In this way, the attention of the municipal government with poor collective housings, called cortiços (Portuguese term for beehives ) is part of an extent sanitation plan that searched beauty and health for the environment, i.e. therefore useful to the city‟s welfare and to its promising image. The so called cortiços were the villians for health and moral of the city of São Paulo: a place of crowd, dirt, vicious and poorness. Despite of being undesirable, there has been a great number of these collective housings in the city. Municipal government, based on the Postures Code and the Sanitary Code of 1894, conducted official visits and interdicts as the main way of reducing this social, hygienic and aesthetic illness that took place in São Paulo‟s downtown / O trabalho apresenta a estrutura dos cortiços no final do século XIX e os motivos pelos quais a população optava por habitar neste tipo de moradia. Com base na legislação sanitária, o estudo analisa de que forma os cortiços, condenados pelo Código Sanitário em 1894, continuaram a existir. A cidade de São Paulo precisava ser reestruturada para atender à demanda de trabalhadores que vinham atraídos pelo café e depois pela indústria, sendo indubitável a coexistência de preocupações higiênicas e estéticas nas transformações urbanas da cidade em fins do século XIX. Nesse sentido, a atenção da municipalidade com os cortiços paulistanos fez parte de um amplo plano de saneamento que buscava um ambiente belo e saudável, ou seja, útil ao bem estar social e à imagem promissora da cidade. Os vilões da saúde e da moral paulistana eram os cortiços: lugar de aglomeração, sujeira, vício e pobreza. Apesar de indesejadas, estas habitações coletivas existiam em grande número na capital paulista, e o poder público, baseado nas Posturas Municipais e no Código Sanitário, se utilizou principalmente de visitas domiciliares e interdições aos cortiços para diminuir este mal social, higiênico e estético nos arredores do centro paulistano

To this, it was performed a choice s analysis for maintaining this standard in the context of the twenty-first century, focusing on the work of the BR-319 s reconstruction project, that connects Manaus (AM) to Porto Velho (RO), which is quite elucidative, since this was a road designed and built in one of the key moments of national road transport boom and that although it was completely paved it not remained functional. Thus, the paper aims to show the road s peculiarities through of the strength of this country development project, even in highly diverse context and, especially, at a time in that various parts of the world is discussing new ways or rationales for the socio-economic and environmental, is still present in the Brazilian government proposals. / O presente trabalho busca compreender as razões/motivações que levaram a República Federativa do Brasil a optar historicamente pelo modal rodoviário como principal meio de indução do desenvolvimento nacional à revelia do gigantismo territorial e de sua consequente pluralidade de realidades econômicas, sociais e ambientais. Para tal, foi realizada uma análise da escolha pela manutenção deste padrão no contexto do século XXI, tendo como recorte do trabalho o projeto de reconstrução da BR-319, que liga Manaus (AM) a Porto Velho (RO), que é bastante elucidativo, visto que esta foi uma estrada projetada e construída num dos principais momentos de boom rodoviarista nacional e que, apesar de ter sido completamente pavimentada, não se manteve funcional. Assim, o trabalho pretende demonstrar, através das peculiaridades desta estrada, a força desse projeto de desenvolvimento no país que, mesmo em contextos extremamente diversos e, especialmente, num momento em que em diversas partes do mundo se discutem novas formas ou racionalidades para o desenvolvimento socioeconômico e ambiental, se mantém presente nas propostas governamentais brasileiras.

To achieve this, human societies have created mechanisms for the organization of spaces and activities that enable groups to live in greater harmony. The analysis of the formation of urban life in the interior of Goiás, with emphasis on Jataí from the late nineteenth century until the end of the 1920s, takes place from legislative documents called the municipal codes, which are used as elements for guiding research. The prominence in shaping urban and addressing hygiene and sanitation present in these documents enables the perception of so-called civilizing process and the material transformations of urban space. It points out the main features of European and Brazilian urbanization, especially the motivations of the rapid growth of cities during the period considered, with focus to the case of Goiás. It analyzes the attitudes of urban Jataí as an element of control of the city and shaping a new way of living in public space. The case of the city of Jataí is studied to show how the legislation sought to interfere with everyday people just out of rural areas, revealing the action of so-called 'civilizing process' of the local society. Through the analysis of archival documents, it is understood as was the organization of public space and how the legislation affects the municipal acts on individuals. Small inland towns as Jataí went through a process guided by the dictates of civilization medicalsanitary and moral of the nineteenth century, which originated in Europe and influenced the whole modern world, which contributes significantly to the model of city that we experience today. / A convivência humana no meio social e, acima de tudo no meio urbano, implica a delimitação de normas e condutas apropriadas ao ordenamento da vida coletiva. As sociedades humanas têm criado mecanismos de organização dos espaços e das ações que permitem aos grupos viver em maior harmonia. A análise da formação da vida urbana no interior goiano, com ênfase para Jataí, a partir do final do século XIX até o fim da década de 1920, se dá a partir de documentos legislativos denominados de códigos de posturas municipais, que são utilizados como elementos norteadores para as pesquisas. A proeminência na conformação urbana e na questão higiênico-sanitarista presente em tais documentos permite a percepção do chamado processo civilizador e das transformações materiais do espaço urbano. Aponta-se as principais características da urbanização européia e brasileira, destacando-se as motivações do crescimento acelerado das cidades no período considerado, com foco para o caso de Goiás. Analisa-se as posturas urbanas de Jataí como elemento do controle da cidade e de conformação de um novo modo de viver no espaço público. O caso da cidade de Jataí é estudado de modo a mostrar como a legislação buscou interferir no cotidiano da população recém-saída do meio rural, revelando a ação do chamado 'processo civilizador' da sociedade local. Através da análise de documentação arquivística, entende-se como ocorreu a organização do espaço público e como a legislação de posturas municipais interfere age sobre os indivíduos. Pequenas cidades interioranas como Jataí passaram por um processo de civilização pautado pelos ditames médicosanitaristas e morais do século XIX, que tiveram origem na Europa e influenciaram todo o mundo moderno, o que contribui decisivamente para o modelo de cidade que vivenciamos atualmente.
