governments focussed on one group of musicians, the Mande griots. It was through their musical compositions that the State communicated ideology and doctrine to the public. I assert that to focus on a specific ethnic group and promote them as cultural ambassadors was a policy that conflicted with the core principles of West Africa’s governments, who upheld a doctrine that promoted nationalism over ethnocentrism. It was a neo-colonialist strategy designed to consolidate the rule of the governing party, a contention which I support through an analysis of the role of griots in West African society and an appraisal of the careers of musicians, musical recordings, and musical styles. This thesis represents a historical account of Mande griots in West Africa with respect to their influence on local and national politics. Part of the aim of this thesis is to create a comprehensive and accurate catalogue of West African musical recordings and groups, the results of which are located in the appendices.

Geologic evolution of the Adrar Souttouf Massif (Moroccan Sahara) and its significance for continental-scaled plate reconstructions since the Mid NeoproterozoicGärtner, Andreas 20 March 2018 (has links) (PDF)
Located in the south of the Moroccan Sahara, the Adrar Souttouf Massif is the northern continuation of the Mauritanides at the western margin of the West African Craton. The massif itself exhibits a complex polyphase geologic history and contains four geologically different, SSW-NNE trending main units named from west to east: Oued Togba, Sebkha Gezmayet, Dayet Lawda, Sebkha Matallah. They are thrusted over each other in thin-skinned nappes with local windows of the discordantly overlain Archaean Reguibat basement. The eastern margin of the massif is bordered by the Tiris and Tasiast-Tijirit areas of the Reguibat Shield as well as its (par-) autochthonous Palaeozoic cover sequence, termed Dhloat Ensour unit. More than 5.500 U-Th-Pb age determinations and over 1.000 Hf isotopic measurements on single zircon grains from igneous, metamorphic, and sedimentary rocks of all the massifs units and its vicinity have yet been obtained. Most of the zircons were studied with respect to their morphological features. This method improves the accuracy of provenance studies by detecting varying zircon morphologies in space and time. These data are accompanied by U-Th-Pb age determinations on apatite as well as rutile. Together, they allow proposing a model of the geologic evolution of this poorly mapped area for the last 635 Ma. A combination of the obtained data with extensive zircon age databases of the surrounding cratons and terranes facilitates continental-scaled palaeogeographic reconstructions.
Regarding the geologic evolution of the Adrar Souttouf Massif, the assembly of the first units began prior to 635 Ma. Although containing all the major zircon age and Hf-isotope populations of the West African Craton as well as some Mesoproterozoic grains, the Sebkha Gezmayet unit lies to the west of the Dayet Lawda unit of oceanic island arc composition. Hence, the Sebkha Gezmayet unit must have been rifted away from the craton prior to the formation of the oceanic unit within the West African Neoproterozoic Ocean at about 635 Ma. Recently published Hf and zircon age data of this unit suggest that the island arc was derived from a juvenile mantle source. Subsequently, the accretion of precursors of the Oued Togba and Sebkha Gezmayet units as well as a partial obduction of the oceanic Dayet Lawda unit and the Neoproterozoic sediments of a foreland basin (Sebkha Matallah unit) onto the Reguibat Shield took place. Peak metamorphism in the obducted oceanic rocks was reached at about 605 Ma. Magmatism in the western units between 610 and 570 Ma suggests on-going tectonic activity. The Early and Middle Cambrian is characterised by the erosion of the Ediacaran orogen and deposition of thick sedimentary sequences at the Sebkha Matallah unit, which acted as foreland basin. These sediments show a mostly West African zircon record with only some Mesoproterozoic grains provided by the westernmost parts of the massif. Initial rifting of the Oued Togba and Sebkha Gezmayet units from the remaining areas presumably occurred during the Late Cambrian. Coeval granitoid intrusions occurred on both sides of the rift. The two rifted units were likely involved to the polyphased Appalachian orogenies, which is emphasised by Devonian magmatism. Thus, and with respect to the isotopic data, the Oued Togba unit is interpreted to be of Avalonia affinity, while the Sebkha Gezmayet unit can likely be linked to Meguma. The units which remained at the West African Craton underwent intense sediment recycling during the entire Ordovician to Devonian times. Final accretion of all units and formation of the current massif was achieved during the Variscan-Alleghanian orogeny. This was accompanied by magmatism in the Sebkha Gezmayet unit and intense metamorphism of the Reguibat basement, whose zircons often show lower discordia intercepts of Carboniferous or Permian age. The post-Variscan period is characterised by erosion of the orogen and subjacent alternating cycles of sedimentation and deflation.
