When consultation becomes a checkbox, what’s the fracking point?: Colonial constraints on social learning processes in Northeast BC and the Fort Nelson First Nation’s New Approach to resource governance

This Master’s thesis seeks to develop a better understanding of how Indigenous voices can be included in water governance. As a starting point, social learning theory, collaborative governance and Indigenous and Canadian relations were carefully studied. Despite the large body of research on collaborative governance with First Nations and on social learning in water governance, little is known specifically about social learning processes in colonial contexts. Using grounded theory and Indigenous methodologies, this research investigates how the current approach to implementing the Province’s legal constitutional, “duty to consult” affects social learning processes and the inclusion of Indigenous people in water governance. Findings indicate that the laws and policies that have been created based on the Crown’s interpretation of Treaty 8, an agreement signed between the Fort Nelson First Nation and Canada in 1899. This duty to consult constrains social learning, as it does not allow for the flexibility needed for a reframing process that might bring the actors to a common understanding of Treaty 8, the treaty relationship and its application as such today, as a basis for future collaboration. Without reframing processes, the consultation process is perceived by the Fort Nelson First Nation, a Treaty 8 nation, to lack legitimacy and neutral facilitation. Subsequently, consultation is seen as a checkbox that must be completed, but fails to include First Nations’ knowledge, interests and concerns about impacts from development and appropriate accommodation. This research also investigates a new governance arrangement emerging in northeast BC, which changes the way Fort Nelson First Nation voices are included in decision-making. Processes of nation building and capacity building contribute to Fort Nelson First Nation’s New Approach to governance. The New Approach sees changes to the sites of authority, revenue and norms and beliefs, resulting in a governance innovation that circumvents the provincial government’s role in governance by creating a closer working relationship between industry and the Fort Nelson First Nation. The results are development planning and decisions that better reflect the Fort Nelson First Nation’s concerns and interests in the near future. / Graduate

Foram exploradas também as abordagens da governança pública e da governança colaborativa, com ênfase no modelo de Ansell e Gash (2008), para subsidiar a análise no nível microssociológico da relação. A metodologia adotada foi o estudo de caso, tendo como unidade de análise a experiência da parceria para a concepção e execução do Programa de Cooperação Educacional, para a transferência de conhecimento em tecnologia naval, que envolveu o governo do Estado do Espírito Santo, uma subsidiária de Estaleiro, um Instituto Federal de Ensino e um Instituto Politécnico Internacional. Os dados relativos ao caso foram obtidos pela pesquisa documental e entrevistas. Uma vez coletados, os dados foram organizados e examinados pela técnica de análise de conteúdo, cuja categorização dos dados se deu a priori e a posteriori. Como resultado das análises realizadas foi possível atestar que a governança colaborativa ocorre de maneira satisfatória, mas fragmentada por estar concentrada na alta gestão. Isso ocorreu em função do baixo reconhecimento da interdependência e do grau de confiança oscilar devido às falhas de comunicação apontadas e da não inclusão participativa dos professores acarretarem, de certa forma, o distanciamento do compromisso com o processo. Por outro lado, percebeu-se que os resultados intermediários alcançados ao longo da parceria conferiram uma maior aproximação entre os gestores do Instituto Federal de Ensino e da Subsidiária do Estaleiro, dessa forma os laços estabelecidos fortaleceram a relação de confiança e o entendimento de que os problemas identificados nesse programa estão servindo de lições para outras colaborações. / With the purpose of expanding the horizon analysis of the university-industry-government relationship on top of the theoretical assumptions of the Triple Helix, this study aimed at analyzing how collaborative governance occurs within such relationship. So as to support the different analysis focuses, its theoretical background consisted of the New Public Management (NPM) approaches, the Entrepreneurial University and the Triple Helix in its macro sociological scope. The public and collaborative governance approaches have also been explored, with an emphasis on Ansell and Gash’s model (2008), in order to subsidize the analysis in the micro sociological level of that relationship. The adopted methodology has been the case study, having as its analysis unit the experience of partnership to the conception and execution of the Educational Cooperation Program, towards the transfer of knowledge in marine technology, which involved the state government of Espírito Santo, a shipyard subsidiary, a Federal Institute of Education and an International Polytechnic Institute. The data related to this case were obtained through desk research and interviews. Once these data were collected, they were then organized and examined under the content analysis technique, whose data categorization was given a priori and a posteriori. As a result of the carried out analyses it has been possible to certify that collaborative governance occurs in a satisfactory way, however fragmented since it focused in the upper management. That occurred due to low recognition of its interdependence and to an oscillation on its confidence degree due to communication breakdowns that were pointed out and to the non-inclusion of teachers’ participation, thus causing their distancing from commitment to the process in a certain way. On the other hand, one has realized that the intermediate results reached throughout this partnership have conceded a greater approach between managers of the Federal Institute of Education and those of the shipyard subsidiary, therefore these durable links have strengthened their trust relationship and the understanding that problems identified in such program have been serving as lessons for further collaborations.

