[pt] O ano de 2006 converteu-se para muitos num momento sem precedentes na história da Bolívia, marcado pela chegada ao poder de seu primeiro presidente indígena após um período de intensas mobilizações promovidas por uma maioria indígena e camponesa e que resultaram em mortes e na renúncia de dois presidentes. Neste sentido, a ascensão de Evo Morales à Presidência representou para estes atores coletivos a concretização de um processo de mudança mais profundo, pautado pela idéia de descolonização e que refletia o seu empoderamento após séculos de submissão ao colonizador, bem como à elite criolla e mestiça. Contudo a união entre estes grupos indígenas e camponeses e sua aliança com o governo são colocadas à prova ao longo do processo em meio à reconstrução do Estado, à reconfiguração do cenário político-social boliviano e à percepção entre alguns de um autoritarismo da parte governamental. Neste trabalho, procuramos entender como as relações entre os distintos protagonistas do processo, caracterizados por identidades étnicas e classistas, são expressas na Bolívia neste inicio de século, analisando a permanência de uma mentalidade e de práticas coloniais entre os mesmos. / [en] The year of 2006 might be interpreted as an unprecedented moment in Bolivian history, marked by the election of its first indigenous president over a period of intense mobilization. Organized by a majority composed of indigenous and peasant groups, the protests resulted in many deaths and the resignation of two presidents. In that sense, Evo Morales emergence to the Presidency represented to these collective actors the achievement of a deeper process of change, characterized by the idea of decolonization, reflecting those groups empowerment after centuries of submission to the colonizer and the creolle and mestizo elite as well. Nevertheless, the ties between indigenous and peasants organizations and their alliance with the government were put in check in the course of events, distinguished by the refoundation of the Bolivian State, the rebuilding of the political scene and what was perceived as a tyrannical position on the part of governmental authorities. In this work, we intend to understand how relations among decolonization protagonists, self-identified according their ethnicity and class affiliation, are expressed in Bolivia at the beginning of this century. We investigate the permanence of a colonial mentality and its practices during the process.

[pt] O colonialismo europeu teve um grande impacto nas sociedades africanas e é sentido até os dias de hoje. Mesmo com as lutas de independência no pós Segunda Guerra Mundial, o peso do domínio colonial se faz presente, especialmente no campo da cultura. A descolonização das mentes foi um desafio assumido pelos intelectuais engajados nas lutas de independência, principalmente aqueles de origem africana. O cinema se tornou uma importante ferramenta nesse processo, surgindo pela primeira vez a proposta de um Cinema Africano, no âmbito da antiga África Ocidental Francesa durante a década de 1960. Este trabalho analisa a produção cinematográfica do senegalês Ousmane Sembène durante o período supracitado. Sua proposta de cinema e sua militância influenciaram muitos artistas e intelectuais africanos, sua busca por uma estética que rejeitasse os padrões europeus e de Hollywood é considerada por muitos a fundação do que se costuma chamar de Cinema Africano. Esta dissertação tem como objetivo contribuir para a análise dos elementos que compõe essa proposta estética e o debate sobre a possibilidade de um Cinema Africano. Além disto, o trabalho se propõe ainda a se debruçar sobre a trajetória de vida de Sembène, seu processo de formação intelectual e seu exílio numa tentativa de estabelecer a conexão entre o artista formado e suas origens, através de sua biografia e suas entrevistas, investigando dessa maneira as relações sociais que deram origem ao cineasta. / [en] European colonialism had a great impact on African societies and is felt to this day. Even with the struggles for independence in the post World War II, the weight of colonial rule is present, especially in the field of culture. The decolonization of the minds was a challenge taken up by intellectuals engaged in the process of decolonization, especially those of African origin. The cinema has become an important tool in this process, appearing for the first time a proposed African Cinema, under the former French West Africa during the 1960s. This paper analyzes the cinematic of the senegalese Ousmane Sembène during the stated period. His proposal for an african cinema and his activism influenced many African artists and intellectuals, his quest for an aesthetic that rejected the European and Hollywood standards is considered by many the foundation of what is called African Cinema. This dissertation aims to contribute to the analysis of aesthetic elements that make up this proposal and the debate about the possibility of an African Cinema. In addition, the study aims to further look into the life trajectory of Sembène, the process of intellectual formation and his exile in an attempt to establish the connection between the artist and his origins, through his biography and his interviews, investigating this way the social relations that gave rise to the filmmaker.

