受到電信自由化的影響,我國行政院於民國76年起,也開始了電信自由化的腳步,民國88年底,開放固定通信業務,使我國所有的電信服務業都開放競爭。正因為電信市場的全面開放,使得電信市場的競爭愈益激烈,電信服務業者不得不快速調整其經營步伐及經營策略,以面對種種外在環境的挑戰。  本研究的目的主要是探討科技環境變遷對電信產經營之影響,而研究對象則選定在台灣電信市場中極具代表性的中華電信公司。本文採用個案研究方法(Case Study),屬於探索性研究(Exploratory)。先針對電信產業做相關分析,探討科技環境變遷對電信產經營之影響,之後以此分析結果,再針對中華電信做相關探討,以獲得驗證。 / In order to compete with the worldwide open telecommunication industry market, the Executive Yuan had planned the step to open our telecommunication market from 1987. And then open out the fixed network service and all kind of telecommunication business for public to deal in the end of 1999. Because the entirely open for the market, the competition in telecommunication market become more and more vehemently than ever. In order to fit the market and against all kind of challenge, the telecommunication service providers have to change and adjust their management policy and strategy. The main purpose for this research is to investigate the influence of the technology environment fluxing to running the telecommunication industry business. And the target to study is locate on ChungHua Telecommunication Inc, which stand a important position in Taiwan telecommunication market.  The Thesis uses the case study method to do this research, and it's an exploratory one. It first analyzing the telecommunication industry, and investigating the influence of the technology environment fluxing to running the telecommunication industry business. Then we do study and analyze into the ChungHwa Telecommunication Inc.according to this result we just got, and confirm it.

迎戰投資環境改變其存活之道--以東莞台商企業創新營運模式為例

本論文旨在探討台商企業面對中國大陸這幾年來的投資環境變化所採取之創新應變策略之研究。本研究聚焦在台商聚集最密集、且近年來大陸投資環境變化最劇烈的東莞地區,探討過去以彈性、創新與問題解決為特性的台商企業,在快速變遷與競爭的大陸與全球市場,所面臨的困難以及他們的創新之道,藉由掌握台商後續在中國大陸市場發展的重要參考。 本研究結果顯示,中國大陸外資政策的巨大轉變,讓當地的台商企業產生營運成本提高、出口退稅減少的問題。對外又受到全球原物料上漲與金融海嘯的衝擊,影響其營運成本和外銷訂單衰退。 儘管多數受訪企業都受到外在投資環境改變的影響,但本研究也顯示,成功的企業早在投資環境開始大幅改變之前,就以前瞻的思維做好創新的準備,並採取「提高價值(Value up)」的路線,而非一味的講求「降低成本(Cost down)」。因此開始在產品上更加強化研發實力,在內部管理上更加強調人員培訓,在市場開發上則更加注重中國內需市場,以發展自有品牌或代理國際代工客戶的品牌,走出外銷不振的衝擊。 最後,本研究也建議,企業在發展創新策略時應該注意保持對自身核心競爭力與外在市場的敏銳了解,才能成功創新,讓企業永續經營。 / The objective of the thesis is to discuss the innovation strategies that Taiwanese enterprises take to overcome the dramatic changes of Chinese investment environment. The study mainly focus on Taiwanese enterprises in the DungKuan City, the area that most Taiwanese enterprises locate in and has been through the most dramatic investment environment changes in recent years. Also, the study aims to discuss what kind of problems these Taiwanese enterprises, who are known for being flexible, innovate, quick problem-solving encountered and how do they solve the problems by innovative ways. These results can become important reference for Taiwanese to develop further in Chinese. The result shows that the changes of Chinese policies for foreign enterprises increase the Taiwanese enterprises’ operating costs and decrease their export tax benefits. At the same time, the soaring raw material price and global financial crisis also infect the Taiwanese enterprises’ operating costs and lose of export orders. Although most of the Taiwanese enterprises suffered from the impact of external investment environment challenges, the study also indicates that successful enterprises have made well preparation before the environment challenges happen. Also, they mainly focus on “value up” strategies, not just to “cost down”. Therefore, they emphasize more on research and develop abilities, or human power training, or make efforts on developing Chinese market by different branding strategies. At last, the study also provide suggestion to these Taiwanese enterprises and points out that enterprises should oversee their competitive advantages and cultivate strong market sense when they develop their innovation strategies. In this way, the Taiwanese enterprises can survive from the investment environment changes and have a better future.

