SAMVERKAN I KRIS En studie av samverkansbaserade styrningsformer och synen på roller och ansvar mellan tjänstemän och politiker

The study of governance and the distribution of power between public administrators and politicians is a broad field to explore, crisis management is another. The recent birth of the collaborative governance theory bridges the gap between the two and puts the public administrator and other actors on an even playing field in search for collaboration. This study examines the creation of a collaborative governance network focused on crisis management in a Swedish county as well as the actors of the collaborative governance networks thoughts on roles and distribution of power between public administrators and politicians. The study is a qualitative case study where the views of the politicians is compared to the thoughts of the public administrators through a survey. The study concludes with a summary of the examined subject with the biggest revelation being the uncertain role for public administrators in a collaborative governance regime. The politicians know their role as policy makers and decisionmakers, but the public administrators are split in their view on the subject, probably due to the change in distribution of power and the relatively new landscape of governing through collaboration. The study also confirms many of the theoretical framework that encapsulates a lot of the collaborative governance theories. Keywords:

A partir dessa análise, propor melhorias em termos de governança para a capacitação institucional. Metodologia – a pesquisa se caracteriza como um estudo de caso único exploratório de análise de cunho descritivo. O modelo teórico adotado foi o Regime de Governança Colaborativa – Emerson et. al. (2011). A coleta de dados ocorreu através de aplicação do instrumento de maturidade colaborativa (MARTINS e COSTA, 2017) além de realização de entrevistas semiestruturadas em determinados parceiros. Foram utilizados dois níveis de análise: por cada parceria selecionada; geral de todas as parceiras selecionadas. Resultados – os resultados indicam, de forma geral, considerável grau de maturidade colaborativa nas parcerias selecionadas. Evidenciam necessidade aprimoramento colaborativo nas seguintes dimensões e variáveis: direcionadores (interdependência e incerteza); engajamento com princípios (deliberação e determinação); capacidade de atuação conjunta (recursos e arranjos institucionais). Recomenda-se a apropriação do conceito de “colaborarquia” (AGRANOFF, 2007) e de plataformas colaborativas (ANSELL e GASH, 2018). Limitações – a pesquisa não se propõe a avaliar o contexto geral do Regime de Governança Colaborativa. Contribuições práticas – a partir da análise das maturidades das parcerias propor melhorias no modelo de governança, principalmente, em relação às variáveis do RGC. Contribuir para aprimoramento da colaboração entre as unidades da Fiocruz e para as finalidades da Política Nacional de Desenvolvimento de Pessoal. Design/Methodology – the research is characterized as a unique exploratory case study of descriptive analysis. The theoretical model adopted was the Collaborative Governance Regime - Emerson et. al. (2011). The data collection was done through the application of the collaborative maturity instrument (MARTINS e COSTA, 2017), as well as semistructured interviews with certain partners. Two levels of analysis were used: for each selected partnership and general selected partners. Findings – the results indicate a considerable degree of collaborative maturity, in general, in the selected partnerships. Evidence suggests a need for collaborative improvement in the following dimensions and variables: drivers (interdependence and uncertainty); engagement with principles (deliberation and determination); capacity of joint action (resources and institutional arrangements). It is recommended the appropriation of the concept of “collaborarchy” (AGRANOFF, 2007) and of collaborative platforms (ANSELL e GASH, 2018). Research Limitations – the research does not propose to evaluate the general context of the Collaborative Governance Regime. Practical implications – from the analysis of the maturity of the partnerships propose improvements in the governance model, mainly in relation to the variables of the RGC. Contribute to the improvement of the collaboration between the units of Fiocruz and for the purposes of the National Policy of Development of People. Social implications – the improvement and stimulation of collaborative actions in Public Administration contributes to interaction beyond the borders of public institutions, generating more efficiency in relation to public resources. Originality – it´s believed that this is one of the first studies to evaluate collaborative maturity in terms of institutional capacitation building, in public institutions, from the perspective of Collaborative Governance.