[pt] A América Latina tem uma larga tradição no debate do regionalismo, mobilizando reflexões originais no processo de produção de conhecimentos e saberes sobre a integração regional latinoamericana. Ao considerar esse rico acervo, o presente trabalho busca analisar conjugadamente os conceitos de integração regional, autonomia e desenvolvimento que atravessam tanto o campo de estudos do regionalismo quanto a atuação de comunidades epistêmicas – formal ou informalmente – reconhecidas por aglutinar atores (intelectuais, acadêmicos, diplomáticos, atores sociais e políticos) e instituições (universidades, redes, think tanks, órgãos governamentais e organismos regionais) responsáveis por formular, implementar e difundir conhecimentos teóricos e práticos sobre a integração regional e que reúnam capacidade de influenciar a política e os tomadores de decisão na região. O trabalho fez uso da pesquisa qualitativa sendo guiado pela abordagem multidisciplinar, promovendo o debate na área de relações internacionais, sociologia e geopolítica. Visando alcançar os objetivos delineados, foi realizada a revisão bibliográfica dos processos de integração e regionalismo conectada ao marco conceitual das comunidades epistêmicas no contexto latinoamericano e caribenho. Nesse sentido, a discussão foi potencializada pela pesquisa de campo que alcançou 32 entrevistas semiestruturadas com atores de perfil acadêmico, político, sindical e diplomático de oito nacionalidades que se disponibilizaram a responder as questões sobre o sentido da integração latino-americana, o histórico do regionalismo, o cenário atual e o futuro da agenda regional no continente. Por fim, a pesquisa buscou ilustrar um breve panorama da governança regional, bem como indicar tendências e capacidades de influenciar políticas públicas e tomadores de decisão nos países e blocos regionais além de dar visibilidade à atuação de comunidades epistêmicas potenciais, viáveis e prováveis para orientar, apoiar e articular os processos de integração contemporânea da América Latina. / [en] Latin America has a long tradition in the debate on regionalism, mobilizing original reflections in the process of producing knowledge and insight on Latin American regional integration. Considering this rich collection, the present work seeks to jointly analyze the concepts of regional integration, autonomy and development that cross both the field of regionalism studies and the performance of epistemic communities – formally or informally – recognized for bringing together actors (intellectuals, academics, diplomatic, social and political actors) and institutions (universities, networks, think tanks, government agencies and regional institutions) responsible for formulating, implementing and disseminating theoretical and practical knowledge on regional integration and which have the capacity to influence policy and decision-makers in the region. The work made use of qualitative research being guided by the multidisciplinary approach, promoting debate in the area of international relations, sociology and geopolitics. In order to achieve the objectives outlined, a bibliographic review of the processes of integration and regionalism connected to the conceptual framework of epistemic communities in the Latin American and Caribbean context was carried out. In this sense, the discussion was enhanced by the field research that reached 32 semi-structured interviews with academic, political, trade union and diplomatic actors from eight nationalities who made themselves available to answer questions about the meaning of Latin American integration, the history of regionalism, the current scenario and the future of the regional agenda on the continent. Finally, the research sought to illustrate a brief overview of regional governance, as well as to indicate trends and capacities to influence public policies and decision-makers in countries and regional blocks, even as to give visibility to the performance of potential, viable and likely epistemic communities to guide, support and articulate the processes of contemporary integration in Latin America.

[pt] A dissertação apresenta uma leitura de obras do artista visual e escritor Jimmie Durham (1940). A escrita é parte fundamental de seu trabalho, e se faz presente tanto na forma de ensaios e poemas como em pinturas, esculturas e instalações. Por ter nascido nos EUA de suposta ascendência escocesa e cherokee, o pensamento de Durham transita por cosmovisões distintas. Ele provoca a linguagem, contesta os limites identitários, reelabora geopolíticas e confunde a noção hegemônica de História. Sua obra escancara os absurdos da normalidade e aponta para a permanência de mecanismos de segregação, opressão e exploração de origem colonial, instigando uma autocrítica do pensamento ocidental. Esta dissertação trata também de trabalhos e textos desenvolvidos pelo artista para o contexto específico brasileiro, e inclui a transcrição de uma conversa inédita com ele. Durham catalisa a imaginação em direção a outro modo de existência, do qual a cosmologia e a temporalidade inscritas nos idiomas ameríndios fazem parte. Esta dissertação conta com escrita de aspiração descolonizadora, acionada pela pulsação da potência estética e intelectual da obra de Jimmie Durham. / [en] The dissertation presents a reading of works by the visual artist and writer Jimmie Durham (b. 1940, –). Writings are a fundamental part of his work, either as essays and poems or as part of paintings, sculptures, and installations. Since he was born in the USA, with an alleged Scottish and Cherokee ancestry, his thinking transits through different cosmovisions. He teases language, he challenges identity limitations, re-elaborates geopolitics, and disturbs the hegemonic notion of History. His body of work exposes the absurd of normality and points out to the permanence of segregation, oppression, and exploitation mechanisms of colonial origin. It instigates Western thinking to do an auto-criticism. This dissertation also approaches texts and works he has developed to the specific Brazilian context, and includes an exclusive conversation with the artist. Durham catalyzes imagination towards another mode of existence, in which there are cosmology and temporality intrinsic to Amerindian languages. This dissertation has a decolonizing aspiration that is triggered by the pulse of the aesthetic and intellectual potency of Jimmy Durham s work.
