Addera mervärde till plan- och byggprocessen med Nature-based solutions

With a growing density in the cities, we are building more and more compact with fewer space for green areas. At the same time, the biodiversity has been going through extensive changes due to humans’ impact on the planet. Nature-based solutions (NbS) is one of the important tools to cope with climate change and other important challenges of the community. The aim of this study is to create a deeper understanding of what possibilities and limitations there is for Nature-based solution for the Swedish circumstances. This is a qualitative study based upon a literature study and interviews, that unravels what NbS implies, what the project process looks like and how it overlaps with the plan and building law in Sweden. The study shows how to implement NbS to the plan and building process, there are many possibilities to implement but few means to control the outcome through the process. Today the sustainability work is mostly built on minimum requirements, society impacts and on good will. To better implement NbS the study shows that though the environmental impact assessment the work is the most equivalent compared to NbS project process and also has the authority to regulate different protection measures.

This professional project provides a much needed draft update to the existing Area Plan for North Ventura Avenue (last amended in 1990), an unincorporated area of the County that falls under the City of Ventura’s sphere of influence. New goals, policies and programs have been provided to supplement the goals, policies and programs of the current countywide General Plan for Ventura County (adopted in 2005). The supplemental goals, policies and programs proposed in this draft update apply specifically to North Ventura Avenue, and account for a pending annexation of the area by the City of Ventura. The overall aim of this project was to provide the Ventura County Planning Division with a draft update to the existing North Ventura Avenue Area Plan that reflects modern planning practice and theory. Sustainable growth and development for the area are the underlying goals of this proposed draft update. Reducing auto-dependency through the proposed adoption of a ‘mixed-use specific plan’ land use category represents the most pertinent recommendation of this draft update in aiming to achieve sustainable growth and development of the area in the future.

Treatment Integrity of Behavior Intervention Plans (BIPs) in Public School Settings

Behavior Intervention Plans (BIPs) are intended to guide educators’ efforts to help struggling students succeed in school by reducing the frequency of problem behavior and teaching appropriate, pro-social responses. The impact of a BIP, however, depends on the degree to which the plan is implemented with fidelity. In practice, there are many factors that prevent teachers and other practitioners from strictly adhering to the BIP including having multiple plans to follow, inexperience with the specified intervention(s), or particularly challenging behaviors in the classroom. The purpose of the study was to identify the factors that contribute to the treatment integrity of BIPs implemented by general educators. To accomplish this goal, we graded plans already developed and implemented using the Behavior Intervention Plan Quality Evaluator, Second edition. The BIP evaluations were then paired with survey responses from the practitioners charged with creating and completing the BIPs. A multiple regression analysis was used to predict treatment integrity (TI) outcomes based on BIP quality, in terms of development and features of the written plan, and the coaching or training received by the primary implementer and plan developer. The purpose of this study was to determine how the qualifications, training, and coaching of the professionals involved in a plan, as well as the development of the plan, and the quality of the BIP influence treatment integrity. Although coaching ended up being an excluded factor and only BIP quality was found to possess some relation to treatment integrity, the study concluded with interesting findings. Training, BIP Quality, and Treatment Integrity were found to possess predictive qualities for student outcomes. A total of 4 school districts in the state of Utah participated in the study and a total of 51 plans were evaluated and 32 survey responses were submitted. Individual BIP practices were assessed, and with more information on the factors that influence treatment integrity, educators will be better prepared to support these factors in their schools and provide better supports and develop higher quality behavior intervention plans as they are implemented with greater integrity.

Evaluating Florida's Coastal Protected Areas: A Model for Coastal Management Plan Evaluation

This research presents the first coastal and marine protected areas specific quantitative management plan evaluation protocol. This critical research gap in the coastal and marine protected area (CMPA) research literature was addressed by creating a protocol for evaluating CMPA plan quality utilizing a combination of marine protected area (MPA) and land use planning techniques for the first time, then applying it to a sample of CMPAs providing both descriptive results of CMPA plan quality and analysis of factors that might influence plan quality. A sample of CMPAs (n=40) under the jurisdiction of Florida‟s Coastal and Aquatic Managed Areas (CAMA) was evaluated for plan quality using 96 indicators scored as 0, 1, or 2 and then divided into five plan components: factual basis, goals and objectives, policies, tools and strategies, inter-governmental coordination and cooperation, and implementation and monitoring. Total CMPA plan quality averaged 29.40 out of a possible 50.00. CMPA plan quality ranged from 20.00 to 47.00 with a standard deviation of 7.07. Regression analysis examined the effects of CMPA context, participation, environmental threats and socioeconomic factors on CMPA plan quality. The age of CMPA plans was found to be a significant indicator of CMPA plan quality. Other significant indicators of plan quality included threatened biodiversity, participation, and percent of adjacent developed or agricultural land.
