The dissertation therefore pursued the overall objective of studying the characteristics and contributions of an active PTA considered by the school community to the institution which is part and the following specific objectives: 1) identify the characteristics of a PTA, under the law, and the real characteristics of PTA studied. Studying what the school creates in relation to the functions of the PTA, according to their local organization and culture. To analyze the relationship between the characteristics legal / formal PTA with a non-formal and informal characteristics, 2) identify the existence of contributions of PTA studied from the standpoints of formal and informal, financial, educational process of students and participation of parents and community to school. Identify which actions are performed by the PTA and how they occur. Studying what aspects that favor or hinder such actions, and 3) examine whether the PTA studied has traits of democratic performance. The PTA is one of the collegiate school and aims to: assist in the improvement of the educational process, assist the student and integrate family-school-community. To answer the original question and the general and specific objectives, this investigation worked with the theoretical references: Lima (2008), Canario (2005) and Apple (2001). From Lima were utilized the concepts of mode of operation diptych of the school as an organization and the perspective neotaylorista in school administration. From Canario the concepts that helped in the production of analyzes were: school totality, school as an organization and not as administrative unit and school as form, organization and institution. From Apple was used the concept of democratic school. As a methodological procedure I chose a documentary and empirical research with a qualitative approach which included the study of national and Sao Paulo laws and monitoring the practice of a PTA considered active for a public state school in Sao Paulo, located in the state capital. The research consisted of visits to the institution for observation of PTA meetings and interviews with parents and school managers, members of the collegiate. The initial hypotheses of this research, which could be confirmed during the study, are presented with the results of the PTA operates in accordance with the school community, working more for non-formal and informal rules, established under the organization's own specific school, more than by formal, and, lastly, that the contributions / actions of PTA studied to school at different intensities occurred in the financial, educational process and participation of parents and the community / O presente estudo parte da seguinte questão: quais as características e ações/contribuições de uma Associação de Pais e Mestres (APM), considerada atuante pela comunidade escolar, para a escola da qual faz parte? A dissertação, portanto, perseguiu o objetivo geral de estudar as características e contribuições de uma APM considerada atuante pela comunidade escolar para a escola da qual faz parte e os seguintes objetivos específicos: 1) identificar as características de uma APM, segundo a legislação, e as características reais da APM estudada. Estudar o que a escola cria em relação às funções da APM, de acordo com sua organização local e cultura própria. Analisar a relação entre as características legais/formais de uma APM com as características não formais e informais da APM estudada; 2) identificar a existência de contribuições da APM estudada, do ponto de vista formal e informal, nas áreas financeira, processo educativo dos alunos e participação dos pais e da comunidade para a escola. Identificar quais são as ações realizadas pela APM e como elas ocorrem. Estudar quais os aspectos que favorecem ou impedem essas ações; e 3) analisar se a APM estudada possui traços de atuação democrática. A APM é um dos colegiados da escola e tem como objetivos: colaborar no aprimoramento do processo educacional, na assistência ao escolar e na integração família-escola-comunidade. Para responder à questão inicial e ao objetivo geral e aos específicos esta investigação trabalhou com os referenciais teóricos: Lima (2008), Canário (2005) e Apple (2001). De Lima foram estudados os conceitos de modo de funcionamento díptico da escola como organização e perspectiva neotaylorista na administração escolar. De Canário os conceitos que ajudaram na produção das análises foram: totalidade da escola, escola como organização e não como unidade administrativa e escola como forma, organização e instituição. De Apple foi usado o conceito de escola democrática. Como procedimento metodológico optou-se por uma pesquisa documental e empírica, com abordagem qualitativa a qual incluiu o estudo das leis nacionais e paulistas e o acompanhamento da prática de uma APM considerada atuante de uma escola estadual de São Paulo, localizada na capital paulista. A pesquisa da escola consistiu em visitas à instituição de ensino para observação das reuniões da APM e entrevistas com pais e gestor da escola, membros da instância participativa. As hipóteses iniciais desta pesquisa, as quais puderam ser comprovadas durante a pesquisa são apresentadas com os resultados de que a APM atuante de acordo com a comunidade escolar funcionou mais pelas regras informais e não formais, criadas no âmbito específico e próprio da organização escolar, do que pelas formais; e que as contribuições/ações da APM estudada para a escola ocorreram em intensidades diferentes nas áreas financeira, processo educativo e participação dos pais e da comunidade

