Policy and practice of managing values in public secondary schools in the North-West province

Education in South Africa requires a framework for the implementation of policies pertaining to the management of values in schools. The transition from the former apartheid system and its authoritarian value system to a democratic dispensation has necessitated a value system, characterised by fairness and openness. A primary assumption of the researcher is that all human action is underpinned by values, which are hidden and only observable in human behaviour. A literature study explored the philosophical thinking around values and stipulations about values occurring in international human rights documents. Furthermore, in order to contextualise an understanding of values, policies and legislation intended to shape democracy in South Africa were studied to identify core democratic values and moral principles, particularly with regard to the role of the principal and teacher in school management. Management models based on an understanding of school climate, culture and ethos were also examined to explore values inherent in the different leadership styles embraced by principals and teachers. Against this background, a qualitative inquiry was undertaken in three rural secondary schools in the North-West Province. Research sites and participants were selected by judgement sampling and data concerning the values embedded in the school culture and ethos and expressed by the principal and teachers were gathered through observation and interviews. Focus group interviews were held with teachers and in-depth individual interviews were conducted with the principals to identify how participants enact their roles in transmitting values to learners. The findings indicated that principals are not fully prepared to form partnerships with other stakeholders in the management of values, particularly in the management of traditional African values. External factors that impact values formation in schools, such as unreliable transport systems, result in a school culture which lacks a sense of urgency. Poor infrastructure and maintenance create an unpleasant school environment. Matters are aggravated by inadequate support by the Department of Education, teacher unionism and a lack of parent involvement. The study closes with recommendations to empower schools, parents and the community to participate actively in education so that social capital can be unleashed to strengthen democratic values in schools. / Educational Studies / D.Ed. Market participation of smallholder sunflower farmers in North-West province, South Africa

In South Africa and other parts of sub-Saharan Africa, market participation of smallholder farmers are rapidly being advocated as a means to achieve the United Nations Sustainable Development Agenda’s (SDGs): zero hunger and no poverty. Yet little is known about market participation in the sunflower industry. The study therefore, examine market participation of smallholder sunflower farmers in Ngaka Modiri Molema District Municipality, North West Province, South Africa. A quantitative research approach was developed to address the research objectives, and a proportional stratified random sampling technique was used to select 177 sunflower producing households. Respondents information were captured using semi-structured questionnaires, data were then entered and coded using statistical software computer programs (MS Excel, SPSS, and Stata). Socio-economic characteristics, level of market participation, and factors influencing households market participation within the district were analyzed using descriptive statistics, household commercialization index, and probit regression model. Overall, the result indicates that respondents exhibited high level of commercialization (90.1 % market participants). While, the result of the probit regression model shows that eight (8) of the regressors were statistically significant. Variables such as age (Coef = 0.103, p<0.01), gender (Coef = 1.267, p<0.05), market outlet (Coef = 1.351, p<0.01), access to information (Coef = 1.298, p<0.05), and quantity sold in tons (Coef = 0.015, p<0.010) were found to have positive and statistically significant influence, while household size (Coef = -0.409, p<0.01), market distance (Coef = 0.618, p<0.010) and land tenure system (Coef = -1.541, p<0.05) were found to have a negative but statistically significant impact on market participation among respondents. The pseudo R2 of the probit model is 0.5199, indicating that the model matches the dataset and the regressors accurately explains 51.99 % of the variation. The overall goodness of fit measures of the probit model was determined using postestimation test for predictive margin. With a high significant chi-square value of (p<0.0001), the result correctly predicted a 90 % likelihood of respondents to participate in the market. The findings suggests that rural-based initiatives and intervention programs be developed to boost households' access to finance, grants, and diversified markets for effective market competitiveness, while there is a greater need for proper awareness, supports, and partnerships focused on promoting women and youth participation in the sunflower sector across the district. / Agriculture and  Animal Health / M. Development of strategies to facilitate the referral system of high-risk pregnant women between public sections in Bojanala District, North West, South Africa

