Effectiveness of a Speed Advisory Traffic Signal System for Conventional and Automated vehicles in a Smart City

This thesis project investigates the state-of-the-art in traffic management "Green Light Optimal Speed Advisory (GLOSA)" for vehicles in a smart city. GLOSA utilizes infrastructure and vehicles communication through using current signal plan settings and updated vehicular information in order to influence the intersection approach speeds. The project involves traffic microscopic simulations for a mixed traffic environment of conventional and automated vehicles (AVs) both connected to the intersection control and guided by a speed advisory traffic management system. Among the project goals is to assess the effects on traffic performance when human drivers comply to the speed advice. The GLOSA management approach is accessed for its potential to improve traffic efficiency in a full market penetration of connected AVs with absolute compliance. The project also aims to determine the possible outcome resulting from enhancing the AVs capabilities such as implementing short time headways between vehicles in the future.  The best traffic performance results achieved by operating GLOSA goes for connected AVs with the lowest simulated time headway (0.3 sec). The waiting time reduction reaches 95% and trip delay lessens to 88 %.

"The Market That Just Grew Up": How Eaton's Fashioned the Teenaged Consumer in Mid-twentieth-century Canada

This thesis focuses on the emergence of the teenaged consumer as a market segment in Canada during the 1930s, 1940s, and 1950s. It challenges the notion that teenagers were of little interest to retailers until economics and demographics shaped the more numerous and prosperous post-war teenagers of the Baby Boom generation. Using evidence from corporate records and analysis of mail order catalogues, the study examines how department store retailer, the T. Eaton Company, Limited, began to cultivate a distinct and lucrative teenaged consumer in the 1930s, and thereby began shaping the teenaged consumer. The thesis contextualizes the case study of Eaton’s by exploring the varied expectations that adults had of young people at the time, using census records and magazines (Chatelaine, Canadian Home Journal and Mayfair) to explore concerns about young people’s transition to adulthood. It then focuses on how Eaton’s made a concerted and sustained effort to attract teenager customers to its catalogue and stores. Analysis of its semi-annual catalogue highlights the emergence of specialized clothing size ranges and styles, revealing that Eaton’s increasingly viewed the teenaged years as an important in-between life stage. Eaton’s also instituted teenage advisory councils to both glean market trends and provide a venue for what it considered education for novice consumers. Eaton’s presented consumption as a way to prepare young people for adult roles, legitimizing teenaged participation in the consumer marketplace and contributing to wider debates about when and how teenaged Canadians should reach maturity.

South African social workers at risk : exploring pathways to their resilience / Elmien Truter

Social workers worldwide play a pivotal role in delivering social services to those in need of such services. Designated social workers (DSWs) deliver statutory services pertaining to the protection of children in need of care and protection. All social workers are confronted by several professional risk factors that jeopardise their well-being; yet risks specifically observed in DSWs support the plea to enhance their resilience. The purpose of this qualitative phenomenological inquiry was to explore pathways of resilience among resilient South African DSWs by studying relevant literature and examining South African DSWs’ lived experiences. A secondary purpose was to draw on these experiences and literature to develop guidelines for South African DSW supervisors who may encourage the promotion of DSW resilience. Conducting a qualitative research synthesis was the first step and resulted in the confirmation of social worker risk and a deficient understanding of South African DSW resilience. An advisory panel of social work, DSW, and resilience experts assembled and formulated indicators of resilience in resilient South African DSWs, namely: a value-embedded life, having a support network, and having personal strengths, which, next, facilitated the identification of 15 resilient South African DSWs through snowball sampling. These 15 DSWs wrote narratives and were interviewed through semi-structured interviews in order to explore their lived experiences of workplace risks and their resilience processes. The findings concluded that these DSWs adapted to workplace adversities by living a purpose- and practice-informing creed, enjoying supportive collaborations, engaging in constructive transactions, and accentuating the positive. Guidelines for South African DSW supervisors, which emerged from these findings and literature, were proposed to be framed by reflective supervision as a step towards promoting South African DSW resilience. / PhD (Social Work), North-West University, Vaal Triangle Campus, 2014