To do such, the actions of four principals who have worked in a public middle school of the state net located in São Paulo were followed during one year (from September of 2008 until August of 2009). It was intended to notice which are the actions of the school principal, what motivates those actions and what are its implications. This analysis is supported on the Weber´s theory about social action and bureaucracy and in the concepts of action and practice of Gimeno Sacristan. For the comprehension of the action it was sought to identify the legal attributes of the position and characterizes the school organization and the investigated people. It was done through historic-legal survey, observations, not structured interviews and the application of an inquiry form with the four principals. The analysis of the actions based on the analytic model of Gimeno Sacristan supplied evidences that the principals perform seven kinds of actions educational and professional assistance, social environment, coordination, control, information sharing, management and representation, which arises from the rules which comes with bureaucracy and of the current situations brought up by the school´s singularity. The actions of the school principal are showed directly on the school organization, in its social structure, lay-out and management, at the same time being the base of the experience of the human-beings who perform it and the source of change or maintenance of the structures which compose the culture / Esta pesquisa tem como objetivo identificar, descrever e compreender as ações dos diretores escolares. Para tanto, acompanhou-se durante um ano (Setembro de 2008 a Agosto de 2009) as ações de quatro diretoras que trabalharam em uma escola estadual de ensino fundamental localizada na cidade de São Paulo. Pretendeu-se observar quais são as atividades que os diretores realizam, o que motiva tais ações e quais as implicações destas, baseando a análise na teoria de Weber sobre ação social e burocracia, e nos conceitos de ação e prática de Gimeno Sacristán. Para a compreensão da ação buscou-se identificar as atribuições legais do cargo e caracterizar a organização escolar e os sujeitos investigados, por meio de um levantamento histórico-legal, de observações, de entrevistas não estruturadas e pela aplicação de um questionário junto às quatro diretoras. A análise das ações, baseada no modelo analítico de Gimeno Sacristán, deu indícios de que os diretores realizam sete tipos de ação: de assessoria pedagógica e profissional, de clima social, de coordenação, de controle, de distribuição de informações, de gestão e de representação. São ações decorrentes de normas advindas da burocracia e das emergências cotidianas criadas pela singularidade da escola. Public secondary school mergers as a desegregation method in Swedish municipalities : Investigating their impact on student’s academic performance and choice of school

In recent years several municipalities in Sweden have merged their public secondary schools. This has been considered a type of initiative that intends to reduce youth segregation and discrepancies in school quality. This thesis examines in what ways the merging of all public secondary schools in a municipality affects the students’ academic performance and their choice to enroll in the publicschool sector. To do so I use municipality-level aggregate data from the Swedish National Agency for Education on 9th grade students’ academic outcomes and the share of 7th graders enrolled in the public schools. I employ a difference-in-difference approach to estimate the reduced form effect of the school mergers. The control group used in the baseline estimation includes all municipalities that had a constant number of public secondary schools during the time period of my study. I move on to use propensity score matching in order to create a more comparable control group. I then estimate a difference-in-difference regression with match-fixed effects. The results show that the mergers have a negative effect on the municipality-level average GPA. In addition, the municipalities where the mergers have been implemented experience a reduction in the share of students that pass all 9th grade subjects as well as an increase in the share of students who do not have sufficient grades to continue to upper secondary school. The school mergers caused the share of 7th graders enrolled in the publicschool sector to decrease by approximately 10 percentage points. These results indicate that the public secondary school merger is not a panacea for improving student outcomes.

