A presente dissertação é resultado do conjunto de reflexões que se propõe a analisar o Trabalho do(a) Assistente Social no Instituto Nacional do Seguro Social (INSS) e sua contribuição para a garantia do direito à Saúde do Trabalhador, com vistas a apontar as potencialidades e os desafios do Serviço Social, a partir da Reabilitação Profissional. Assim, definiu-se o Trabalho como categoria central para este estudo, que possibilita uma maior compreensão das demais categorias teóricas: Previdência Social, Saúde do Trabalhador, Reabilitação Profissional, Projeto Éticopolítico e Proteção Social. Entende-se que, através das problematizações acerca do trabalho realizado pela Reabilitação Profissional no INSS, é possível uma abordagem global do processo de adoecimento do trabalhador, por meio da articulação entre os serviços previdenciários que compõem a Saúde do Trabalhador no INSS, em uma perspectiva intrainstitucional. O estudo está dividido em duas partes: a primeira delas trata sobre o Trabalho, a Saúde do Trabalhador e a Previdência Social, enquanto a segunda aborda o Trabalho do(a) Assistente Social e a Saúde do Trabalhador no INSS. A metodologia da pesquisa foi de natureza qualitativa de caráter exploratório, assentada no materialismo histórico-dialético como método de investigação e problematizador do objeto de estudo. A investigação teve como recorte três Gerências Executivas do INSS, situadas no Rio Grande do Sul, a saber: Gerências Executivas de Canoas, Caxias do Sul e Porto Alegre. A amostra da pesquisa foi composta por dois (duas) Assistentes Sociais de cada Gerência Executiva, totalizando, assim, seis profissionais que atuam no serviço previdenciário Serviço Social do INSS. Realizou-se preliminarmente um mapeamento dos(as) Assistentes Sociais que atuam no INSS no estado lócus do estudo, sua distribuição geográfica e seu espaço de atuação no âmbito institucional. Os resultados do estudo apontam desafios importantes para o Trabalho do(a) Assistente Social no âmbito da Saúde do Trabalhador e para o reconhecimento do seu objeto de trabalho nessa área de atuação profissional, além de evidenciar o seu papel na articulação intrainstitucional e intersetorial e nos mecanismos de Legitimação do Serviço Social no âmbito da Saúde do Trabalhador. Conclui-se que há uma importante contribuição do Serviço Social para a área da Saúde do Trabalhador a partir da atuação no Serviço de Reabilitação Profissional da Previdência Social, mesmo diante dos desafios históricos desse serviço. Entende-se que a área precisa ganhar espaço profissional e político, por meio do fortalecimento de todos os espaços sócio-ocupacionais do INSS. Para tanto, se propõe a contribuir para a discussão da construção de parâmetros de atuação do(a) Assistente Social na Previdência Social, visando garantir o direito à Saúde do Trabalhador, enquanto mecanismo de Proteção Social, sendo que essa perspectiva deve estar efetivada como estratégia profissional prevista na Matriz Teórico-Metodológica do Serviço Social na Previdência Social e alicerçada pelo Código de Ética Profissional, pela Lei de Regulamentação da Profissão e pelo Projeto Ético-político do Serviço Social, como forma de ampliar a sua legitimação na área da Saúde do Trabalhador. / This master’s dissertation is the result of combined reflection aiming to analyze the Work of Social Workers in Brazil’s National Institute of Social Security (INSS) and their contribution to the guarantee of the right to Occupational Health, by pointing out the potentialities and challenges of Social Work from Professional Rehabilitation’s perspective. Thus, Work has been defined as the study’s main category, which allows a greater understanding of the other theoretical categories: Social Security, Occupational Health, Professional Rehabilitation, Ethical-political Project and Social Protection. It is understood that by problematizing the work carried out by the INSS’s Professional Rehabilitation, a global approach to workers’ sickness process is possible, through the articulation between the social security services that compose the Occupational Health in the INSS, from an intrainstitutional perspective. The study is composed of two parts: the first one addresses Work, Occupational Health and Social Security, while the second one deals with the Work of Social Workers and the Occupational Health in the INSS. Research’s methodology was of qualitative and exploratory nature, based on historical-dialectical materialism as an investigation method and an inciter of the study’s object. The research focused on three Executive Offices of the INSS, located in Rio Grande do Sul, namely: Executive Offices of Canoas, Caxias do Sul