利用組織架構與企業流程之對應增進管理效率

組織扁平化趨勢中最重要的議題之ㄧ,就是如何有效的管理更多的員工與更複雜的流程。目前已經許多新穎的標準與技術規格來解決企業流程自動化與溝通的問題,像是網路服務商業流程執行語言(Business process execution language for web services,以下簡稱BPEL4WS)這樣的標準,不過對於員工與流 程之間的對應關係還是著墨甚少,管理者想要掌握企業流程執行的情況和員工的責任歸屬這樣的需求尚待滿足。 本研究試圖利用延伸標記語言(Extensible markup language,以下簡稱XML)相關技術,建立一紀錄員工與其負責流程的對應檔案。透過圖形化的操作介面,讓管理者可以了解企業經營現況,並能夠依照現況更新對應檔案內的紀錄,帶來對應視覺化、責任追蹤、容易調整及接掌迅速等益處,增加管理上的效率。

作業策略導引保險網路服務下,進行企業流程再造之研究—以某壽險公司核保流程為例

為能大幅提升營運效率以及推出高效率之網路服務,企業資訊化已是必然趨勢;然而,企業資訊化的努力,卻未必能帶給企業有效與明顯的績效提升;其中主要原因,乃未能考量流程的改變,僅將過時的人工作業改以電子化進行,以致影響成效,這也造成企業流程再造的風潮;然而企業流程再造需要新思維方式以及不同的組織原則,所耗資源非一般企業專案可比擬,企業必須有強烈的執行動力以及明確的目標方能順利進行企業流程再造。 本研究以個案公司作為人壽產業以及資訊化落後者進行個案分析,從個案公司之市場定位以及營運資源分析切入,探討兩者之差距後擬定績效目標以及作業策略,並探討個案公司如何依據所擬定之作業策略以及績效目標設計新網路服務規格以及進行企業流程再造。 研究結果顯示,個案公司應以推出高品質與快速度之保戶服務作為績效目標,並以推出高效率保險網路服務以及進行企業流程再造為作業策略,後續依據作業策略設定保險網路服務規格以及產生企業流程再造之必須,並依據績效目標設定企業流程再造的改善目標、分析重點、關鍵成功因素以及關鍵績效指標,各項環節自上而下互相契合,確保個案公司企業流程再造以及後續資訊化績效衡量與企業績效目標的契合。

近年來,企業資源規劃系統(Enterprise Resource Planning system, ERP)已經普遍成為中、大型企業整合企業內部各功能單位與企業資源最受歡迎的工具,中小企業在資金允許情況下也會倒入ERP協助企業管理,然而ERP的導入雖帶來許多企業效益,但也常常伴隨著組織變革、員工抗拒和企業流程衝突等問題與挑戰。 對於資源不足、大多數缺乏專業資訊人員的中小企業來說,ERP的導入更是一大挑戰,中小企業組織不若大企業嚴謹,在營運流程上也不見得有一定規範,因此導入ERP系統時,往往需要從現有流程的檢視開始,故本研究探討企業流程再造在中小企業導入ERP系統的過程中扮演的角色及效益,希冀給予未來有意導入或升級ERP系統的中小企業、協助中小企業導入ERP系統的顧問建議。 本研究以個案研究方式為主,選擇電子零組件組裝業中的台灣製造商為個案公司,經由訪談顧問公司主管及個案公司專案負責人,瞭解個案公司ERP系統導入的原因、導入過程的困難與挑戰以及過程中組織、流程的改變。 本研究主要的研究議題如下: 一、從文獻及案例中,蒐集實證資料驗證ERP系統的導入過程有助進行企業流程再造 二、透過個案公司訪談,蒐集實證資料驗證ERP系統有助於企業成長 三、ERP系統商產品選擇及導入流程對於ERP實施成效的影響 / Enterprise Resource Planning system, ERP, has become the most popular system to integrate information between function units in large and medium-sizes enterprises recently. In order to help management, small and medium enterprises may implement ERP when its business is adequately financed. Though enterprises can gain benefits from implementation of ERP, it still comes along with organization change, employee resistance and conflicts of business processes. The implementation of ERP may be a big challenge to small and medium enterprises for those who lack of resources or IT expertise. The structure of small and medium enterprises is not as organized as large enterprises, and even do not have a clear standard operation procedure. Therefore, an inspection of current process is needed in the beginning of ERP implementation. This study focuses on the role that implementation of ERP take and the benefits that small and medium enterprises gain from it, hoping to give advises to those who want to implement or upgrade its ERP system and ERP consultants. It is a case study on Electronic Assembly Company in Taiwan, focusing on the reason of ERP implementation, processes, organization changes and challenges in the implementation of ERP. 流程成本與流程績效之探討-以某製造業為例