Perceptions of Public Health Professionals and Emergency Managers: Using the Institutional Collective Action Framework to Better Understand Coordination during Health Crisis

The objective of this dissertation is to test the Institutional Collective Action framework and examine the governance arrangements during health emergency. Basically, the dissertation argues that due to collaborative risks, transaction costs, barriers to collective action, governance arrangement provides avenues for action and a force for driving coordination across jurisdictional boundaries. The dissertation adopts two studies to investigate the governance arrangements represented by lead agency, emergency plans, Emergency Operation Center and city council mandates and coordination when it comes to health emergencies such as Ebola. The qualitative approach investigates the causal relationship between governance arrangements and coordination. The second study investigates to what extent do formal mechanisms and informal mechanisms affects the outcome of collaboration during a health emergency. This study uses a quantitative research approach to examine the patterns of collaborative arrangement used during health emergency. The findings of the study demonstrate the pattern used in health emergencies is dependent on the application of formal mechanisms represented by higher authority, emergency plans. Both studies indicate that due to collaboration risks, self-governance arrangements or higher authority mandates provides a venue for collective action. The survey data was collected from local, state and federal governments during the summer 2015 on the Ebola virus disease in Dallas Forth Worth region. The findings for the study indicate that due to collaboration risks and inaction by local governments, governance arrangements clear the path to collective action.

Narratives of Collaborative Governance : An Exploration of the National Innovation Council

Governance is a predominant paradigm in political science, characterizing how current regimes are increasingly steered by multiple societal actors and structures. The specific purpose and processes of such arrangements however, remain vague in theory and in practice. This thesis relies on narratological and ethnographic methods to describe how motivations, goals, and interactions of collaborative governance arrangements advance theoretical and empirical definitions. The focus of this paper is the Swedish National Innovation Council (NIC), which provides a rare case of collaborative governance at the national government level. By interpreting the active narratives of this council, theoretical definitions of collaborative governance are stabilized. I rely on semi-structured elite interviews and document analyses to gain access to the council’s otherwise exclusive arrangement. I find that this constructivist approach adds sociopolitical dimensions to the concept of collaborative governance, including a deeper understanding of collaboration, change and contribution. These theoretical findings are grounded on empirical observations, including my concept of ‘bilateral opportunism,’ the semantics presented in the concept of change, and the reconceptualization of public service. The will to improve expressed by the NIC has political and democratic implications that this thesis will discuss.

In September 2015, the United Nations General Assembly adopted A/RES/70/1, 2015, a resolution that entails 17 integrative and indivisible UN Sustainable Development Goals, by the name of 2030 Agenda, a plan of action that calls for the transformation of the world to ecologically, economically and socially sustainable planet where peace and prosperity endure. With its indivisibility and universality characteristics, the Agenda puzzled the world states, demanding a new form of governance style for its realization. With the use of qualitative research methodology, this thesis, therefore, examines how the Agenda's policies are coordinated by the Swedish Government Agencies and what activities and mechanisms they use to integrate the Agenda' policies into their daily operational activities. Through collaborative governance and sociological institutionalism theoretical lens, results show that Government agencies use several mechanisms such as collaboration, dissemination of knowledge, leadership and communications to enhance the implementation of the 2030 Agenda in Sweden. Nevertheless, some challenges hinder the agencies from working with the Agenda on a full scale, that if addressed properly, it could have improved the current conditions.

The purpose of this essay is to study the civil defense work in Värmland and Örebro, connected to their resources whithin the respective county. To get a clear picture of how the counties are equipped when it comes to a crisis I have been focusing on the necessary principle connected to civil defense. The study also includes their work with the confederation of enterprise, warehousing and cyber security. To be able to see if they have the potential to collaborating with their resources. I use Emerson's theory of collaborative governance to see if Värmland and Örebro have the potential to work together during a conceivable crisis. Which is about cross-border governance where public and non-public actors prepare overall decisions. When I read about previous research regarding civil defense, I saw Lunde Saxis report Nordic Defense cooperation after the Cold war. And then I got the idea of studying the cooperation between Värmland and Örebro County. Like his theory, it is most optimal if two smaller actors merge during a crisis instead of managing it individually. The counties cannot challenge each other, but they can complement each other during a crisis. The thesis has a larger issue that is linked to the purpose of looking at the potential for collaboration within the theory Collaborative governance:- Can Emerson's theory of Collaborative Governance be established in today's civil defense at the local level?In order to be able to answer that question, the essay will have three sub-questions based on answering whether Örebro and Värmland have opportunities to find possible collaboration with each other.- Are there co-operation capabilities between the two counties according to Collaborative governance?- What assets do the two counties have at their disposal in civil defense?- Do the counties have physical proximity to the various assets required for a stable civil defense?The thesis concludes that the two counties have good conditions for coping with a crisis with their resources available, and that there is great potential for developing new methods and establishing more working methods linked to business, warehousing and cyber security. The Rhetoric and Realities of Social Impact Bonds

