The archive and the historian are symbiotically dependent on one another. The archive relies on the historian to make use of the records it houses, and the historian looks to the archive to reconstruct history. But can a historian responsibly reconstruct history when the archive is fraught with relativity and bias? This thesis serves two purposes; one, pulling from seminal archival science and collections management texts, it chronicles the monumental, intellectual changes to American archival sciences, theories, and institutions, and two, it shows how these early conversations pertaining to archival theories are both not far removed from digital preservation efforts and at times incompatible with the unique non-analogous problems created by web-born sources. But as this thesis argues, theoretical offerings are not always the most implementable for archives; the crux of archival science has historically and contemporarily been responsibility versus practicality, particularly in regard to appraisal theory. These problems exacerbate in the digital realm where the sheer amount of records and material produced by the second warrants extremely narrow but careful collecting. To not add to the overwhelming problem of digital appraisal theory, this thesis offers tangible solutions to help mitigate irresponsible collecting practices.

This paper investigates the Swedish emergency readiness and how it acts in a state of war forgovernmental archival institutes. The purpose of this study is to examine how the archivalinstitutes of the government act during war time, to further give an insight of how preparedthe Swedish National Archives and The Royal Library are in regarding to emergency of war,to preserve the archive itself. A qualitative textual analysis and survey results have been takenin use to answer the purpose of the study and its question at issue, through a context analysisof the empirical material gathered from both institutes. The method of use is based on textualanalysis and the theoretical approach applied is the theory of political contingency in regardsto division of responsibility. The content analysis of the gathered information consists of threedifferent types of source material: general knowledge of archival/library/museum institutes,scriptures from The National Archives and The Royal Library, as well as survey results.The result of the study demonstrates an inconsistency in the form of vague or scantformulations with regards to the responsibility of the archival institutes and the manner oftheir resource allocation. In this paper a theory emerges that with a rather great probability theresources within archival/library/museum institutes are scarce in regards to readiness, whichmost likely is due to the theory that the readiness during peacetime has been severely lackingfor decades.In conclusion it has been demonstrated that the need for concrete information regardingreadiness for emergencies or war is highly required from governmental agencies. All in all,this study has identified the need of additional research with focus on archival institutes in theevent of war.

In order to establish specific procedures for processing, cataloging and classifying the art print collection at the Kentucky Library, Western Kentucky University, data were gathered from three sources. These were: (1) information on current procedures used in the Kentucky Library, obtained through an interview with Riley Handy, the Kentucky Librarian (2) a search of related literature and (3) a questionnaire survey of other institution having art print collections. It was found that historically valuable art prints, which are used primarily as documentary resources, need to be carefully processed and stored so as to preserve and protect them from damaging effects of light, temperature change, humidity and dust. Effective preservation techniques include: (1) controlling the light, temperature and humidity in the building through installation of modern air conditioning units, electronic air filters and artificial light filters; (2) making photographs of the art prints so that the copies rather the original prints can be used by the patrons; (3) placing the prints in all-rag paper or Mylar plastic folders which are then stored flat in dustproof acid free paper boxes or steel map cases; and (4) having damaged prints restored only by professional prints conservationists who use reversible restoration techniques. In regard to cataloging, it was found that historically valuable prints should be individually cataloged and should be organized in either a classified system or in numerical arrangement. Although no central reporting agency exists for disseminating information about art prints, the findings indicate the advisability of each institution publicizing its own art print holdings.

O objetivo da tese é estudar a relação que cientistas mantêm com os documentos produzidos nos laboratórios científicos e tecnológicos, visando buscar elementos que contribuam para a elaboração de um programa de preservação de arquivos de C&T. A metodologia utilizada foi a de aplicação de questionário, por meio de entrevista, aos responsáveis pelos laboratórios dos institutos de pesquisa do Ministério da Ciência e Tecnologia no Rio de Janeiro. O primeiro capítulo apresenta conceitos básicos e algumas iniciativas do governo na área da preservação documental. O segundo capítulo analisa os limites entre o pessoal e o institucional nos documentos gerados pelos laboratórios, verificando que são tênues e mal definidos. O terceiro capítulo explora os limites entre o público e o privado na documentação oriunda das etapas intermediárias de um processo de pesquisa, verificando que o destino desta documentação é incerto. O último capítulo se dedica a explorar a opinião dos cientistas sobre a importância da preservação dos documentos para a memória científica, verificando que há pouca reflexão sobre o tema. Ao final de cada capítulo são apresentadas as conclusões das análises, bem como são apontadas contribuições para um programa de preservação de documentos de arquivos de ciência e tecnologia. / The aim of this thesis is to study the relationship between scientists and the records produced by scientific and technological laboratories, with the objective of searching elements as to contribute for the elaboration of a preservation program for SciTech archives. The methodology used was the application of a questionnaire as part of an interview, to the professional responsible for the laboratory within research institutes of the Ministry of Science and Technology in Rio de Janeiro. The first chapter presents basic concepts and some initiatives from the government on the area of preservation of records. The second chapter analyses the frontiers between personal and institutional records produced by the laboratories, verifying that they are fragile and poorly defined. The third one explores the boundaries between public and private in the records derived from the intermediary\'s steps of a research process, verifying that their destiny is uncertain. The last chapter is dedicated to explore the opinion of scientists about the importance of the records\' preservation for the scientific memory, verifying that there is very little reflection about this subject. At the end of each chapter, there are conclusions about the analysis, as well as some contributions for a preservation program of science and technology archives.

