Řešení hromadného neštěstí na dálnici D3 / Managing Multiple Car Accidents at D3 Motorway

SEDLÁČEK, Marek January 2010 (has links)
The current development of transport involves lots of pros, but also lots of cons includ-ing real risks. On one hand, there is a need to transport many people at reduced time and costs and on the other hand there is a risk of incidents. New and modern motorways and I. class roads plus using most updated means of transportation allow us transport more people more quickly, in even more convenient and safe way. Car accidents interventions are considered as routine procedures of the integrated rescue system in domestically as well as worldwide and their coordination is not a big deal for emergency teams. However, complications may occur when performing the intervention on the road with more lanes and with a center dividing strip as well as when there is a higher number of injured or a greater area of intervention, such as in the case of a chain accident. Sections of the integrated rescue systems are trained to handle such extraordinary events and follow new methodology, which is step by step put into practice. Within the process of its application, a major role plays the synergy trainings of the integrated rescue sys-tem, which require the approach to the actual conditions simulation. This thesis was produced to serve the needs of the intervention commander and pro-vides a comprehensive view on the issue of managing interventions where a higher number of casualties and injured occurs and related rescue systems on motorways and I. class roads. The thesis also brings information on new trends in training rescue teams for this type of events. It focuses on South Bohemia, D3 motorway is under construc-tion and on its first part Mezno {--} Tabor, which was opened in December 2007.

An Informational Theory of Midterm Elections: The Impact of Iraq War Deaths on the 2006 Election.

Kahanek, Jared E. 08 1900 (has links)
There has been much scholarly attention directed at the Iraq war's role in determining voter choice. I attempt to extend that research into voter turnout to determine what role the Iraq war played in 2006 voter turnout. This paper argues that turnout at the state level could be explained by the number of US deaths each state had sustained from the Iraq occupation at the time of the election. A theory of voter activation based on information availability is put forth to explain the relationship between national events and voter turnout wherein national events like the Iraq war will raise the amount of information voters have at their disposal, which will increase the likelihood of their voting on election day. Regression analysis comparing the turnout rates of the 50 states to their casualties in Iraq revealed no relationship between the two factors, indicating that something else is responsible for the high turnout of the midterm.

Establishing the American Way of Death: World War I and the Foundation of the United States’ Policy Toward the Repatriation and Burial of Its Battlefield Dead

Hatzinger, Kyle J. 08 1900 (has links)
This thesis examines the policies and procedures created during and after the First World War that provided the foundation for how the United States commemorated its war dead for the next century. Many of the techniques used in modern times date back to the Great War. However, one hundred years earlier, America possessed very few methods or even ideas about how to locate, identify, repatriate, and honor its military personnel that died during foreign conflicts. These ideas were not conceived in the halls of government buildings. On the contrary, concerned citizens originated many of the concepts later codified by the American government. This paper draws extensively upon archival documents, newspapers, and published primary sources to trace the history of America’s burial and repatriation policies, the Army Graves Registration Services, and how American dead came to permanently rest in military cemeteries on the continent of Europe. The unprecedented dilemma of over 80,000 American soldiers buried in France and surrounding countries at the conclusion of the First World War in 1918 propelled the United States to solve many social, political, and military problems that arose over the final disposition of those remains. The solutions to those problems became the foundation for how America would repatriate, honor, and mourn its military dead for the next century. Some of these battles persist even today as the nation tries to grapple with the proper way to commemorate the nation’s participation in the First World War on the eve of the conflict’s centennial.

Avvägningar inom modern upprorsbekämpning : En teoriprövande studier om kritiska avvägningar i upprorsbekämpning

Gunnarsson, Mattias January 2021 (has links)
For almost two decades Sweden has been a part of NATO: s missions in Afghanistan to create security and ensure that the country will not become a safe haven for terrorist organisations. The discussion how to counter terrorism and insurgency in the 21st century is today a topic where the foundation of modern counterinsurgency is questioned. Critiques against counterinsurgency strategy states that counterinsurgency does not work but merely is a utopia. This essay has studied two periods of the ISAF mission in Afghanistan by testing Zambernardis theory of counterinsurgency trilemma, with the purpose to contribute with new information of conditions within counterinsurgency to the discussion. The theory aims to show that of the three main goals of all counterinsurgency’s; force protection, distinction between enemy combatants and non-combatants and the physical elimination of insurgents, only two can be achieved simultaneously. The study compared the two cases differences regarding casualties to reach the conclusions. The result of the study shows that ISAF achieved two goals simultaneously during the two periods in line with Zambernardis theory. The result of the study shows that when discussing counterinsurgency operations, the relationship between casualties in counterinsurgency’s ought to be included.