Le heavy metal érigé en contre-culture dans le cadre du Record Labeling Hearing : une sous-culture en émergence entre stigmatisation et reconnaissance

La thèse analyse un document intitulé Record Labeling Hearing (RLH) (1985), qui reprend dans son intégralité une séance qui s’est tenue au Congrès des États-Unis à propos du contenu jugé problématique de certains albums de musique. Au cœur de cette séance, se retrouve le Parents Music Resource Centre (PMRC), un groupe de pression qui voit le jour en 1984. D’après le PMRC, les albums avec des paroles traitant de sexe, de violence, d’occulte, de drogues et d’alcool méritent l’autocollant du « Parental Advisory : Explicit Lyrics » afin d’avertir les parents des thématiques abordées. La séance réunit des sénateurs du Congrès américain, les membres du PMRC et des alliés de ces derniers, dont la National Parent/Teacher Association (NPTA), ainsi que des représentants de l’industrie de la musique et trois artistes. Nous verrons dans la thèse qu’en fait, c’est le heavy metal que le PMRC et ses alliés visaient lors du RLH et non par exemple certains contenus transversaux à divers types d’albums de musique. A cette époque, la sous-culture du heavy metal était encore en émergence et pour tout dire bien fragile. En 1985, elle était même menacée de fragmentation en raison de la popularité de certains de ses sous-genres. Or, en présentant le heavy metal comme une contre-culture, le RLH a aidé ce genre musical à se constituer en véritable sous-culture.

The literacy environment in support of voluntary reading: a case study in Gauteng East and the Highveld Ridge area

The aim of this study was to investigate the relationship between the literacy environment at home, at school and in the community and the development of voluntary reading and thus a reading habit. This research is relevant as there is an alarming drop out rate, poor matriculation results and low scores in reading performance tests in South African schools. Many factors and possible causes can contribute to this, but a major problem is the lack of a reading habit, low literacy levels and an environment that is not supportive of literacy. As a result, many children are still leaving school functionally illiterate. In order to develop a reading habit, learners must get maximum support and encouragement from their literacy environment, as children learn from what is going on around them. The major role players in the learner's literacy environment, are the home and family (microstructure), the school and teachers, and his community which includes libraries (macrostructure). A literature study on the foundations, contexts and practices of literacy, voluntary reading and environmental factors that affect reading provides the theoretical basis and a conceptual framework for this study. The research method used is a case study with the focus on a sample of learners from Grade 3 - 7 from schools in the Highveld Ridge and Gauteng East area. Due to budgetary and logistical constraints, rural areas are not included. The empirical survey investigates various aspects of the literacy environment. The survey method, with questionnaires for learners, teachers and headmasters, was used. Both quantitative and qualitative methods are used to generate data. The findings are that many learners experience difficulties which hinder the development of a reading habit, for example: schools and communities do not have libraries, or access to them is limited; appropriate reading materials are not available; or learners do not have access to them; multilingualism is a major problem in a country with eleven official languages, as many learners have to learn and teachers have to teach in a language other than their mother tongue; parents are not literate and cannot help their children; socio-economic conditions are not conductive to reading; there is a lack of support from governmental at various levels. Although findings in a case study cannot be generalised, certain conclusions and suggestions can guide teachers, parents and librarians to create a more supportive literacy environment to encourage voluntary reading. / Information Science / M.A. (Information Science)

In the first part of this essay, the author describes the regulatory regime governing the issuance of opinions by the Supervising Agency of the Government Procurement (OSCE) in Peru. In the second, there is a series of interpretative elements of the binding nature of opinions of OSCE that were provided by the legislature and that institution. The third is a review of the doctrinarian characteristics that defined the institution of the Administrative Advisory Service. And finally, in the fourth part, the author proposes an interpretation of the meaning and scope of the binding nature of opinions of OSCE, with focus on their application across the various stages of government procurement in Peru. / En la primera parte de este artículo se describe el régimen normativo que regula la emisión de opiniones por parte del Organismo Supervisor de las Contrataciones del Estado en el Perú. En la segunda, se recogen una serie de elementos interpretativos del carácter vinculante que el legislador nacional le ha dado a esas opiniones. La tercera hace una revisión de las características con que la doctrina define a la Función Administrativa Consultiva. Y en la cuarta, finalmente, se propone una interpretación del sentido y alcance del carácter vinculante de las opiniones, con especial énfasis en su aplicación durante las diversas etapasde la contratación pública en el Perú.

