Using quantitative microbial risk assessment to determine if health risk warrants boil water advisories in Newfoundland and Labrador : time for a new approach

The effectiveness of Boil Water Advisories (BWAs) as a public health risk management tool is increasingly being questioned. Newfoundland and Labrador's zero-risk policy for issuing BWAs on public drinking water systems has resulted in over 210 active BWAs annually, the majority classified as long-term BWAs. BWAs are more likely to occur on small systems, in communities with low economic capacity, and in communities without a certified operator. No relationship was found relating confirmed cases of water-related illness to BWAs. Quantifiable health risk associated with BWAs was evaluated using Quantitative Microbial Risk Assessment (QMRA). Data on source water pathogen concentrations and epidemiological data was used to evaluate and calibrate the QMRA Model. The study demonstrated the application of QMRA in determining whether health risk warranted issuing a BWA. Eleven recommendations were made on how the province could adopt QMRA in establishing an alternative drinking water risk management and advisory framework.

Esta tese visa analisar a constituição, o funcionamento e os limites da Avaliação por Pares (AP) no âmbito do Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq). A pesquisa operou por dois caminhos distintos: um diacrônico e outro sincrônico. No primeiro, elaborou-se uma reconstrução histórica da AP praticada no CNPq entre 1951 e 2015 contextualizada pelas mudanças institucionais a que passou o órgão durante o citado período. O segundo caminho centrou-se na análise de dois estudos de caso que redundaram na elaboração de perfis dos Bolsistas de Produtividade em Pesquisa de Filosofia e Educação com bolsas vigentes no ano de 2016. Do um ponto de vista teórico, os resultados alcançados foram interpretados segundo as noções de Campo Científico de Pierre Bourdieu e Reconhecimento de Axel Honneth. Quanto à história da AP no CNPq constatou-se uma ligação entre o crescimento na quantidade de bolsas implementadas pelo órgão e uma maior formalização legal e institucional da AP, especialmente a partir da década de 1970. O próprio crescimento da comunidade científica brasileira possibilitou uma transição de procedimentos pessoais e informais de AP para um rígido, formal e impessoal circuito de imposições legais quanto a AP praticada no órgão. Quanto aos dois estudos de caso constatou-se que apesar de todas as restrições formais que atualmente regulam a AP no Conselho, especificidades históricas, geográficas, econômicas e relativas a gênero acabam por influir nos resultados dos processos de AP. Com base na pesquisa realizada, verificou-se a necessidade em se instituir uma maior transparência nos processos de AP no órgão de modo a se coadunar um aperfeiçoamento da própria prática da AP assim como um controle social da destinação dos recursos públicos mais democrático e acessível a sociedade civil. / This theses analyzes the institution, the mechanisms and the limits of peer review (PR) in Brazil’s National Council for Technological and Scientific Development (CNPq). Research was conducted at both diachronic and synchronic levels. At the diachronic level, I accomplished a historical reconstruction of PR practices in CNPq from 1975 to 2015, linking this reconstruction to the institutional changes undergone by the Council during this period. At the synchronic level, I focused on two case studies, which allowed me to outline the profile of researchers in Philosophy and Education with productivity grants (in 2016). Research findings were interpreted with the help of Pierre Bourdieu’s notion of Scientific Field and Axel Honneth’s idea of Recognition. As for the history of PR in CNPq, research results established a correlation between the increase in grants funded and the legal and institutional formalization of PR, particularly since the 1970s. The growth of the Brazilian scientific community entailed a shift from informal and personal PR procedures to the rigid, formal and impersonal mediating rules now in place. As for the two case studies, I found that despite all formal restrictions now governing the Council’s PR practices, historical, geographical, economical and gender based specificities still have an influence on the outcome of PR processes. Research results indicate the need for a greater transparency regarding the Council’s PR processes in order to improve practices and expand social control over allocation of public resources.

Magister Legum - LLM (Mercantile and Labour Law) / The establishment of an anti-dumping regime has become commonplace for many a government that seeks to protect and promote its local industries. One reason which appears to be dominant by its proponents is the need to curb predatory pricing. Another reason given by the proponents of anti-dumping is the need to maintain a level playing field for players in any particular industry. With these reasons and probably many others, anti-dumping legislation began to find its way into present-day trade. Canada, with its anti-dumping statute of 1904 [An Act to Amend the Customs Tariff 1897, 4 Edw VIII, 1 Canada Statutes 111 (1904)] is credited with the first modern anti-dumping legislation. New Zealand followed in 1905 with the Agricultural Implement Manufacture, Importation and Sale Act 1905, which was primarily meant to protect New Zealand's manufacturers of agricultural implements. The Industries Preservation Act 1906 which Australia enacted was to deal with market monopoly by manufacturers but it also contained provisions on anti-dumping. The first decade of the 20th century will thus qualify to be called the introductory decade of anti-dumping legislation.

