The role of inventory control in service quality in a South African academic library

Service quality has always been a tacit assumption within the delivery of academic library services, but since the 1990s demands for accountability from different stakeholders, including the clients, made service quality a highly debated and researched focus in academic libraries all over the world. The scope of the study covers a wide-ranging analysis of discourses underpinning service quality and its accompanying performance indicators in academic libraries. Using the academic library of the University of South Africa as an illustrative case study, this study examines the possible impact of inventory control on the service quality of the academic library in three areas, namely access to information resources, retrieval of information resources and positive implications for sound financial management. The study's findings all point to a positive enhancement of service quality in regard to the three areas mentioned. / Information Science / M. Inf.

Authority control in an academic library consortium using a union catalogue maintained by a central office for authority control

Authority control is the backbone of the library catalogue and therefore a critical library activity. Experienced staff create authority records to assist users in their quest for information. The focus of this study is on authority control as a means of co-operation in academic library consortia using a union catalogue maintained by a Central Office for Authority Control. Literature studies were conducted on three sub-problems: the development of academic library consortia in South Africa, and various forms, characteristics and functions of academic library consortia in general; the characteristics, principals and objectives of authority control; and the functions of union catalogues with special reference to the role of Z39.50 within virtual union catalogues. The conclusion was that existing and new authority records should be made available as widely as possible within consortia through a union catalogue. It is however a partial solution, because not all the libraries within the consortium have the expertise to create new authority records. Two empirical studies were conducted. A cost analysis was done to determine the cost of creating and changing authority records within academic library consortia in South Africa, in order to choose a system within which authority control can be performed effectively and speedily. Secondly, a questionnaire was sent to libraries in the United States to gather information on their experiences with regard to authority control, library co-operation in general, and virtual union catalogues. The United States was the natural choice because it could be regarded as the birthplace of modern library consortia. Inferences drawn from the information received was used to develop the structure and functions for a Central Office for Authority Control in academic library consortia in South Africa. It was found that authority control within an academic library consortium using a union catalogue could be conducted most cost-effectively and timeously through such a Central Office for Authority Control. The purpose of the Central Office would be to co-ordinate authority control within the consortium. Pooling available resources within the consortium would keep the cost of authority control as low as possible. Libraries with the required infrastructure and expertise would have the opportunity to create authority records on behalf of other libraries and be compensated for their services. Through such a Central Office more authority records created according to mutually accepted standards would be available for sharing within the consortium. / Information Science / D.Litt. et Phil. A Internet veio para ficar nas universidades e bibliotecas. É objetivo desta tese de doutorado adrentar-se extensivamente nesse aspecto. Em duas vertentes, procura-se perscrutar o ambiente acadêmico paulista (UNESP, UNICAMP e USP) quanto às mudanças geradas pelo uso da Internet e, conseqüentemente, influindo em novos comportamentos e desempenhos de bibliotecários e docentes/pesquisadores e, ainda, identificar tipos de recursos utilizados na prática bibliotecária agora com o emprego de tecnologias emergentes. De outro lado, com interesse didático, busca-se reconstruir conhecimentos para cobrir matéria faltante a estudantes e iniciados no assunto, contemplando tópicos como Internet, Universidade/Serviços e Informação, Sociedade da Informação e Impactos. Como disciplinamento da matéria, o trabalho foi dividido em três grandes partes: Parte I – Plano metodológico de pesquisa, para visualização sintética dos estudos. Parte II – Sistematizações e referencial teórico, para fundamentação dos estudos e preparo de matéria para ensino e divulgação. Parte III – Pesquisa exploratória com descrição dos resultados do estudo de campo e determinação de indicadores de pesquisa, úteis como pressupostos para novas pesquisas. Finaliza-se com a validação da análise da pesquisa exploratória por meio de um estudo final, em que focaliza uma biblioteca universitária modelar, já inserida em ambiente digital: o Centro de Informação e Referência da Faculdade de Saúde Pública da USP. Quanto à caracterização da pesquisa, trata-se de estudo exploratório realizado, no período de 1999 a 2001, utilizando dois questionários estruturados, distribuídos por correio