電子零組件廠商面對產品生命週期快速的世代交替與全球化的競爭威脅,除持續進行製程改造降低成本之外,對內進行企業資源整合,對外則與供應商或協力廠商形成策略聯盟,透過關鍵企業流程之管理與改造,以提高營運效能、降低產品與服務成本,並創造企業的優勢競爭能力,以因應客戶全球運籌供貨的要求。 本研究透過企業流程資訊有機體(PWIO)分析模式,針對某電子零組件製造商,以個案研究方式分析個案公司之關鍵流程作業。就PWIO分析結果,本研究除針對各項作業提出具體的流程改進建議與呆滯存貨的分析,並建立各該流程的目標,提出具體衡量各作業流程的績效衡量指標。此外,依據目標與績效衡量指標的因果關係進一步探討個案公司的平衡計分卡與策略地圖,以作為個案公司未來的績效管理架構基礎。 此外,本研究將PWIO模式的作業分析與作業基礎成本制度的作業概念相結合,辨識個案公司的作業中心與作業動因,並以作業對資源的耗用形式為基礎,重新分析產品別與客戶別之成本與利潤。研究結果可以提供個案公司決策者強化成本規劃與控制,以及作為改善產品利潤分析與定價作業的參考。 / Confronting an environment characterized with brisk alternations of product generation and dynamic global competition, continuous improvement in their business processes which leads to lower costs of operation and better alignment of utilization of assets and partnerships is critical for the electronic component manufacturers to survive and grow. With highly effective and efficient business processes, customer satisfaction, core competence and competitive advantages can be built on. By an application of the PWIO approach and targeted at an electronic component manufacturer, this research analyzes three business processes crucial to the subject company. Based on results derived from the PWIO analysis, this research provides suggestions for improvements in both business processes and inventory obsolescence. A new set of process objectives are also developed to be concretely aligned with the related performance measures. In addition, a management framework built on the concepts of Balanced Scorecard and strategy map are offered to the subject company for future application. Furthermore, via linking the practices specified in the PWIO analysis with concepts underlying the activity-based costing, this research identifies the cost drivers facilitating a further understanding on how company’s resources are consumed by individual costumer, product or process. The research findings can assist management of the subject company to have better cost planning and control, more accurate profit analysis and pricing decisions.

國際物流業建立跨組織企業流程模型之個案研究

全球消費者需求快速改變,產品生命週期明顯縮短,不允許過多的存貨屯積,故產品的配送傾向於「少量、多樣、快速」的配送服務,企業希望擁有一個高效率的國際物流服務網路來提供企業在供應鏈管理上更有效率的監督與管控。   就國際物流(Global Logistics)來說,海運業者是否能共享正確即時(real time)的資訊,正是其關鍵成功因素。而海運產業中各角色資訊與資源的整合,有賴於企業建構其電子化企業的應用系統架構藍圖;因此,海運產業除了建構企業電子化之應用資訊系統外,更應著重於各系統間的整合與資料交換,發展或利用適當的資料整合與交換技術;對海運而言,系統整合不僅僅是應用系統間資料的交換,更應達到與流程緊密的搭配,才能真正完成進出口流程電子化、資訊與資源共享等目標。然而,各應用系統間資料模式的不一致性、資料交換的不即時性,也為資料交換帶入雪上加霜的困境。   有鑑於此,本研究以「個案研究」方式提出一個利用流程分析,建構海運跨組織企業流程模型。主要作法為從海運企業個案營運流程的分析,利用IDEF0與IDEF3方法定義海運產業企業流程模型,並且整合各不同企業流程。透過個案資訊架構分析,提出適合海運業跨組織資料交換之資訊架構,並以此資訊架構改善各企業流程,最後整合改善後流程模型,建置海運跨組織進出口流程模型。

企業流程整合過程中之不穩定因子之管理─以績效獎勵制度為例 / The Management of Inflexibility in an Integrated Process--- Using Sales Compensation Process as an Example

