A representação e a representatividade social do comitê de bacia hidrográfica do rio Taquari-Antas/Rs

A gestão dos recursos hídricos no Brasil deve ser participativa, por isso foram criados os Comitês de Bacia Hidrográfica (CBH), instâncias onde ocorre um processo de tomada de decisões sobre os recursos hídricos. Isto se dá mediante a participação de segmentos sociais envolvidos com esse recurso: usuários da água, população da bacia hidrográfica e poder público. A participação é garantida por lei, mas surgem indagações acerca da garantia da representação efetiva da sociedade. Desse modo, o presente estudo tratou de analisar a representação e a representatividade dos representantes do comitê de bacia hidrográfica do rio Taquari-Antas. A pesquisa baseou-se na abordagem qualitativa e foi dividida em dois blocos: a) História do CBH; b) Representação e representatividade dos representantes do CBH. As técnicas de coleta de dados empregadas foram: a pesquisa documental, entrevistas semiestruturadas, questionário e observação sistemática. As técnicas de análise e de interpretação dos dados utilizadas foram: análise de conteúdo, análise SWOT e análise quantitativa simples (porcentagem). A base sobre a qual se assentou a criação do CBH TA foi sólida, fundamentada nas prerrogativas da legislação de recursos hídricos do Rio Grande do Sul e com ampla participação da sociedade. A pesquisa constatou que a estrutura teórica de composição do CBH contempla os princípios de igualdade e equidade de representação, o que confere aos diversos atores sociais as mesmas condições de influenciar no processo de negociação sobre a gestão dos recursos. No entanto, os aspectos teóricos da representação não se efetivaram na prática. Isso ocorreu porque nem todos os segmentos ocuparam o seu espaço dentro dessa instância participativa. A representatividade foi vista como um dos pilares para o êxito da atuação do CBH dentro da bacia hidrográfica (BH). Contudo, ela poucas vezes foi o foco central das discussões, não ocorrendo o seu aprofundamento. A temática e a quantidade de deliberações e assuntos tratados no CBH TA influenciaram a representação e a representatividade dos representantes. A representação do CBH TA na gestão 7 está atualmente comprometida, pois não garante a presença igualitária de todos os segmentos envolvidos com a questão das águas. Assim, ela não inclui todos os stakeholders de forma equitativa no processo de negociação e tomada de decisões sobre as águas. A representatividade dos representantes ainda é muito fragmentada e não alcança e nem estabelece um diálogo entre as diversas vozes da sociedade da BH. Assim, se está longe de estruturar uma representatividade efetiva dos representantes que garanta que eles sejam de fato os porta-vozes da totalidade da sociedade da BH. O segmento dos usuários da água possui a representação e a representatividade mais expressiva frente aos demais setores. Nesse contexto, estratégias que fortaleçam a representação e a representatividade dos segmentos da população da BH e do poder público devem ser estruturadas para que possam ocupar o seu espaço no CBH. Existem pontos fracos que merecem ser resolvidos para que a representação e a representatividade sejam efetivadas e se tornem cada vez mais significativas. É nesse sentido que a presente pesquisa deve se desenvolver futuramente, aprofundando a compreensão sobre as dificuldades identificadas a fim de estruturar estratégias e metodologias que possam fortalecer a representação e a representatividade social do CBH TA. / As the management of water resources in Brazil must be participatory, Watershed Committees (WSC) were created in order to enable decision making processes on water resources. Such an aim is reached through the participation of social groups involved with this resource: water users, watershed population and government. Even though this participation is ensured by law, some issues may arise on the guarantee of the effective society share. Thereby, the analysis was performed on the representatives of the Antas-Taquari river Watershed Comitee both on their representation and representativeness. The research was based on a qualitative approach and was divided into two blocks: a) History of the WSC; b) representation and representativeness of the WSC representatives. The techniques used for data collection were: documentary research, semi-structured interviews, questionnaire and systematic observation. The techniques used for analysis and interpretation of data were: content analysis, SWOT analysis and simple quantitative analysis (percentage). The TA WSC was established on a solid foundation, based on the prerogatives of water resources law in force in the state of Rio Grande do Sul, with broad society participation. The theoretical structure of the WSC composition contemplates the principles of equality and equity of representation, so ensuring all participants to have the same conditions to influence negotiation processes on resources management. However, the theoretical aspects of the representation were not effectively implemented in practice due to the fact that some segments had not covered their role within the participatory instance. The representativeness was seen as one of the pillars for the successful operation of the WSC inside the WS. However, it was rarely the central focus of the discussions, so preventing the deepening of the subject. The theme and the amount of deliberations and issues dealt with in the TA WSC influenced both representatives’ representation and representativeness. The representation of the TA WSC in the management 7 is currently compromised, as the equal presence of all segments involved with the water issue is not ensured. Therefore, it does not include all stakeholders equally in the negotiation and decision-making processes on the water. The representatives’ representativeness is still very fragmented on the WS and does not reach nor establishes a dialog between the diverse voices present in the WS community. Therefore, we are far from structuring an effective representation of the representatives that makes them the actual spokesmen of all the WS community. The segment of water users has more expressive representation and representativeness than other sectors. As a perspective to this aspect, strategies that strengthen the representation and the representativeness of the WS population and of the government must be structured so that they can occupy their space in the WSC. In this context, there are weaknesses that must be addressed so that the representation and representativeness take effect and become increasingly significant. It is towards this objective that this research should be developed hereafter, deepening the understanding about the difficulties identified in order to structure strategies and methodologies that can strengthen the social representation and representativeness in the TA WSC.