eletrônico, sendo um para 71 bibliotecas selecionadas das universidades oficiais paulistas e outro para 193 docentes/pesquisadores das mesmas universidades. Das bibliotecas obtiveram-se 23 respostas válidas ou 32,4%, enquanto dos docentes obteve-se o retorno de 42 respostas voluntárias ou 21,8%. Complementa-se a pesquisa com o estudo in loco de uma biblioteca modelar validando os resultados obtidos no estudo exploratório. Os resultados sinalizados nas considerações finais apontam o amplo uso da Internet pelos sujeitos avaliados, com destaque para os recursos de correio eletrônico e www. Nas bibliotecas, praticamente todos os setores/atividades fazem uso de algum recurso especifico da Internet, da mesma forma entre os docentes. Observa-se que o inicio do uso da Internet deu-se na década de 90. Com o advento da Internet surgem produtos e serviços adaptados ao ambiente digital (boletim bibliográfico e sumário de periódicos), e novos (biblioteca virtual, atendimento de usuários remotos e Intranet) verificados na Biblioteca da Faculdade de Saúde Pública da USP. Já, com os docentes, a finalidade de uso da Internet recai na troca de correspondência. O estudo analisa a questão dos equipamentos de informática (hardware e software) e os controles de uso e acessos adotados sobre os usuários pelas bibliotecas. Avalia-se o tipo de dificuldade e os benefícios do uso da Internet. Da relação do docente com a biblioteca, não se pode afirmar se a Internet afeta a freqüência, mas constata-se que a mesma se dá entre diária a 2 ou três vezes por semana (42,8%). Do estudo particularizado detectam-se os apoios e serviços oferecidos aos usuários (incluindo os remotos), com ênfase a programas de orientação e treinamento de usuários. Enfim, para os informantes consultados (bibliotecas e docentes) mudanças efetivamente ocorrem em relação aos serviços de informação em bibliotecas universitárias, exigindo revisão dos processos operacionais e necessidades de contínua formação de agentes e usuários de informação. Incluem-se considerações finais, recomendações e mensagem pessoal. / Internet came to stay at universities and libraries. The major objective of this dissertation elaborated to obtain the PhD Degree in Communications Sciences is to study this subject. The focus of this research is on the analysis of the academic environment to scrutinize the changes caused by the Internet use -- and its consequences which affected performance and generated new behavior among the faculty, researchers and librarians -- and to identify several types of resources used in the library routine, made available through the advent of cutting-edge-technologies. On the other hand, with a didactic interest, the researcher aims at building a knowledge body to cover missing aspects of this subject available to students and beginners of this field , including topics such as Internet, university , services and information, the Information Society and its impacts on the academic environment. The research is organized in three parts: Part I – Research Methodological Plan elaborated to give an overview of the study . Part II – Systematization and Theoretical Reference to give the fundamentals of the study and to prepare the subject for teaching practices and promotion. Part III – Exploratory Research with a description of the results obtained in the field study and determination of tools that may be useful for future researches. The conclusion validates the analysis of the exploratory research focused on an ideal university library which is already inserted in the digital environment: the School of Public Health Information Center of the University of São Paulo. In relation to the characterization of this research, it is an exploratory study carried out from 1999 to 2001. It used two structured questionnaires distributed via e-mail : the first one was sent to 71 selected official university libraries and the second was sent to 193 researchers and faculty members of the same universities. Concerning the libraries , 23 valid responses were obtained ( 32.4%) and 42 faculty members provided their feedbacks (21.8%). The research was complete through the “on site" study of a model library done to validate the results obtained in the exploratory study. The results show a wide use of internet , especially e-mail correspondence and the resources offered by Universal Research Locators (www).All library sections and academic activities use some Internet resource. It is remarkable to observe that Internet use started in the 1990’s .With the advent of Internet, several products were adapted to the digital environment (Bibliographic Bulletins, Periodicals Contents) and new services were created (Virtual Libraries, remote patron assistance , Intranet resources) identified in the library of the School of Public Health (USP). Regarding the faculty, Internet was used mainly to exchange e-mails. The study considers hardware and software conditions and the use control strategies implemented for library users. Types of difficulties and benefits of Internet use is assessed. Considering the relationship Faculty-Library, the study concluded that it is not possible to state that Internet affects library use, but it registered two professors visits per week on average ( 42.8%).The study revealed emphasis on training and orientation programs and on library services offered to patrons – for both in person and remote users – faculty members and libraries at large.