L'activité de transposition professionnelle et didactique dans le travail de vulgarisatrices agricoles féminine en Tunisie / The activity of professional and didactic transposition in women extension agricultural work with rural women in Tunisia

En voulant revoir le concept de transposition didactique (TD) dans un milieu professionnel, nous avons étudié le travail des vulgarisatrices agricoles féminines en Tunisie. Deux thèses sont soutenues simultanément : a/ La limite du concept de transposition didactique dans la lecture d’un espace de travail et l’intérêt du concept d’activité. b/ Contrairement à la représentation répandue, à savoir d’être des agents d’exécution, les vulgarisatrices sont plutôt des travailleuses créatives et créatrices de possibles. La combinaison d’approches sociologiques, psychologique historico-culturelles, didactique disciplinaire et didactique professionnelle, a permis, par des observations directes, des analyses d’entretiens et de documents, de suivre le processus de TD du début jusqu’à la fin avec des vulgarisatrices sur le terrain. Nous découvrons alors que le processus de TD ne rend compte que d’une partie de la réalité professionnelle qui est complétée par l’analyse de l’activité des vulgarisatrices. La transposition n’est pas uniquement didactique mais elle est avant tout professionnelle pragmatique. Tout en constituant un référent à la transposition, le cadre prescriptif influence et contraint les vulgarisatrices prises dans son mécanisme, mais la transposition est également le produit de leur activité socialement, culturellement et émotionnellement située. Nous comprenons mieux ainsi la diversité des activités de transposition situées et individuelles. / While re-examining the concept of didactic transposition (DT) in a professional environment, we studied the work of female agricultural advisors in Tunisia. Two arguments are simultaneously defended. A) The limits of the concept of “didactic transposition” in analysing a work environment and the interest of the concept of “activity”. B) Women who act as agricultural advisors are creative workers rather than simple executants. We combined sociological, psychological, historical and cultural approaches, academic and vocational didactics, directly observing women in charge of agricultural extension, analysing interviews and documents, following the process of DT from the beginning to the end. We thus discovered that the process of DT only partly accounts for the reality of these women’s work, the analysis of their activity supplementing it. Transposition is not only didactic; it is also vocational and pragmatic. The prescriptive framework constitutes a referent for transposition; it also influences and constrains the women who are involved in agricultural extension. Transposition is the result of their activity which is socially, culturally and emotionally situated. We are thus better able to understand the diversity of the activities of transposition once they have been situated in a context and recognized in their individuality.