Organizzazione scolastica e disagio giovanile. Un'analisi relazionale / School organization and young people in trouble: a relational analysis

La tesi analizza il modo in cui le organizzazioni scolastiche affrontano il disagio giovanile, verificando se e dove si riscontrino caratteri di relazionalità nella sua gestione e nell’orientamento organizzativo, secondo l’approccio relazionale al welfare. Si tratta di una ricerca qualitativa ed esplorativa, condotta nel sistema educativo della Provincia Autonoma di Trento, attraverso interviste semistrutturate a dirigenti, docenti, ma anche altri professionisti, studenti e famiglie. L’analisi, preceduta da un inquadramento teorico e delle indicazioni istituzionali, focalizza il processo di aiuto sul caso secondo l’ottica relazionale e poi si centra sul piano organizzativo, per osservare in tre elementi – finalità, persone e mezzi dell’organizzazione – come l’assunzione di una prospettiva relazionale possa attivare nella scuola pratiche di care in grado di migliorare il benessere degli studenti. L’analisi mostra che, soprattutto nella formazione professionale trentina, il presupposto della care appare abbastanza condiviso ma spesso non si traduce in veri e propri processi relazionali. Un punto critico riguarda l’attivazione di reti riflessive paritarie con le famiglie e gli studenti. Una potenzialità innovativa è invece espressa in alcuni istituti dove l’assetto organizzativo funziona almeno in parte secondo logiche relazionali: ciò sembra sostenere la funzione formativa della scuola, coinvolgendola in una dinamica societaria di care diffusa. / The thesis analyses the way in which school organizations tackle the problem of young people in trouble, verifying if and where relational elements can be found in organizational orientations, following the relational approach to welfare. It is a qualitative and exploring research, conducted within the Province of Trento's educational system, through semistructured interviews with school executives, teachers, other professionals, students and families as well. Beginning with the theoretical framework and the institutional indications, the analysis focuses on individual helping process from the relational perspective; then moving to the organizational level in order to observe in three elements - goals, people and means - how the utilization of a relational approach can activate, in the school, practices of "care" capable of improving students well being. The analysis shows that, mainly in occupational training, the idea of "care" seems to be quite shared but it does not translate into true relational processes. A critical point refers to the activation of reflective networks with families and students. A potential innovation is expressed in certain institutes where the organizational framework reflects, at least partially, the relational approach: it does seam to support the school educational role, involving the school itself in a widespread society of "care".

Vara eller icke vara : Studie- och yrkesvägledningsverksamhet, ur ett elev och professionsperspektiv

Studie- och yrkesvägledningenhar de senaste åren varit utsatt för politisk debatt. Många experter, forskare och politiker har uttalat kritik kring verksamheten, framförallt för att granskningar visat att engagemanget kring området varit bristfälligt på skolorna. Utredningar har gjorts, projektarbeten har satts igång och rekommendationer har getts ut, allt för att öka måluppfyllelsen enligt områdets styrdokument. Syftet med studien är att granska problematiken från skolans eget perspektiv, genom att dokumentera röster från skolans insida. Elever, lärare och studie- och yrkesvägledare har genom enkäter fått uttala sig om sina personliga erfarenheter, uppfattningar och preferenser angående verksamhetsområdet. Resultatet visar på att studie- och yrkesväglednings verksamheten anses som viktig av skolans elever och personal. Den visar emellertid också på att samsynen av verksamheten är dålig mellan de olika grupperna, där lärarna står längst bort från styrdokumentens intentioner. Resultaten visar dessutom att delar av skolans omvärldsorientering, angående kultur och föreningsliv, inte riktigt uppfattas som studie- och yrkesvägledande aktiviteter. / Study and vocational guidancehas in recent years been subject to political debate. Many experts, researchers and politicians have expressed criticism about the guidance, mainly because studies have shown that the engagement of the area has been inadequate at schools. Investigations have been made, projects have been undertaken and recommendations were released, all to increase the compliance rate, according to the area's governing documents. The purpose if this study is to examine the problem from the school´s own perspective, by documenting the voices from those inside the school. Students, teachers and guidance counselors have through questionnaires been able to express their own personal view of experiences, perceptions and preferences regarding counseling activities at school. The result shows that guidance and counseling activities are deemed as important by the school's students and staff. The result also, however, shows that the convergence of educational and vocational guidance is poor between the different groups at school, whereteachers are furthest away from the policy documents intentions. Furthermore they also show that parts of the school's social orientation, regarding culture and clubs, are not really perceived as educational and vocational guidance activities.

