Nákladová efektivita substituční léčby závislosti na opiátech / The Effectiveness of opiate substance treatment

The thesis deals with a substance treatment of opiate addiction and determines drug abuse problems. The paper defines free and regulated market and describes drug prohibition compared with alcohol prohibition. The next part considers the theory of substitute and complement which is a basis for determination of a substance treatment. The goal of thesis is evaluating the effectiveness of substance treatment in the Czech Republic by force of cost-benefits analysis with current information. The empiric part is based upon the information about costs of substance treatment and about lost productivity. The effectiveness of substance treatment is confirmed, the amount gives after deductions for expenses an affirmative value. The next conclusion is positive appraisal of effectiveness of partial financing of Subutex, that is paid by consumer presently.

Legislation of the women's position on labor market Abstract The aim of this thesis called "Legislation of the women's situation on labor market" is to describe not only current situation but also historic progression of women's position in employment relations. It is focused on the regulation of equal treatment and the prohibition of discrimination in international law, European law and Czech law and also on special working conditions of women, which are established for protection of female employees during pregnancy and maternity. I also try to acquaint readers with judicial decisions in this area. Women's situation on labor market was not always great and they had to fought for better position. Traditional arrangement where house keeping and raising kids is naturally considered as women's responsibility is still common in most families. That is why lots of women have to learn how to coordinate mother's role and their job. My thesis is divided into five chapters. First chapter is dedicated to evolution of women's position in society and on labor market from 19th century to the period after Velvet revolution in 1989. Island Empire: the Influence of the Maceo Family in Galveston

From the 1920s until the 1950s, brothers, Sam and Rosario Maceo, ran an influential crime family in Galveston, Texas. The brothers’ success was largely due to Galveston’s transient population, the turbulent history of the island, and the resulting economic decline experienced at the turn of the 20th century. Their success began during Prohibition, when they opened their first club. The establishment offered bootlegged liquor, fine dining, and first class entertainment. After Prohibition, the brothers continued to build an empire on the island through similar clubs, without much opposition from the locals. However, after being suspected of involvement in a drug smuggling ring, the Maceos were placed under scrutiny from outside law enforcement agencies. Through persistent investigations, the Texas Rangers finally shut down the rackets in Galveston in 1957. Despite their influence through the first half of the 20th century, on the island and off the island, their story is largely missing from the current literature.

The primary objective of this work is to provide a comprehensive view of the human rights protection system concerning the prohibition of torture, focusing specifically on its European regulation. On the way to fulfill this aim, the following three hypotheses were confirmed: the prohibition of torture is currently regulated at all levels of protection of human rights, namely the universal, regional and national levels; from a comparative perspective, the highest level of protection has been achieved within the European system; and the prohibition of torture has recently acquired a social dimension. This work provides a comprehensive view, of the prohibition of torture at present time, and analyzes the instruments and mechanisms created to date. The interpretation was put into historical context, which is highly important, not only because it provides an exhaustive insight into the regulation of this issue in different sources, but also because this approach helps to understand the regulation correctly and enables the interpretation and application of respective standards in an adequate manner. ‘Habituated to Drunkenness’: Opinions of New Orleanians about Prohibition as Revealed through Letters to the Editor of The Times-Picayune, 1918-1922

Both popular and scholarly observers have portrayed New Orleans as a city both supported and burdened by its image as a diverse cultural other within the American South, historically tolerant of certain sins of the flesh. This image has been used by proponents and critics alike in order to push their respective agenda regarding the Crescent City. This thesis will not seek to discredit this image that is based largely on fact. However, using Prohibition as a case study, this thesis will use letters to the editor to uncover attitudes of New Orleanians in opposition to this reputation to reveal alternative and historically silenced voices of New Orleans, since for instance people of a certain age, gender, or ethnicity were silenced in the halls of government. This paper will reveal the opinions of New Orleanians regarding Prohibition and what these opinions can tell us about New Orleans’s image.

Transnational Social Movements and the War on Drugs

This thesis discusses the growing body of work on transnational social movement theory. Transnational social movement theory is an attempt to adapt social movement theory to the changing nature of international relations. To further this theory, I test the hypothesis that "a transnational social movement has caused drug law reforms at the local and state level". To test this hypothesis I undertake a case study of one local and one national drug law reform. The drug laws in the state of New South Wales, Australia were reformed in 1999 to allow heroin addicts to use a medical center to inject their drug. The second case study is of Bolivia's national coca laws where the government allows a small amount of coca to be grown for legal traditional consumption. I conclude that a transnational social movement has had little impact on these law reforms but perhaps in the future such a movement will begin to have a greater impact on local and national drug laws around the world. To become more effective, I suggest that the transnational movement should establish a set of goals, strengthen networks among activists, develop insurgent consciousness, develop an innovative repertoire of contention, and it needs to take advantage of the political opportunity structure when it opens.

This, unfortunately, is not what transpired in the locus classicus decision. Nor did subsequent cases correct this fatal ratio. The distressing truth is that the old authorities, upon whom the locus classicus judgment is based, were in all probability not writing about pacta de non cedendo. Strangely enough, when this was suggested by an academic in the field, it elicited no response. The lack of response evidences a lack of interest in the topic in general, partly due to the uncertain state of affairs in which the pactum de non cedendo operates, and partly due to the courts&rsquo / unwillingness to rectify the situation. Despite the waning interest, the pactum de non cedendo is prevalent and appears in many types of contracts, most recently in the powerhouse factoring industry, and cannot simply be swept under the rug. This dissertation breathes new life into the pactum de non cedendo and discusses its validity and effect from a fresh perspective: A commercial perspective with a strong influence from American law. Hopefully this re-evaluation of the pactum de non cedendo will re-capture the attention of academics and judges alike, so that those in the position to do so, will re-consider its validity and effect.</p>

The Effect Direct Shipment of Alcohol Has on the Three-Tier Distribution System

After the failed experiment of Prohibition in the early 20th century, the 21st Amendment was passed to repeal the 18th Amendment as well as grant the power of alcohol regulation to the states. Within this power is the three-tier distribution system, where alcohol suppliers are required to sell their products to a wholesaling company, who later sell to a retailer. This system makes alcohol easy to regulate as well as encourages competition within the alcohol market. Today however, companies are finding ways through new legislation and court cases to bypass this three-tier system by shipping their products directly. This gives these companies a competitive advantage against others that have to sell their products through the three-tier system, and as a result the three-tier system is slowly starting to fade away.
