Electrifying Development: Identifying Key Policy Tools For Facilitating Rural Electrification in Sub-Saharan AfricaShimkus, Jacob 01 January 2015 (has links)
Rural electrification is a critical tool for accelerating and enhancing development throughout Sub-Saharan Africa. The challenge for modern policymakers is to identify and implement programs that will effectively facilitate rural electrification. This analysis develops a model for comparing the performance of nations' electrification policies using a fixed effects regression model based on World Bank data from 1990, 2000 and 2010. To identify the key policies for driving rural electrification, this analysis then compares the programs and reforms employed in six nations from Sub-Saharan Africa. As a result, three reform measures are identified that are conditional on outside factors for their contribution to success, and three universal policies are identified that may be broadly applied to improve rural electrification throughout the region.

From Stability to Insurgency: The Root and Proximate Causes of the September 2002 Civil War in Cote d'IvoireKouadio, Bertin K 10 November 2009 (has links)
This dissertation was an analysis of the root and proximate causes of the September 2002 civil war in Côte d’Ivoire. The central question of this study was: Why did Côte d’Ivoire, which was relatively stable under President Houphouët-Boigny, suddenly begin to experience political violence in the 1990s and an explosion in 2002? Côte d’Ivoire was an interesting case because it was stable for a long period of time, apparently making it an infertile ground for conflict. It was also interesting for comparative purposes because of the fact that several states in West Africa (for instance, Benin, Togo, and Ghana) have experienced military coups but not have civil wars. Finally, this case was an opportunity to revisit the debate on the causes of civil wars in the African context. Chapter one has outlined the entire dissertation project and contextualized the analysis that follows in the subsequent chapters. Chapter two has reviewed the literature on civil wars in general, identified the different types of civil wars, and the type the Ivoiran war is. Chapter three has examined the domestic and international political economy as a source of the civil violence in Côte d’Ivoire. Chapter four has examined the role of ethnicity and region as identities of the war, while chapter five has analyzed the role of the foreign relations in the civil war, as well as the regional political context. Chapter six has distinguished between the root and proximate causes of the Ivoirian civil war, made judgments about the relative weight of the various causes, and the extent to which the weight of the causes can be measured. The study found that the “Ivoirité” was the most important trigger of the civil war in Côte d’Ivoire. The overall conclusion of my dissertation was that the September 2002 crisis in that country was a political crisis which occured in the context of a political reform. It first started with succession problems in 1993 followed by the controversial elections in 1995 and 2000. Later, this electoral politics spread beyond electoral issues, namely citizenship matters.