In its specific objectives, the study intends to: a) identify Audit Courts as drivers of social participation in pre-decision stages of formulating policies for Disaster Risk Reduction (DRR); b) propose the concept of Collaborative Accountability as a theoretical approach to ensure strengthening of the control system and democratic governance; c) apply designthinking methodology as a practical approach to understanding public demand of each local reality. Methodology - Design-Thinking, applying the concept of Collaborative Accountability at the ex-ante moment of the public policy of DRR, with i-Cities indicator (IEGM) in the Kingdon Multiple Flow Model (2003).Discussion and Possibilities - The possibilities revolve perspectives of the Schools of Accounts and Management (ECG), Schools of the Audit Courts that seek to improve internal and external controls. Pedagogical essence of the concept of Collaborative Accountability provides a more integrated and cohesive architecture in DRR policy, strengthening system of control of public administration, engagement of society, and democracy. Practical implications – Applicability of the research was shown to be relevant, since it opens up possibilities for better qualification of public policies capable of dealing with wicked problems such as disasters, when from the moment of the pre-decision stages of its formulation. It also improves degree of institutionality of the Audit Courts, contributes to updating of IEGM as well as improves DRR policy and Public Administration. Social implications - The study allows to know performance of the Accounts Courts and to propose improvements in external control given historical and evolutionary conditions of the public administration, in the context of a democratic society in network. In this context, when referencing the citizen in the center of the democratic framework, Collaborative Accountability uses social learning to bring educated citizens and trained public servants, concerned with generating a public value that considers equity and culminates in Social Resilience. It seeks to develop a collective consciousness capable of arousing in the elected agent greater capacity to operate with different forms of knowledge acquisition, allowing greater inclusion and participation of citizens and public servants in formulation of public policies (RRD), when in their pre- according to local reality. Originality - Collaborative Accountability, of pedagogical essence and applicable by Schools of Accounts and Management (ECG), revisits classical approaches and suggests new arrangements capable of dealing with complexity of current public problems such as disasters. Thus, External Control Bodies can use these arrangements to watch over public policy cycle - from the origin - exercising a more integrative and cohesive control. Samverkan för ett civilt försvar : En fallstudie av civil-militär samverkan inom Militärregion syd

Denna uppsats är en fallstudie som undersöker samverkan för civilt försvar inom typfallet Militärregion syd (MR S). Uppsatsen bygger på semi-strukturerade intervjuer med fem länsstyrelser inom i MR S samt med två representanter från MR S. Materialet har kategoriserats utifrån en analysmodell skapad utifrån Emerson et als teoretiska ramverk Collaborative Governance. Ramverket lyfter fram viktiga förutsättningar för samverkan och visar på beroenden mellan dessa förutsättningar. Förutsättningar används för att kategorisera och jämföra svaren från länsstyrelserna och MR S samt för att undersöka hur väl dessa förutsättningar uppfylls och om de har samma syn på förutsättningarna. Utifrån detta går att konstatera att det råder till stor del samsyn mellan länsstyrelserna och MR S vilket ses som en god möjlighet för samverkan. Andra viktiga möjligheter för samverkan är att det finns ett ömsesidigt beroende mellan länsstyrelserna och MR S, det förändrade säkerhetspolitiska läget ökar motivationen för samverkan gällande civilt försvar samt att det finns en vilja att använda kunskap förvärvad från samverkan för civilt försvar inom andra samverkansområden. De största bristerna anses vara den omgivande kontexten där arbetet med civilt försvar försvåras av att det saknas styrning och direktiv från central nivå samt att det inte tilldelats resurser för arbetet. Det saknas incitament för privata aktörer att ingå samverkan för civilt försvar och lagar behöver moderniseras då de till stor del härrör från tiden med det gamla civilförsvaret. På regional nivå behöver ett gemensamt syfte utarbetas, kunskap om lagstiftningen behöver utökas samt att det behöver klargöras vilka mandat som gäller och vem som har rätt att besluta om vad. Utifrån resultatet från intervjuerna finns det kritik mot modellen vilken beskriver beroendet och förhållandena mellan kategorierna, då det i detta fall inte förefaller vara helt korrekt.