The system meant to complement the Primary Health Care (PHC) principle of treating patients close to their homes at the lowest level of care with the needed expertise. Aim of the study: The aim of the study is to develop the strategies that will facilitate the referral system of high-risk pregnant women in between public sectors in the Bojanala district, North West Province, South Africa. Objectives of the study: To explore the referral system of high-risk pregnant women between public sectors within the Bojanala District, North West Province, South Africa. To develop strategies that will facilitate the referral system of high risk pregnant women in the Bojanala District, North West Province, South Africa. Methods: The researcher first obtained permission from the University of Limpopo Turfloop Research Ethics Committee (TREC), and further requested permission from the North West Department of Health, Bojanala District to conduct the study and was granted the permission. Qualitative, exploratory and descriptive designs were used to explore the referral system of high-risk pregnant women and to describe the strategies to facilitate the referral system of high-risk pregnant women in between public sectors in the Bojanala District, North West, South Africa. Non-Probability Purposive sampling method was used to select the midwives and obstetricians to participate in the study until data saturation was reached. Data were collected through one-on-one interviews using semi structured Interview Guide. The data were analysed using Tesch‘s eight steps of data analysis. Results: The results of this study revealed that the participants are knowledgeable about the referral system though they are many challenges that they encounter when managing high-risk women and having to refer them. They are aware of the current state of referral system and made their own suggestions on how to improve the referral system. Recommendations: Recommendations were made to facilitate the referral system of high-risk pregnant women in the North West Province, Bojanala District. The Department of Health must prioritise the provision of human and material resources to the district in order to achieve a better referral system and reducing the maternal and neonatal mortality as one of the millennium developmental goals. Conclusion: The referral system of high-risk pregnant women in the Bojanala District still has some challenges that need the intervention of the North West Department of Health to provide enough material and human resources to the Maternity Section in order to improve current status and to have an effective referral system

The Naledi Local Municipality department of financial services case study on implementing strategy in a developmentally orientated municipality

It demonstrates through a case study how the Department of Financial Services implements the long-term goals and objectives of the Naledi Local Municipality. It also demonstrates how the strategic integrated development plan and the budget of the municipality direct the service delivery and budget implementation action plans of the municipality and its departments. A departmental scorecard for the Department of Financial Services and an individual scorecard for the Manager: Financial Services was developed, based on the municipality's corporate scorecard. The Balanced Scorecard as a tool to focus and align resources towards the municipality's strategy was used as implementation model. Key performance areas, key performance indicators and targets were also developed to ensure that strategy to be implemented can be measured. The case study clearly indicates that the municipality is on the right track with regard to the implementation of strategy in theory and in practice. Home-based HIV counselling and testing : perceptions and acceptance in a rural farming community of South Africa

Farmworkers in South Africa are highly vulnerable and susceptible to HIV. This study involved the farmworker community on a farm in the North West province of South Africa. The purpose of this study was to explore the perceptions and acceptance of home-based HIV counselling and testing (HBHCT) in a rural farming community, using an interactive World Café method to stimulate creative discussions around questions that matter. Thirty-one farmworkers participated in the World Café. This study had an explorative approach and qualitative design. The study did not investigate the number of HIV infections or sexual practices on the farm, and did not offer an HIV test or any other medical treatment to any participant. Data were collaboratively analysed by the researchers and the participants. Content analysis of data was conducted. The findings indicated that majority of the farmworkers had a positive perception of HBHCT, and that there was a serious need for HIV prevention and intervention in this community. Some concerns were raised among the participants regarding the confidentiality of HBHCT, attention should therefore be paid to these concerns. More research is needed to establish linkage to care after HBHCT. It remains unclear whether the migrant farmworker population would be effectively linked to HIV care and treatment without legal identification documentation. The acceptance of HBHCT in the farming community by farmers, should be explored. The study found that there would be a high level of acceptability if HBHCT were to be offered to farmworkers in this region. This study created insight into the HIV care and prevention needs of the local farmworker community, as well as highlighted the barriers the farmworkers face in attending primary healthcare (PHCs) clinics for HIV testing. / Suid-Afrika staar ’n voortdurende openbare gesondheidskrisis in die gesig met toenemende en onrusbarende menslike immuungebrekkige virus (MIV)-statistieke. Problems experienced by practitioners in implementing continuous assessment and common task for assessment in the General Education and Training Certificate in the North West Province / Emily Varughese Mammen

