The role of traditional leaders in the promotion of Local Economic DevelopmentMahole, Ephraim 18 May 2018 (has links)
DAdmin / Department of Public and Development Administration / This study focussed on the roles of traditional leaders in the promotion of Local Economic Development (LED). This study focused on Limpopo Province but for this study, the research study was conducted in Vhembe District which consists of four (04) local municipalities which are Makhado, Thulamela, Musina and Collins Chabane local municipalities under Limpopo Province. Chiefs as traditional leaders are expected to play an active role in local development, on the day-to-day administration of their areas and the lives of people in their jurisdiction. One of the roles of traditional leaders is to promote socio-economic development and service delivery. The new government is trying to bring economic development to all areas, especially rural areas which were left out in the previous regime.
The researcher chose a mixed research method in which both quantitative and qualitative research approaches were used. The reason for using a mixed research method is because it can be integrated in such a way that qualitative and quantitative methods retain their original structures and procedures. A qualitative approach is applicable in this study, because it allows openness to ideas, experiences, opinions, feelings and perceptions expressed by the research participants to the researcher. The researcher also applied a quantitative study for which would enable him to get results from many respondents. The researcher used a field research study as a research design. For this study, the researcher used a non-probability sampling and its subtype purposive sampling method to select the respondents for this study. The researcher chose purposive sampling method which is based entirely on the judgment of the researcher regarding the characteristics of the participants. Two data collection instruments were used, namely; research questionnaire and interview. The reason for selecting structured questionnaire and open-ended interview schedule is because the researcher wants to get relevant information about the study. Two methods of data analysis were used, namely descriptive statistics and thematic analysis.
The findings of the research study were:
The study findings revealed that majority of the respondents at 155 (74.3%) agreed that traditional leaders participate in approving Local Economic Development (LED) initiatives/projetcs. The study further affirms that most of the respondents at 178 which constitute 84.8% confirm that traditional leaders influence community members to participate in economic development projects in their communities.
Majority of the respondents at 147 (70.0%) agreed that traditional leaders are effective instruments to initiate LED and the researcher discovered that participation by traditional leaders promotes community development.

The findings revealed that there is a lack of co-operation between the traditional leaders and the municipalities. Poor working relationship between traditional leaders and the municipalities was revealed that it hampers the implementation of economic development projects in the municipality.
The study findings revealed that the LED in the municipality fails to create job opportunities and these result to an increase in crime rate. The study findings also revealed that poor planning, communication break-down; lack of common interest; poor management by the municipalities exacerbate the challenges facing traditional leaders in the implementation of local economic development.
The study findings revealed that traditional leaders lack knowledge, skills, capacity and resources in orders to promote LED. The study also discovered that due to the educational level of traditional leaders, it makes it difficult for them to understand the concepts and developmental projects.
The study findings discovered that traditional leaders only get involved in policy-making for IDP programmes wherein community stakeholders participate by providing the development projects that they require in the areas.
The researcher found that the role of traditional leaders in the promotion of LED is minimal because the only role of traditional leaders in the promotion of LED is mainly the allocation of land for LED projects.
The recommendations of the research study are:
The researcher recommends that traditional leaders should actively participate in the decision-making to the implementation of LED. There is a greater need to ensure that the traditional leaders are made aware about the concept − LED. Traditional leaders should influence community members to participate in economic development projects. Traditional leaders should encourage community members to actively participate in economic development projects.
The study found that traditional leaders have development skills to benefit the community’s future and the researcher recommends that traditional leaders should be granted an opportunity on LED projects, as they are having development skills that can benefit the community. If traditional leaders are given a chance to participate in decision-making processes regarding issues that relate to and affect them, they will become part of the initiatives and this sense of ownership will encourage them to participate fully in the LED.

