Este trabalho analisa a criação da Universidade Federal do ABC e seu projeto pedagógico, que pretende trazer importantes inovações para o ensino superior brasileiro, avaliando sua implantação e seu impacto tanto no contexto regional quanto nacional de educação superior. Analisa-se sua capacidade transformadora da realidade, a partir de uma discussão sobre o conceito de desenvolvimento econômico e social contido em seu projeto. Para isso, em primeiro lugar situa-se seu aparecimento, apresentando-se um panorama do ensino superior na região do ABC, bem como o contexto de reestruturação produtiva naqueles municípios, com base na coleta de dados do IBGE e do INEP e na análise de documentos institucionais e na verificação bibliográfica. Em seguida, analisa-se o projeto pedagógico em si, problematizando-o e mostrando as principais visões de universidade e de sociedade atuantes e conflitantes em seu interior. Por fim, resgata-se o debate sobre o conceito de desenvolvimento social e econômico e as relações com a universidade, buscando entender a função social da UFABC. / This study examines the creation of the Federal University of ABC and its project, which aims to bring important innovations to the Brazilian higher education, evaluating its implementation and its impact both on the regional and national higher education. We analyze its capacity to transform reality, from a discussion of social and economic developments concept contained in the project. We present, then, an overview of higher education in the ABC region, and the context of productive restructuring on those municipalities, based on data collection and analysis of institutional documents and bibliographic verification. Next, we analyze the pedagogical project itself, questioning and showing the main visions of the university and society active inside. Finally, it\'s indicated the debate on the concept of economic development and relations with the university, trying to understand the social function of UFABC.

A região do Grande ABC paulista, formada por sete municípios - Santo André, São Bernardo do Campo, São Caetano do Sul, Diadema, Mauá, Ribeirão Pires e Rio Grande da Serra -, tem uma importância considerável no contexto sócio-políticoeconômico- cultural do Brasil. Dentre outras características, percebe-se a grande mobilidade da população, fazendo crer que, atualmente, na região do Grande ABC, há poucos usuários que falam a norma da região. Por isso, faz-se necessário resgatar, o mais rápido possível, a variação semântico-lexical da língua falada no Grande ABC, como forma de se registrar a memória lingüística da comunidade dessa região. A presente tese busca registrar parte desse cabedal lingüístico e tem por objetivo geral descrever a norma semântico-lexical da região do Grande ABC paulista, com vistas ao Atlas Semântico-Lexical da Região do Grande ABC. Com base nos postulados da Geolingüística contemporânea, aplicou-se o Questionário Semântico-Lexical do Projeto ALiB, versão 2001, em nove pontos da região a 36 sujeitos subdivididos em duas faixas etárias - 18 a 30 e 50 a 65 anos de idade - e nos dois gêneros - feminino e masculino. Com as respostas obtidas nas entrevistas, elaborou-se um banco de dados semântico-lexical, disponível em CD-ROM, e, posteriormente, foram os dados tratados e documentados cartograficamente, a fim de que se pudesse elaborar o quadro da diversidade semântico-lexical do falar da região do Grande ABC. Além do referencial teórico-metodológico da Geolingüística e da Lexicologia, a partir de obras de Pottier e Barbosa, utilizou-se a abordagem de Norma efetuada por Coseriu, e complementou-se com noções de Estatística Lexical, propostas por Muller, sobretudo as referentes a freqüência. Ao final, chegou-se a um conjunto de 202 cartogramas lingüísticos, que não apenas revelam a norma semântico-lexical do Grande ABC, como também constituem um retrato, ainda que parcial, do falar paulista. / Located in the state of São Paulo, the region known as the Great ABC paulista is comprised of seven cities: Santo André, São Bernardo do Campo, São Caetano do Sul, Diadema, Mauá, Ribeirão Pires and Rio Grande da Serra. This region has considerable importance in the sociopolitical and economic-cultural contexts in Brazil. Among a number of characteristics, is possible to think that the great populational mobility in this region make possible to believe that, nowadays, there are few users of the linguistic norm of the region. That is the reason why it is necessary to rescue the semantic-lexical variation of the language spoken in the Great ABC area, as a way of registering this community\'s linguistic memory. This work attempts to register part of this linguistic ensemble and its general objective is the description of the semantic-lexical norm of the Great ABC paulista region, in order to build the Semantic- Lexical Atlas of the Great ABC region. Based on the postulates of contemporary Geolinguistics, we have applied the Semantic-Lexical Questionnaire of the AliB Project, version 2001, in nine points of the region, on 36 subjects belonging to both genders - female and male - and subdivided in two age groups - people aged between 18 and 30, and between 50 and 65. The answers obtained during the interviews were the basis for the elaboration of a semantic-lexical database, available on CD-ROM. Afterwards, these data were cartographically treated and documented, so that it would be possible to have a panorama of the semantic-lexical diversity of the Great ABC region\'s speech. Besides the Geolinguistics and Lexicology theoretical and methodological references, such as works by Pottier and Barbosa, we have used the normative approach elaborated by Coseriu, and the notions of Lexical Statistics, proposed by Muller, mainly those concerning with frequency. At last, we have made 202 linguistic cartograms, which not only reveal the semantic-lexical norm of the Great ABC region, but also constitute a portrait, although partial, of the oral speech of the state of São Paulo.