A investigação teve como objetivo apresentar uma metodologia de organização, representação, preservação e disseminação da informação técnico-científica em plataformas de acesso aberto: DSpace e Archivematica, tendo como base os princípios da Arquivística, Organização e Representação do Conhecimento e Arquitetura da Informação para subsidiar a concepção, modelagem e implementação de um protótipo de repositório digital aplicado no domínio da Sociedade Brasileira para o Progresso da Ciência - SBPC. Para alcançar os objetivos propostos, utilizou-se da abordagem hipotético-dedutivo e da pesquisa ação para compor o desenvolvimento do quadro teórico e empírico da pesquisa. O percurso metodológico foi realizado a partir de uma extensa revisão bibliográfica sobres as temáticas envolvidas. Num primeiro momento, buscou-se a identificação e seleção de aportes conceituais e metodológicos que pudessem orientar a criação do repositório. Em seguida, foi aplicado a metodologia da identificação de tipologia documental para o reconhecimento do domínio de aplicação, visando levantar e identificar as funções, atividades, espécies e tipologias documentais para nortear a sistematização do arcabouço conceitual e metodológico (criação de plano de classificação, definição da camada de metadados, e sistemas de organização, navegação, rotulação e busca. E por fim, a customização dos componentes técnicofuncionais da plataforma DSpace e a sua integração com o software Archivematica. Como resultado final, apresenta-se a definição de um conjunto de requisitos mínimos relativos às estruturas e elementos que compõem a arquitetura da informação, camada de metadados para organização, representação e recuperação da informação, sistemas de organização do conhecimento e aspectos fundamentais para subsidiar a gestão da preservação digital a longo prazo. Conclui-se, portanto, que a plataforma DSpace integrada com o Archivematica podem ser dispositivos eficazes para prover o armazenamento, organização, representação, disseminação e preservação de documentos destinados à guarda permanente para constituir a memória institucional. / The investigation had the objective of presenting a methodology of organization, representation, preservation and dissemination of technical and scientific information in open access platforms: DSpace and Archivematica, based on the principles of Archival Science, organization and representantion of knowledge and information architecture to subsidize the conception, modeling and implementation of a digital repository prototype applied in the dominion of the Brazilian Society for the Progress of Science - SBPC. To achieve the proposed objectives, we used the hypothetical-deductive approach and action research to compose the development of the theoretical and empirical framework of the research. The methodological path was carried out from an extensive bibliographical review on the themes involved. In a first moment, it was sought an identification and selection of conceptual and methodological contributions that could orientate the repository creation. Then, the methodology of identification of documentary typology was applied for the recognition of the application dominion, aiming to raise and identify the functions, activities, species and documentary typologies to guide the systematization of the conceptual and methodological framework (creation of classification plan, metadata layer, and organization, navigation, lettering and search system). And finally, the customization of technical-functional components of the DSpace platform and your integration with the Archivematica software. As final result, presents the definition of a series of minimum requirements relative to the structures and elements of the information architecture, metadata layers to information organization, representation and recuperation, knowledge organization system and fundamental aspects to subsidize the management of a long term digital preservation. Therefore, concludes that the platform DSpace integrated with the Archivematica can be effective devices to provide the storage, organization, representation, dissemination and preservation of documents intended for permanent custody to constitute the institutional memory.

O objetivo deste trabalho é estudar a produção documental das organizações privadas com base nas funções administrativas desempenhadas por elas. A partir da caracterização dos arquivos de pessoas jurídicas de direito privado são discutidas algumas das condicionantes que influenciam a produção documental dessas organizações. Inicialmente apresentamos uma condicionante intimamente relacionada à função probatória dos documentos de arquivo: a obrigatoriedade do cumprimento de determinações legais na celebração de atos jurídicos necessários à existência e funcionamento das instituições. A seguir, as condicionantes ligadas à evolução das teorias da Administração e do processo de gestão, que possuem grande representatividade na realização das funções administrativas. Por fim, a influência da cultura organizacional na produção e na atribuição de valor aos documentos de arquivo, especialmente para finalidades de preservação. Consolidando as discussões realizadas, apresentamos o levantamento de funções administrativas realizadas nas organizações e estabelecemos a ligação entre o cumprimento dessas funções e a produção documental característica. Ao final, é apresentado o quadro de espécies e tipos de documentos representativos da tipologia documental de organizações privadas, contendo definição, referências técnicas e legais. / The objective of this work is to study the document production in private organizations based on their internal administrative functions. From the description of the characteristics of the documents in private organizations, we discuss some of the conditions that influence on their record production. We initially present a closely related condition to the probationary function of the records: the requirement of following legal determinations on the process of fulfillment of all legal transactions regarding their existence and operation. The next two presented are connected to the evolution of the theories of administration and management process, which have great degree of representation on the administration functions. Finally, the influence of the organizational culture on the production and value assignment to the records, especially for the purposes of preservation. Consolidating all the discussions held, we describe the administrative functions performed in the organizations and we establish the connection between following these functions and the resulted record production. Concluding this work, it is presented a picture of types of representative documents of the record typology in private organizations, including definitions, legal and technical references.

