An analysis of the benefits of the growth in tourism to the local communities in the Panorama region, Mpumalanga Province

In recent decades tourism has asserted its importance as the biggest employer and foreign exchange earner in both the developing and developed countries. Consequently, there has been increasing attention to tourism development as a strategy to stimulate economic growth, local economic development and poverty alleviation, especially in the developing countries. This study was undertaken with the objective of determining the direct benefits of the growth in tourism to the local communities in the vicinity of protected areas in South Africa's Mpumalanga Province. The tourism sector is strategically located within the economic mainstream as it links easily with other sectors of the economy such as agriculture, hospitality, transport and entertainment. It has added advantages, including the fact that the tourist product is consumed at the destination. This offers local communities opportunities in job creation, skills development, economic empowerment and social development. The study found that meaningful involvement of local communities in the tourism industry through ownership of tourism-related enterprises was almost non-existent. There were no meaningful linkages between the industry and the local communities other than the communities' supply of unskilled labour. There were also no programmes aimed at harnessing the phenomenal growth in South Africa's tourism for the economic empowerment of local communities. The economic empowerment of local communities need not be achieved through the ownership of tourism-related enterprises only, but may also include shareholding, outsourcing, affirmative procurement and social responsibility programmes by the industry.The continued marginalisation of the local communities by the tourism industry was attributed to unsatisfactory progress with the industry's transformation. The launch of the Tourism Black Economic Empowerment Charter and Scorecard in 2005 provided impetus for the transformation of South Africa's tourism industry. However, more work still needs to be done in the identified areas of ownership and control of tourism-related businesses, distribution of tourism benefits and the development of tourism-related skills and entrepreneurial culture in local communities. The role of the private sector in stimulating community involvement in tourism is particularly important. The private sector is singled out because of government policy that tourism development would be regulated by government and be private-sector driven. Furthermore, the private sector has the capacity and the resources to mobilise, not only to improve the attractiveness and marketing of a destination and the overall management of the tourism industry, but also to build thriving local communities. / Development Studies / D. The training of school governing bodies in the Free State Province: an education management perspective

The aim of the study was to investigate the training of school governing bodies in the Free State Province from an education management point of view. Since 1994 the South African government has adopted a number of policy documents aimed at democratizing education in the country. The transformation of education in the new South African context encompasses the idea of partnership in which participants - such as parents, educators, learners (in secondary schools) play an active role in taking decisions on behalf of the school. The State alone cannot control schools, but has to share its power with other stakeholders. However, this can only happen if participants in school governance are trained to have power and the capacity to decide on matters affecting their schools. Hence, training is the cornerstone of affirming governors in the execution of their roles and responsibilities. Since school governing bodies are composed of a cross section of people with different ideologies, expectations and levels of education - training is necessary to prepare then for co-operative governance. Without adequate and on-going in-service training, it is unlikely that school governing body members can make informed decisions. The empirical method, namely qualitative research, was successful in obtaining information from participants about the training offered to them. It also established how participants felt and thought about their experiences and perceptions about the training they received, whether it built capacity or not. Capacity building for curriculum differentiation in the teaching of foundation phase mathematics in Ngwaritsi Circuit, Limpopo Province

This study aims at examining capacity building for Foundation Phase Mathematics teachers in curriculum differentiation in Limpopo Province. Proceeding within the framework of inclusive education, it takes as its point of departure two issues which are collectively critical for learner performance in Mathematics, namely, teacher capacity and differentiated instruction. The study revolves around the view that for improved learner achievement in Mathematics, particularly in lower grades, instructional practices aimed at supporting learners should be differentiated; and, that for this to be possible, teachers should be equipped with the capacity needed to carry out curriculum differentiation. This view emerges from the convergence of three problems which constitute the motivation for conducting this study. The first problem is poor learner achievement in Mathematics in South Africa, which is a subject dominating the public media and scientific discourse. The second problem is a documented general lack among teachers of appropriate knowledge, skills and attitudes needed for modification and adaptation of curriculum to the differentiated needs of learners. The last problem is the changing curriculum policy context in which teachers work as represented by the current national curriculum policy taking place against the backdrop of the broader South African education transformation agenda, geared towards inclusion. Underlying these problems is the recognition of curriculum as constituting one of the barriers to inclusive education.Based on an assumption that poor performance of learners in the Foundation Phase Mathematics is due to teachers’ inability to differentiate curriculum and their lack of the necessary capacity, this study adopts a qualitative research design and follows a qualitative approach to examine the problem. Data was collected by means of interviews, observations and document analysis. Twelve Mathematics teachers from three purposively selected schools and one curriculumadvisor from one circuit participated in the study. Data were analysed by means ofBraun and Clarke’s method of thematic analysis. The results present the challenges that Foundation Phase Mathematics teachers face, which include inability to respond to learner diversity and inadequate training in curriculum differentiation. / Inclusive Education / M. Creating community structures for sustainable social reintegration of child soldiers in Liberia