The Adrar Souttouf Massifs importance for palaeogeographic reconstructions is given by the striking differences in the zircon age and Hf-isotope record of its westernmost Oued Togba unit and the remaining area. The results obtained from the Oued Togba unit resemble the published data of the Avalonia type terranes including prominent Mesoproterozoic, Ediacaran-Early Cambrian, as well as Early Devonian age populations. Many Mesoproterozoic zircons, which are exotic for the West African Craton prior to 635 Ma, form a ca. 1.20 to 1.25 Ga age peak that is an excellent tracer for detrital provenance studies and source craton identification of the sedimentary rocks. This is also valid for some sedimentary samples that do not show ages younger than 700 Ma, but large quantities of Mesoproterozoic zircon. These rocks can be correlated to similar sediments in Mauritania and W-Avalonia and are thought to be of pre-pan-African", i.e. pre-Ediacaran or even pre-Cryogenian age. They may give direct insights to the source area in Early to Mid Neoproterozoic times. Accordingly, comparison with published data of Amazonia and Baltica, allows setting up new hypotheses for the pre-Ediacaran history of the Avalonian type terranes. Lacking of magmatism in Amazonia between ca. 1200 and ca. 1300 Ma favours Baltica as source craton for the Avalonian terranes and requires a new point of view for the Neoproterozoic palaeogeography.

Depuis le milieu des années 1990, les foyers de travailleurs migrants sont progressivement réhabilités dans le cadre d'un Plan de traitement national et transformés en résidences sociales, dispositif de logement d'insertion destiné aux personnes défavorisées. Au cœur de ces transformations qui tendent vers une banalisation des foyers, un objet cristallise les tensions : le « foyer africain » et ses modes de fonctionnement communautaires. Que recouvrent concrètement ces transformations ? Que nous disent-elles de la gestion politique des migrants isolés et du traitement du fait communautaire dans le contexte français ? Pour répondre à ces questions, la recherche est centrée sur un organisme gestionnaire historiquement spécialisé dans l'hébergement des migrants africains : l'Aftam. L'analyse repose sur trois types d'investigation : le premier porte sur les cadres nationaux de l'action publique à travers l'analyse des textes officiels et des discours des acteurs ; le deuxième s'inscrit dans une perspective socio-historique et cherche à retracer la genèse et la trajectoire de l'Aftam ainsi que de ses « foyers africains » ; le troisième repose sur l'observation ethnographique de quatre projets de restructuration de foyers Aftam et en particulier des scènes d'interaction entre résidents et acteurs institutionnels. Cette thèse montre que les modes de vie communautaires propres aux foyers hébergeant des migrants africains, décriés par les pouvoirs publics dans la période contemporaine, ont été construits dans le temps long et dans l'interaction entre les résidents et le gestionnaire, qui les a encouragés à l'origine puis tolérés jusqu'à la période récente. Aussi, la mise en œuvre du Plan de traitement au sein de l'Aftam donne à voir les contradictions de l'action publique et les hésitations du gestionnaire face aux modes de vie communautaires et aux pratiques culturelles spécifiques, en particulier religieuses, des migrants résidant en foyer. Entre traitement spécifique et droit commun, entre approche différentialiste et modèle universaliste, des conceptions idéologiques s'opposent dans les discours. Pour autant, la mise en œuvre de la transformation des foyers, vue à travers le prisme de l'Aftam, met en évidence des positions plus hybrides et plus pragmatiques, qui tendent vers un rapprochement du droit commun, sans jamais vraiment l'atteindre, et vers la tolérance, si ce n'est la reconnaissance, des pratiques communautaires et culturelles spécifiques. Mais cette tolérance s'acquiert généralement au prix de la construction d'un rapport de force entre résidents et institutions / Since the mid-1990s, a national program has been in place in order to renovate migrant workers' hostels (known as foyers), which were built in France mainly in the 1970s. Having been renovated, these hostels are used as “social residences”, a kind of supported and temporary accommodation for “vulnerable groups”. This transformation from hostels for migrant workers to social residences has distracted from the original purpose of providing accommodation to post-colonial immigrants by opening up these residences to non-immigrants as well. What constitutes these transformations and what do they signify? What do they tell us about policies towards migrant workers and ethnic communities in France? In order to address these questions, we have