Political reforms and political parties in Colombia: when change is the rule / Reformas políticas y partidos en Colombia: cuando el cambio es la regla

This article analyzes the different electoral reforms that have taken place since 1990 and the changes that have characterized the party system in Colombia, mainly in terms of fragmentation and volatility of preferences, with an emphasis on the competition that takes place at the national level and on the origin and dynamics of the new coalition government established by President Juan Manuel Santos in 2010. In addition, we observe the configuration created by the regional and local elections of October 2011 and we discuss on the relationship between electoral regulations and the post conflict scenary. In particular, we deal with questions about the future of Colombian representative institutions, especially rules that determine access to elected office and a possible political participation of demobilized guerrillas. In that sense, it is argued that while the objectives of previous reforms were to achieve higher levels of governance, this new context may put the discussion on the need to sacrifice governance for achieving greater representation back in the center of the debate. / El presente artículo analiza las diferentes reformas electorales que han tenido lugar desde 1990, y los cambios que ha sufrido el sistema de partidos, fundamentalmente en términos de fragmentación y volatilidad de las preferencias, con un énfasis en la competencia que tiene lugar en el nivel nacional y en el origen y las dinámicas de la coalición de gobierno creada por el presidente Juan Manuel Santos en 2010. Además, se observa la configuración que puso en evidencia el proceso electoral regional y local de octubre de 2011 y se problematiza la relación entre reglas electorales y postconflicto, especialmente, las reglas que determinan el acceso a los cargos de elección popular y una posible participación de los guerrilleros desmovilizados. En ese sentido, se arguye que, aunque al observar los objetivos de las reformas anteriores la apuesta había sido por lograr mayores niveles de gobernabilidad, este nuevo contexto vuelve a poner en debate la necesidad de sacrificar gobernabilidad por el logro de mayor representatividad.

Bioclimatologia subtropical e modelização do conforto humano: da escala local à regional / Subtropical bioclimatology and modelling of human comfort: from local to regional scales