and Porto Alegre. The studied sample consisted of two Social Workers from each Executive Office, thus totaling six professionals who work in the Social Security service of INSS. A preliminary mapping was carried out regarding the Social Workers working in the INSS in the study’s locus state, their geographic distribution and their acting area in the institution. The results show some important challenges both in the Work of Social Workers regarding to Occupational Health and in the identification of their working object in this professional activity area, as well as highlight these workers’ role in intrainstitutional and intersectoral articulation and in the legitimation mechanisms of Social Work in Occupational Health. It is concluded that there is an important contribution of Social Service to the Occupational Health’s area considering the work in Social Security’s Professional Rehabilitation, despite the service’s historical challenges which have been faced. It is understood that the area needs to increase its professional and political reach, through the strengthening of all social-occupational spaces of the INSS. In order to do so, this dissertation expects to contribute to the discussion about the construction of parameters regarding Social Workers’ roles in Social Security, aiming to guarantee the right to Occupational Health, as a mechanism of Social Protection, and this perspective must be effective as a professional strategy foreseen in the Theoretical-methodological Matrix of Social Service in Social Security, and based on the Code of Ethics of Professional Conduct, on the Profession Regulation Law and on the Ethical-political Project of Social Work, as a way to broaden its legitimacy in the Occupational Health area.

The aim of the research is in deciphering: What components of supervised from the perspective of (a) student intern (a). The specific objectives set for the completion of this research are: understanding the meaning that the gains considering supervised training in undergraduate courses proposed by the Social Services, buoyed by the Curriculum Guidelines and in compliance with the political projects of each pedagogical course, if there or approach and relationship between the academic supervision and probation supervision, and the discussion about the recent resolution 533 CFESS / CRESS, and their impacts on the achievement of supervised practice. With a view to formulating answers to these questions, we use the qualitative research methodology of focus groups with students to trainees who attended in 2008, the disciplines of Supervision of Stage III and IV, considering all the theoretical apparatus and the experience of other stages in different spaces of action for social assistance. We make use also of the documentary research, through the law regulating the profession, Codes of Ethics, Laws and Resolutions of the stage. Methodologically, it is a theoretical bibliographic and documentary research. It’s based in the theoretical and methodological perspective of revisit the available literature about the theme from the study about the socio-juridical field in the reports and articles published in the I, II and III National Meeting of Social Work in the Public Ministry. The study also evidence other documents and articles published about the theme. To the reach of the objectives proposed, the theoretical research was based in the study of categories, such as: social issues, socio-juridical field, judicialization of the social issue and professional practice of the social worker.The access to the literature studied provided a greater knowledge about the theme, although it is recognized that the production of the knowledge in socio-juridical field is still scarce, and it constitutes labor market in expansion for the Social worker.The analytical considerations elaborated around the repercussions of the "social issue" about the professional practice of the Social worker in the Public Ministry requested a historical study of insertion of the profession in the socio-juridical and socio-occupational area in specific. It also required analyzing the current situation, which indicates that the societal transformations have not served to increase the opportunities for fruition and distribution of product of the collective work, thus, aggravating the expressions of the social issues. Based in studies, attested the growing institutional demand, especially in organisms of Justice by the intervention of the professional social worker, based on individualization of attendance. The materiality of the main demands within this institutional universe, attributed to the social worker occurs in attendance the