Moln för Försvarsmakten

An organization with such a big responsibility as the Swedish armed forces constantly needs to find new ways to develop and increase their effectiveness when it comes to management, administration and organization. An information system with cloud computing as a basis would mean a modernization of the Swedish armed force’s administration and could potentially live up to the security standards within the organization. The primary goal of the thesis is to present and analyze cloud solutions that the Swedish armed forces eventually could integrate in to their activities. The first part of the thesis gives an introduction to the cloud technology with the security aspects of a cloud as a large part of the focus. This is followed by information about the Swedish armed forces and their current IT-systems, as well as information on the requirements they have for the implementation of new IT-systems within the organization. Two different cloud services from VMware and Cloudstack have been examined in order to see whether these could be used for a future implementation. The focus of the analysis lies heavily on the security issues and questions, that arise, for each solution, as the security aspect is something that is very important for the Swedish armed forces. The thesis also touches on the economical benefits and economical difficulties associated with cloud service implementation. The purpose of this is to see whether an eventual implementation is beneficial or not. / En organisation med ett så stort ansvar som Försvarsmakten behöver ständigt nya sätt att utvecklas och effektivisera sin drift, administration och organisation. Ett informationshanteringssystem i molnmiljö som grund skulle innebära en modernisering av administrationen inom organisationen och har potentialen att uppfylla Försvarsmaktens förbättringskrav. Arbetet har som huvudmål att ta fram och analysera lösningsförslag för hur Försvarsmakten skulle kunna använda sig av molnbaserade IT-system. I den första delen av arbetet ges en grundläggande introduktion till molnteknologin som även innefattar säkerhetsaspekter. Efter detta presenteras allmän information om Försvarsmakten, deras nuvarande IT-system samt de krav som ställs när det kommer till implementation av nya IT-system inom organisationen. Två olika molntjänster från WMware och Cloudstack undersöks för att se hur dessa skulle kunna användas för en eventuell implementation inom Försvarsmakten. Analysen av de två olika molntjänsterna fokuserar främst på säkerhetsaspekter, då det är ett viktigt fokusområde för Försvarsmakten. Ett annat område som arbetet har som syfte att undersöka är ekonomin för molntjänster. Detta för att se om en eventuell implementation är lönsam för Försvarsmakten eller inte.

Every revolution in military affairs was always, to a large extent, driven by the appearance of new types of modern technologies. Many examples from the past revolutions reflect this fact, including the recent one between the 1970s and 1990s of the 20th century. This most recent revolution in military affairs had its roots in a Soviet concept of "military-technical revolution," which, as its name already indicates, gave the technology a great significance. Both above-mentioned theoretical concepts had a practical impact on how the battle operations were conducted, on changes in military doctrines and organization of forces, and the integration of new technologies into existing weapon systems. In the last revolution in military affairs from the 1980s and 1990s, the central role was played by precision-guided munitions, command and control systems, and also communication systems. Today there is an ongoing discussion about the potential new revolution in military affairs, which main drivers are expected to be artificial intelligence and robotic systems. This thesis analyzes the development of US armed forces robotization in the last decade as well as its perspectives in the current one. It analyzes the dynamics and main trends as well as quantitative and qualititive direction of this development. This analysis is based on and makes use of conceptual and notational framework of post-structural virtual theory of security proposed by Der Derian. The first part of the thesis provides theoretical and conceptual background and introduces the topic. It also deals with basic technological trends which influence the later update operationalization of the technologically-based theoretical framework and time framework of the thesis itself. The second part of the thesis addresses the very analysis of the US armed forces robotization based on the first part. The main aim of the thesis is to point out the development dynamics of the US armed forces robotization as a trend, as the thesis begins with the analyzing of the implementation of the first modern partially semi-autonomous robots in american equipment and ends with the analysis of plans for massive introduction of highly-autonomous, self-learning robotic systems and systems of systems with partial social, "ethical" and "moral" parameters. The MA thesis "Volunteering in Armed Forces" focuses on describing and analysing the phenomenon of volunteering in relation to the voluntary service in the reserves of the armed forces. This topic is highly relevant in the Czech context, as there are long-term efforts made by the Czech Armed Forces to strengthen and enhance this specific component of national defense. In 2012 a new concept of reserves, the Active Reserve Concept (Koncepce aktivní zálohy) was finally approved by the Czech government. The first objective of this thesis is to shed some light on the general motivation of the volunteers to join the reserves and to show whether the incentives are mainly economic, socio-psychological or whether other factors are at play. In order to do this, the volunteering as such must first be defined as a phenomenon influencing the entire society. Then it is also necessary to show how volunteering related to national defense differs from other forms of volunteering. Next, the thesis illustrates how the system of active reserves works in a number of selected countries (Denmark, Germany, the United Kingdom, the United States), where this model is applied for a long period of time and became widely accepted. Today, drones are used in both a civilian and military context, a swarm being a group of autonomous drones which are partly controlled by an operator. Swarms are a concept that is still in the research stage and previous research has consisted of how a swarm will communicate with the operator and how the swarm will work technically. However, the problem with the research available today is that it largely lacks the military connection. Hence, this study has aimed to investigate how the Armed Forces want to use swarms in the context of reconnaissance missions. The questions posed were, how do personnel within the Armed Forces want to plan swarm missions? What behaviors and capabilities do Armed Forces personnel want a swarm to possess? How do Armed Forces personnel want to receive information from swarms? Empirical data were collected by conducting three interviews with three individuals employed by the Armed Forces. The empirical data was then analyzed using qualitative content analysis where the responses were divided into smaller groups and sub-groups.  The study resulted in tables of desired abilities and behaviors that can be used in later research to create a real swarm system.

