無 / This research examines Chinese spouses’ narratives regarding their participation in a Taiwanese organization and their experience and adaptation to a new life. Fourteen spouses, members of a Taiwanese organization called Chinese Association for Relief and Ensuing Service (CARES), completed in-depth interviews. Qualitative analysis identified prominent themes in participants’ responses in relation to three main subjects: community communications, participation and empowerment. Analysis revealed that the organization communication techniques can be included in the category of community communications. Nevertheless semi-horizontal and bottom-up approaches were identified. This condition is reflected also in the process of spouses’ participation and empowerment. The participation of women in community communications was reached only partially. The same can be said about empowerment, which was achieved mainly at the psychological level. The debate offered a list of possible factors which could be related to the partial development of empowerment and participation. They could be traced back to cultural, social, political, personal and gender factors. Suggestions which are based upon these findings of empowerment and participation are proposed to the organization and to Chinese spouses.

族群認同下的社區傳播--以美濃反水庫運動論述為研究脈絡

社區的特質和傳播的過程,兩者相似程度甚高,本研究將社區視為研究場域,藉此探索傳播的本質和運作方式。其目的之一,是認為傳播和社區的認同有密切的關聯,因而想從中找到關聯的性質;之二則是相信在社區情境中,可以從更多元而深刻的面向發掘並探討傳播的基本意義。 本研究的脈絡「美濃反水庫運動」,是高雄縣美濃鎮的鎮民因為反對政府的美濃水庫興建案,自民國八十一年開始發動的族群社區抗爭運動。本研究採用運動發動者所使用的論述主題,根據「共識動員」的理論架構分析之,再對照美濃此一客家族群社區原本具備對自身的認同,來檢視上述兩者之間的關係:一、美濃既有的族群認同在論述中如何被呈現;二、在訊息傳播的過程中,認同的意識和機制如何影響運動策略。而經由分析得到的結果,以傳播的角度來觀視,呈現了什麼樣的意義?發掘了什麼過去所末見的觀點? 本研究發現,在一個族群社區中,當發生涉及集體利益的公共議題、攸關族群的存續時,社區應對的機制和過程中,因為祖裔連帶、共同經驗和集體記憶所形成的認同感,往往會成為集結協志力量所動員的主要資源。在美濃反水庫運動的案例中,族群的認同,在整個訊息傳布的過程中,成為論述生產的核心基調。 其次,由於客家族群象徵符號的密集運作,運動的意義已經超越維護性命身家財產安全的現實層次,提升為族群傳統和歷史文化保衛的集體形上意義,召喚出心中對所屬族群和社區共同利益的認同,建構起對社會真實新的認知。 在一個社區內,認同的形塑過程其實也就是傳播的運作過程。人們從社區中吸收和攫取文他特質以形成集體共識,就是透過傳播的機制,藉由符號的傳遞與互動而漸次形成。而每一個成員的活動,也經由轉換成各類象徵符號,傳遞和儲存在社區的集體記隱之中,並形成新的認同。 本研究希望藉由本土的實例研究,開始深刻思索社區傳播此一取向在傳播研究中可以強化既有成果的地方,做為未來進一步研究的紮實基礎,從中累積經驗和論述,逐步建立起一個新的研究領域。 關鍵字:社區傳播、社區、美濃鎮、美濃反水庫運動、社區認同、族群認同、共識動員、社會運動、文本分析、客家、意義建構

隱藏於日常社區傳播中的女性能動性:以旗美社區大學女性學員為例 / Women's hidden agency in everyday communication: a case study of female students at the chi-mei community university