國民中學校長課程領導策略對學校組織文化塑造之影響研究—以基隆市為例 / The study of the Influence for Principal’s Curriculum Leadership Strategies into School Organization Culture Molding in Taiwan Junior High School

本研究旨在探討國民中學校長課程領導策略對學校組織文化塑造之影響情形。希望藉由理論探討與實徵研究結果,提出建議作為校長推動課程領導與發展優質學校組織文化的參考。 本研究使用方法包括文獻探討與問卷調查。文獻分析的目的乃在於探討校長課程領導策略與學校組織文化塑造以架構研究的理論基礎。問卷調查方面,以基隆市16所國中的16名校長及370名教師為調查對象,有效回收校長問卷16份、教師問卷342份,問卷回收整理後分別以描述性統計、t考驗、變異數分析、多元逐步迴歸分析及線性結構模式分析探討。 本研究之主要研究發現如下: 一、國中校長課程領導策略及學校組織文化塑造的指標、內涵及其現況: (一)校長課程領導策略包括自我超越、改善心智模式、建立共同願景、團隊學習、系統思考等五個向度;校長問卷結果,其整體、分向度得分均佳,其中以改善心智模式得分最高。教師問卷結果,其整體、分向度得分均尚佳,其中以改善心智模式得分最高。 (二)學校組織文化塑造包括基本假定、共同價值觀、共同行為模式、象徵性活動等四個向度;校長問卷結果,其整體、分向度得分均佳,其中以共同價值觀得分最高。教師問卷結果,其整體、分向度得分均尚佳,其中以基本假定得分最高。 二、不同背景變項在校長課程領導策略及學校組織文化塑造之差異情形: (一)不同背景變項在校長課程領導策略的得分方面:校長問卷結果發現,在性別、學校歷史有顯著差異,但年齡、學歷、本校服務年資、學校規模及學校區域沒有顯著差異。教師問卷結果發現,在性別、年齡、本校服務年資、現任職務、學校歷史、學校規模及學校區域有顯著差異,但學歷沒有顯著差異。 (二)不同背景變項在學校組織文化塑造的得分方面:校長問卷結果發現,在性別及學校規模有顯著差異,年齡、本校服務年資、學校歷史、學校規模及學校區域沒有顯著差異。教師問卷結果發現,,在性別、年齡、本校服務年資、現任職務、學校歷史、學校規模及學校區域有顯著差異,但學歷沒有顯著差異。 三、校長課程領導策略各向度對於學校組織文化塑造的預測情形: 校長課程領導策略之系統思考、改善心智模式及建立共同願景對整體學校組織文化塑造有顯著的預測力。 四、校長課程領導策略各向度對學校組織文化塑造的互動模式 各項適配度指標佳,前因變項(校長課程領導策略)對後果變項(學校組織文化塑造)具有顯著的影響力。 最後,本研究根據研究的發現提出相關建議,俾供教育行政機關、校長培育中心、國民中學校長及後續研究者參考。 關鍵字:國民中學 課程領導 學校組織文化 / The purpose of this study was to investigate the impact of principal’s curriculum leadership strategies into the school organization culture molding in junior high schools. Through the related theoretic analysis and the result of empirical study, it offers some suggestions for principals to promote curriculum leadership and develop the high-quality school organizational culture. The study included literature analysis and survey method with a questionnaire. The purpose of literature analysis was aimed to explore the principal’s curriculum leadership strategies and school organization culture molding. In questionnaire aspect, the subjects included 16 principals and 370 teachers from 16 public junior high school in Keelung city. There were 16 valid questionnaires from principals and 342 questionnaires from teachers were compiled. The collected data were analyzed by descriptive statistics, t-test, ANOVA, multiple regression and LISREL model. The study finds the following results : A.In the aspects of principal’s curriculum leadership strategies : 1.The principal’s curriculum leadership strategies include five parts : (1)personal mastery, (2)improving mental models, (3)building shared vision, (4) team learning, (5)systems thinking. The perception of principals and teachers were above average agreement of the five parts. For principals, the best dimension is “improving mental models”. For teachers, the best dimension is “improving mental models”,too. 2.Principal’s sexual and school’s history have significant influences on principal’s curriculum leadership strategies. But principal’s age, highest educational degree, years of service, school’s size, and school’s district do not have any significant influences. 3.Teacher’s sexual, teacher’s age, years of service, position of service, school’s history, school’s size, and school’s district have significant influences. But teacher’s highest educational degree does not have any significant influences. B.In the aspects of school organization culture molding : 1.The school organization culture molding include four parts : (1)basic assumption, (2)peer value, (3)common behavior pattern, (4)symbol activity. The perception of principals and teachers were above average agreement of the four parts. For principals, the best dimension is “peer value”. For teachers, the best dimension is “basic assumption”. 2.Principal’s sexual and school’s size have significant influences on school organization culture molding. But principal’s age, highest educational degree, years of service, school’s history, and school’s district do not have any significant influences. 3.Teacher’s sexual, teacher’s age, years of service, position of service, school’s history, school’s size, and school’s district have significant influences. But teacher’s highest educational degree does not have any significant influences. C.In the aspect of relationships between principal’s curriculum leadership strategies and school organization culture molding : 1.There was positive correlation and regression existed between principal’s curriculum leadership strategies and school organization culture molding. 2.Principal’s curriculum leadership strategies did promote school organization culture molding. In the last part, the researcher, based on the findings, proposed some suggestions for authorities of educational administration , the school leadership academy, the junior high school’s principals, and the future researchers. 新北市國民中學教師學術樂觀與學校組織氣候關係之研究 / The Study of the Relationships between Teacher Academic Optimism and School Organization Climate in Junior High Schools in New Taipei City