A Follow-up Study of Mound Fort Junior High's Ninth Grade Class of 1962-63

The intent of this study was to follow up the students of Mound Fort Junior High School's ninth grade class of 1962-63 in order to secure information and facts about members of that class and to answer the following questions: (1) What has happened to the students educationally? (2) What has happened to the students vocationally? (3) How many students have served or are presently serving the armed forces? (4) What is the marital status of each student? (5) How did the high school graduate compare with the dropout in test scores, grade point average, attendance, awareness of counseling services, and use of counseling services? (6) How did the students react to the school's program? There were 214 students (108 boys and 106 girls) who constituted the sample of this follow-up study. Sources used for obtaining desired information concerning the sample included a questionnaire and school records. Questionnaires were mailed to 214 students and it was assumed that 185 students received one. Of this number, 135 students (72.9%) completed and returned their questionnaires. The results of this study showed that graduates scored higher in all areas than the dropouts--intelligence, achievement, grade point, and school attendance. The test scores for the average dropout indicated that they had the intelligence and the ability to achieve in school work. There was a greater awareness of counseling services among the graduates than was true of the dropouts. Suggestions and comments made by the students indicated they would like their teachers to take a personal interest in them, talk to them on their level, and treat them as an adult. Students want to be encouraged to stay in school and to have the importance of education stressed.

Ledning och styrning i uppbyggandet av Sveriges Totalförsvar : Collaborative governance som myndighetsöverskridande ledningsmetod

Due to a changing situation around the world, Sweden like many other countries has chosen to rebuild their armed forces and prioritize their defensive capabilities. On behalf of the government, around thirty authorities that are responsible for surveillance need to grow in parallel. Within these organization’s the employees are one of the most important components. A large number of these employees have been or will be deployed to a wartime placement to prepare them to join the service if an event occurs where they are needed to defend the country. The question is what happens to those who have two societal jobs when it is only possible to have one wartime placement? For example, someone could be a part-time fireman who is also a preschool teacher, an official at the county administrative board who has previously done military service or as in this thesis; a reserve officer who also works as a police officer. The statement from the government to each authority is that if uncertainty arises about where a person should be stationed at war, the authorities shall cooperate. In a case study of the collaborative governance management model, this study intends to investigate the collaboration that has taken place in connection with war placements containing conflicts of interest. The empirical data has been collected through in-depth interviews from the Swedish Armed Forces, the Police and the Duty and Trials Agency, and argues that collaboration is made, that certain ambiguities apply in which management levels collaboration is or should be carried out. Success with collaborative governance can be explained on the basis of seven different categories, and the respondents to this survey emphasize certain categories are more important than others for successful collaboration. Collaboration is considered to be essential and is a well-functioning management method for solving complex problems. The main criticism presented is that collaboration should be implemented earlier, at a different management level or to a greater extent. Success factors for the collaboration that is carried out are that the Police and the Armed Forces have a similar organizational structure, in other contexts joint activities carried out and above all that the authorities share a common goal with the collaboration; to build a strong Total Defense together.