focused our research on a social landlord historically specialized in managing “Black Africans' hostels”: Aftam. The analysis draws from three types of qualitative approach : first, we have analysed the framework of national public policy using official documents and semi-structured interviews with key actors; second, we have investigated Aftam's archives in order to throw new light as the origin and history of this organization and its “Black Africans' hostels”; third, we have conducted ethnographic observation of the renovation project in four different hostels managed by Aftam, focusing on observing the interaction between migrants, representatives from Aftam and representatives from local authorities. This thesis demonstrates that community life, cultural practices and informal economic activities existing in Black Africans' hostels, which are condemned by many national institutions today, have developed through a long-term process, as a consequence both of the migrants living in the hostels and the landlord (Aftam) encouraging them to do so. Moreover, the implementation of renovation projects in Aftam's hostels emphasizes the contradictions of national public policy and also the hesitations of Aftam to address the demands of the communities in question, particularly concerning their cultural and religious practices. The actors involved in the transformation of migrant workers' hostels are from between the contrasting ideologies of multiculturalism and universalism. Nevertheless, the implementation of this policy by Aftam appears more pragmatic than ideological and the collective action of the migrant residents creates a power struggle with the institutions. Ultimately, this has led to a form of tolerance, rather than a total ignorance or absolute recognition of cultural, religious and ethnic minority practices

La mousson d'Afrique de l'Ouest se caractérise par une très forte variabilité des pluies à toutes les échelles spatiales et temporelles. Le travail de thèse se focalise sur la variabilité synoptique et intra-saisonnière de la mousson, dont les impacts socio-économiques peuvent être dramatiques dans cette zone subsaharienne. L'objectif est d'une part de contribuer à la documentation statistique de cette variabilité et la compréhension de la physique associée, et d'autre part de mettre à profit le potentiel de prédictibilité associée à ces échelles pour guider les prévisions à courte et moyenne échéances. Au Sahel, l'humidité est un des facteurs importants pour l'activité pluviométrique, avec souvent un effet limitant sur le déclenchement de la convection profonde. Dès lors ce travail de thèse s'est focalisé sur l'humidité intégrée sur la colonne ou eau précipitable, pour étudier la variabilité de la mousson. L'activité des ondes d'est, principales perturbations synoptiques de l'atmosphère ouest-africaine pendant l'été boréal, a été détectée et analysée sous cette perspective de l'eau précipitable. Cette étude a ouvert une voie à la compréhension du couplage onde et convection au sein de la mousson. Une analyse conjointe des contributions dynamiques et diabatiques à la physique des ondes a été ensuite entreprise. Il ressort que, la dynamique, via les transports d'énergie associée à l'état de base fortement barocline du Sahel, est un élément précurseur et prédominant dans la couche d'atmosphère en-dessous du jet d'est africain. En revanche, dès que les ondes atteignent leur phase de maturité, le rôle de convection devient primordial grâce aux sources de chauffage et puits d'humidité qu'elle introduit dans l'atmosphère. En outre, elle engendre un transfert turbulent et convectif de quantité de mouvement horizontal, de la surface vers les couches plus hautes, permettant de renforcer les circulations dans la moyenne troposphère. La compréhension du couplage onde-convection ouvre alors une perspective à l'amélioration des modèles de prévision du temps sur l'Afrique. / The West African monsoon rainfall experiences a large spatial and temporal variability. In this thesis, a focus has been given on the synoptic to intra-seasonal scales which can lead to dramatic socio-economic consequences over Sahelian areas. The main goal is, on the one hand, to document and hence to better understand the physics associated with such scales of variability, and on the other hand, to provide some useful tools to improve short to medium ranges forecast skill over Africa. Over the Sahel, the supply of humidity is a key feature in the rainfall distribution and mostly a limiting factor to the initiation of deep convection. Therefore, the current study is based on the total column integrated specific humidity, also called precipitable water, to disentangle the important physics involved in the monsoon intra-seasonal variability