As the rhetoric of collaborative governance continues to gain popularity in the discourse of public affairs, both scholars and practitioners advocate cross-sector partnerships as a strategy to replace the vertical hierarchy of government with the horizontal approach of governance through a network of actors. This research explores the potential of social impact bonds (SIBs) as an instrument of collaborative governance. An SIB is an approach for broadening social programs, in a multi-faceted partnership among private investors, governments, and nonprofits. In this cross-sector partnership, private investors take on the financial risk of expanding evidence-based social programs provided by nonprofit organizations. In return, the government agency repays investors if the interventions meet measurable goals that demonstrate social impact (McKinsey & Company 2012, 15). Actors involved in the development of SIBs have published the majority of the scholarship to support them. Therefore, much of the literature informing the creation of future bonds is biased, and governments appear hesitant to try them before seeing any results. This study investigates possible disconnections between the arguments for and the practice of SIBs through textual analysis and elite interviewing. I identify three major disparities between the rhetoric and realities of SIBs: measurement of social impact, complexity of partnerships, and transfer of risk. / Master of Arts

Collaborative municipal governance and planning : A study about flood risk management in the Gothenburg region

Due to climate change many regions across the world now have to work with flood risk. The purpose of this master thesis is to understand, from a collaborative governance perspective, how the municipalities City of Gothenburg, City of Mölndal, Kungsbacka municipality, Kungälv municipality and Lerum municipality are working with flood risk management and municipal collaborative planning. The thesis’ aim is to understand how these municipalities are working with each other against flood risk management as well as if they are collaborating with each other in any other aspect within the urban planning context. The thesis is conducted in a qualitative manner and the empirical data was collected through qualitative interviews and qualitative content analysis. The theoretical framework is based on collaborative governance, as well as “municipal collaboration”, “resilience” and “glocal/glocality”. The results show that the municipalities are all working with flood management and integrating that aspect into many aspects of urban planning. It was also presented that the amount of collaborations between the municipalities varies depending on the amount of resources and political interest there is.

Our Gotland 2040 : A study of participating organisations through the lens of collaborative governance

On the island of Gotland in Sweden, “wicked problems” related to socioeconomic inequalities are growing. These are linked to the complex social sustainability issues that are tackled in the Regional Development Strategy “Our Gotland 2040”. With this strategy, Region Gotland aims at governing and coordinating stakeholders through collaborative governance toward a more sustainable future. The purpose of our research is to understand the experiences of participating organisations in this early stage of development of the social sustainability program, through the lens of collaborative governance theory. Qualitative data was collected through semi-structured in-depth interviews that underwent thematic analysis. Within the interviewed organisations two main themes have emerged: Collaborative Process and Political Influences. Each of them is discussed with additional subthemes. Given the exploratory character of our study, the findings create a basis for further, more conclusive research. Our recommendation for the ongoing collaboration is to pay attention to the political environment and how it impacts the collaboration. Furthermore, setting shared goals should be a priority, since participants encounter both strengths and challenges during this process.

Municipalities in Sweden are an actor in civil defense and are responsible for crisis management at the local level. They have several commitments that could be expanded as a result of proposals in the government investigation SOU 2022:57, especially that collaboration between municipalities and volunteers should be expanded. Challenges for municipalities to use volunteers have previously been highlighted in research, but there is less research on collaboration between municipalities and volunteers. A variant of collaboration and management is collaborative governance, and this thesis aims at examinate the collaboration between municipalities and volunteers, from the perspective of municipalities and how it can be seen through collaborative governance. It has been investigated through semi-structured interviews with municipal employees in nine municipalities. The results indicate that there are several variants of collaboration between municipalities and volunteers as well as several challenges and opportunities. Furthermore, the results suggest that municipalities can to some extent be considered to work together in accordance with collaborative governance.