The objective of this paper is to provide a foundation for understanding the management of inflexibility in an integrated process by using sales compensation process as a studied case. The majority of process integration studies have focused on the design and management of an efficient operation by taking the advantage of information technology. Little was known about the downsides of process integration. It is necessary to build deep knowledge about the management of integration inflexibility so that risks of integration failure can be minimized. By summarizing literature and industry experiences of process integration and enterprise flexibility and inflexibility, three types of inflexibility are proposed. They are operational, organizational, and system inflexibilities. The sources of these inflexibilities can be categorized into two types: nature of IT-enabled integrating and technological barriers. These two sources of inflexibility, observed in the studied case, are interrelated and can correlatively affect business performance. Companies that intend to apply process integration to their sales compensation process would aim for eliminating the risk of integration downsides by examining the sources of inflexibilities in the IT-enabled process. Only with a solid and thorough view of the system, could companies achieve their goals of rolling out the packaged service in the compensation plan process. This paper analyses the up and down sides of process integration and plans to provide guidance for further application of process integration packages.

滿足CMMI軟體專案管理資料模型設計之研究

由於台灣的軟體廠商多屬中小企業,因此在軟體開發專案過程中,常受限於 時程、成本上的壓力,無法遵循標準的軟體開發流程,也無法將專案經驗累積成 為公司的知識庫。CMMI 是目前國際上被高度認同的軟體開發流程模式,對提升 軟體發展能力及改善軟體品質相當有助益,可協助組織達到降低成本、掌控開發 時程與確保品質等目標,因此本研究將以滿足CMMI 專案規劃的標準為目標,設 計專案管理的資料模型。 本研究將規劃合乎CMMI的企業專案管理資料模式,使其有系統地記錄專案在 規劃時期所產出的一些資料及文件。當進行新的專案時,藉由參考先前專案的文 件或數據,可使專案在初步估計的過程中更加的順利,透過累積專案經驗也可增 加整體專案成功的機率。 以下為本文各章節的簡介,在第一章中,將確定研究的背景、動機、及目的, 據此進行第二章的文獻探討,分析CMMI與PMBOK對專案管理各自規範的實務作 法。接著在第四章中,先將PMBOK專案規劃流程轉為資料模型,再以CMMI專案規 劃的觀點來檢驗,分析是否滿足其實務的作法。第五章將分析個案公司專案文件 與訪談的結果,最後,在第六章將對個案公司提出建議,並提出改良後的資料模 型。

銀行業顧客獲利性之研究-以房貸業務為例

隨著資訊科技的進步,與現代化的管理觀念,使得企業可以透過資 訊科技來預測顧客的消費行為與模式,將有限的資源投入在相對較有價 值的顧客上,用客置化甚或是量身訂做的行銷方法,來刺激顧客增加消 費,以提升市場的佔有率並達到利潤的最大化。近年來藉由資訊科技發 展的顧客關係管理系統,便是因此應運而生並且得到企業的廣泛重視, 而如何從廣大的的顧客群資料中,去找出應該加以維繫的顧客,顧客獲 利性是一個值得作為參考的指標。 本研究以個案研究之方式,選定某一個案銀行之房貸業務,經由 IDEF0 工具建立企業流程模型,清楚瞭解房貸業務的各作業流程,而後 應用工作流活動路徑的分析方法,找出不同顧客使用不同活動路徑的機 率與其人事成本為何,比較出不同的顧客讓銀行付出不同成本之差異。 提供銀行一個顧客獲利性的觀點來看待以往常被忽略的作業成本。 關鍵字:顧客獲利性、工作流、房貸業務、企業流程模型