“Walking encyclopedias of studies” for sustainability transformations? The role of information and discourse in the case of the German coal phase-out

Transformations of energy systems in line with the Paris Agreement demand rapid deliberate decline of fossil energy production for decarbonization. Rising in priority on national political agendas, policy change for deliberate decline meets political barriers in the form of powerful incumbent actors, path dependencies and frames of loss. Although these dynamics can impede transformations, literature remains unclear in how to engage with these barriers. Therefore, this study focused on discourse and policy process theories in a qualitative analysis based on a broad selection of documents and expert-based interviews to explore and illustrate the “Commission on Growth, Structural Change and Employment” in Germany (2018/19). In this multi-stakeholder committee, a phase-out plan for coal-fired power generation was negotiated alongside claims of just transitions. Findings indicate that policy change was reached through consensual agreement but was reduced in ambition through path dependent discourse and expert-based information. The selection and evaluation of expert-based information was closely tied to expert members, while political debate on necessary assumptions as a basis for this information remained scarce. Lastly, insights from discourse and expert-based information can enrich the understanding of sustainability transformations and further research on the case could investigate the narrative subscriptions of stakeholders.

Benefits and Barriers of HUD Neighborhood Stabilization Program As Perceived by Stakeholders

Devalued homes and weakened economic conditions of 2008 led to lost property tax revenues, more vacant and abandoned properties, and destabilized neighborhoods. The first Neighborhood Stabilization Program (NSP1) was a federal intervention designed to mitigate the damage of the recession, but there is scant evidence of program effectiveness. A phenomenological study, using a method outlined by Moustakas, answered questions on the benefits and barriers of NSP1 as perceived by stakeholders in a Mid-Atlantic city. Stakeholders included nonprofit housing advocates, residents, business partners, and government officials. Theories of collaborative governance and community stakeholders were used to guide the investigation of NSP1 processes and stakeholders' perceptions. Ten stakeholders responded to 9 compound interview questions derived from the research question and 4 subquestions in semi-structured interviews. Responses were transcribed, verified for accuracy, and then coded and analyzed for recurring themes. Five prominent themes emerged: (1) challenges with NSP1 guidelines, (2) importance of partner capacity, (3) positive results in targeted neighborhoods, (4) city's approach to community development, and (5) sustaining positive results. Findings were that NSP1's benefits for residents outweighed procedural barriers and NSP1's short duration still yielded positive results in neighborhoods. This study has policy and social change implications for all stakeholders involved. Recommendations include continuous city involvement to stabilize neighborhoods during future recessions and better entrepreneurial strategies to integrate private and non-profit stakeholders in all phases of collaborative governance.

Urban Living Labs som medel för samverkan och deltagande i mat-vatten-energi nexus : En fallstudie av CRUNCH Rosendal / Urban Living Labs as a means of collaboration and participation in the food-water-energy nexus : A case study of CRUNCH Rosendal