Este trabalho apresenta o desenvolvimento de uma pesquisa de Tipologia Documental em acervo histórico, utilizando como modelo o caso da Assembléia Legislativa Provincial de São Paulo, organismo legislativo da Província de São Paulo durante o período imperial do Brasil. A partir do estudo das condições de criação e de funcionamento da Assembléia Provincial, são apresentados os tipos documentais substantivos de sua atuação - representativos do cumprimento de suas funções - e os documentos acessórios - documentos anexos e complementos encaminhados pela população e instituições locais visando ampliar a argumentação de suas solicitações. Apresenta o Glossário de Formatos, Espécies e Tipos Documentais da Assembléia Legislativa Provincial de São Paulo, instrumento que contém em cada verbete as definições dos tipos documentais representativos do acervo e histórico de utilização dos termos. / This assignment presents the development of a research of Types of Documents in historical collection, using as model the case of the Provincial State Legislature of São Paulo, legislative organism of the Province of São Paulo during the imperial period of Brazil. Starting from the study of the creation conditions and of operation of the Provincial Assembly, the substantive documental types of its performance are presented - representative of the execution of their functions - and the accessory documents - enclosed documents and complements directed by the population and local institutions in order to enlarge the argument of their requests. It presents the Glossary of Formats, Species and Documental Types of the Provincial Legislative Assembly of São Paulo, instrument that contains, in each entry, the definitions of the representative documental types of the collection and historical use of the terms.

Academic archives preserve documents that are testimonies of the institutional memory, serving as support to the Administration and the teaching, research and extension activities. In the Universidade Federal de Santa Maria (UFSM), the Departamento de Arquivo Geral (DAG) is responsible for preserving the archivistic heritage of the university. Thus, it aims to develop initiatives to ensure the treatment and access to public information. In the indicated context, this research fits with the objective of describing the documents referred to the expropriation of demesnes which originated the first phase of the UFSM s campus construction. This group of documents integrates the estate of the university s realties that are maintained by the Departamento de Arquivo Geral. Those written files were constituted as of December, 1st, 1961, date of publication of the Decreto n. 267 (enactment), which stated, as public interest for expropriation, glebes destined to placement and installation of the Universidade Federal de Santa Maria, at that time. The paper is characterized as a descriptive research with a qualitative approach. The tools of data collect were direct observation and documental analysis. The theoretical principles of Diplomatic, Documental Typology and Typological Analysis grounded this study that enabled an archivistic description based on the Brazilian Standard Archival Description (NOBRADE). As result of the research, it is presented a catalog of the documents that were object of the study. / Os arquivos universitários preservam documentos que são testemunhos da memória institucional, servindo de apoio à administração e as atividades de ensino, pesquisa e extensão. Na Universidade Federal de Santa Maria (UFSM), o Departamento de Arquivo Geral (DAG) é o órgão responsável pela preservação do patrimônio arquivístico e dessa forma busca desenvolver ações e atividades para garantir o tratamento o acesso à informação pública. Neste contexto, insere-se esta pesquisa com o objetivo de descrever os documentos decorrentes da desapropriação de terras, que deram origem a construção da primeira fase do campus da UFSM. Este conjunto documental faz parte do acervo dos bens imóveis da universidade custodiado pelo Departamento de Arquivo Geral. Foram constituídos a partir do decreto nº. 267, de 1º de dezembro de 1961, que declara de utilidade pública para desapropriação de terras referente às Glebas de número 1 a 11, destinadas a localização e instalação dos institutos da então Universidade de Santa Maria. O trabalho constituiu-se numa pesquisa descritiva, com abordagem qualitativa. Os instrumentos de coleta de dados foram a observação direta e a análise documental. Os princípios teóricos da Diplomática, Tipologia Documental e Análise Tipológica fundamentaram o estudo que possibilitou a descrição arquivística com embasamento na Norma Brasileira de Descrição Arquivística (NOBRADE). Como resultado da pesquisa é apresentado um catálogo dos documentos foco deste estudo.