The study is about how to work with and create community structures for effective and sustainable social reintegration of Children Associated with Armed Forces and Armed Groups (CAAFAG), also called child soldiers in Liberia. It analyses the community structures which were engaged in the Disarmament, Demobilisation, Rehabilitation and Reintegration processes and questions whether these were premised on community values and norms. The study challenges some of the existing practices of working with community structures in reintegration programmes. The Structural-functionalist perspective is used as theoretical framework of the study based on the notion that social events, like DDRR programmes can best be explained in terms of the functions they perform or the contributions they make towards stability and continuity of societies where child soldiers are to be reintegrated. The study adopts a qualitative methodology to investigate community structures to reintegrate child soldiers in an effective, sustainable way. Different related research techniques, or triangulation, are used referring to a combination of mainly qualitative methods of data collection and analyses. Focus group discussions, in-depth interviews and documentary sources have different complementary strengths which are more comprehensive when used together. The findings indicated that children of all ages were “recruited” by armed groups and forces for diverse reasons. The findings confirmed children going through difficult experiences as they participated and supervised over violence. The war disoriented children‟s socialization processes. In some situations they returned to dysfunctional communities, without adequate support systems. The humanitarian led community approaches delivered results, however, these were short-lived. The engagement of the community structures was not based on clear community analysis. The intended manifest functions of the DDRR programmes and reintegration objectives for sustainability were eventually dysfunctional in most cases. The study‟s major recommendation is that a careful analysis of existing community structures, identification and engagement of positive community networks be made and that comprehensive capacity building programmes, built on societal values and norms nested within a National Planning Policy framework, will deliver durable and sustainable social reintegration of child soldiers in Liberia. / Sociology / D.Litt. et Phil. Development perspective on policy management

Momentous choices and opportunities have opened up in South Africa since a settlement was successfully negotiated and a new political and constitutional dispensation was created. Events such as the constitutional negotiations and the establishment of reconstruction and development initiatives have placed a renewed emphasis on development management, process facilitation and the development of policy. This study provides an overview of the broad field of policy studies and specifically focuses on policy process models. In particular, this study centres on the further development of the generic process model and provides an overview of the application thereof to the operational environment. From this, simulation exercises and case study material have been developed as policy learning methodologies. Institutional arrangements for policy processes and the institutionalisation of policy and related support capacities at intergovernmental and organisational level receive particular attention. The study demonstrates the application of the generic process model by applying the framework to a case study based on the provincial demarcation exercise. This study concludes that policy management, as a cross-cutting, lateral methodology, in conjunction with similar methodologies, such as strategic planning, research methodology and project management, should be regarded as a critical tool, by the academic community and development practitioners alike, for improving the decision-making capacity of government, the private sector and civil society. / D.Litt. et Phil. The impact of distributed leadership practices on the functioning of primary schools in Johannesburg South

In this study, the researcher explored the prevalence of distributed leadership practices in schools in Johannesburg South in order to illustrate how the principals in effective schools collaborated with different members of staff to ensure the school’s success. To this end, a literature study was undertaken on relevant theories and on the results of previous research on the issue. The study explored literature from local and international perspectives on distributed leadership to understand how this form of leadership impacted the functioning of primary schools in Johannesburg South. This was followed by an empirical investigation using judgemental and purposive sampling methods to select participants. A mixed methods research design was employed to elicit both quantitative and qualitative data from a single, structured questionnaire. Participants included 86 respondents from 9 primary schools. Throughout the research study, ethical considerations like keeping confidentiality of information provided and anonymity of research participants were upheld. Data analysis involved a mix of quantitative data analysis and content analysis. Based on the findings, recommendations were made to the GDE and school principals on support needed by teachers if distributed leadership is to ensure school effectiveness. The study found that distributed leadership not only motivated teachers, but compelled them to recognise their own strengths and weaknesses, and contribute to school leadership by taking on roles that interest them. Schools in Johannesburg South have created a culture in which distributed leadership tends to flourish. Distributed leadership ensures that a myriad of well-developed teachers exist at all ranks of the school, who have the capacity to fill vacant positions when a need arises to ensure the smooth functioning of schools. / Educational Management and Leadership / M. Policy capacity building in the Ethiopian civil service