This study reports on the findings of a research project into the problems facing the General Education and Training Certificate (GETC) for Grade 9 learners in the North West Province. To do this, the views of school management staff, teachers and professional support staff were sought. This study confined itself to the North West Province, South Africa. The sample size was two hundred individuals, comprising professional support staff, school management staff and teachers who are directly involved with GETC and Outcomes-Based Assessment (OBA). Three main problem areas were selected for the purpose of this study. l)lese are (a) OBA assessment training (b) follow-up activities needed for teachers (c) challenges facing the school level implementation. The study culminated in recommendation of a professional support model for teachers. The findings of this study revealed that teachers in the province were not adequately trained for the General Education and Training Certificate (GETC) implementation. Professional Support Staff did not offer enough follow-up activities to support the teachers during the implementation period and there after. Lack of this monitoring and supporting mechanism adversely affects the school level implementation of the GETC for Grade 9 learners. It was also revealed that schools are experiencing challenges regarding time management, implementation of CASS and CTA and in the processes and procedures followed in the GETC administration. The study covered the following: Undergraduate, Postgraduate and Diplomas. The following questions are the focus of the research: Do you accept criticism objectively?; Do you reward yourself when YSU study?; and Are you comfortable working in a group?. Data for the research were collected by means of questionnaires. Facts, opinions and information were obtained from 100 respondents. An analysis of data revealed some interesting results. Though self-concept, academic achievement and peer counselling were in a way related, it is crucial for all stakeholders to make coherent efforts to assist students to improve drastically in their academic performance. / Thesis (M. The implementation of professional development in the foundation phase in the North West Province with reference to Curriculum and assessment policy statement

The purpose of this study was to investigate the impact of the training given to Foundation Phase (FP) teachers in the implementation of Curriculum and Assessment Policy Statement (CAPS), with the intention to develop an alternative professional development (PD) approach for this Phase. Literature indicates that the academic success of learners can be significantly affected by Foundation Phase teachers’ access and participation in quality PD activities. It also indicates that PD is much more than training. It includes on-going workshops, follow-up, study, reflections, observations and assessment which accommodates FP teachers as learners, recognises the long-term nature of learning, and utilises methods that are likely to lead teachers to improve their practice as professionals. In this study, mixed methods research approach was employed to collect empirical data. It includes questionnaires responded to by 84 FP teachers, three sets of interview questions, that is, one for 9 primary school principals, one for 3 subject advisors, and the last one for the Focus group made up of 10 FP teachers who were not included in questionnaires. Observation at training centre was also conducted. The study revealed that the responses from the five sets of data collection instruments seemed to agree on the following: - FP teachers were not involved in the design of their PD activities; - An appropriate time for FP teachers to engage in PD activities is during school holidays; - The length of the training was too short; - Training was not based on the teachers identified needs; and - It was not designed by teachers in cooperation with experts in the field. This study therefore recommends the use of mixed-models approach because the Cascade model that was used, is not addressing the needs of all FP teachers. / Educational Leadership and Management / D. Managing curriculum policy implementation at correctional centres in selected South African provinces

In terms of Section 29 (1) (a) of the Constitution of the Republic of South Africa Act, No. 108 of 1996, everyone has the right to a basic education, including adult basic education. Notably, education is a basic human right even for those in conflict with the law (i.e. offenders). This study is geared towards investigating management of curriculum policy implementation at Correctional Centres in North West and Gauteng provinces in South Africa. It is therefore imperative for education managers in Correctional Centres to manage curriculum effectively and efficiently in order to avert criminal behaviour and relieve socio-economic hardships that citizens might experience. As the theoretical framework of this study, instructional leadership model would be engaged in order to foster the change required to make schools in Correctional Centres more effective and efficient teaching and learning environment. Instructional leadership is a critical aspect of school leadership. Instructional leaders should ensure that every student receives the highest quality instruction in line with management of curriculum policy implementation. The study seeks to outline the challenges faced by research participants towards management of curriculum policy implementation in Correctional Centres and to identify possible solutions to those challenges. The anticipated possible outcome would be a development of a model towards the proper management of curriculum policy implementation strategy in correctional centres. Case management by social workers of sexually abused children in the Moses Kotane District Municipality