victims of violence and in the inspection of social welfare entities, evidencing the character controller of the institution. In addition, this study suggests that the insertion of Social worker in this context presents the possibility that from the professional intervention in critical perspective it is possible to bring the contradictions inherent in the current production process. In conclusive terms, it is verified that the reflection of the contributions derived from the bibliographic study that indicates to increasing insertion of the judicialization of social issue in the panorama socio juridical and facing this reality, challenges are put to the critical professional practice. / A presente Dissertação de Mestrado intitula-se Questão Social e as inflexões no exercício profissional do assistente social nas Promotorias de Justiça, que objetiva analisar os rebatimentos da questão social sobre o exercício profissional dos Assistentes sociais nas Promotorias de Justiça à luz do projeto ético-político da profissão. Em termos específicos, objetiva apreender o processo de constituição da questão social no Brasil e a consequente abertura do campo sócio-jurídico para a profissão de Serviço Social a partir da Constituição Federal de 1988; problematizar acerca dos instrumentos e técnicas utilizadas pelos profissionais no cotidiano do trabalho; e desvendar a sua dimensão política no contexto das Promotorias de Justiça. Metodologicamente, trata-se de uma pesquisa teórica de corte bibliográfico e documental. Embasa-se na perspectiva teórico-metodológica de revisitar a literatura disponível sobre o tema a partir do estudo sobre o campo sóciojurídico nos relatórios e artigos publicados nos I, II e III Encontro Nacional do Serviço Social no Ministério Público. Evidencia-se ainda o estudo de outros documentos e artigos publicados sobre o tema. Para o alcance dos objetivos propostos, a pesquisa teórica fundamentou-se no estudo das categorias, como: questão social, campo sóciojurídico, judicialização da questão social e exercício profissional do assistente social. O acesso à literatura estudada possibilitou maior conhecimento acerca do tema, embora se reconheça que a produção do conhecimento na área sóciojurídica é ainda escassa, e, se constitua mercado de trabalho em expansão para o assistente social. As considerações analíticas elaboradas em torno dos rebatimentos da “questão social” sobre o exercício profissional do assistente social no âmbito do Ministério Público requisitaram um estudo histórico da inserção da profissão na área sócio-jurídica e nesse espaço sócio-ocupacional em específico. Exigiu também proceder à análise da atual conjuntura, na qual apontam que as transformações societárias não serviram para aumentar as possibilidades de usufruto e distribuição do produto do trabalho coletivo, portanto, agravando as expressões da questão social. Com base nos estudos realizados, atestou-se a crescente demanda institucional, sobretudo dos organismos de Justiça pela intervenção profissional do assistente social, pautada na individualização do atendimento. A materialidade das principais demandas dentro desse universo institucional, atribuídas ao assistente social ocorre no atendimento às vítimas de violência e na inspeção de entidades sócio-assistenciais, evidenciando o caráter fiscalizador da instituição. Ademais, este estudo aponta que a inserção do assistente social nesse âmbito apresenta a possibilidade de que a partir da intervenção profissional na perspectiva crítica é possível trazer à tona às contradições imanentes ao atual processo produtivo. Em termos conclusivos, verifica-se que a reflexão das contribuições derivadas do referido estudo bibliográfico aponta para crescente inserção da judicialização da questão social no panorama sociojurídico e frente a essa realidade, desafios são postos ao exercício profissional crítico.

Estas inquietações foram justificadas pela intensificação e volume de casos em que muitos, em miséria extrema, são acometidos pelas injúrias e estigmas transmitidos no decorrer dos séculos, décadas e anos no Brasil. Destaca-se que nosso país não vislumbrou uma política que defrontasse com as condições precárias e vulneráveis em que os negros foram fadados. Neste contexto, naturalizou as fortes clemências e abstenções dos “recém-libertos”, que, além disso, passaram a ser considerados estorvos para esta nação, que não os colocou em cena. Assim, estes intérpretes da vida real, protagonizaram e protagonizam cenas num tecido social urbano em que os traços fenótipos ditam a regra do jogo. Nesse jogo de poder econômico, social, cultural e político, os afro-brasileiros são considerados apenas seres insignificantes, em