O objeto desta pesquisa consiste em avaliar e propor índices de conforto térmico humano por meio de variáveis ambientais, subjetivas e individuais, em escala climática local e regional. Para tanto, parte-se da hipótese de que o estudo abrangente do conforto térmico humano em escala local, por meio de entrevistas e análise do tempo in-loco, forneceria subsídios para o desenvolvimento de um índice que transite até a escala regional do clima. Parte-se, então, de um método indutivo experimental (levantamento em campo de variáveis climáticas, individuais e subjetivas) onde foram feitas coletas em campo no período de agosto de 2015, janeiro e julho de 2016, com a aplicação de questionários à população simultâneos a coleta de dados meteorológicos. Os resultados do estudo apontaram para a determinação da influência das particularidades climáticas regionais no conforto e na sensação térmica das pessoas entrevistadas, por meio dos efeitos diretos do clima regional. Confirmou-se a existência da influência do sexo dos indivíduos em relação às suas respostas de sensação térmica, bem como a influência dos aspectos fisiológicos tais como o índice de massa corporal e a faixa etária, na preferência térmica dos destes entrevistados. O presente estudo também possibilitou a calibração das faixas interpretativas de conforto térmico de diferentes índices de conforto para a área de estudo. Foram propostos quatro índices de conforto humano com base nas variáveis ambientais, subjetivas e individuais locais, sendo um índice exclusivo para a situação de verão, outro calculado para o inverno, um terceiro índice desenvolvido para ambas as situações sazonais (verão e inverno) e um quarto índice, também para ambas as situações sazonais, porém, tendo como variáveis de partida apenas a temperatura do ar, da umidade relativa do ar e da velocidade do vento. Por fim, foram avaliadas estatisticamente a abrangência espacial e a extrapolação da escala de análise dos resultados para um dos índices desenvolvidos, propondo a validação deste para a escala climática regional. Os resultados apresentados possibilitaram a avaliação do conforto humano, das variáveis ambientais, subjetivas e individuais, bem como o desenvolvimento de um índice adequado tanto para escala local quanto para a escala regional do clima, o que conferiu uma resposta conclusiva à hipótese central apresentada. / This research aims to evaluate and propose human thermal comfort indexes using environmental, individual and subjective variables in the local and regional climatic scales. For that, the hypothesis tested is that the comprehensive study of human thermal comfort, by means of interviews and in-situ weather analysis, provides the basis for the development of an index suitable to be applied also in the regional climatic scale. The first step in the research consisted of an experimental inductive method of field data collection of climatic, individual and subjective variables. Data was collected in the periods of August 2015, January and July of 2016, with questionnaires being applied to the population simultaneously to the collection of meteorological data. Results point to the influence of regional climatic characteristics over the thermal comfort of interviewed individuals, through the direct effects of regional climatic conditions. The influence of gender in thermal comfort responses was confirmed, as well as physiological aspects such as Body Mass Index and age group, in the thermal preference of interviewed individuals. This study also made it possible to calibrate different human thermal comfort classes for the different comfort indexes used in the area of study. Four human thermal comfort indexes were proposed based on environmental, subjective and individual local variables. One index was calculated for Summer, another for Winter, and a third index was developed for both seasons. A fourth index was also calculated for both seasons but using only air temperature, relative humidity and wind speed as variables. Lastly, the spatial representativeness and scale extrapolation of the results for one of the developed models were evaluated statistically in order to propose its validation to the regional climatic scale. La tesi muove dall’analisi del contenuto degli accordi interconfederali in materia di misurazione della rappresentatività sindacale, mettendo in luce le potenzialità e le criticità dell’attuale assetto, ed interrogandosi sulla necessità di una regolamentazione legislativa della materia. Si dimostra che l’intervento normativo, escluso per quanto riguarda la contrattazione collettiva nazionale, si rivelerebbe, invece, indispensabile a livello aziendale. Descritte alcune delle proposte legislative avanzate dalla dottrina, la tesi indica le linee di un possibile intervento legislativo concentrandosi sulle strutture di rappresentanza dei lavoratori in azienda e sull’esercizio dei diritti sindacali, sull’ambito di efficacia soggettiva e sulla titolarità della contrattazione collettiva a livello aziendale, nonché sui rapporti tra questa ed il contratto collettivo nazionale di lavoro. In tale prospettiva, si analizza anche il regime delle clausole di tregua sindacale in relazione alla contrattazione collettiva aziendale e all’esercizio del diritto di sciopero. / The thesis, starting from the analysis of the contents of inter-sectoral agreements regarding the measurement of unions’ representativeness, focuses on the potentialities and criticalities of the current Italian industrial relations system. The thesis stresses that a statutory regulation in this field is not needed with reference to sectoral collective bargaining, but it could be necessary as regard to collective bargaining and workplace representatives at firm level. The thesis outlines the guidelines for a possible regulatory intervention, focusing on the functions of workplace representatives, trade union rights, collective bargaining coverage, no-strike clauses and the relationship between decentralised and sectoral collective bargaining agreements.

Diachronní srovnání synchronních korpusů / Diachronic comparison of synchronic corpora

The thesis presents a method for diachronic comparison of synchronic corpora that reflect language of very close time periods. Its primary aim is the assessment of possi- bilities and limitations of language change detection based on the synchronic written SYN-series corpora. The approach is corpus-driven, based on a statistical evaluation of differences among normalized average reduced frequencies of lemmata and lexical combinations. There are several variants of the method applied on various subcorpora of corpus SYN and their results examined in detail. Difficulty of the comparison lies in the influence of corpus composition and the interconnection of changes in language with changes in society. As it is not easy to distinguish the signs of diachronic shift from naturally existing synchronic variability, the statistically discovered significance of frequency differences is additionally verified by querying the base corpora. The interpretation of the results is also adjusted by the knowledge of their exact composition. The conclusions are based mainly on the newspapers as a written text type that is most receptive to the changes. The changes can be characterized as a thematic diversion from the original political and economical orientation of the newspapers towards real- life and free-time topics...