本研究旨在探討新北市國民中學教師學術樂觀與學校組織氣候的現況;並剖析不同背景變項與學校變項的教師知覺教師學術樂觀與學校組織氣候的差異情形;及探討教師學術樂觀與學校組織氣候之間的關係;最後,以逐步多元迴歸檢視教師學術樂觀對學校組織氣候的預測力。為達到上述研究目的,本研究採用問卷調查法,以新北市35所國民中學之主任、組長及教師為研究對象,共寄發問卷559份,回收有效問卷521 份,有效回收率為93.20%。本研究採用SPSS統計套裝軟體進行分析,獲得以下結論: 一、 新北市國民中學教師知覺教師學術樂觀、學校組織氣候為中高程度。 二、 不同年齡、教育程度、任教領域及學校地區之教師在知覺教師學術樂觀整體與學校組織氣候整體,都沒有顯著差異。 三、 不同性別之教師在知覺學校組織氣候整體,女性教師高於男性教師。 四、 不同服務年資之教師在知覺教師學術樂觀整體,21(含)年以上之教師高於6~10年之教師。 五、 不同職務性質之教師在知覺教師學術樂觀整體,教師兼主任高於教師兼導師。 六、 不同學校規模之教師在知覺教師學術樂觀整體,73(含)班以上之教師高於25~48班之教師。 七、 教師學術樂觀與學校組織氣候之間呈現正向相關。 八、 教師學術樂觀對學校組織氣候具正向預測力,其中教師信任領導者及教師信任同儕二構面對學校組織氣候整體之聯合預測力最高。 最後,依據上述研究結論,提出具體建議,以做為教育行政機關、國民中學校行政及未來研究人員的參考運用。 關鍵詞:國民中學、教師學術樂觀、學校組織氣候 / The Study of the Relationships between Teacher Academic Optimism and School Organization Climate in Junior High Schools in New Taipei City Abstract First, this study aimed to explore the current situation of New Taipei City junior high schools’ teacher academic optimism and school organization climate; then, to analyze the demographic variables on the different perceptions of teacher academic optimism and school organization climate, and then to discuss the relationship between teacher academic optimism and school organization climate. Finally, stepwise multiple regression was used to predict school organization climate. Based on the research conclusions, the proposed recommendations for the relevant institutions’ reference were provided. To achieve these purposes, this study used questionnaire survey method. The directors, team leaders and teachers from 35 junior high schools in New Taipei City were sampled as the subjects. A total of 559 questionnaires were distributed, with 521 valid questionnaires. The return rate was 93.2%. Survey data were analyzed by descriptive statistics, t-test, one way ANOVA, Pearson product-moment correlation coefficient, and stepwise multiple regression. The conclusions of this research are as follows: 1. Teachers’ perceptions of teacher academic optimism and school organization climate is high in junior high schools in New Taipei City. 2. There are no significant statistical differences in ages, education levels, teaching field, and school locations in teachers’ perceptions of teacher academic optimism and school organization climate. 3. There are significant statistical differences within genders of junior high school teachers perceptions of school organization climate. And the female teachers are obviously higher than the male teachers. 4. There are significant statistical differences within service years of junior high school teachers perceptions of teacher academic optimism. And teachers service above 21 years are obviously higher than teachers service 6~10 years. 5. There are significant statistical differences within duties of junior high school teachers perceptions of teacher academic optimism. And teachers serving concurrently as administrators of school affairs are obviously higher than class teachers. 6. There are significant statistical differences within school sizes of junior high school teachers perceptions of teacher academic optimism. And teachers above 73 classes are obviously higher than teachers in 25~48 classes. 7. Teacher academic optimism is positively correlated to school organization climate. 8. The prediction of the relationships between teacher academic optimism and school organization climate is supported. Finally, based on the above research conclusions, the recommendations are provided as references and applications for educational administrations, junior high school administrations and future researchers. O objetivo é de contribuir com debates científicos no contexto da educação moçambicana, para a construção de políticas educativas referentes a este nível de ensino e à gestão participativa. Com isso, reflete-se acerca do avanço da educação pública à luz dos princípios democráticos, da igualdade de oportunidades e da educação para todos no que concerne ao progresso dessas políticas. Para tal, o estudo analisa as políticas educacionais no período pluripartidário no que se refere à gestão e à organização do ensino médio em Moçambique, partindo dos seguintes questionamentos: a organização das escolas no nível secundário em Moçambique tem contribuído para a consolidação de práticas de gestão democrática e participativa? Tem contribuído para o desenvolvimento inclusivo e profissional no sentido de oferecer maior liberdade de atuação dos envolvidos na escola (desenvolvimento institucional) e na comunidade (desenvolvimento