Världens befolkning och städer växer. I takt med detta ökar efterfrågan på tillgångar av mat, energi och vatten och det finns efterfrågan på tillvägagångssätt som tar hänsyn till både synergier och konflikter mellan dessa. Ett projekt som syftade till att skapa kunskap inom dessa samband genom att använda så kallade Urban Living Labs, ULLs, var det transnationella projektet CRUNCH. Urban Living Labs kan beskrivas som en slags samling tillvägagångssätt som betonar experimentella tillvägagångssätt och en hög nivå av deltagande och samskapande. Men ULLs har visat sig kunna se mycket olika ut och den här studien är ett bidrag till den växande empirin inom ämnet. Studien analyserade hur en av de deltagande städerna inom CRUNCH arbetat med samverkan och samskapande och vilka hinder och möjligheter ULL har som tillvägagångssätt för deltagande, samverkan och samskapande. Detta gjordes genom en kvalitativ fallstudie av Uppsalas ULL Rosendal och analyserades genom teorier om deltagande och kollaborativ governance. Studien fann att deltagandet var smalt och främst skedde genom konsultation och information. De främsta möjligheterna till samarbete verkade vara de inledande villkoren och ett ömsesidigt beroende mellan parterna för att få finansiering till att utveckla sina idéer. De främsta hindren verkade finnas i en obalans i resurser vad gäller finansiering och möjligheter att delta. Men det kanske allra främsta hindret var dock en bristande delad förståelse av begreppet ULL. Begreppet sattes snarare som en ”stämpel” på projekt som redan fanns utan att tillföra dem något extra i form av deltagande eller samverkan. / The world's population and cities are growing. As the demand for food, energy and water resources increases there is a demand for approaches that consider both synergies and conflicts between them. One project that aimed to create knowledge in this nexus by using something called Urban Living Labs, ULLs, was the transnational project CRUNCH. Urban Living Labs can be described as a collection of approaches that emphasizes experimental approaches and a high level of participation and co-creation. But ULLs have been shown to take a variety of different forms and this study is a contribution to the growing empirical evidence in the subject. The study analysed how one of the participating cities within CRUNCH worked with collaboration and co-creation and what obstacles and opportunities ULL has as an approach for participation, collaboration, and co-creation. This was done through a qualitative case study of Uppsala's ULL Rosendal and analysed through theories of participation and collaborative governance. The study found that participation was narrow and mainly took place through consultation and information. The main opportunities for cooperation seemed to be the initial starting conditions and an interdependence between the partners to get funding to develop their ideas. The main obstacles seemed to be resource imbalances in terms of funding and means to participate. But perhaps the main obstacle was a lack of shared understanding of the main concept of ULL. The term was rather applied as a label on projects that already existed, without adding anything extra to them in terms of participation or collaboration.

Skyfallen förväntas öka, därmed behöver städer klimatanpassas. Ansvarsfördelningen i hanteringen av skyfall är komplicerad då det finns otydligheter hur aktörer ska arbeta med åtgärder vid dessa översvämningar. Syftet för studien är att undersöka ansvarsfördelning, samverkan och klimatanpassningsarbete i två kommuner vid översvämningar i samband med extrema skyfall. Teorin om samarbetsstyrning innebär att fler aktörer ska samverka vid komplexa händelser för att uppnå en urban resiliens. Teorin ska som utgångspunkt analysera fallen Malmö och Gävle där även kvalitativa metoder har använts. Resultatet visar att kommunerna inte har hela ansvaret vid skyfall. Det finns även liknande synsätt på hur kommunernas ansvar bör utvecklas, samt tydlighet kring samordning. The distribution of responsibilities is complicated because of uncertainties about who and how actors should work with flood risk management. This study aims to investigate these responsibilities, collaborative workn and climate adaptation in two municipalities during floods from extreme rainfall. The theory of collaborative governance is used to study how actors collaborate to achieve urban resilience in the cases of Malmö and Gävle. The results show that municipalities are not the only ones with responsibility during heavy rainfall. There are also similar views on how the municipalities responsibilities should be developed, as well as the importance of clarity around collaborative governance. The conclusion is that floods are only taken into account after the event has occurred, something that also drives the distribution of responsibility. All involved actors must take their own responsibility and collaborate to achieve adapted cities before it is too late.

Private-Public Collaboration in Sweden’s Civil Preparedness

Recent developments in Sweden’s security policy have prompted the rearmament of the total defence. The total defence comprises both military and civil defence. The civil defence, in conjunction with crisis preparedmess, forms Sweden’s civil preparedness. However, the civil preparedness has been assessed as inadequate in meeting the requirements arising from recent developments in external security policy. Additionally, Sweden’s imminent NATO membership imposes further requirements on civil preparedness. The operational activities within civil preparedness are predominantly carried out by private entities, necessitating private-public collaboration. Nevertheless, existing regulations and competing interests pose substantial obstacles to sustained and iterative collaboration. This thesis employs a comparative nested case study, analysing two sectors of operations coordinated by the Swedish Post and Telecom Authority. These sectors demonstrate varying degrees of collaboration in civil preparedness. By utilizing Emerson & Nabatchi’s (2015) collaborative governance theory, this thesis identifies that drivers prompting collaboration play a significant role. Specifically, legal and policy frameworks are assessed to be the most crucial factor. The cases exhibit unique characteristics, thereby providing a reasonable test the of collaborative governance theory’s eligibility. This thesis acknowledges certain limitations in the theoretical assumptions due to technological advancements. Consequently, further assessment of the theory is encouraged, as it may require refinement to adequately address new forms of incentives for collaboration resulting from emerging threats.