網際網路的發展及行動裝置的普及已將電子商務的發展帶往新的競爭環境,傳統企業除須體認技術不斷創新對企業發展的重要性外,舊有的服務必須透過加入更多的附加價值才能夠增加企業的競爭能力,隨著這股電子商務創新風潮演變並延燒到全球,不論是金融業、實體零售業,皆受到這股電子商務創新風潮的影響,而這股創新的風潮甚至可能導致產業革命。企業若要維持市場競爭能力,除了要盡量降低營運成本,提高生產與管理的效率外,還要能夠滿足客戶各種需求,並應隨時檢視傳統營運流程,充份利用科技技術與生產及服務流程整合,來維持企業管理及服務的優勢,然而,電子商務雖有效簡化企業的作業成本,但跨界整合的趨勢卻也對企業發展帶來新的挑戰,因此企業如何透過一套實用的方法來發展或改善及其電子商務流程,並藉由其獨特創新的服務來加強企業的競爭優勢,更是企業當今面臨的重要議題。 然而當今學術界對於流程管理以及電子商務的研究相當多,但把流程管理應用在電子商務流程創新的研究卻相對較少,故本研究探討有關電子商務理論、企業流程管理、企業流程再造、企業流程創新、企業系統規劃、服務品質、關鍵時刻等相關文獻做為基礎,由客戶需求及服務滿意度的觀點,藉由分析及整理相關流程改善的成功關鍵因素,建構一套電子商務流程創新的方法論,以個案來進行行動研究,依據這套方法論的步驟,發掘個案電子商務流程的問題及其可改善的機會,同時藉由內部探討及借鏡外部標竿企業的創新案例,找出個案公司電子商務流程可能的創新機會,並透過理論基礎檢視本方法論的可行性後,證實透過本研究所建構之電子商務流程創新的方法論確實有其參考價值,提供目前正在發展電子商務或即將投入電子商務發展的企業,做為設計其獨特電子商務平台的參考。 / The increasing use of internet and the growing popularity of mobile devices have created a new competitive environment on the Electronic Commerce (EC) platform. Businesses must develop add-on values in services to strengthen the competitiveness. Under the inevitable trend of global EC, not only the retail industry but also financial industry has been highly affected. This Innovative wave may even lead to an industrial revolution. In order to keep the market competitiveness with EC, enterprises would need to shift focus from cost, productivity and operating efficiency to customer needs. Enterprises nowadays are facing the challenges of modifying existing processes and integrated technology to provide customers with most suitable and innovative services. The research objective is to develop a practical methodology to evaluate and redesign the e-business processes of a firm and enhance their competitive advantage. This study investigated concepts and methodologies in e-commerce, business process management, business process reengineering, business process innovation, business systems planning, service quality, and moment of truth. Based on the perspectives of customers’ needs and service satisfaction, the study analyzed and integrated critical success factors of process improvement and process innovation to construct a methodology for e-business process innovation. With an action research process this study tested the proposed methodology on EC processes in a financial institution and discovered e-business process issues and innovation opportunities. The proposed methodology was validated and the feasibility of the methodology was verified by theoretical considerations, and proved to have reference value for enterprises in developing unique innovations in e-business services.

An ebXML-based Collaborative Commerce Business Process Model -A Global Logistics Example / 以ebXML為基礎之協同商務企業流程模式-以國際物流業為例

對企業而言,Internet和電子商務的興起提供了一個全新的商業交易方式。許多企業企圖融合新的資訊科技與企業流程,讓他們可以跨越企業間的藩籬進而互相分享價值鏈中的決策、工作流與資訊。然而,當企業嘗試著以其內部的資訊系統與交易夥伴溝通時,卻發現到處都是問題。雖然XML 提供了一個多功能的且健全的資料交換格式,但仍然不夠,必須有一個流程整合的標準來進行企業間交易流程的塑模(modeling)、部署(deploying)、執行(executing)以及管理(managing)。在本篇研究中,將探討企業對企業間協同流程的整合,並且發展一個以ebXML為基礎的協同商務企業流程模式。基於UN/CEFACT Modeling Methodology (UMM)此一致性的塑模方法論,本研究以邏輯化且系統化的方式來發現並詳細表達出國際物流業的跨企業交易流程,並以ebXML流程分析表格(ebXML Business Process Analysis Worksheets)為流程塑模輔助工具,進行國際物流業流程分析結果的記錄與表達。 基於此一ebXML為基礎之流程模式,本研究開發了一個企業間流程整合的雛形系統,藉以證明此企業流程模式是可行的,同時提出一個即時有效率的企業間電子商務可行方案。 / Internet technology and electronic commerce (EC) have brought up a complete overhaul on the information and communication technology infrastructure to do business in a new manner where companies try to leverage new technologies to enable a set of complex cross-enterprise business processes allowing entire value chains to share decision-making, workflow, capabilities, and information with each other. However, companies often have problems in making their internal information technology (IT) systems communicate with their partners. Although eXtensible Markup Language (XML) represents the most versatile and robust format for exchanging business information, there is also a need for process integration standard that enables processes to be modeled, deployed, executed, and managed. In this research, business-to-business collaboration process integration issues have been studied and an ebXML-based Collaborative Commerce Business Process Model is developed. According to a consistent modeling methodology, UN/CEFACT Modeling Methodology (UMM), we identify and specify the inter-enterprise business processes of the global logistics industry in a logical and systematical way. The ebXML Business Process Analysis Worksheets is used as modeling aids to record and represent analysis results of global logistics industry. Based on the ebXML-based business process model, we develop a B2B process integration prototype system which shows that the business process model is feasible and suggests a possible solution for real-time and efficient B2B electronic commerce.