sócio-políticoa)? Metodologicamente, recorreu-se à abordagem qualitativa associada a procedimentos de pesquisa bibliográfica e documental. Além disso, a partir de entrevistas semiestruturadas, buscou-se acessar as opiniões e experiências de diretores de escolas, professores e membros da comunidade, representados pelos membros do Conselho de Escola. A análise interpretativa dos dados foi desenvolvida com base nos referenciais teóricos propostos por Freire (1961) e Lima (2001). Nessa perspectiva, os resultados da pesquisa indicam que desde a independência nacional, que ocorreu em 1975, a escola secundária moçambicana percorreu duas vertentes de políticas: da revolução popular, ou do centralismo democrático (1975-1990); e da liberalização do ensino, ou da democracia representativa (1991-2015). Como resultado, constataram-se alguns desafios: a organização da escola secundária moçambicana deve basear-se na proposta de ela ser uma escola materialmente inclusiva, localmente significativa e de qualidade para a maioria. A escola deve contribuir para a difusão de conhecimentos sociológicos e antropológicos, para a solidariedade e, também, deve preparar os indivíduos para os novos papéis sociais que se colocam numa sociedade com intensos desafios e transformações. Por isso, fazem-se necessárias políticas claras e que enfatizem a participação local, a liberdade no exercício das responsabilidades educativas de todos intervenientes e que delimitem mais financiamentos para essas instituições. Além disso, para o melhor governo escolar é preciso que a instituição de ensino secundária incentive mais a colaboração político-pedagógica de demais interessados. Porém, ideias, projetos, propostas, críticas e sugestões podem ser caminhos para garantir o pleno direito à educação para todos. Desse modo, a ênfase recai menos na dimensão técnica e profissional da formação para o mercado de trabalho, que é recorrente quando predomina a gestão empresarial do tipo gerencial que se refere à eficácia de recursos. É evidente que as responsabilidades do Estado, nesse sentido, devem ser superiores às do mercado. A esse respeito, na educação, deve dominar uma gestão procedimental, que concebe a política educativa como uma arena na qual se desenvolvem processos de poder para o alcance da qualidade e da equidade. / Processo 190385/2013-8 - Programa MCT-Mz

[pt] O Programa Ginásio Experimental Olímpico (GEO) foi implementado pela Prefeitura Municipal do Rio de Janeiro para atender alunos dos anos finais do Ensino Fundamental com vocação para o esporte, buscando a formação de excelência do aluno-atleta-cidadão em algumas escolas de horário integral da rede. Desenvolvemos um estudo de caso sobre a implementação do programa em uma das unidades, localizada no bairro Caju. Realizamos entrevistas com técnicos responsáveis pelo programa nos órgãos municipais e instituições que participaram na implementação do projeto e com a equipe de gestão e professores da escola. Aplicamos um questionário aos atores escolares, reunimos documentos sobre o modelo em questão e realizamos observação do cotidiano escolar. Concluímos que a localização da escola influenciou a evolução da demanda de vagas nesse modelo de escola possivelmente em maior medida que as características do projeto propriamente dito. As regulamentações pouco claras favoreceram a discricionariedade dos atores escolares ampliando a margem de tomadas de decisão com base em suas crenças e valores pessoais. As exigências impostas a um modelo criado para atender também à uma demanda por escolas eficazes na rede, assim como a histórica cultura de pouca valorização do papel da educação física e do esporte no contexto escolar também pareceram influenciar tanto a discricionariedade dos atores quanto o estabelecimento da cultura organizacional da escola estudada. Os dados analisados indicaram que o processo seletivo dos professores, os valores motivados pelas ações esportivas e o tempo ampliado de permanência de professores e alunos pareceram influenciar positivamente o clima escolar. / [en] The Olympic Experimental Gymnasium (OEG) Program was implemented by the Municipal Government of Rio de Janeiro, to attend students of the final years of Elementary School with talent for sports, seeking the excellence training of student-athlete-citizen in some full-time schools of the network. A case study on the implementation of the program was developed in one of the units, located in the Caju neighborhood. We conducted interviews with technicians responsible for the program in the municipal agencies and institutions that participated in the implementation of the project, with the management team and