It is recommended that the culture of consultation and communication between traditional leaders and the municipalities should be promoted to enhance a good working relationship. Good working relationship between the traditional leaders and municipal councillors should be encouraged as it is very critical in enhancing the provision of services in the communities. The municipalities should improve their systems of communication to promote effective involvement of traditional leaders in LED. It is suggested that openness between community structures and the municipality should be encouraged.
The researcher recommends that the municipalities should provide enough budget to improve the implementation of LED in order to bring the communities and the government together in working towards the improvements of the LED projects. The findings suggested that in order for the municipalities to implement LED projects there should have well trained personnel and enough funding and be in a position to attract investors in order to implement the LED projects accordingly.
Supporting traditional leaders with training will enhance good governance, performance and accountability. The institution of traditional leaders should be trained about economic development as most of the respondents asserted that training on economic development is not given to traditional leaders. The researcher recommends that traditional leaders should be trained on economic development activities, as training is one form of communication which promotes the realisation of improved development. The researcher recommends that there should be a school that will educate traditional leaders to gain knowledge and skills which will result in a better community development.
It was stated that the municipality should involve traditional leaders in LED by clearly adding and stipulating out the roles of traditional leaders in the promotion of LED. The researcher recommends that the municipalities should involve the traditional leaders in LED as it encourages community ownership. The researcher recommends that LED meetings should be done regularly to give traditional leaders a better understanding of what is LED and what the municipalities is doing concerning job creation, eradication of poverty and other municipal matters.
The findings suggested that the traditional leader should be part of the LED by playing a meaningful role in the decision-making body (formulation stage) to implementation and have a voice in the LED council. / NRF

For the Common Defense: The Evolution of National Security Strategy-Making Institutions & Impact on American Grand StrategyBarrick, Nathan D. 05 July 2019 (has links)
This dissertation applies a Neoclassical Realism model to examine how the evolution of United States (U.S.) national security strategy-making institutions has resulted in a path dependent accrual of autonomy and increasing influence over the formulation of American grand strategy. Once U.S. national security strategy-making institutions were created, their existence inexorably led to increasing autonomy, the creation of new strategy-making institutions, and subtle influence in shaping American grand strategy by preferential focus on a militarized foreign policy. Additionally, the more autonomous these strategy-making institutions have become, the further they have strayed from the Constitutional mandate to create a government which provides for the common defense and the less successful they have been in implementing grand strategy for national security.
This dissertation examines this evolution in strategy-making institutions across three grand strategic moments: the end of the Spanish-American War (1898-1911), World War II and the beginnings of the Cold War (1940-1950), and the end of the Cold War (1980-present). Each case study discusses the historical facts of the grand strategic moment’s evolution in strategy-making institutions. These facts indicate durable shifts in autonomy and influence. The increasing autonomy is evidenced by the ability of these national security strategy-making institutions to define their own evolution, despite traditional American strategic culture perceptions about civilian control of the Military. These strategy-making institutions also shaped the formulation of American grand strategy and their evolution has had important transformative effects on American strategic culture and civil-military relations. While, fortunately, the U.S. can rely on ethical military professionalism, and the nation still holds its Military in high regard, this path-dependent process of structural evolution generates concern for the American People’s future and common defense.

Changing public threats and police priorities: How police chiefs respond to emerging threatsIbbetson, Paul A. January 1900 (has links)

Because are they located throughout the various sized communities within the state, they have the potential to affect the daily lives of more people on a day-today basis than any other branch of law enforcement. The purpose of this study was to analyze how police chiefs prioritize emerging threats. In this study, using a purposeful sample, 40 semi-structured interviews were conducted with Kansas police chiefs across the state. These police chiefs were asked about their views on the biggest emerging threats they have observed within the last 10 years. They were also asked why certain threats become priorities and why others do not. Police chiefs were split on their thoughts of whether or not they believed resources should be allocated in their communities to defend against terrorism in Kansas. What was discovered during the research process went beyond learning about the process of change for threat prioritization, or what specific threats Kansas police chiefs think their communities are facing today. What was discovered was a deeper understanding of how police chiefs think when it comes to the relationship between police departments, police personnel, and community. As police chiefs addressed the processes by which they go about prioritizing emerging threats, they illuminated a unique strategy hierarchy for success that is centered on maintaining positive departmental perception. To maintain this perception, police chiefs work both officially and covertly within governmental structures and the public sphere to control how people think about their personnel and department. A prominent difference was seen in the physical proximity and accessibility of police chiefs to the community between small, medium, and large towns. In effect, to come to an understanding of the process of prioritization for emerging threats for Kansas police chiefs, it was necessary to understand these police administrators’ unique thought processes that they bring to the table when addressing important issues.