and more specifically on the synoptic scale. African Easterly Waves (AEW), also known as the main synoptic scale disturbances of the Western African atmosphere during the boreal summer, have been detected and characterized from this "moist" perspective. This study then provides a new approach for studying the coupling between AEW and convection. A joint assessment of both dynamic and diabatic contributions to the AEW growth has been undertaken. Dynamics is, through the baroclinic and barotropic energy transport, a precursor and a predominant mechanism in the layer below the African easterly jet. However, since convection is enhancing, diabatic processes become accounting for a crucial role in the atmospheric circulation through the release of heat as well as the humidity sink. Meanwhile, subgrid convective scale eddies transport a large part of the horizontal momentum, from the surface to the mid-levels. This enhances the midtroposheric cyclonic/anticyclonic circulation of the AEW. Finally, this process-based analysis of the coupling between dynamics and convection provides some useful tools for model assessment and improvement over Africa.

Les gisements d'or comme témoins de l'histoire géologique du craton oues-africain : apports de la datation / Gold deposits as results of the West-African craton geologic history : Isotopic dating inputsLe Mignot, Élodie 18 December 2014 (has links)
Le craton ouest-africain héberge de nombreux gisements et occurrences aurifères encaissés dans des terrains paléoprotérozoïques. Ces terrains birimiens se sont formés et accrétés lors du cycle orogénique éburnéen qui s’est déroulé entre 2,25 et 1,98 Ga. Six gisements d’or situés au Burkina Faso et au Ghana ont été étudiés dans le but d’établir une corrélation entre les différentes phases de l’orogenèse et le (ou les) événement(s) minéralisateur(s). L’étude détaillée de la minéralisation de ces six gisements a confirmé leur nature orogénique, mais a également révélé la présence d’un porphyre à Cu (±Au) dans le district minier de Gaoua, Burkina Faso. Par ailleurs, nos observations ont mis en évidence le caractère polyphasé de la minéralisation au sein d’un même gisement. Les datations Re-Os menées sur des sulfures directement liés à la minéralisation en or permettent de distinguer deux grandes périodes métallogéniques au sein de l’orogenèse éburnéenne. La première période se déroule lors de la phase d’accrétion magmatique D1 et de la phase de transition D2, soit entre 2200 et 2120 Ma. Cette période est caractérisée par une minéralisation à faibles teneurs disséminée dans les roches encaissantes. La deuxième période métallogénique prend place lors des stades cassants tardifs de l’orogenèse, aux alentours de 2050-2040 Ma. Elle est représentée par une minéralisation à or visible à plus fortes teneurs, concentrée dans des veines, des brèches et des zones de cisaillement. La mise en évidence de l’existence de minéralisations aurifères précoces pourrait avoir des conséquences sur la compréhension des gisements de type paléoplacer observés notamment au Ghana. Ces minéralisations primaires pourraient en effet constituer la source de l’or des paléoplacers tarkwaïens, mis en place à partir de 2130 Ma, qui demeure inconnue / The West African craton is a region enriched in gold deposits and occurrences which are hosted in Paleoproterozoic terrains. These Birimian terrains formed during the Eburnean orogeny which took place between 2.25 and 1.98 Ga. Six gold deposits situated in Burkina Faso and Ghana were studied in order to define a correlation between the different orogenic phases and the mineralizing event(s). The detailed study of the mineralization of the six deposits confirmed the importance of the orogenic gold deposits in the West African craton. Moreover, the existence of a Cu (±Au) porphyry deposit was revealed in the mining district of Gaoua, southwestern Burkina Faso. Our observations highlighted the polyphased character of gold mineralization within nearly all of the studied deposits. Re-Os dating performed on sulfides directly linked to the gold mineralization permitted two main metallogenic periods to be distinguished. The first period was coincident with the D1 and D2 orogenic phases, occurring between 2200 and 2120 Ma, and representing respectively magmatic accretion and transition towards a collisional regime. This period was characterized by low grade disseminated gold mineralization. The second metallogenic period took place during the later brittle deformational phases of the orogeny, ca. 2050-2040 Ma. This secondary mineralization contains visible gold concentrated in veins, breccias and shear zones, and displays higher gold grades. Geochronological evidence for the existence of early gold mineralization could have consequences for the understanding of paleoplacer-type deposits, observed primarily in Ghana. Indeed, this primary mineralization could represent a potential source for gold found in Tarkwaian paleoplacers, which formed after 2130 Ma, and for which the provenance of the gold remains unidentified