que se promovem políticas públicas ineficazes e desrespeitosas. Para tal, iniciaram-se as seguintes interpelações: O que o Serviço Social tem a ver com isso? E a política de Assistência Social? E, especificamente, o assistente social, qual postura deverá assumir? Para tal, o objetivo geral, se definiu em: analisar a interface entre a política pública de Assistência Social e Igualdade Racial, avaliando como está estruturado o órgão responsável pela implementação/implantação destas ações em São Carlos (SP). A partir disso, definiu–se especificamente: identificar os projetos interventivos e ações socioeducativas existentes; verificar se os direitos sociais estão sendo efetivados; avaliar quais os órgãos públicos/privados e parcerias; analisar a perspectiva dos sujeitos da pesquisa quanto a importância da fusão das duas políticas públicas. Ora, o universo da pesquisa se constituiu pelos profissionais que atuam na Secretaria Municipal de Cidadania e Assistência Social, Divisão de Políticas de Promoção da Igualdade Racial da cidade de São Carlos (SP), tendo como amostra: servidores técnicos da Secretaria de Assistência Social e Cidadania e Divisão de Políticas de Promoção da Igualdade Racial, quatro assistentes sociais e cinco usuários de ambas as políticas. A coleta de dados com caráter qualitativo se consolidou por, por meio de entrevistas semiestruturadas, que foram analisadas. Ao finalizar, notamos que a coreografia da vida cotidiana dos negros urbanizados ainda é ausente de um olhar que realmente os “libertem”, principalmente pela esfera federal, que não detém de costuras sociais e econômicas efetivas, transferindo unicamente os compromissos e andanças aos municípios, signatários da política pública de assistência social, definida segundo o mito da democracia racial, sendo que o negro urbanizado está aquém. / The purpose of this study is to point out, using bibliographic references and field research, how the plot, the mobility of urbanized black people and the Brazilian contemporary racial equality occur concerning the social service policies. These concerns were justified by the intensification and volume of cases of injuries and prejudice in which many black people, in extreme poverty, have been affected over the centuries, decades and years in Brazil. It is noteworthy that our country did not conceive a politic that could face the precarious and vulnerable conditions inherited by black people. In this context, the strong abstentions and mercies of the newly freed were naturalized; moreover, these people came to be considered hindrances to the nation, which did not put them in the scene. Thus, these interpreters of real-life acted and staged scenes in an urban social net in which phenotypic characteristics dictate the rules of the game. In this state of economic, social, cultural and political power, Afro-Brazilians are considered only insignificant beings, for whom, inefficacions and disrespectful public policies are created. To this purpose, the following questions aroused: What does social service has to do with it? And the Social Welfare Politic? And, respectively, which position should the social worker take? Having this in mind, the general goal was defined: analyze the interconnection between public politic Welfare and Racial Equality and evaluate how the responsible corporation for implementation / deployment of these actions was structured in São Carlos (SP). From this point on, it was defined specifically: identify interventional projects and existing social and educational activities; verify if social rights are being guaranteed; assess public/private departments and partnership; analyze the perspective of the research subjects in relation with the importance of merging the two public politics. Thus, the research universe was constituted of the professionals working actuate in the Municipal Citizenship and Social Assistance, Promotion Politic Division of Racial Equality of São Carlos (SP), with a sample: technical servers of the Department of Social Welfare and Citizenship and Promotion Politic Division of Racial Equality, four social workers and five users of both politics. The qualitative data collection was consolidated through semi-structured interviews that were analyzed. At the end, it was observed that the choreography of everyday life of the urbanized black people still lacks a look that really “free” them, especially the one of the federal area, which does not hold social and effective economic measures, only transferring the commitments to municipalities, signatories of social assistance public politics, based on the myth of racial democracy, in which urbanized black people are less.