This is due to the fact that Brazil never adopted a model that could favor this form of conflict resolution. The legislation of the Vargas Era caused the emergence of assistant unionism, which was subordinated to the State. The Constitution of 1988, although allowing the organization of unions, continued adopting the same practices that prevent full freedom in their operation. With this, the collective negotiation process is still very timid here. Based on collective private autonomy, we will approach collective negotiation in this study starting from a general analysis of its legal aspects, but with focus on its development in workplaces. The purpose is to discover and describe the successful localized negotiation experiences in the country, especially, in the case of the metallurgical steelworkers of the ABC region in the State of São Paulo. For such, the objects of the study shall be its concept and the definition, both in the international and Brazilian legislation, regarding doctrinal positions. The legal nature and the birth of the negotiating process will follow. And, soon after, the main principles of Law and those specific for collective negotiations. Then we will analyze their functions and the legislation complex that regulates its operation, based on the ILT, the constitutional and infra-constitutional Brazilian legislation, and the proposal for union reform discussed at the National Labor Forum (FNT). Next, we will study the classification of collective negotiation under the four different views, and in the part related with its structure, we will approach the subjects, levels, content, and the procedures for its realization. After this general analysis, to deepen our understanding about collective negotiation, it will be necessary to learn the meaning of the internal representation of workers, discussing the legislation and comparative law, besides experiences found in Brazil, with emphasis on the factory committees that emerged in the ABC region metallurgical steelworkers. A description of the historical moment that allowed the emergence of the new unionism in that region will be made. And, as a final goal, the examples of the negotiations that took place in the companies located in the ABC, developed from those internal organizations will be subject to discussion, as successful experiences that deserve being replicated / O tema negociação coletiva de trabalho somente despertou interesse dos estudiosos do direito de alguns anos para cá. Isso se deve ao fato de que o Brasil nunca adotou um modelo que pudesse privilegiar essa forma de solução de conflitos. A legislação da Era Vargas fez nascer um sindicalismo assistencialista, atrelado ao Estado. E a Constituição de 1988, em que pese ter possibilitado a liberdade organizativa dos sindicatos, continuou adotando práticas que impossibilitam uma plena liberdade de atuação dos mesmos. Com isso, o processo de negociação coletiva ainda é muito tímido por aqui. Baseada na autonomia privada coletiva, a negociação coletiva será tratada neste estudo, partindo de uma análise geral sobre os seus aspectos jurídicos, mas focalizada no seu desenvolvimento nos locais de trabalho. A finalidade é conhecer e descrever as experiências de negociação localizada que deram certo no país, notadamente, o caso dos metalúrgicos do ABC paulista. Para tanto, serão objetos de estudo o conceito e a definição, tanto das legislações internacional e brasileira, quanto das posições doutrinárias. A natureza jurídica e o nascimento do processo negocial virão a seguir. E, logo após, os princípios gerais de direito e os específicos para a negociação coletiva. Em seguida, serão analisadas as suas funções e o complexo legislativo que disciplina a sua atuação, tomando como base as regras da OIT, da legislação constitucional e infra-constitucional brasileira e da proposta de reforma sindical discutida no Fórum Nacional do Trabalho (FNT). Seguindo adiante, será estudada a classificação da negociação coletiva, sob quatro vertentes diferentes e, na parte relativa a sua estrutura, serão abordados os sujeitos, os níveis, o seu conteúdo e os procedimentos para a sua efetivação. Após essa análise mais geral, para entender um pouco mais da negociação localizada, necessário se fará conhecer o que significa representação interna de trabalhadores, discorrendo sobre a legislação e o direito comparado, além das experiências encontradas no Brasil, com destaque para as comissões de fábrica surgidas no seio da categoria metalúrgica do ABC. Uma narrativa sobre o momento histórico que proporcionou o surgimento do novo sindicalismo naquela região estará presente. E, como objetivo final, os exemplos de negociação nas próprias empresas do ABC, desenvolvidos a partir daquelas organizações internas, serão comentados, enquanto experiências que deram certas e que merecem e devem ser seguidas

The subjects investigated were users from the UBS services (Basic Health Unities) who agreed to answer the PCA Tool (Primary Care Assessment Tool). The resulting data were compared with the analysis of the reports from the Municipal Councils for Health of each city. It updates the program characteristics and focus on the final report of ethnographic qualitative research profile of the youth education and adult service student, conducted between 1993 and 1995, an important service evaluation assessment. It proposes an update based on results presented in that research, using them to confront the development of youth and adult education policies in the city with the latest policies in ABCDMRR (Santo André, São Bernardo do Campo, São Caetano do Sul, Diadema, Mauá, Ribeirão Pires and Rio Grande da Serra) Region, in São Paulo State and Brazil, for this population segment. It searches revitalized measurements and qualitative assessments also gathered by that research to write this thesis. / Esta pesquisa localiza os diferentes aspectos na trajetória pioneira das políticas públicas municipais, em Diadema (SP), para a educação de jovens e adultos (EJA), especificamente no programa para alfabetização. Atualiza as características do programa e aborda o - Relatório Final da Pesquisa Qualitativa Etnográfica Perfil do Aluno do Serviço de Educação de Jovens e Adultos -, conduzida entre 1993 e 1995, importante avaliação do serviço. Propõe uma atualização baseada em resultados apresentados naquela pesquisa, utilizando-os para confrontar o desenvolvimento das políticas de educação de jovens e adultos no município e nas mais recentes políticas na Região do ABCDMRR (Santo André, São Bernardo do Campo, São Caetano do Sul, Diadema, Mauá, Ribeirão Pires e Rio Grande da Serra), no estado de São Paulo e no Brasil, para esse segmento populacional. Também procura reatualizar as mensurações e avaliações qualitativas angariadas naquela pesquisa para compor esta dissertação de mestrado.