Health support services abd challenges for west African immigrant mothers of children with special health needs : An interview study in suburban areas on Swedish citiesJoy, Offor January 2019 (has links)
The aim of this study was to investigate and understand how west African immigrant mothers of children with neuropsychiatric disability are been supported by the Lss service provider. Method: Qualitative semi- structured interviews were conducted with seven participants , therein four were west African mothers of children with neuropsychiatric disability, and three were Lss service workers. The interviews were transcribed and then later thematically analysed. The Result shows that there are challenges for the mothers to understand the supportive information avaliable because of language barriers, therefore making it difficult for the Lss to know whom to provide structural services to, thus there are no health promotional interventions mapped out for the mothers. A total of five main themes and ten subthemes emerged . Conclusion: The findings from this study showed that west African immigrant mothers of children with neuropsychiatric disability in Sweden have a cultural perception that disability is outlawed and prohibited, and their insufficient knowledge on the importance of health literacy affects the Lss from providing sustainable rehabilitation and structural services.

'The sins of the saviours': formulating a comprehensive and effective response to violations of human rights and humanitarian law committed by ECOMOG peacekeepersEba, Patrick Michael January 2004 (has links)
"Ideally, peacekeeping operations demonstrate the concern of the international community in situations of instability or conflict arising between or within states. They are conceived to bring about peace and 'ensure the effective promotion and protection of [human] rights'. As a result, peacekeeping operations as well as peacekeepers are expected to comply with standards of human rights and humanitarian law. With respect to the Economic Community of West African States Cease-Fire Monitoring Group (ECOMOG), its intervention in Liberia, Sierra Leone, Guinea Bissau, and Côte d'Ivoire have been generally welcomed as a response to barbaric and devastating wars in West Africa. However, the observation of ECOMOG missions reveals several instances of violations of human rights and humanitarian law committed by ECOMOG peacekeepers. These violations include attacks against civilians, summary executions, rapes, torture, looting, etc. In other words, the saviours have turned into violators of rights. While these violations have provoked concern and indignation, few measures have been taken to address the problem, hold peacekeepers accountable and prevent abuses in the future. ... This study is divided into five chapters. Chapter one provides, among other, the background of the study, the statement of the research problem and the significance of the study. Chapter two gives an insight into the creation, structure, mechanisms and evolution of ECOMOG as the peacekeeping organ of ECOWAS. Chapter three examines the basis for the applicability of human rights and international humanitarian law to peacekeepers and shows the violations committed by the ECOMOG peacekeepers since 1990. Chapter four analyses the responses to abuses committed by ECOMOG peacekeepers. It discusses the national, regional and universal responses to these abuses. The principle of legality and the prosecution of international crimes in domestic courts : lessons from UgandaNamwase, Sylvie 30 October 2011 (has links)
On 18 November 2010, the Court of Justice of the Economic Community of West African States (ECOWAS) held that legal reforms adopted by Senegal in 2007 to incorporate international crimes into the national Penal Code to enable its domestic courts to prosecute Hissene Habre for, among others, crimes against humanity committed in Chad twenty years before, violated the principle of legality, specifically the principle against non-retroactivity of criminal law. The court held that such crimes could be prosecuted only by a hybrid tribunal with the jurisdiction to try Habre for the international crimes based on general principles of law common to the community of nations. Some scholars opined that the ECOWAS decision was wrong, stating that the crimes in question were criminalised already under international law and that Senegal‟s legal reforms simply served jurisdictional purposes.