teachers of the school. We applied a questionnaire to the school actors, gathered documents about the model in question and made observation as participants in the school everyday. We conclude that the location of the school influenced the evolution of demand for positions in this school model possibly to a greater extent than the characteristics of the project itself. The unclear regulations favored the discretion of school characters by broadening the scope for decision-making based on their personal beliefs and values. The demands imposed on a model created to meet also a demand for effective schools in the network, as well as the historical culture of little appreciation of the role of physical education and sport in the school context, also seemed to influence both the discretion of the characters and the establishment of the organizational culture of the school studied. The data analyzed indicated that the selection process of the teachers, the values motivated by the sports actions and the extended time of permanence of teachers and students appeared to positively influence the school environment.

Tendo por foco essas determinações legais, esta pesquisa objetiva avaliar o movimento político-pedagógico em relação aos processos inclusivos de quatro Escolas Municipais do Ensino Fundamental – Ciclo I da cidade de Marília (SP), nos anos de 2004, 2006 e 2008, sendo duas com matrículas de alunos com deficiências física, auditiva, visual e mental, e duas sem matrículas de alunos com deficiências, na tentativa de investigar como as escolas estão se organizando, no que concerne aos preceitos estabelecidos legalmente, bem como analisar se há diferenças entre as propostas dos dois grupos de escolas. A sequência deste estudo permite verificar se há um mapeamento das crianças com necessidades educacionais especiais e se são identificadas as suas necessidades educacionais. Os dados são obtidos por meio da análise dos Projetos Político-Pedagógicos dos anos de 2004, 2006 e 2008, das escolas em estudo, e dos documentos dos alunos com deficiências participantes da pesquisa, como: a ficha de matrícula, o histórico escolar, a adequação curricular e a avaliação clínica. As informações dos Projetos Político-Pedagógicos e dos dados informativos dos alunos são examinadas segundo categorias analíticas.Os resultados da pesquisa indicam que não há diferenças substanciais entre as proposições dos Projetos Político-Pedagógicos das escolas com e sem matrículas de alunos com deficiências nos anos de 2004, 2006 e 2008. Suas propostas permitem concluir que há uma lacuna entre o que se defende em legislações e o que é efetivamente praticado no cotidiano das escolas, conforme análise dos Projetos Político-Pedagógicos. Contudo, mesmo que haja muito a ser desenvolvido, as... / Since the last decade of the 20th century, Brazil has restated the right of the disabled to access to regular teaching by having accepted principles established in legislations and some declarations. By focusing on those legal statements, this work aims to assess the politicalpedagogic movement related to the inclusive processes of four Primary Municipal Schools of Marília (SP) – I Cycle – during the years 2004, 2006 and 2008, - two of them enrolling physical, auditory, visual and mental handicapped schoolchildren, and the other two with no disabled pupils -, trying to investigate how those schools were organized regarding those legal principles, and to analyze whether or not there were differences between the proposals of the two groups of schools. The sequence of this work will indicate if children with special educational needs were mapped out and their educational needs identified. Data were collected by analyzing the 2004, 2006 and 2008 Political-pedagogic Projects of those schools and the disabled children’s documents participating in the research such as: enrolment form, school report, curriculum adjustment and clinical evaluation. Both Political-pedagogic Projects and children’s data were analyzed according to analytical categories. Research results indicate that there were no substantial differences between the proposals with regard to the Political-pedagogic Projects of the two groups of schools. Their proposals allow us to conclude that there was a gap between what was stated in the legislation and what was the school real daily practice. Nevertheless, in spite of having much to be developed, the schools showed punctual movements, since some principles stated in legislations were carried out only in some periods analyzed, and this occurred with delimitation of purposes, objectives, curriculum content, methodological and assessment strategies.
