Proposta para determinar o índice de competitividade dos Institutos SENAI de tecnologia

O Sistema SENAI é historicamente caracterizado pela prestação de serviços em educação à toda sociedade brasileira como contrapartida aos recursos oriundos da Indústria. Atualmente, aderiu ao seu portfólio serviços em tecnologia e para Inovação, oferecidos às empresas em forma de projetos, consultorias e serviços metrológicos, pela sua nova rede de Institutos SENAI de Tecnologia e de Inovação que estão sendo implantados desde 2012. Esta nova agenda tem provocado uma mudança cultural, que para lograr sucesso, está diretamente relacionada à capacidade de monitorar e controlar recursos, garantindo qualidade, quantidade e sustentabilidade das ações. Diante desse contexto, este trabalho teve por objetivo identificar a proposta de valor dos Institutos e quais recursos do Capital Intelectual são necessários para a prestação de serviços. Foi necessário estudar e definir indicadores para compor um sistema de medição de desempenho que possibilitasse a comparação entre os Institutos de Tecnologia com distintas vocações. Foi definido um método a partir da atribuição de pesos e avaliações individuais, que possibilita a identificação para cada indicador do resultado ideal e do real para cada Instituto congregando em um Índice de Competitividade. Como resultados desse trabalho foi realizado um estudo de caso com cinco Institutos SENAI de Tecnologia com posicionamento estratégico áreas de atuação tecnológicas diferentes, demonstrando a versatilidade e confiabilidade do método permitindo, além da comparação, a construção de um banco de dados que se apresenta como uma importante ferramenta de "benchmarking" e de geração de informações estratégicas e operacionais, possibilitando a correta tomada de decisão, visando melhoria contínua dos processos.

Importance of KPI identification and implementation in Kuwaiti construction industry

Key Performance Indicators (KPIs) play a vital role for organizations to measure project performance. The core objective of Key Performance Indicators is that not only organizations but also customers want their projects to be completed within the stipulated time and budget while maintaining the quality standards. Performance measurement is foundation for continual improvement. Subsequently, as a regular rule, benchmarking is the next step to improve contractors’ efficiency and effectiveness of products and processes. Camp (1989) introduced benchmarking concepts and defines it as “the continuous process of measuring products, industry leaders.” It is a problem to measure the performance of large projects such as construction and communication projects using predefined KPIs. Objective of this research is to find a framework to improve project performance through benchmarking of key performance indicators, to identify the suitable KPI prevailing in the construction industry of Kuwait and develop and calculate the KPIs to assess the performance of the construction projects and making recommendations to improve project performances of construction industry. For this study two Kuwaiti construction companies are selected i.e. Company AA and Company BB. Performance of their financial and non-financial data is analyzed. Primary data is collected through questionnaires and in performance of Company BB. Data also revealed that Company BB’s are having cost and time overrun. Organizations like Company BB have to investigate reasons of cost and time delays causing dissatisfaction. Decision of material selection and delivery time should be carefully taken. Organizations should improve its employment policies from selection to compensation, working conditions, motivations and availability of health and safety facilities; as satisfied customers can satisfy customers. Subsequently, Company BB management performance needs immense improvement at all levels and in all processes. Consideration of design quality indicators (DQI) as per requirement of stakeholders and bio-diversity impacts, it is impossible to satisfy the internal or external stakeholders of construction projects. This thesis contributes useful and new knowledge to the Kuwaiti construction industry. This study reveals the importance of significant KPIs needed for the growth of medium construction organizations through benchmarking the bigger organizations. The ultimate goal of this study is to highlight the importance of KPIs to access success of medium construction organizations. Although it is believed KPIs could be used for benchmarking of bigger size organizations.