This theoretical production has become a critical-analytical study of quantitative and qualitative character, as a methodological procedure of analysis of the object. It is resulting from the investigation of the role of Social Service in 5 public hospitals, to large. 37 social workers were been interviewed, whose testimony about the daily practice of these professionals were faced with the proposal of hegemonic act of the category, expressed in the ethicalpolitical project of Social Service. In this process, tried to seize the objective and subjective conditions of the interviewed. From the data found that within public hospital is found dead of a different objective, fruit of the consolidation of neo-liberal project of state in the country, challenges that arise as to the Social Worker forward in implementing its Project Ethical-Political and the Health Reform Project, which are: the gaps and lack of resources, poor quality of public services expressed in the slow and poor attendance, failure and traces of improvisation, creating ambiguities in the operation rules, the maintenance of neo-liberal hegemony that permeates the structures and existing social relations. Facing these challenges, social workers, usually, have activities that they respond, especially to institutional objectives, based on immediate and routines required by the contracting agency. Therefore, these professionals end up reinforcing the objectives of the institution and not the goals of the Project Ethical-Political Training. This project is known by the whole surface of the professionals interviewed, which compromises the interaction of multiple relationships that he inspires as well as the deal makes critical social needs and qualified professionals and contemporary. Finally, the research revealed that the ethical and policy direction in the prevailing practice of social workers is still that conformed to the cyclical trends and standards and institutional boundaries, reinforcing the reproduction of the existing order and its game of power. This reality has fracturing the historic achievements of the working class, but also compromises the quality and consistency of the theoretical and methodological heritage, built by the professional category, and thereby promoting the tearing of the ethical-political culture that includes the defense of social justice, the citizenship and democracy. / O objetivo deste estudo consiste em analisar e compreender a direção ético-política assumida pela prática profissional do/a Assistente Social no âmbito público de saúde, especificamente na esfera hospitalar da cidade de João Pessoa/PB. A presente produção teórica configura-se como um estudo analítico-crítico, de caráter quanti-qualitativo, enquanto um procedimento metodológico de análise do objeto. É resultante da investigação da atuação do Serviço Social em cinco hospitais públicos, de grande porte. Foram entrevistados 34 Assistentes Sociais, cujos depoimentos sobre suas práticas cotidianas foram confrontados com a proposta hegemônica de atuação da categoria, expressa no Projeto Ético-Político do Serviço Social. Nesse processo, pretendeu-se apreender as condições objetivas e subjetivas dos sujeitos entrevistados. A partir dos dados percebeu-se que, no âmbito hospitalar público, encontram-se diversos impasses de ordem objetiva, frutos da consolidação do projeto de Estado neoliberal no país, que se colocam como desafios para o/a Assistente Social avançar na implementação do seu Projeto Ético-Político e do Projeto de Reforma Sanitária, quais sejam: os desvios e insuficiência de recursos, má qualidade dos serviços públicos expressa no atendimento moroso e precário, traços de improvisação e inoperância, gerando ambiguidades no funcionamento normativo; a manutenção da hegemonia neoliberal que perpassa as estruturas e relações sociais vigentes. Diante desses desafios, os/as Assistentes Sociais, comumente, exercem atividades que acabam respondendo, sobretudo, aos objetivos institucionais, pautados no imediatismo e nas rotinas requisitadas pelo organismo contratante. Logo, esses profissionais reforçam os objetivos da instituição e não os objetivos do Projeto Ético-Político Profissional. Tal Projeto é conhecido superficialmente pelo conjunto dos profissionais entrevistados, o que compromete a interlocução das múltiplas relações que ele inspira, assim como impossibilita o trato crítico e qualificado às necessidades sociais e profissionais contemporâneas. Enfim, a pesquisa revelou que a direção ético-política prevalecente na prática profissional dos/as Assistentes Sociais ainda é aquela conformada às tendências conjunturais e às normas e limites institucionais, reforçando a reprodução da ordem vigente e o seu jogo de poder. Essa realidade, por fim, pode fraturar as conquistas históricas da classe trabalhadora, como também comprometer a qualidade e a coerência do patrimônio teórico-metodológico construído pela categoria profissional, e promover, desse modo, o esgarçamento da cultura ético-política que comporta a defesa da justiça social, da cidadania e da democracia.