Bibliothekare in Hochschulbibliotheken als Vermittler von Informationskompetenz

Hochschulbibliotheken in Deutschland bauen ihre Schulungsaktivitäten stetig aus. Die Konzentration auf diesen Tätigkeitsbereich erfordert von den Mitarbeitern vermehrt die Beherrschung pädagogischer und kommunikativer Kompetenzen. Im Mittelpunkt der vorliegenden Arbeit steht die Frage, ob Bibliothekare das theoretische Potenzial des Konzepts Informationskompetenz in der Praxis ausschöpfen und die für die Vermittlung benötigten Kompetenzen besitzen. Basierend auf einem umfassenden Literaturstudium von Dokumenten, Erfahrungsberichten, Befragungen und Studien aus Deutschland, den USA, Großbritannien und Australien, gibt die Arbeit zuerst einen Überblick zum Forschungsstand. Anschließend werden die für diese Arbeit in einer bundesweiten Befragung 2006 von schulenden Bibliotheksmitarbeitern gewonnenen Daten vorgestellt. Sie geben einen Einblick in die aktuelle Wahrnehmung des Begriffs Informationskompetenz, des Themas im Berufsalltag, auf benötigte Kompetenzen und die Aus- und Fortbildungssituation in Bezug auf pädagogische, kommunikative und organisatorische Fähigkeiten. Die Ergebnisse zeigen Differenzen zwischen dem theoretischen Konzept Informationskompetenz und dem Selbstbild der Bibliothekare sowie Defizite beim Erwerb von Fähigkeiten und Kenntnissen für die Vermittlung von Informationskompetenz in der Aus- und Fortbildung. Auf der Grundlage des ausgearbeiteten Anforderungsprofils sowie der Zusammenstellung der beherrschten Kompetenzen und der Wünsche zur Aus- und Fortbildung können Berufsverbände und Aus- und Fortbildungsanbieter gezielt auf die Bedürfnisse der schulenden Bibliothekare eingehen, um sie auf die quantitativ und qualitativ steigende Nachfrage vorzubereiten. / Committed to library instruction, academic libraries require pedagogical and communicative skills from their staff to an increasing degree. This dissertation evaluates whether librarians fully exploit the theoretical potential of the information literacy concept in practice and whether they possess the set of skills to teach in library instruction programs. Included is a literature review encompassing theory papers, field reports, previous studies and surveys from Germany, the U.S.A., Great Britain and Australia. This analysis is complemented with a 2006 nationwide survey of German librarians with instruction responsibilities who were asked about their views on information literacy and their instruction experience, about their assessment of required skills and about training and professional development opportunities to acquire pedagogical, communicative and organisational skills. The survey results demonstrate differences between the theoretical concept of information literacy and the self-perception of librarians as well as deficiencies in acquiring instruction proficiencies in training and continuing education programs. Based on a newly drafted profile of qualifications for instruction librarians as well as on the assessment of required competencies and requested trainings, professional organisations and providers of training and continuing education may thus target the needs of instruction librarians, preparing them for the increasing demands of the future.