Road-traffic accident prediction model : Predicting the Number of Casualties

Andeta, Jemal Ahmed January 2021 (has links)
Efficient and effective road traffic prediction and management techniques are crucial in intelligent transportation systems. It can positively influence road advancement, safety enhancement, regulation formulation, and route planning to save living things in advance from road traffic accidents. This thesis considers road safety by predicting the number of casualties if an accident occurs using multiple traffic accident attributes. It helps individuals (drivers) or traffic offices to adjust and control their contributions for the occurrence of an accident before emerging it. Three candidate algorithms from different regression fit patterns are proposed and evaluated to conduct the thesis: the bagging, linear, and non-linear fitting patterns. The gradient boosting machines (GBoost) from the bagging, Linearsupport vector regression (LinearSVR) from the linear, and extreme learning machines (ELM) also from the non-linear side are the selected algorithms. RMSE and MAE performance evaluation metrics are applied to evaluate the models. The GBoost achieved a better performance than the other two with a low error rate and minimum prediction interval value for 95% prediction interval. A SHAP (SHapley Additive exPlanations) interpretation technique is applied to interpret each model at the global interpretation level using SHAP’s beeswarm plots. Finally, suggestions for future improvements are presented via the dataset and hyperparameter tuning.

Ideographs, Fragments, and Strategic Absences: An Ideographic Analysis of <Collateral Damage>

Rhidenour, Kayla 12 1900 (has links)
This study examined the ideograph of <collateral damage> through an analysis of the Bush Administration's rhetoric as well as visual photographs of Iraqi civilian deaths. The project argues that the psycho-dynamic rhetoric of the Bush Administration during a time of visual censorship lead to the dehumanization of Iraqi civilian deaths during the War in Iraq. The method consisted of a textual analysis of the Bush Administration's rhetoric and continued with a content analysis of news media's photographs. The author argues that critics gain a deeper understanding of the disappearing dead phenomenon of Iraqi civilians by examining ideographic fragments of psycho-dynamic rhetoric.

The Effect of Unemployment on Democratic Warfare

Rakower, Andres 01 January 2018 (has links)
This study was done to see the effects of a war on the economy and the internal politics of the United States. In selecting the engagement, we would study we agreed the Iraq War would be aided by a large amount of sampling of public opinion that was more nuanced than in previous wars. The Iraq War was a very complicated war, as it was controversial from the beginning and became a political issue while continuing to be a war fought by Americans abroad. Based on the literature, there were many starting effects and assumptions that were accounted for such as the ‘rally round the flag effect.' As a historical landmark, the Iraq War is important for being a significant conflict after the Vietnam War, another very controversial conflict in the eyes of the American public. The hypothesis that I presented were not supported by the data. The impact of the war on the economy was not strong enough that it would create pressure for the sort of model I created to apply. In this model the economic problems faced domestically could lead to more unemployment and therefore to higher military recruitment rates. While this was partially true in 2008, the consequence was not a significantly higher amount of people in the military. Ultimately, this project requires to be done in a more thorough setting where effects may be compared with those of other similar countries in similar scenarios.

Neglected Australians : prisoners of war from the Western Front, 1916-1918

Regan, Patrick Michael, Humanities & Social Sciences, Australian Defence Force Academy, UNSW January 2005 (has links)
About 3850 men of the First Australian Imperial Force were captured on the Western Front in France and Belgium between April 1916 and November 1918. They were mentioned only briefly in the volumes of the Official Histories, and have been overlooked in many subsequent works on Australia and the First World War. Material in the Australian War Memorial has been used to address aspects of the experiences of these neglected men, in particular the Statements that some of them completed after their release This thesis will investigate how their experiences ran counter to the narratives of CEW Bean and others, and seeks to give them their place in Australia???s Twentieth Century experience of war.