Exploration of implicit weights in composite indicators : The case of resilience assessment of countries’ electricity supply

Composite indicators, also called indices, are widely used synthetic measures for ranking and benchmarking alternatives across complex concepts. The aim of constructing a composite indicator is, among other things, to simplify and condense the information of a plurality of underlying indicators. However, to avoid misleading results, it is important to ensure that the construction is performed in a transparent and representative manner. To this end, this thesis aims to aid the construction of the Electricity Supply Resilience Index (ESRI) – which is a novel energy index, developed within the Future Resilient Systems (FRS) programme at the Singapore-ETH Centre (SEC) – by looking at the complementary and fundamental component of index aggregation, namely the weighting of the indicators. Normally, weights are assigned to reflect the relative importance of each indicator, based on stakeholders’ or decision-makers’ preferences. Consequently, the weights are often perceived to be importance coefficients, independent from the dataset under analysis. However, it has recently been shown that the structure of the dataset and correlations between the indicators often have a decisive effect on each indicator’s importance in the index. In fact, their importance rarely coincides with the assigned weights. This phenomenon is sometimes referred to as implicit weights. The aim of this thesis is to assess the implicit weights in the aggregation of ESRI.  For this purpose, a six-step analytical framework, based on a novel variance-based sensitivity analysis approach, is presented and applied to ESRI. The resulting analysis shows that statistical dependencies between ESRI’s underlying indicators have direct implications on the outcome values – the equal weights assigned a-priori do not correspond to an equal influence from each indicator. Furthermore, when attempting to optimise the weights to balance the contribution of each indicator, it is found that this would require a highly unbalanced set of weights and come at the expense of representing the indicators in an effective manner. Thereby, it can be concluded that there are significant dependencies between the indicators and that their correlations need to be accounted for to achieve a balanced and representative index construction. Guided by these findings, this thesis provides three recommendations for improving the statistical representation and conceptual coherence of ESRI. These include: (1) avoid aggregating a negatively correlated indicator – keep it aside, (2) remove a conceptually problematic indicator – revise its construction or conceptual contribution, and (3) aggregate three collinear and conceptually intersecting indicators into a sub-index, prior to aggregation – limit their overrepresentation. By revising the index according to these three recommendations, it is found that ESRI showcases a greater conceptual and statistical coherence. It can thus be concluded that the analytical framework, proposed in this thesis, can aid the development of representative indices. / Kompositindikatorer (eller index) är populära verktyg som ofta används vid rankning och benchmarking av olika alternativ utifrån komplexa koncept. Syftet med att konstruera ett index är, bland annat, att förenkla och sammanfatta informationen från ett flertal underliggande indikatorer. För att undvika missvisande resultat är det därmed viktigt att konstruera index på ett transparent och representativt sätt. Med detta i åtanke, avser denna uppsats att stödja konstruktionen av Electricity Supply Resilience Index (ESRI) – vilket är ett nyutvecklat energiindex, framtaget inom Future Resilient Systems (FRS) programmet på Singapore-ETH Centre (SEC). Detta görs genom att studera ett vanligt fenomen (s.k. implicita vikter) som gör sig gällande i ett av konstruktionsstegen, då de underliggande indikatorerna ska viktas och aggregeras till ett index. I detta steg tilldelas vanligtvis vikter till de enskilda indikatorerna som ska spegla deras relativa betydelse i indexet. Det har dock nyligen visats att datastrukturen och korrelationer mellan indikatorerna har en avgörande påverkan på varje indikators betydelse i indexet, vilket ibland kan vara helt oberoende av vikten de tilldelats. Detta fenomen kallas ibland för implicita vikter, då de ej är explicit tilldelade utan uppkommer från datastrukturen. Syftet med denna uppsatts är således att undersöka de implicita vikterna i aggregationen av ESRI.  För detta ändamål sker en tillämpning och utökning av en nyutvecklad variansbaserad känslighetsanalys, baserad på olinjär regression, för bedömning av implicita vikter i kompositindikatorer. Resultaten från denna analys visar att statistiska beroenden mellan ESRIs underliggande indikatorer har direkt inverkan på varje indikators betydelse i indexet. Detta medför att vikterna ej överensstämmer med indikatorernas betydelse. Följaktligen utförs en vikt-optimering, för att balansera bidraget från varje indikator. Utifrån resultaten av denna vikt-optimering kan det konstateras att det inte är tänkbart att balansera bidraget från varje indikator genom att justera vikterna. Om så görs, skulle det ske på bekostnad av att kunna representera varje indikator på ett effektivt sätt. Därmed kan slutsatsen dras att det finns tydliga beroenden mellan indikatorer och att deras korrelationerna måste tas i hänsyn för att uppnå en balanserad och representativ indexkonstruktion. Utifrån dessa insikter presenteras tre rekommendationer för att förbättra den statistiska representationen och konceptuella samstämmigheten i ESRI. Dessa innefattar: (1) Undvik att aggregera en negativt korrelerad indikator - behåll den vid sidan av, (2) ta bort en konceptuellt problematisk indikator - revidera dess konstruktion eller konceptuella bidrag, och (3) sammanställ tre kollinära och konceptuellt överlappande indikatorer i ett sub-index, före aggregering - begränsa deras överrepresentation. När dessa rekommendationer implementerats står det klart att den reviderade ESRI påvisar en förbättrad konceptuell och statistisks samstämmighet. Därmed kan det fastställas att det analytiska verktyg som presenteras i denna uppsats kan bidra till utvecklingen av representativa index.