Buscou-se também compreender as narrativas e discursos das comunidades envolvidas e do discurso oficial, que foram afetadas pelas funções de controle e vigilância de informações, em particular em períodos discricionários e totalitários. Problematiza-se que a produção de sentido ou a semântica não é um assunto muito refletido ou discutido na Arquivologia, as questões de representação da informação se encontram com maior evidência na Organização do Conhecimento, associada à Ciência da Informação. Esta produção de sentido pode levar ao contexto que está por trás do texto, à ampliação de estudos sobre tipologia documental, a linguagem, as narrativas e informações utilizadas nas universidades públicas federais à época, seus atores, as regulações existentes, assinalando, na historiografia do presente, as construções de memórias, o campo de disputas de memórias individuais e coletivas e atualmente sua (re) – significação. Existiu uma “ guerra info-comunicacional”, entre a produção de discursos e narrativas de estudantes e órgãos governamentais. Quanto aos aspectos teórico-metodológicos, observam-se correntes de pensamento na Arquivologia e na Ciência da Informação sobre a produção de sentido; o conceito de documento e informação e seus diversos aspectos na Ciência da Informação e na Arquivologia, a gênese, do processo documental, e, a materialidade do documento e da informação. Quanto ao aspecto metodológico empírico da pesquisa, destaca-se em primeiro lugar o entendimento do contexto dos documentos de arquivos sigilosos, com o Manual de Informações do SNI, Regulamento para Salvaguarda de Assuntos Sigilosos, Manual de Procedimentos administrativos da Assessoria de Segurança e Informação (ASI), buscando as funções, atividades e atos, organicidade e vínculo arquivísticos. Em um segundo momento, fez-se uso da Tipologia Documental, da identificação de documentos, buscando os assuntos coadunados ao conceito de relevância. Como amostragem do sistema de informação, foi utilizada a série de documentos do Diretório Central dos Estudantes (DCE), no fundo documental da (ASI), da UFF; célula que foi subordinada à Divisão de Segurança e Informação(DSI), do Ministério da Educação (MEC), na rede de documentos e informações produzidos e recebidos no Serviço Nacional de Informação (SNI) e no Sistema Nacional de Informações (SISNI). Constatou-se que houve uma cultura do sigilo. Criou-se uma cultura documental de produção de documentos e de sentidos, de técnicas e processamento de documentos e informações, envolvendo funções, atividades e atos, o que leva a pensar em uma cultura específica e especializada do SISNI e do SNI; que promoveu o discurso através do registro e a uniformidade de pensamento da comunidade de informações e contra-informações. Considera-se que a memória e a (re) produção de sentido nos arquivos se faz através da materialidade dos códigos sociais, e da elaboração de documentos e informações / This paper aims to understand how the State exercises power through social codes, standardization of documents and information, the production of meaning of records of confidential files in the Information and Counter-Information System in the Civil-Military Dictatorship, in a cut between 1971 and 1982, under the guidance of the Security and Information Office (ASI), Federal Fluminense University – UFF. It was also sought to understand the narratives and discourses of the communities involved and the official discourse, are affected by the functions of control and information surveillance, particularly in discretionary and totalitarian periods. It is problematic that the production of meaning or semantics is not a subject much reflected or discussed in the Archivology, the questions of information representation are more evident in the Organization of Knowledge, associated with Information Science. This production of meaning can lead to the context behind the text, the expansion of studies on documentary typology, language, narratives and information used in federal public universities at the time, its actors, the existing regulations, pointing out, in the historiography of the Present, the constructions of memories, the field of disputes of individual and collective memories and presently their (re) – signification. There was an “info-communicational war” between the production of speeches and narratives of students and government agencies. As for the theoretical-methodological aspects, currents of thought are observed in the Archives and Information Science on the production of meaning; The concept of document and information and its various aspects in Information Science and Archives, the genesis of the documentary process, and the materiality of the document and information. As for the empirical methodological aspect of research, Understanding of the context of confidential files, with the SNI Information Manual, the Rules for Safeguarding Confidential Affairs, the Manual of Administrative Procedures of the Security and Information Office (ASI), seeking the functions, activities and acts, organicity and archival link. In a second moment, it was made use of the Documentary Typology, of the identification of documents, searching for the subjects in line with the concept of relevance. As a sampling of the information system, the series of documents of the Central Directory of Students (DCE) was used in the documentary fund of (ASI), UFF; Which was subordinated to the Security and Information Division (DSI) of the Ministry of Education (MEC), in the network of documents and information produced and received at the National Information Service (SNI) and the National Information System (SISNI). It was found that there was a culture of secrecy. A documentary culture has been created to produce documents and senses, techniques and documents and information processing, involving functions, activities and acts, which leads to thinking about a specific and specialized culture of SISNI and SNI; Which promoted the discourse through registration and the uniformity of thinking of the information and counter-information community. It is considered that the memory and (re) production of meaning in the archives is done through the materiality of social codes, and the elaboration of documents and information