因應環境變化策略之研究-以科技產品代理業為例

台灣科技研發能力與先進國家有一段落差,因此多年來一直處於宏碁施振榮先生所述微笑曲線中間段之製造導向;因此導入國外技術及引進相關設備、儀器、元件、材料等等產品,是協助產業快速與全球科技接軌的必要;而代理商居中穿針引線所扮演之角色就相形重要。然而,隨著科技的進步、資訊的發達、溝通的方便、產業全球化及景氣循環週期壓縮等各項環境的變遷影響,代理行業所面臨的挑戰就日益嚴峻。隨著台灣科技產業演進,代理商生態是滄海桑田,如何尋求生存之道,找出因應成長策略及適時轉型,是個有趣而值得一窺究竟。 在大環境變遷之下,企業先綜觀處於環境之中地位與優劣勢,了解產業版圖之移動與技術之發展,並檢視組織之核心能耐與資源分配,進而探討產業鏈上下游之關係,特別是原廠、代理商及客戶之互動,然後分析競爭優勢與相關內、外在之威脅,洞悉各方之意圖與了解自我之企圖,隨之根據各種情況找出適當之因應策略。 在探討遴選之個案公司之前,本研究首先一觀台灣科技產業之概況與演進,認識代理商在這產業的角色、規模發展及存在價值;之後開始對個案公司在二十餘年經營之背景做一巡禮,而挑選出三大重要時辰的里程碑作為探討,包括:(1)營運模式之調整所作之轉型策略;(2)營運規模拓展及併購所作之成長策略;(3)營運事業項目裁撤、整併與開發所作之縮編與成長策略。本研究將此三個因應策略整理、分析及歸納後,提出可供業者因應環境變化時可參考之策略。 / In professional field of R&D (Research and Development), firms in Taiwan lack behind firms based in developed countries. The gap causes high-tech industries falling on the middle section of the “Smiling Curve”—the concept brought up by Stan Shih, CEO of Acer CEO, in 1992. The middle section of the smiling curve focuses on “assembly” and “manufacturing”. Under this circumstance, in order to enhance the capabilities of Taiwanese firms, it is necessary to import equipment, instruments, parts and related materials from outside of Taiwan. During the process, the role of distributors who acts as a mediator is very significant. However, with the fast changes of environment, such as development of technology, advancement of information and communications technologies, industry globalization and short industrial cycles, these distributors are facing more intense competition and severe challenges than before. It is worthy of finding the strategies to cope with these environmental changes so distributors (firms) can survive in the long-run. With the research objective in mind and taking the perspective of a firm, the research first focuses on the industry environment to understand the nature of the high-tech industry faced by a firm. Second, the firm evaluates its core competencies and resource allocation. Third, the firm explores the relationship between the upstream and downstream industry chain, especially the interaction among principal, agents and customers to do a SWOT analysis to identify adapting strategies. The research starts with Taiwan's high-tech industries overview and evolution, and the value chain in the industry, and the roles of technology middlemen. Then, focuses on the case study to review the technology company’s (i.e., the technology middleman) operational history for the past two decades and selects three major important milestones including strategy for business model adjustment and transformation, strategy for business expansion and merger, and strategy for business reduction, consolidation and development. Finally, the study summarizes the findings and offer implications to firms and suggestions for future research.

應用Landsat影像於都市碳吸存效益之分析 / Application of Landsat Image in Urban Carbon Sequestration Analysis

自工業革命後,隨著科技的進步,人口、經濟、醫療技術皆快速發展,也因人類需求的增加而大量燃燒化石燃料,大規模的砍伐熱帶雨林,導致大氣中二氧化碳大量增加,進而衍生溫室效應的發生,甚至造成全球氣候變遷。 在全球暖化的狀態下,聯合國氣候變化綱要公約與京都議定書中都明確肯定森林可固定主要溫室氣體二氧化碳,由於森林具備吸收和儲存二氧化碳的能力,其對於生態系統中的碳循環功能扮演重要的角色。若能有效監控森林資源,便能管理溫室氣體,且能提出有效的控管方式。 而本研究將應用遙測技術於碳吸存與環境變化的監測,透過美國大地衛星影像(Landsat)進行不同時期與區域之碳吸存的評估,與以往研究之最大差異為可進行大尺度與多時期的碳吸存評估,並且達到經濟、準確、有效提升效率之目標。 本研究根據光能利用率(Light use efficiency)為基礎模型,計算2005-2010之植生淨初級生產量(Net Primary Productivity, NPP),且配合不同的研究區域:台北、高雄,進一步探討不同的氣候條件與土地利用的條件下,其差異性對於NPP之影響。 成果顯示,在不同環境條件下碳吸存能力受到氣候條件影響最大,且在資料具有缺漏狀態下,依然能反映不同區域之趨勢,雖無法有效評估年總量,但仍可供評估區域性碳吸存能力之趨勢。 / Since the industrial revolution, with the rapid progress of science and technology, population, economy, and medical technology also grow rapidly. Because of increased human demand, coupled with burning lots of fossil fuels, and large-scale felling of tropical rain forests, which result in a significant increase in atmospheric carbon dioxide, and then trigger the greenhouse effect to occur, hence causing global climate change. Under the global warming condition, the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol (KC) both clearly affirmed that forests can fix the main greenhouse gas—carbon dioxide. Because forests have the ability to absorb and store carbon dioxide, they plan an important role in carbon cycle function for ecosystem. If we can effectively monitor forest resources, we will be able to manage greenhouse gases, and can come up with effective control methods. In the present study, we will use remote sensing technology to monitor carbon sequestration and environmental changes. Using Landsat images, we assessed carbon sequestration of different time periods and areas. The biggest difference between this study and previous researches is that large-scale and multi-temporal carbon sequestration assessment can be done, and the goals of economic, accurate, and increasing efficiency can be achieved. In this study, the Net Primary Productivity (NPP) of 2005-2010 was calculated based on the light use efficiency model. By comparing the results of different research areas—Taipei and Kaohsiung, the effects of different climatic conditions and land use conditions on NPP was investigated. The results show that, under different environmental conditions, the carbon sequestration capacity is affected the most by climatic conditions. Furthermore, in the absence of data, it still can reflect the trend of different regions. Although not being able to effectively assess the total amount of a year, it still can be used to assess the trend of regional carbon sequestration capacity.