本研究從廣義的社區傳播觀點出發,探討傳統社會結構限制下的社區已婚女性,如何展現她們的能動性從家庭「走出來」,並且成為社區大學和在地社區產生連結的中介角色。在已婚女性的個人能動性方面,研究者發現根據女性所擁有的資源差異,會影響她們自我定位協商的方式。其中自主性內隱的女性,使用了「以退為進」的戰術,有意識或無意識地鬆動了傳統「賢妻良母」的自我定位。而在女性發揮能動性的過程裡,她們也展現出一種默會知識樣貌──同理心和禮物經濟。這些默會知識的運用,使她們得以在家庭和社大的場域,扮演橋樑般的角色,在情感層面上建立起對班級、社大與社區的集體認同,以及可被用於即時動員的人際網絡。而她們也會以自己的知識經驗為基礎,將社大的理念轉化為她們所認可的具體行動。 / The idea of "Community Communication" is not limited to the use of community media. In a broader perspective, interpersonal communication in everyday life should also be identified as a sphere of community communication. Therefore my research focused on the interpersonal communication of four married women who took courses in Chi-Mei Community University. From their cases, the agency of married women who lived under traditional social restraints was distinctively uncovered. As long as these female students found their own way out of domestic life, they voluntarily became mediators in community communication. They helped Chi-Mei staff not only in running courses more smoothly but also in building rapport with local inhabitants successfully. All these female students identified themselves with the roles of "wives and mothers." However, based on the different resources they acquired, they developed various tactics in the re-negotiation of self-identities during the post-parental period. In one case where the husband had more power over his wife, the wife swiftly came up with strategic approaches that instead helped her gain the advantages over her husband (sometimes even without his knowing it). With this kind of wit cultivated from daily communications, while studying in Chi-Mei Community University, these married women even foster certain tacit knowledge which can be defined as "empathy" and "gift economy". By making use of tacit knowledge, these women translated the concepts advocated by Chi-Mei staff into real actions. And they were able to mobilize their family members and friends in taking these actions as well. Yet they did not associate their voluntary contributions with the abstract concepts, but attributed the actions to their sense of belongings as a community with Chi-Mei and the people whom they admired. These female students actually underestimated their importance in community mobilization. In fact, after Typhoon Morakot seriously damaged southern Taiwan in August 2009, the community networks fostered by women’s interpersonal communication played crucial roles in delivering materials to those victims in need. This was a good example of how the loosely connected networks could be activated at some critical moment while community mobilization is urgently required.

媒體公(近)用實踐之探討: 以臺北市有線電視公用頻道節目《臺北市民故事館》為例 / 『Taipei Stories』: an experiment and case study of the public access to cable TV

1993年有線電視法通過,有線電視逐漸取代無線電視,成為台灣主要的傳播媒介。有線電視因其纜線鋪設與經營形態等特性,成為自然壟斷的地方媒體;因此,法律上視其為「準公用事業」,並賦予回饋地方的義務,此為有線電視公用頻道出現的原因。 公用頻道的主要價值是落實媒體近用權,然而受到申播法規、業者經營意願與民眾製作影音內容技術門檻等限制,公用頻道在台灣的成效不彰。近年來新傳播科技興起,影音網站快速成為民眾慣用的近用平台,公用頻道存續意義乃受挑戰。本研究之目的即在探討數位匯流趨勢下,公用頻道的未來。研究發現,影音網站雖能儲存播放大量的民眾影片,但其本質仍屬「社群媒體」,與公用頻道作為社區媒體的功能不同。同時,影音網站的搜尋機制與使用者習慣也影響影片的曝光度,並不能提供一視同仁的公平近用。因此,本文認為,有線電視公用頻道的地方性與公平近用的經營理念,仍是公用頻道未來發展的應屬方向。 據此,本研究之創作實踐即以五十支「臺北市民故事館」短片,試驗公用頻道落實地方媒體近用,提升社區意識的可能製作方式。此短片透過口述歷史與數位自述之技巧,提高居民分享社區記憶、建立社區認同、參與社區事務,提升社區公益的意願,以作為公用頻道未來節目企劃製作的參考。 / In Taiwan, the previously prohibited cable television operators were legalized after the Cable Television Law was established in 1993. Like in many countries, cable television has gradually replaced network television as the primary media in Taiwan. The specific cable installation and its business model make cable television a monopolizing media in local communities. According to Cable Television Law, cable television is regarded as a “prospective public utility,” and one of its obligations is to serve the public. Therefore, the cable television public access channel was launched. The core value of public access channel is to grant the Right of Media Access. However, the practice of public access channel in Taiwan is hampered due to multiple restrictions such as broadcast application law, regulations, business management and the technical thresholds of audiovisual content production. In recent years, many websites, such as YouTube and youKU, have rapidly become the preferred access platform for the public. The necessity of public access channel is being questioned and challenged. Some studies showed that while audio and video websites can store and play a large number of access videos, their essence remains as “social media” rather than “community media,” such as public access channel. Furthermore, the audio video websites’ search mechanism and the users’ habits can both affect the exposure of the videos and impair the fair access of media. This study, supplemented with 50 related projects, intends to discuss the future development of public access channel under digital convergence. Through a year’s productions and surveys, the author concludes that the unique local relevance and the importance of providing fair access should be the emphasis of the future development of public access channel. The creative projects of this study, broadcasted on public access channel, present the public the right to access local media and enhance the community awareness. These projects, digital programs of personal life experiences, were designed for telling Taipei Stories. By employing oral history and digital storytelling techniques, these projects intend to encourage the residents share their community memories, enhance community identity, participate community affairs, and further improve the community charity. In addition, these projects can serve as references for planning and producing programs for public access channel in the future.