Access to and use of library electronic resources at the National Open University of Nigeria

The aim of this study was to investigate the extent of access to and use of library electronic resources and their implications on remote users at the National Open University of Nigeria. Specific objectives were formulated to: find out the different types of electronic resources available in the NOUN Library; investigate academic staffs’ and students’ level of awareness of electronic resources available in the NOUN library; explore the various types of electronic resources used by academic staffs and students of NOUN; find out how academic staffs and students access and use electronic resources in NOUN library; analyze the policies that enable access to and use of electronic resources by academic staffs and students at NOUN; find out the perceptions and attitudes of academic staffs and students toward the electronic resources available in the NOUN library; and identify the challenges associated with access to and use of electronic resources by the academic staffs and students of NOUN. The study adopted a quantitative research approach and survey research method was employed. The study targeted 1,680 population samples of which include 1,513 Students, 140 Academic staffs, and 27 Academic Librarians. Probability (Stratified random and systematic) sampling and nonprobability (purposive) sampling methods were adopted. Two sample frames were used: Students - classified into subgroups (Level) in each selected study centers and Academic staff - classified into subgroups (academic staff/academic librarian). Online (Google form) self-administered closed-ended questionnaire was sent to participants’ email. Data collected were analyzed through Statistical Package for the Social Sciences (SPSS). This finding revealed that electronic journals and electronic books are readily available in the NOUN library. Academic staff most likely, interact with the library staff or visit the library to be aware of library electronic resources, however, the students struggled to be aware through personal efforts. NOUN library creates awareness through the email and notice boards. The academic staff and students access and use the library electronic resources for various multidimensional purposes, however, there is a low patronage of these electronic resources by academic staff and students as less than 40% of academic staff and students access and use the library electronic resources. Electricity outage, low internet connectivity speed and high cost of access to internet were presented as challenges encountered while accessing and using electronic resources. Recommendations: the library management should develop awareness programmes that is appropriate for an ODL university community through the use of modern communication tools, and emphasy should be on the use of electronic resources in the university curriculum. / Information Science

Bereits vor zehn Jahren gab es den ersten großen E-Book-Boom. Während damals noch digitale Buchinhalte für spezielle Lesegeräte im Mittelpunkt der Diskussion standen, dominieren inzwischen webbasierte Angebote den stetig wachsenden Markt. Für Bibliotheken eröffnen sich durch diese E-Books der nächsten Generation völlig neue Möglichkeiten in der Informationsversorgung ihrer Benutzer. Sowohl der globale Wissensaustausch, als auch der Zugriff auf Fachinformationen können mit ihrer Hilfe beschleunigt werden. Dies spielt insbesondere für Spezialbibliotheken, wie die der Max-Planck-Gesellschaft, eine große Rolle. Denn gerade von ihnen wird erwartet, dass sie die Mitarbeiter ihrer Institute stets mit den aktuellsten Fachinformationen versorgen. Aufgrund der Vielzahl an Lizenzierungs- und Angebotsformen auf dem E-Book-Markt ist hier ein Anbietervergleich unerlässlich. Dieser erfolgt im Rahmen dieser Diplomarbeit für die Bibliotheken der Max-Planck- Gesellschaft. Hierfür werden zunächst die aktuelle E-Book-Marktsituation und die Strukturen der Max-Planck-Gesellschaft beschrieben. Anschließend untersucht die Verfasserin die bisherigen Entwicklungen in der zentralen und lokalen E-Book-Erwerbung der Max-Planck-Gesellschaft. Zu diesem Zweck werden u.a. eine Befragung unter den Institutsbibliothekaren und mehrere Experteninterviews durchgeführt. Auf diese Weise können geeignete E-Book-Anbieter für die Max-Planck-Gesellschaft ermittelt und Kriterien gefunden werden, um diese schließlich miteinander vergleichen zu können. Im Ergebnis des Vergleichs gibt die Verfasserin Empfehlungen für die weitere E-Book-Erwerbung in der Max-Planck-Gesellschaft ab.