Bakgrund: Efter många år av högkonjunktur är den svenska ekonomin prognostiserad att föras in i en lågkonjunktur under 2023. Hög inflation hanteras med stigande räntor vilket påverkar investerare på flera sätt, men det finns också en rad börspsykologiska faktorer som kan ha en inverkan på investerare och deras beslut. En åldersgrupp som aldrig investerat under en lågkonjunktur är generation Z. Det är därför intressant att undersöka hur börspsykologiska faktorer påverkar generation Z:s investeringsbeslut under ingången av en lågkonjunktur. Syfte: Syftet med arbetet är därför att undersöka och åskådliggöra vilka börspsykologiska faktorer som har en påverkan på generation Z:s beslutsfattande i ingången av en lågkonjunktur.  Metod: Studien har antagit en kvantitativ insamlingsmetod med en deduktiv ansats, detta genom en genomgripande litteraturstudie följt av en enkätundersökning. Analysen har antagit ett deskriptivt förhållningssätt men har också bestått av enkel linjär regression. Slutsats: Resultatet av undersökningen visar att det finns tendenser av samtliga börspsykologiska biaser i generation Z. Av regressionsanalysen att döma går det dock endast att utläsa signifikanta samband mellan biaserna overconfidence, herding behaviour och anchoring bias mot generation Z:s investeringsbeslut under ingången av en lågkonjunktur.

委員會參與真能回應政策需求嗎? 以全民健康保險會參與為例之評估 / Can Committee Participation Be Responsive to Policy Demands? An Evaluation of Participation in Taiwanese NHIC