The demonstrations occurred at the level of interdisciplinarity occur in the current production model flexible and integrated seeking new knowledge in order to optimize the functionality and objectives of the capitalist system of production. Thus, interdisciplinarity in its relationship with the world of work assumes an instrumental rationality / operating where multifunctionality and versatility of workers is constitutive trait of this model of work organization, which directly refutes the set of social practices in which it operates in Healthcare the professional Social Worker. However, articulates a literature search on these categories and a field research qualitative and quantitative, Social Workers with professionals who make up the team at the Hospital network that integrates the city of João Pessoa. We investigated fifteen (15) Social Workers in the sample universe of thirty-nine (39) social workers distributed among Hospitals St. Elizabeth, Hospital Complex MangabeiraTarcisioBuriti Governor and Valentina Municipal Hospital, in 2011, being used in data collection a semi-structured interview. To phase of organizing and analyzing the data provided to graphs and tables, as well as content analysis of the interviewees' statements. Thus, we conclude that the field is part of our investigation fetishized practice of interdisciplinarity in the exercise of professional social worker who comes to camouflage various forms of instability in current relationships and working conditions, under the current restructuring process of capitalist society. / A presente Dissertação de Mestrado analisa como objeto de estudo o exercício profissional do Assistente Social inserido no contexto das práticas interdisciplinares naPolítica da Saúde a partir do contexto das atuais transformações que se operam no mundo do trabalho com o processo de reestruturação produtiva.No atual modelo de produção flexível e integrada, as manifestações ocorridas provocam a eclosão de novos saberes com vistas a potencializar a funcionalidade e os objetivos do sistema capitalista de produção. No plano da interdisciplinaridade, a sua relação com o mundo do trabalho assume uma racionalidade instrumental-operativa na qual a multifuncionalidade e a polivalência dos trabalhadores torna-se a marca constitutiva do novo modelo de organização laboral que rebate diretamente no conjunto das práticas sociais. Neste trabalho investigativo, analisa-se o conjunto das práticas sociais mediatizado na Politica daSaúde através do exercício profissional do Assistente Social. Para tanto, buscouse articular as contribuições teóricas advindas da pesquisa bibliográfica acerca das categorias de análises que perpassam a discussão do objeto de estudo e os dados derivados da pesquisa social aplicada junto aos Assistentes Sociais que compõem a equipe da rede hospitalar do município de João Pessoa/PB.Na pesquisa de campo, realizada em 2011, foram entrevistados15 Assistentes Sociais do universo de 39 profissionais, distribuídos entre os Hospitais Santa Isabel, Complexo Hospitalar de Mangabeira Governador Tarcísio Buriti e Hospital Municipal Valentina. Em termos metodológicos, foram utilizados procedimentos quanti-qualitativos:na fase dacoleta dos dadosrecorreu-se a entrevista semiestruturada e a observação; e na fase deinterpretação dos dados utilizou-se da leitura estatística descritiva com uso de gráficos e tabelas e da análise de conteúdo das falas dos entrevistadosmediante a categorização temática. Conclusivamente,a discussão dos resultados revela a adoção da práticafetichizada da interdisciplinaridade no âmbito do exercício profissional do Assistente Social no contexto da Política da Saúde. A adoção ideologizada da interdisciplinaridade oculta às várias formas de precarização nas relações e condições de trabalho, decorrentes do atual processo de reestruturação produtiva da sociedade capitalista.

E dentro desse cenário, estudar a ampliação do número de cursos de Serviço Social no Brasil; identificar os assistentes sociais docentes nos cursos de Serviço Social de Instituições de Ensino Superior (IES) do estado de São Paulo, que pertençam às categorias administrativas: pública federal, pública estadual, pública municipal, privada sem fins lucrativos e privada com fins lucrativos; e analisar as condições de trabalho desses assistentes sociais docentes em um contexto de precarização no mundo do trabalho. A sociedade capitalista madura apresenta um contexto de precarização no mundo do trabalho, nas relações de trabalho, o que impacta diretamente nos processos de trabalho das assistentes sociais que estão no exercício da docência, interferindo também na formação de futuros profissionais. Para o desenvolvimento da tese foram realizadas pesquisas bibliográfica, além do acesso a outras fontes disponíveis na internet como jornais, revistas e pesquisa de natureza quantitativa ao site do Cadastro e-MEC de Instituições e Cursos de Educação Superior (para a identificação do número de cursos, incluindo câmpus e polos de Serviço Social oferecidos no Brasil) e consulta ao site das Instituições de Ensino Superior do estado de São Paulo (a fim identificar as assistentes sociais docentes). A coleta dos dados para a pesquisa de campo foi feita a partir de pesquisa de natureza qualitativa, por meio da realização de entrevistas semiestruturadas e aplicação de formulário para a caracterização dos sujeitos. Algumas entrevistas foram realizadas presencialmente e outras, por meio de programas disponibilizados pela internet. Conforme mencionado, o universo da pesquisa compreendeu cinco Instituições de Ensino Superior do estado de São Paulo que oferecem cursos de Serviço Social, e os sujeitos da pesquisa, foram oito assistentes