Students' perceptions of the role of the library in their studies at Tshwane University of Technology, Polokwane Campus

The purpose of the study was to investigate students’ perceptions of the role of the library in their studies. A positivist research paradigm was employed and quantitative and qualitative research approaches were followed. The research design was a case study. Three sampling methods were used in the study. To obtain a sample of the students, stratified random sampling and systematic sampling were applied. In the case of the library staff, purposive sampling was used. Data was collected from students and a limited number of library staff using questionnaires and interview schedules respectively. The latter was for the purpose of validating and collecting complete data from students.The findings of the study revealed that students at TUT, PC have positive perceptions of the library and are satisfied with library services. The findings of the study further revealed that students find the library to be user-friendly and they use the library to borrow materials, read their own notes and books, access the internet and study. Factors, such as opening and closing hours, a conducive environment for studying, and knowledge of the library staff helps the library to contribute to students’ achievement outcomes. Moreover, the findings reveal that lack of resources, non-attendance of information literacy programmes by students, a lack of research support, and an inadequate infrastructure hinder the library’s contribution to students’ achievement outcomes. The research recommends that there should be a credit-bearing and compulsory information literacy programme offered as part of the curriculum at all levels of study at TUT, PC. Furthermore, library staff need to engage and interact well with students in order to better meet the needs of individual students. Considering the relationship Faculty-Library, the study concluded that it is not possible to state that Internet affects library use, but it registered two professors visits per week on average ( 42.8%).The study revealed emphasis on training and orientation programs and on library services offered to patrons – for both in person and remote users – faculty members and libraries at large.

Administração discursiva nas bibliotecas universitárias brasileiras

It discusses the main features of the information society and the technological developments and the impacts on education, especially in universities, to contextualize the changes in academic libraries. It presents main aspects of theories of Communicative Action and Discourse of Jürgen Habermas and the basic assumptions of discourse administration, from these theories. It addresses the management of academic libraries, based on the literature, aiming to show brief history on the subject. It presents the results of empirical research shown in the oral communications of the National Seminar of University Libraries in the years of 2004, 2008 and 2012 that report forms of administration used in these libraries. The results reveal that most forms of administration in that period is related to contemporary approaches in the area of administration, indicating linkage between this area and Librarianship; 36% of the universe analyzed come under some aspect, the focus on technology and 23% in the communicative approach; the administration discursive assumptions not identified the universe analyzed, and finally it suggests the predominance of instrumental rationality in these organizations. It presents general guidelines for discourse administration in brazilian university libraries in order to offer help to the managers of these libraries and to encourage reflection and debate on the administration of libraries in contemporary society / Propõe administração discursiva nas bibliotecas universitárias brasileiras, como alternativa às formas de administração vigentes. Discorre sobre as principais características da sociedade da informação, sobre a evolução tecnológica e os impactos na educação, especialmente nas universidades, para contextualizar as mudanças nas bibliotecas universitárias. Apresenta os aspectos principais das teorias do Agir Comunicativo e do Discurso de Jürgen Habermas bem como os pressupostos básicos da administração discursiva, a partir das teorias habermasianas. Aborda a administração das bibliotecas universitárias com base na literatura, visando a mostrar breve histórico sobre o tema. Expõe os resultados da pesquisa empírica realizada nas comunicações orais do Seminário Nacional de Bibliotecas Universitárias, nos anos de 2004, 2008 e 2012, que mostram as formas de administração utilizadas nessas bibliotecas. Os resultados revelam que a maioria das formas de administração contempladas na amostra tem relação com as abordagens contemporâneas da área de Administração, indicando vínculo entre essa área e a Biblioteconomia; que 36% do universo analisado contemplam, sob algum aspecto, o enfoque tecnológico, e 23%, o enfoque comunicacional; que os pressupostos da administração discursiva não são identificados no universo analisado; por fim, sugere predominância da racionalidade instrumental nessas organizações.