行政部門委員會為政府內具有公共參與特質的合議制組織,來自社會層級的利害關係人被納入決策圈,並共同決定政策內容,作者稱之為委員會參與機制。此決策模式結合了社會與政府對公共參與的期待,並在世界各國廣泛使用。行政管理者宣稱可透過社會代表性的提升,提高政策的正當性與回應性;但實務上,委員會卻遭遇密室協商、激化對立、政治操弄等質疑。對此,本研究提出以下疑問:公共參與是否真能回應社會的政策需求?該如何具體評估參與績效? 依據委員會的決策結構特質,作者由公共參與的理論視野探討代表性和回應性的因果機制,提供一套以委員會為主體的參與評估標準。代表性在理論上有形式與實質代表性兩個層次,共包含參與制度、議事行為與會議影響力三個面向;回應性則強調利害關係人對委員會回應需求的主觀評價,又分為民主程序與實質利益的需求回應能力兩類。參與概念落實在制度賦權和議事行為,應該會同時強化兩類回應性。在研究方法上,本文以全民健康保險委員會為分析案例:首先透過跨國比較,分析台灣、日本、韓國、加拿大以及德國在類似的審議機制中,如何建構委員會代表性的制度。依此基礎,再針對第一屆健保會的運作進行分析,透過利害關係人問卷、健保會會議記錄內容分析、深度訪談與焦點團體等方法,深入探討健保會之政策回應能力。 研究結果發現:一、委員會參與的制度賦權和正當性皆來自代議機關,尚無法取而代之。台灣健保會之形式代表性,在行政單位主導下仍偏好具有政治動員能力的團體,較忽略社會連帶或保障弱勢的價值。二、健保會在民主功能和實質結果兩個回應性面向的評價皆為正面,而民主程序的評價又優於後者。然而,相互理解的功能評價再高,卻未對實質回應性產生顯著影響。三、是否具有健保會席次並不影響回應性評估;但直接與會者以及實際參與愈積極者,卻反而對委員會回應利害關係人需求的能力抱持較悲觀的看法。最後,在程序面和實質面評價上最為顯著的因素為會議影響力,會議影響力愈大的團體,其回應性也就愈高。 總結上述來回答核心問題:參與是否會提高利害關係人的回應性?在極大化個體利益的動機下,參與制度和行為都只提供爭取權益的機會,不必然導致實質利益。再加上負擔參與成本以及競爭資源的政治現實,參與者進入體制後,反而對委員會的政策回應能力持質疑的態度。是故,會議影響力為關鍵因素,只有在參與過程中獲利愈多者,其回應性才有直接的正面作用;若忽略參與途徑和結果的連結以及權力互動,就過度簡化了參與的政治本質。基於此,行政管理者掌握了決策結構與行政資源,若想取得較佳的回應性評價,就必須在制度和過程面中平衡不同的社會力量,才能使委員會發揮多元參與的功能,而不只是優勢團體的工具。 / Governmental committees are a kind of public participatory mechanism, whereby policy stakeholders are incorporated in the decision making procedure and negotiate with each other to policy outcomes. This mechanism accords with the expectations of both society and government and is frequently used by executive branches all over the world. Ideally, social representativeness can strengthen legitimacy and thereby increase responsiveness. However, in practice, there have also been some criticisms of the committee mechanism, including black box decision making, conflict enlargement, and administrative manipulation. To response this debate, my study addresses whether this type of public participation is responsive to policy demands as well as how to substantially evaluate its effectiveness. Theoretically, participation has a positive impact on policy demands, I provide more precise analysis using the concepts of representativeness and responsiveness. The former refers to how interests are presented in the decision making process, including in both the formal and substantive dimension. The latter refers to the committee’s ability to respond to procedural and substantive demands from society. To illustrate the theoretical framework, the National Health Insurance Committee (NHIC) in Taiwan is taken as my case study. The empirical section is divided into two parts, Fist, I explore original guiding values and institutional design of five committees that emerged under different political-social contexts in Japan, South Korea, Canada, Germany and Taiwan. Based on the results of this comparison, the NHIC in Taiwan is my main topic in the second part. The participatory behavior of committee members and their evaluation of the NHIC system are discussed through the various research methods, such as interviews, focus groups, stakeholder surveys, and also context analysis of meeting minutes. Four results of the study are illustrated as follows: 1. Because the legitimacy of the committee mechanism is empowered by traditional representative authority (the elected legislative or executive branch), it serves a supplementary rather than substitutive function to the existing system. Especially in Taiwan, the administration prefers the advantaged groups more capable of mobilizing social supports over the vulnerable groups which may bring the values of social solidarity and justice into the decision-making of the committee. 2. Stakeholders positively appraised the NHIC’s responsive capacity, both in the procedural and substantive dimensions, with the former appraised more highly than the latter. However, a high level of communication functions had no impact on responsiveness. 3. The institutional variable has no impact on responsiveness. However, direct participation in meetings was associated with more pessimistic views of the NHIC when compared to the non-participators. In addition, the more actors were involved in the NHIC, the more negative their evaluations were. 4. The most significant variable for responsiveness is the decision influence of stakeholders. Does participation strengthen stakeholders’ responsiveness? Under the condition that individuals are motivated by interest maximization, while institutional design and participatory behavior seek to pursue individual interest, it may not always realize substantial benefits. Furthermore, after becoming institutional insiders, the costs of participation and the political reality of power competition will make stakeholders more skeptical about the responsiveness of committee mechanisms. In other words, whether participation can increase the stakeholders’ satisfaction mainly depends on the benefit they can obtain from it. Without taking into account the link between participatory approaches and results, as well as the interaction between various stakeholders, we cannot gain a full picture of the nature of policy participation. In terms of practical reforms, to increase performance responsiveness, administrators who control the structures and resources of the NHIC should incorporate different social forces and interests on the input and process dimensions. This will enable the committee mechanism to perform the function of pluralistic participation, rather than simply serving as a political tool for advantaged groups.