sociais docentes nessas IES. A análise da pesquisa apontou tanto convergências quanto diferenças entre as experiências docentes, em se tratando do objeto estudado. / This thesis aims to analyze the impacts of precariousness in the world of work on the professional job as teachers of the social workers in Brazil. And within this scenario, study the increase of the number of Social Service courses in Brazil; identify the social worker professors in the Social Service courses of Higher Education Institutions (HEI) of the state of São Paulo, which belong to the administrative categories: federal public, state public, municipal public, private nonprofit and private for profit; and to analyze the working conditions of these social workers in a context of precariousness in the labor world. Mature capitalist society presents a context of precariousness in the world of work, in labor relations, which directly impacts on the work processes of social workers who are in the teaching profession, also interfering in the training of future professionals. For the development of the thesis were carried out bibliographical and documentary researches of a quantitative nature, beyond the access to other available sources on the Internet such as newspapers, magazines, consultation to the site of the e-MEC Register of Institutions and Courses of Higher Education (to identify the number of courses, including câmpuses and social service centers offered in Brazil) and consult the website of the Higher Education Institutions of São Paulo state (in order to identify the social teaching staff). The data collection for the field research was made from a qualitative research, through semi-structured interviews and application of a form for the characterization of the subjects. Some interviews were conducted in person and others, through programs made available through the Internet. As mentioned, the research universe comprised five Higher Education Institutions of the state of São Paulo that offer Social Work courses, and the subjects of the research were eight social workers in teaching profession at these HEIs. The analysis of the research pointed to both convergences and differences between the teaching experiences, when dealing with the object studied.

Has relevance across the questioning of the elements that integrates the in sertion of social workers in health policy, particularly because of demarcating the characterization of the expansion of socio-occupational spaces in the public sector, as these come constituted by a precarious expansion of the professional work. The main objective is to analyze trends in labor precarious ness of the professional duties and skills in the Emergency Care Unit – ECU and Children’s Hospital. The reflections here systematized result from empirical study, associated with a bibliographical and documentary review with methodological approach of qualitative character and are guided in the critical-dialectical method, enabling the unveiling of the complex reality.The procedures performed in the empirical study relate to an application of a form structured from closed and open questions and was applied with the approval of the Ethics Committee in UEPB. We prioritized and this exhibition the analyzes regarding of the relationship and working conditions of social workers, as well as high lighting the duties and professional skills developed in the surveyed health unity. / Este estudo representa a sistematização das análises que enfocam os determinantes do mercado de trabalho e suas implicações sobre as atribuições e competências profissionais, nas atuais condições e relações de trabalho na Unidade de Pronto Atendimento - UPA e no Hospital da Criança no município de Campina Grande. Tem sua relevância frente a problematização dos elementos que integram a inserção dos assistentes sociais na política de saúde, em especial pelo fato de demarcar a caracterização da ampliação dos espaços sócio-ocupacionais no setor público, uma vez que estes vêm se constituindo por uma expansão precarizada do trabalho profissional. O objetivo principal é analisar as tendências da precarização do trabalho sobre as atribuições e competências profissionais dos assistentes sociais na UPA e no Hospital da Criança. As reflexões aqui sistematizadas resultam de um estudo empírico, associado a uma revisão bibliográficae documental com abordagem metodológica de caráter qualitativo e se pautam no método críticodialético, possibilitando o desvelamento da complexa realidade. Os procedimentos realizados no estudo empírico diz respeito a aplicação de um formulário estruturado a partir de questões fechadas e abertas e que foi aplicado mediante aprovação do Comitê de Ética em pesquisa da UEPB. Priorizamos nesta exposição as análises referentes às relações e condições de trabalho das assistentes sociais, bem como destacando as atribuições e competências profissionais desenvolvidas nas unidades de saúde pesquisadas. As reflexões apresentadas evidenciam a compreensão das particularidades do mercado de trabalho profissional das assistentes sociais no âmbito das unidades de saúde, revelando que as tendências da precarização do trabalho se configuram na fragilização da atuação profissional a partir do atendimento de demandas pontuais e emergenciais, a desestruturação dos espaços físicos de trabalho e o comprometimento do exercício das atribuições e competências profissionais do assistente social nos espaços sócio-ocupacionais da saúde.

The study examines the contributions of professional intervention in the life conditions of families, especially from the intersectoral action, seen as a pillar of integrality, capable of providing a attendance more effective to the needs of users.