How ECOWAS negotiating team can strenghen the legal provisions of Cote D'Ivoire EPA as to benefit the whole region : a legal analysis of the Cote D'Ivoire interim EPAGah, Dadehys Noellie Prisca 06 October 2010 (has links)
The paper examines through a legal analysis of some articles of the Cote d’Ivoire Stepping Stone Agreement, how ECOWAS can strengthened its approach in negotiating a comprehensive EPA for the region. These articles are scrutinized with a special focus on market access as to point out fields that need to be re-thinked with regard objectives set out in the agreement. It is argue that current bilateral and multilateral Trade and Investment Agreements are shrinking in their legal framework the policy space need for development in countries that need it the most. This study, underlines the fact that the legal provisions contain in the Cote d’Ivoire IEPA do reduce actually its ability to set up policies tool aim at achieving development goals. It is the sustainability of the IEPA legal provisions that is questioned under this topic with regard to sensitive issues such as the safeguard measures, the stand still clause, the MFN clause, the Rules of Origin etc….. In so doing, the analysis reveals as well the ambiguity of the IEPA relationship with the Cotonou Agreement and the multilateral trade rules of the WTO. This ambiguity is highlighted in an attempt to drawn the attention of the region on the fact that; if there is indeed a need to update the Economic Partnership Agreement currently negotiating with the EC, this cannot be done without first of all updating the negotiating approach of the region. In fact, its weak bargaining approach coupled with that overwhelming of the EC has resulted in the agreement currently on the table. Substantial changes can be made with this regard by acknowledging the insufficiencies in the legal framework of the IEPA but also in learning lesson from mistakes the region itself and Cote d’Ivoire have done in negotiating EPAs and its Interim version. Thus, since EPAs often triggered the debate on liberalization and what it may carry in terms of consequences on developing countries’ economies, examples of countries that took a different step toward liberalization and whose current situation may be use as a testimony by ECOWAS are quoted. A security community in Africa : a critical assessment of the African Union’s contribution towards the construction of a potential security community since 2002De Vos, Johannes Nicolaas 03 1900 (has links)
Thesis (MA)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: This thesis seeks to provide a critical discussion of the contributions of the African
Union towards the potential development of an African security community since its
inception in 2002. Utilising Security Community Theory, and the framework for the
study of security communities developed by Adler & Barnett (1998) it commences
with an interrogation of the AU. This interrogation is arranged along the three tiers of
the framework.
The first tier is the precipitating conditions, which cause states to orient themselves
in each other’s direction and desire to coordinate their relations. The second tier
investigates the factors conducive to the development of mutual trust and collective
identity. The third, and final, tier identifies the necessary conditions of dependable
expectations of peaceful change.
The study goes on and introduces three African case studies, which illustrate the
contributions of the African Union towards the potential development of an African
security community. The case studies are the African Union mission in Burundi, the
African Union mission in Sudan, and the recent intervention of the African Union in
the post-election crisis in Côte d'Ivoire. All three case studies were able to provide
ample evidence to illustrate the AU’s contributions.
The study concludes with two major findings. Firstly, this study is able to illustrate
that the AU has made significant contributions towards the development of peace
and security in Africa. Secondly, that the AU has made significant contributions at all
three tiers of the framework, and therefore major contributions to the potential
development of an African security community. However, the AU is still in its
embryonic phase, and any prediction concerning the existence, or potential
existence of an African security community would be premature. Even though there are ostensibly, positive developments in the area of continental
peace and security this study is able to illustrate several remaining challenges to
further contributions by the AU. The first is a lack of resources. The AU is heavily
dependent on the contributions of its member states, and a number of members
persistently fail to meet their contributions to the organization. A second challenge is
the loosely defined relationship with the UN (and other external partners). It is crucial that a constructive relationship be established, if not, differences might antagonise
the two organisations and negatively affect any future contributions of the AU
towards the development of an African security community. Finally, the role of core
states, most notably regional hegemons such as South Africa and Nigeria will remain
important for stabilizing and encouraging the further development of an African
security community. / AFRIKAANSE OPSOMMING: Hierdie tesis poog om n kritiese bespreking te bied van die bydra wat die Afrika Unie
na die potensiele ontwikkeling van n Afrika sekuriteits gemeenskap gemaak het
sedert sy intrede in 2002. Deur gebruik te maak van Sekuriteits Gemeeenskap
Teorie, en die raamwerk vir die studie van sekuriteits gemeenskappe deur Adler &
Barnett (1998) begin die studie met n direkte ondersoek van die AU. Hierdie
ondersoek vind plaas volgens die drie vlakke van die raamwerk.
Die eerste vlak is die kondisies wat veroorsaak dat state hulself na mekaar orienteer,
en n wil ontwikkel om hulle sake te koordineer. Die tweede vlak ondersoek die
faktore vir die ontwikkeling van wedersydse vertroue en gesamentlike identiteit. Die

beinvloed. Laastens, sal die rol van kern state, mees aanmerklik streek leiers soos

ABSTRACT: This thesis tries to understand and explain the problems facing African international organizations in peacekeeping operations. The focus is on the case of the intervention by the Economic Community of West African States (ECOWAS) in Ivory Coast. The analysis will also discuss, in order to permit comparative analysis, the intervention of this same organization in Liberia, Sierra Leone and Guinea Bissau. This case study in comparative perspective can help to mitigate the disadvantage of a case study, whose main weakness is the problem of generalization from the results of one case.
The literature in International Relations and peacekeeping operations is used to develop some hypotheses that we will try to test in this dissertation, specifically: the internal difficulties of international organizations; the problems of lessons learned in terms of peacekeeping operations; the balance of power between and the pursuit of the national interest by members states of the organization; the key role of international and foreign actors, such as former colonial masters, in the peace process; and finally, the problem of coordination between different actors.
To answer to the research question, the dissertation will be written in the form of a story with different concentric circles. First, for the internal international organizations difficulties, we will use the functionalist approach which is one of the best theorizations of this issue. However, these internal obstacles are only the tip of the iceberg of the problem because behind the organization we have conflicts of interest between different member states and the intervention of former colonial masters that realists and the neo-marxists would anticipate. Nevertheless, these tend to emphasize more on states. As a consequence, they cannot help us to solve the huge issue of coordination between different actors. To respond to this problem, we turn to the model of multi-level governance and demonstrate its value in analysing this case. For the case of Ivory Coast, Liberia and Sierra Leone, we will use both primary and secondary literatures. However, for the case of Guinea Bissau, we will use only secondary literature.