För att möjliggöra teknisk vidareutveckling och forskning krävs i många fall framtagning av nya system eller produkter som ännu inte finns på marknaden. De säkerhetsrisker som uppkommer vid nyutveckling av system eller produkter bör åtgärdas innan de tas i bruk. Inom Försvarsmakten (FM) utförs detta genom ett systemsäkerhetsarbete. Ett systemsäkerhetsarbete syftar till att systemet eller produkten genomgår en systematisk process för att uppnå de säkerhetskrav och tolerabla risknivåer som finns inom organisationen. Denna rapport undersöker hur ett systemsäkerhetsarbete kan appliceras på forsknings- och försöksuppställningar inom dykeri på Försvarsmaktens Dykeri och Navalmedicinska Centrum (FM DNC) i Karlskrona. Arbetet syftar till att undersöka den uppdaterade processen enligt den nya versionen av Handbok i Systemsäkerhet, utgiven år 2022. Vidare syftar arbetet till att undersöka hur handbokens process kan tillämpas på forsknings- och försöksuppställningar. I arbetet används systemet Inertgas Utvädringsmaskin (IGUM) som ett exempel för att ta fram en lämplig process i syfte att få systemet godkänt för användning inom forskning. I arbetet undersöks även om ett systemsäkerhetsarbete kan effektiviseras genom att ta fram en mer standardiserad process för denna typ av verksamhet. Arbetets metod består av fyra olika delar: Litteraturstudier, intervjuer, en kurs samt handledning. Genom att kombinera information, tagen från litteraturen, med inhämtade svar på specifika frågor till experter inom ämnet kunde ett resultat tas fram. Resultatet innefattar tre exemplifierade processmetoder, beroende på systemets eller produktens användningsområde, samt hur ett systemsäkerhetsarbete kan effektiviseras. De tre processmetoderna som presenteras utgår ifrån handboken samt en kombination mellan Regler för Militär Sjöfart Dyk (RMS-Dyk) och Handlingsregel 05 (HR 05), såväl som de svar som gavs under intervjuerna. I nutid finns ännu ingen etablerad kunskap i hur ett systemsäkerhetsarbete ska utföras på forsknings- och försöksuppställningar inom FM:s dykeri, vilket gör arbetet till en viktig tillgång för den fortsatta utvecklingen. Detta gynnar inte bara personal inom organisationen, utan även samhället, då det ökar möjligheten till vidareutveckling och forskning. / To enable further technical development and research, developing new systems or products that are not yet available on the market is often necessary. The safety risks that arise with newly developed systems or products should be addressed before they are put into use, which is done through system safety work within the Swedish Armed Forces (FM). System safety work aims for the system or product to undergo a systematic process to achieve the organization's safety requirements and tolerable risk levels. This report examines how system safety work can be applied to research and test setups in diving at the Swedish Armed Forces Diving and Naval Medicine Center (FM DNC) in Karlskrona. The work aims to examine the updated process according to the new version of the System Safety Handbook, published year 2022, and to apply it to research and experimental setups. The report uses the Inert Gas Utvädringsmaskin (IGUM) system as an example to be able to develop a suitable process with the aim of getting the system approved for research purposes. The report also examines whether system safety work can be made more efficient by developing a more standardized process. The method consists of four parts: Literature studies, interviews, a course, and supervision. By combining information from the literature with answers gathered from the interviews, a result was found. The outcome includes three exemplified process methods, depending on the system or product's area of use, as well as how system safety work can be made more efficient. The three process methods presented are based on the handbook and a combination of Regler för Militär Sjöfart Dyk (RMS-Dyk) and Handlingsregel 05 (HR 05), as well as the answers given during the interviews. Currently, there is still no established knowledge of how system safety work should be done on research and test setups within the Swedish Armed Forces diving operations, which makes the report an asset for further development within this field. This not only benefits personnel within the organization but also the society, as there is an opportunity for further development and research.