The Ethiopian government believes the mission of its civil service is to introduce to the country a better economic and democratic system. In achieving this, the government has recognised policy capacity setbacks in its civil service and embarked on a comprehensive Civil Service Reform Programme (CSRP) to address the issue with a national capacity building strategy. The human resource administration aspect of the reform programme however lacks a closer and direct integration with civil service education and training programmes. Being aware of this, the government opened Departments of Public Administration in some universities and restructured training institutions in the country. Nevertheless, the level of policy competence, skill and attitude of civil service personnel leaves much to be desired as far as ensuring effective and efficient policy development and delivery is concerned, which otherwise could have been changed through proper public policy education and training. This research topic was selected after the Ministry of Civil Service had identified this problem in 2011. Public policy education and training in public administration entail improvement of employee policy performances in the civil service system. Public policy education and training in a civil service system imply obtaining new policy knowledge, policy abilities and policy skills, and, introducing public servants to and involving them in important public policy decisions. Nevertheless, public institutions frequently fail to achieve their programme objectives due to a lack of personnel trained and qualified in public policy, which is often at the root of public policy failures. This can contribute to the notion of public policy education and training receiving a wider acceptance in the civil service. It is generally accepted that universities and other training institutions provide public administration education to incumbent civil servants and students who will become the future work force in the civil service. It is the duty of such institutions to provide scientifically inspired career education and training to students of the future and incumbent civil servants. The institutions undertake to provide policy knowledge, policy attitude as well as policy skills to students in order for them to perform their role effectively in the public policy process. A student studying for a public policy career should be able to gain policy knowledge about the field of study and obtain the necessary public policy skills to be used in practice. Thus, students in public administration should not only have policy knowledge and policy attitude about the subject Public Policy, but also the public policy skills to act as professional public policy proposers and advisors to the government in power. The question can however be asked whether the curricula of public administration education and training programmes aimed at Ethiopian civil servants include modules on public policy to meet the requirements of the Ethiopian civil service in strengthening the policy capacity of the Ethiopian government. / Public Administration / D.P.A.

An evaluation of community development projects implemented by the Church of the Nazarene in Orlando East

As the church focuses on people’s spiritual development, there is growing realisation that the church should be holistic in its approach and participate in resolving urban poverty issues through the implementation of community development projects. This study looks at the way in which traditional theories of community development concentrated on stimulating economic growth and ignored the social aspects involved. It suggests that despite the massive injection of donor funds to some communities, the situation of the poor has deteriorated over the years and sustainability of projects has been minimal. The study finds that projects implemented by the Church of the Nazarene in Orlando East, while improving the lives of the community, are not in line with community development principles and the sustainable livelihoods approach primarily because the community was not involved in the assessment of needs or designing of interventions, and the community members were only the implementers. The evaluation of these projects through this study suggests an alternative developmental paradigm that has been used with success in other similar circumstances – the sustainable livelihood approach (SLA). The SLA contends that urban communities should become planners, initiators and executors of community development interventions so that transformation can occur. The study recommends that urban communities such as that in Orlando East have to change their behaviour and attitudes, be willing to accept change, and take ownership of their own projects. The facilitators, non-governmental organisations (NGOs) and government have to be willing to unlearn their traditional ways, to listen, and to accept that they are not the only experts in community development as they attempt to embrace indigenous knowledge systems. / Development Studies / M.A. (Development Studies)

Au cours de cette étude, nous avons cherché à déterminer l’implication de Washington dans la sécurité de l’Indonésie. Nous nous sommes demandé comment les États-Unis pouvaient revenir dans le jeu politico-sécuritaire indonésien par le biais d’une cause devenue commune, la sécurité maritime. Après avoir examiné l’historique de la relation de l’Indonésie avec l’élément maritime et l’émergence de menaces liées au domaine maritime, nous avons conclu que la sécurisation du domaine maritime apparaît alors comme un leitmotiv sécuritaire commun pour Washington et Jakarta. Confrontée aux errements de la coopération régionale et aux difficultés relatives à sa géographie et à son déficit capacitaire, la sécurisation du domaine maritime indonésien passe donc par l’implication d’un acteur extérieur. En réussissant à convaincre leurs homologues de Jakarta de la nécessité de sécuriser le domaine maritime, les hommes et femmes du Ministère de la Défense, du Département d’État et des administrations américaines ont permis à Washington de revenir dans le jeu sécuritaire indonésien par le biais d’une coopération devenue essentielle pour les deux partenaires. / In this study, we tried to determine the exact level of involvement of Washington in Indonesia’s security. We wondered how United States could go back in Indonesian political and security games through a common cause, maritime security.. After considering indonesian maritime history and the rise of threats to maritime domain, we concluded that the securitisation of maritime realm appears as a security leitmotiv for both Washington and Jakarta. Facing with the vagaries of regional cooperation and with difficulties related to the archipelagic geography of the country and the lack of capacity, securising indonesian maritime domain requires the involvement of an external actor. By succeeding in persuading their counterparts in Jakarta of the necessity of securing the maritime domain, men and women of the U.S. Department of Defense, State Department and other agencies have allowed Washington to be back into Indonesia’s security game through an all-out cooperation.

NGO partnership and organisational sustainability: an exploratory case study in Uganda

Includes bibliographical references (leaves 181-198) / The research explored the partnership of Namutamba Rehabilitation Centre (NRC) in Uganda with its main donor, the Neukirchener Mission (NM). The review of the literature focused on empowerment, NGO partnerships and organisational sustainability. The achievements and challenges of the partnership of the NRC with the NM regarding the organisational sustainability of the NRC were identified by evaluating documents of both partners, individual interviews and focus group discussions of stakeholders of NRC. In brief, the relationship of NRC with the NM was characterised as a dependent partnership due to the power imbalance between the partners and the resource dependency of NRC. It was recommended that the NRC and the NM focus on creating greater self-reliance of NRC while attempting to develop an authentic partnership. This might have wide reaching consequences not only for the sustainability of NRC but also for the services offered to persons with disabilities in Central Uganda. / Development Studies / M.A. (Development Studies)