On t.p.: Master of Arts (Welfare Programme Management) / Thesis (MA)--Stellenbosch University, 2004. / ENGLISH ABSTRACT: The study of case management of sexually abused children by social workers was conducted in the Moses Kotane District Municipality, because of the following reasons: firstly, there is an escalation of reported cases that are referred from various service organizations to the Department of Social Services; secondly the statutory policies alone cannot be the absolute protection for children against sexual abuse; thirdly, as communities seem to ignore their roles in protecting children against this problem. The social workers end up carrying the ultimate responsibility to protect children. An exploratory study was therefore undertaken to investigate how social workers in the Moses Kotane District Municipality intervene in these cases. It is crucial for professionals to have the necessary knowledge, skills and correct attitude when they intervene in child sexual abuse cases. The study explored the various dynamics that motivate this problem as well as the circumstances that can expose children to the risk of child sexual abuse. Motivation to abuse children in the Moses Kotane District Municipality emanated from the family circumstances, characteristics of the abusive father(s) as well as a lack of community child care resources The social workers need to have insight in various risk factors of this problem. These may include the circumstances surrounding the child, community factors, societal factors, family factors and the attributes of professionals dealing with child sexual abuse cases. The knowledge of the dynamics and risk factors assists social workers to assess whether the child has been abused and to do risk assessment as well as need assessment of the victims and their families. Such information can assist the social workers to make a safety plan of action regarding the child victims. It is therefore vital that the social workers identify the nature of case management style through which they render services to sexually abused children. Direct service delivery, which is preferred by most social workers in the agency, and indirect service delivery are the two types of case management styles that social workers can employ, depending on whether they work in a generic social work setting or private child welfare agency. Although social workers may have the expertise and skill to intervene effectively in child sexual abuse cases, their interventions may be affected by various challenges and result in ineffective service delivery to the victims and perpetrators of child sexual abuse. These challenges may include working conditions that are adverse, community trials of cases of child sexual abuse and unresponsive agency management. Other challenges may include resistance from clients, lack of supervision, lack of training in child sexual abuse work as well as the demanding nature of child sexual abuse work. Throughout the process of case management the social workers need to liaise and cooperate with the multi-professional team comprising of the police (CPU), medical personnel, the prosecutor(s), a psychologist as well as the family members. The team may vary from one agency to the other, however, the social worker, police and medical personnel need to be available at all the team meetings. None of these professionals is supposed to assess victims alone, because the assessment should be focused on the social, medical, psychological, legal, physical and material needs of sexually abused children. It is imperative that social workers are aware of how their attitudes, beliefs, emotions, perceptions and feelings affect the effectiveness of service delivery to these children. The professionals therefore need to be skilled to react responsively and professionally to the victims. Social skills are important for creating worthy client - worker relationships and to enhance accountability in role relationships between the clients and the professionals. By applying interactional skills, the social workers can create a child-friendly atmosphere during intervention, as the social worker can be able to listen empathetically and deal with feelings that surface during the interviews. By applying cognitive skills, the professionals can be in a position to "read" subtle emotions and feelings of the clients and assess the level of their cognitive functioning. The application of theory in practice is vital during intervention as decisions; judgement and interventions should be professional and not haphazard. The social worker thus needs to have knowledge of the perspectives, theories and models of social work. This study has provided such a framework to guide social workers in managing cases of child sexual abuse. / AFRIKAANSE OPSOMMING: Die studie oor hoe maatskaplike werkers gevallebestuur van seksueel gemolesteerde kinders doen, is in die Moses Kotane Munisipale Distrik onderneem om die volgende redes.