In the context of rural development and, more specifically, land reform in the state of Rio Grande do Sul, Incra has hired NGOs to provide technical assistance to settlers and the repercussions of this neu configuration, to the political project of these organizations is not know. This research addresses the issue by performing a contrast of the possibilities of civil society in social critique and change, identified by literature review, with the trajectory of performance of a rural NGO advisory, the Centre for Alternative Technology Popular (Cetap), non-governmental organization created in 1986, with headquarters in Passo Fundo, RS. The case was deal with Cetap qualitative approach, resorting to the literature search, consultation documents, analysis of legislation and conducting semi-structured interviews. The original Cetap s mission stimulate small farms through social organization, encouraging the production so that your organization will guarantee the sustainability and identified themselves and we identified three phases in its history: pre-institucionalization, acting as a center for research, training, demonstration and how NGOs socioambiental and comparative phases shows that networks and parthnerships area shown as essential to defining their lines of action. In its path were marked with the approximations Church, social movements, Network Future Earth and State. The acting in contract began in 2009 to provide services for Ates, Incra and is developed in tandem with other lines of work. The acting in the Ates is seen as converging with the political project of the organization but implies relative loss of autonomy in planning actions. There is a recognition that organizational sustainability implies the need for constant review of its guidelines and that experiences a moment where such revisions are timely. / A partir da década de 90, o Estado passou a declinar serviços públicos não exclusivos para serem executados pelo associativismo civil muitas vezes abrigado sob a noção de Terceiro Setor . No âmbito do desenvolvimento rural e, mais especificamente, da reforma agrária, no estado do Rio Grande do Sul, o Incra vem contratando Organizações Não Governamentais (ONGs) para a prestação de serviços de assistência técnica para assentados, e a repercussão dessa nova configuração para o projeto político dessas organizações não é conhecida. Essa pesquisa aborda essa questão realizando uma contraposição das possibilidades da sociedade civil na crítica e mudança social, identificadas por revisão bibliográfica, com a trajetória de atuação de uma ONG de assessoria rural, o Centro de Tecnologias Alternativas Populares (Cetap), organização não governamental criada em 1986, com sede em Passo Fundo, RS. O caso do Cetap foi abordado com enfoque qualitativo, recorrendo-se à pesquisa bibliográfica, consulta de documentos, análise de legislação e realização de entrevistas semiestruturadas. O Cetap tem como missão, no projeto original, estimular o pequeno agricultor, através da organização social e do incentivo à produção, de modo que sua organização lhe garantisse a sustentabilidade. Identificaram-se três fases em sua trajetória: pré-institucionalização, atuação como centro de pesquisa, experimentação, formação e demonstração e como ONG socioambiental. O comparativo entre as fases evidencia que as redes e parcerias mostram-se como essenciais à definição de suas linhas de atuação. Em sua trajetória, foram marcantes as aproximações com Igreja, movimentos sociais, Rede Terra do Futuro e Estado. A atuação em contratualização iniciou em 2009, para prestação de serviços de Ates para Incra e é desenvolvida em concomitância com outras linhas de atuação. A atuação na Ates é percebida como convergente com o projeto político da organização, mas implica relativa perda de autonomia no planejamento das ações. Há um reconhecimento de que a sustentabilidade organizacional implica necessidade de permanente revisão de suas orientações e que se vivencia um momento onde essas revisões são oportunas.

Increasing Postsecondary Education and Employment Planning through a High School Advisory Program

abstract: This mixed methods action research study examined the effectiveness of an Education and Career Action Plan (ECAP) Advisory Program on students’ formation of postsecondary education and employment plans. The study took place at a public high school in northern Arizona. Participants included thirty-three 11th-Grade Advisory students, four 11th-grade advisors, and me, the action researcher. One quantitative data instrument and three qualitative data instruments were used for data collection. Each of the four data collection instruments provided insight about one of the study’s research questions. The quantitative data from this study addressed whether the intervention had an impact on the ECAP Advisory Program’s ability to enhance students’ postsecondary knowledge. Results from the quantitative data demonstrated significant positive change, indicating that, through their participation in an ECAP Advisory Program, students developed their postsecondary education and employment knowledge. The qualitative data from this study addressed how the participants experienced the intervention by providing a deeper understanding of their experiences with their ECAP Advisor and the ECAP Advisory Program. Results from the qualitative data indicated that students’ perceptions of postsecondary education and employment planning changed substantially during their participation in the ECAP Advisory Program. As the study progressed, student participants reported they could more appropriately visualize the postsecondary education and employment environments that aligned with their interests. Furthermore, because of the time allocated for lessons and activities in the ECAP Advisory Program, students participants also reported feeling more prepared to pursue postsecondary education and employment opportunities as the ECAP Advisory Program progressed. And perhaps most importantly, student participants reported that their advisor positively impacted their postsecondary education and employment planning. Overall, in association with their participation in the ECAP Advisory Program and relationship with their ECAP Advisor, students expanded their postsecondary education and employment knowledge levels, developed and modified their education and employment goals, and felt more prepared to pursue postsecondary education and employment opportunities. / Dissertation/Thesis / Doctoral Dissertation Leadership and Innovation 2018