A partir disso, permitiu-se a identificação da eficácia das instituições participantes, facultando-lhes a tomada de decisões e implementação de melhorias, por meio da auto-avaliação e da avaliação comparativa às demais instituições de ensinos participantes da pesquisa. Para a realização da pesquisa, foram necessárias fases distintas. Na fase inicial de revisão bibliográfica, foi identificado um conjunto de indicadores para apoio a gestão, os quais serviram de base para a segunda etapa que correspondeu a um levantamento com dados coletados, referente ao período de 2007 e 2008, e posterior cálculo dos indicadores (a amostra contemplou 23 escolas públicas municipais, 5 pública estaduais, ambas pertencentes às cidades de Porto Alegre e São Leopoldo, e 11 instituições privada / This research aimed to construct a set of performance indicators that were calculated, analyzed an then evaluated by managers of educational institutions, as excellence standards through benchmarking. From this, the identification of the effectiveness of the participating institutions was made possible, providing them with decision making and implementation of improvements, through self assessment and benchmarking of other education institutions which took part in the research. For this research different phases were needed. In making the initial review, a set of indicators to support the management was identified, which served as the basis for the second stage that corresponded to data collection, covering the period 2007 and 2008, and subsequent calculation of the indicators (the sample included 23 local public, 5 public state schools, both within the cities of Porto Alegre and Sao Leopoldo, and 11 private institutions in the metropolitan area). The main purpose of this Master’s thesis is to do a benchmarking study of the marketing activities at the public library of Valdemarsvik. The purpose is also to describe and get a deeper understanding of benchmarking as a method for improving library activity. Four major problem areas are addressed: How can one use benchmarking as a tool to achieve change? How can one learn with benchmarking? What similarities and differences are there between benchmarking and other similar methods for competence development? Is benchmarking better than other similar methods for competence development? The empirical approach was qualitative and the method chosen was action research. Benchmarking is a structured method for learning and change that compares your performances with the performances of others. The benchmarking object chosen in this study was marketing orientation and marketing. The benchmarking partners chosen were Folktandvården in Gothenburg and the public library of Bollebygd. The outcome of the benchmarking study was user friendly changes in the library’s physical environment and the library’s classification system, and customer oriented changes concerning purchase policy and selection of media. Also a lecture in marketing and market orientation, based on the result of the benchmarking study, was held for the library staff. The conclusion of this study shows that benchmarking can be used as a method to learn market orientation and marketing at a small public library. Diplomová práce se zabývá některými základními aspekty fungování městských úřadů. Obce jsou základními územně samosprávnými celky. V České republice je užíván tzv. smíšený model veřejné správy. To znamená, že obce kromě vlastní samosprávy vykonávají také státní správu v přenesené působnosti. Výsledkem druhé fáze reformy veřejné správy bylo vyčlenění obcí s pověřeným obecním úřadem a obcí s rozšířenou působností. Cílem diplomové práce je provést analýzu postavení, působnosti a organizační struktury městského úřadu obce s rozšířenou působností včetně přiblížení jeho činnosti. Zmíním se také o metodách, které napomáhají zlepšovat činnost městského úřadu. Zvolila jsem Městský úřad Černošice jako konkrétní příklad pro zpracování vybraného tématu.

Cíl diplomové práce spočíval v nástinu podmínek a prostředí pro implementaci systémů managementu jakosti ve veřejné správě ČR. Při objasňování tohoto cíle bylo využito východisek z dostupných literárních pramenů, praktických zkušeností s implementací Úřadu městské části Prahy 7 a také vlastního výzkumu. Systémy managementu kvality tvoří ucelené přístupy k rozvoji organizace formou obecných doporučení, jak skutečného růstu kvality poskytovaných statků či služeb dosáhnout. Aplikaci standardizovaných metod je třeba přizpůsobit individuální organizaci vzhledem k předmětu její činnosti a vytýčeným cílům. Veškeré přístupy jsou vždy pouze nástrojem a pomůckou, jenž při správném využití dokáží napomoci ke zkvalitnění a zefektivnění řízení. V současné době je implementace přístupů ke kvalitnímu řízení veřejné správy v ČR dobrovolná a každá veřejná instituce/úřad si jej může zvolit, dle vlastního uvážení. Při dostatečné publicitě a prezentaci, by v budoucnu mohly systémy managementu kvality v očích veřejnosti působit jako určitá záruka poskytovaných statků a služeb.

A Framework for Evaluating the Computational Aspects of Mobile Phones

With sales reaching $4.4 billion dollars in the first half of 2006 in the United States alone, and an estimated 80% of the world receiving coverage for their wireless phones in that year, interest in these devices as more than mere communicators has greatly increased. In the mid-to-late 1990s, digital cameras began to be incorporated into cellphones, followed shortly thereafter by Global Positioning System (GPS) hardware allowing location-based services to be offered to customers. Since then the use of mobile phone hardware for non-communication purposes has continued to expand. Some models, such as the Motorola V3M, have been specifically geared toward the storage and display of music and visual media, as well as receiving Internet broadcasts. It is perhaps surprising, therefore, that relatively little has been done from an academic standpoint to provide a qualitative and comprehensive method of evaluating the performance of mobile phones regarding their ability to function as computing devices. While some manuals do offer comparisons of Application Programming Interfaces (APIs) that aid in the development of cellphone applications, little documentation exists to provide objective measurements of performance parameters. This dissertation proposes a framework for evaluating the performance of mobile phones from a computational angle, focusing on three criteria: the processing power of the Central Processing Unit (CPU), data transfer capabilities, and the performance of the phone's GPS functionality for the appropriation of geographic location data. Power consumption has always been a major source of interest in the study of computer systems, and the limited hardware resources of mobile devices such as laptop computers, Personal Data Assistants (PDAs) and cellular telephones makes this a key concern. The power consumption factors associated with operation are therefore considered alongside the three core criteria being studied in this framework. In addition to framework design, software tools for the evaluation of cellphones were also developed, and these were applied to a test case of the Sanyo SCP-7050 model. This provides an example of the utility of the framework in evaluating existing phone models and a foundation for the assessment of new models as they are released.