Coup Coup Land : A Comparative Study of the Coups of FijiPurcell Sjölund, Anita January 2008 (has links)
A thesis presented on the political history of Fiji from cession to Britain in 1874 compares and analyses the country’s four political coups. A military coup occurred in 1987 by Lt. Col Sitiveni Rabuka. Six months later he staged a self-coup. In 2000 George Speight staged an armed civilian coup or putsch, and in 2006 Commodore Frank Bainimarama, head of Fiji’s military forces, overthrew the government of Laisenia Qarase. This paper is an internal comparison of the four coups of which the aim is to examine why coups occur in Fiji. The conclusion is that the level of influence of the country’s traditional paramount chiefs is a strong causal factor in events leading to the political overthrows. Issues such as ethnicity, constitutionalism, democracy, traditionalism, and modernity make the study of the Fiji coups complex. All of the major actors involved have been present or have been somehow linked to each coup. Questions of leadership arise as do issues regarding pluralism and multiculturalism. These issues are discussed in this paper. The end result is that if the question of traditional leadership is not addressed within a democratic framework then Fiji will continue to have coups.

Village chiefs¡¦ role has been facing great impact and challenge ever since the transition of society, development of information, raise of education level and popularity of communitarianism. Therefore, how village chiefs¡¦ legal position should be set and integrate with village officers as well as community development have been brought into discussion in recent years. While gaps do exist between current academic study and practical operation, this study centers on village chiefs¡¦ position with the case of An-Shun Li of Kaohsiung City for further study.
The exploration of literature is divided into three parts: role theory, village chiefs¡¦ position and village systems, and the relationship between village chiefs and community development. Literature review, in-depth interview, and participants¡¦ observation are adopted as research methods.
With the concept of status, role expectation, role conflict and role performance in role theory, the study explores the interaction between village chiefs and other connecting village officers, analyzes the problems that chiefs¡¦ encounter under current legal system and then generalizes the role current chiefs should play.
The research finds that the biggest difference between current and traditional chiefs is that the role they play as citizens¡¦ participation navigators and community development managers. While government is examining and adjusting village controlling area and government-assigned chief policy, it is advised that concrete solution to be proposed for individual cases which require specific environment. The regulation of village chiefs is wished to become better in the future. A new organization is looking forward to be setting up as a mediator between village chief and community development organization to deal with community affairs, thus to make the local system in line with modern society demands.

This study seeks to investigate the underlying ideologies and practices behind the perception that women who are in command positions are unable to command and control, especially those who are in the operational environment. The study was executed in the Eastern Cape Province (Eastern Cape), in Buffalo City Metropolitan Municipality (BCM). The research participants (respondents) were constituted by 33 police officers from diverse police stations within the BCM. The participants were divided according to gender, i.e. 24 females and 9 males. With regards to objectives of the study, the aim was to investigate the following issues: i) to understand factors that make women not to be accepted in their positions as SAPS' operational commanders, by their male subordinateslcolleagues and community members. ii) To understand factors that make women not to be accepted in their positions as SAPS' operational commanders, by their male subordinates/colleagues and community members, and iii) to explore strategies to utilize in making SAPS' women operational commanders, survive while managing their day-te-day respective units/components effectively and efficiently. Regarding research design, this study mainly used a qualitative research method combined with a bit of a quantitative approach. And then the data collection method involved making use of semi structured interviews to all the respondents. The results of this study show that there is still a huge difference in the number of women who are commanders compared to their male counterparts, especially in those environments that were previously regarded as male dominated. Further, despite the necessary training being provided by the SAPS to women officers, the necessary support in particular from management is still a challenge. Lastly, the argument of this study is that there is still not a fair representation of women in command positions within the SAPS, especially, in the previously male dominated environments.

In an era when school shootings make front page headlines, school security is of major importance to community members, school superintendents, police chiefs, parents, and students. School district leaders and local law enforcement officials generally work together to ensure the safety of their community’s children. The nature of the relationships that form over time vary depending upon a range of factors related to the collaborators and their circumstances. The questions that remain to be answered are: What is actually happening behind closed doors to ensure the safety of students in New Jersey schools? What relationships exist between school superintendents and local police chiefs? How do these relationships lead to security practices that can further protect children in school? This study employs mixed methods to examine the relationships between school district leaders and local police officials. The researcher conducted a quantitative survey of superintendents and police chiefs in New Jersey, along with qualitative interviews of superintendents to gather in-depth information on the relationships that currently exist. The information that has been gathered can be used to increase opportunities for improving school security. While the audience for the study is primarily practitioners in the fields of education and law enforcement, it is relevant for anyone who cares about the safety of schoolchildren in their community. The findings of this study show that collaboration can lead to strong working relationships between superintendents and police chiefs and is an essential element in their mutual quest to provide enhanced school security for students in New Jersey schools. / Educational Leadership
