Accreditation and government contracted social service delivery in British Columbia: a reorganization of frontline social service work

This thesis explores the process of accreditation within a government contracted social service agency in British Columbia, Canada. The agency is seeking accreditation from the Commission on Accreditation for Rehabilitation Facilities (CARF). Institutional ethnography is used to explicate the social relations of CARF - how it organizes frontline work with clients and how it re-organizes an agency’s relations to government funding and service delivery. Data include the author’s frontline work accounts, interviews with frontline workers and the Director, and textual documents used within frontline work. The research process traces specific reporting documents that connect frontline work to the agency’s funders, Community Living B.C. and the Regional Health Authority, and to CARF. This thesis makes visible how the accreditation discourse of measurement and continuous quality improvement shifts how frontline workers think about and do their work with clients in ways that align their priorities with those of government contract management.

There are described various alternatives of time tracking systems and characterized automatization of business processes with the focus on time tracking business process.

Improving Contract Management by the Government Contracting Officers' Representatives

Leaders in the Federal Government of the United States have a problem ensuring the contract management resources used to administer and monitor contracts meet organizational performance goals. Contracting officer's representatives (CORs) are members of the acquisition workforce responsible for contract management. This study explored the ways in which resource-based strategies can improve the quality of CORs' performance in contract management by exploring an organizational framework based on strategic management approaches. Interview data were collected from 41 CORs from the 10 Federal Government agencies that represented 85% of the fiscal year 2014 expenditures. These CORs had all managed contracts with successful outcomes. Data analysis utilizing descriptive and magnitude coding resulted in several findings: (a) a recognition of the influence the COR's environment has on the contract outcomes, (b) an understanding of the CORs' processes within the various organizational structures, and (c) the importance of organizational support for the COR. These findings resulted in elements of a potential resource-based management model framework that link the identified attributes of the CORs' resource management to organizational performance. The social contribution from this emergent framework is the recognition of the CORs' value in ensuring optimal contract driven organizational performance. Positive social change can result from Federal Government leaders' use of this resource-based framework to improve the quality of management of CORs' functions and processes. This framework and its implication for the acquisition workforce may facilitate superior performance and enhance organizational capital.

本研究主要目的在於臺北縣升格為準直轄市的背景下探討:(1) 分析臺北縣高中職實施公辦民營之內部、外部效益;(2)評估臺北縣公立高中職公辦民營之可行性;(3) 評估臺北縣公立高中職公辦民營之可行模式;(4) 建構臺北縣公立高中職公辦民營的推動策略;(5)探討民間參與學校公辦民營的動機;(6)分析臺北縣推動公立高中職公辦民營可行區域。希望政府藉由積極結合民間資源共同辦理公共事務,以公辦民營的手段,將民間的管理專業觀念、做法及資金,正面影響學校行政結構、學校經營模式,達成最佳的學校經營成效。 本研究法採文獻分析法、模糊德菲術,針對學校公辦民營的理論、模式、政策與實施四種向度進行探究。研究結果歸納如下: 1.臺北縣實施公立高中職公辦民營之效益為藉由鼓勵民間共同參與辦學,降低財政負擔,以及增加學校多角化經營空間,提供家長多樣化的教育選擇機會。 2.經營型態以特許學校、契約政體模式最為可行。 3.臺北縣於高中職實施的選擇上,以職業學校為優先。 4.臺北縣公辦民營學校之經費來源、財務審計規範、課程與教學、人事運作等應該擁有自主權。 5.臺北縣行政機關應加速研擬公立高中職公辦民營專屬法規。 6.臺北縣政府應建立相關的監督及輔導評鑑的制度,評鑑部分需含自我評鑑及行政機關評鑑,並將評鑑結果公佈。 7.臺北縣新莊市擁有推動公立高中職教育公辦民營的先行試辦優勢。 / On the background of the Taipei County elevating status to “Quasi-Direct-controlled municipality”, the purposes of the research are as follows: (1)Analyzing the internal and external efficiencies when putting private management of public high schools system into practice in Taipei County. (2) Evaluating the feasibility of putting private management of public schools into practice. (3) Evaluating the available models of private management of public high schools in Taipei County. (4)Constructing the strategies of putting private management of public high schools in Taipei County. (5)Inspecting the motors of private associations getting themselves into private management of public high schools in Taipei County.(6)analyzing the feasible regions of Taipei County when putting private management of public high schools system into practice. The government should positively guides private resources into the public affairs, hoping that the civil management concept, business administration conduct, and bankroll can positively affect the public school administrative structure and help the school achieve the best accountability. The research, by adopting methods of documentary analysis, and Fuzzy Delphi, probes into the four dimensions of theory, models, policy, and implementation of private management of public schools. The main conclusions are as follows: 1.The advantages of putting private management of public high schools system into practice were to combine private organizations to decrease government’s financial burden, as well as increasing diverse management space and providing parents various opportunities of educational choices. 2.“Charter school model” and “contract management model” are of the highest feasibility in terms of the implementation of private management of public school in elementary school level in Taipei County. 3.Priority over private management of public school option is new established schools. 4.Private management of public elementary school in Taipei County should possess decision-making power in some aspects including budget source, financial regulation, curriculum and teaching, personnel system . 5.The Taipei county government should accelerate to enact special laws about private management of public school. 6.the Taipei County government should establish relevant systems of control, management, guidance and evaluation. [pt] É notório no meio acadêmico e prático que ao longo dos últimos anos a logística deixou de ser vista como um processo operacional e passou a ser reconhecida como uma matéria de suma importância na integração das cadeias de suprimentos e uma ferramenta importante para atender as necessidades dos clientes e buscar diferencial competitivo. Em um ambiente globalizado e competitivo, as empresas buscam soluções que possam ajudá-las a atingir seus objetivos organizacionais. Neste contexto, a terceirização de serviços logísticos vem sendo amplamente utilizada com diversas finalidades. Porém, ao realizar terceirizações logísticas as empresas se deparam com a dificuldade de desenvolver mecanismos de avaliação de desempenho que estejam alinhados com a estratégia das empresas e que possam avaliar dados quantitativos e qualitativos para mensurar e comparar o desempenho de seus terceirizados. Diante deste cenário, este trabalho apresenta um estudo de caso onde foi utilizado o método AHP (Analytic Hierarchy Process) como ferramenta de apoio para avaliação, ranking e reconhecimento de transportadores terceirizados de uma multinacional líder de mercado de gases industriais e medicinais. Existe uma relação entre a satisfação do cliente final e o desempenho dos transportadores. Portanto, é fundamental o desenvolvimento de uma ferramenta para mensurar esse desempenho e reconhecer os melhores. O trabalho propõe a avaliação dos transportadores através de um único índice que traduz indicadores quantitativos e qualitativos. A escolha do método AHP foi fundamental para facilitar a estruturação do problema e se mostrou uma ferramenta de fácil entendimento tanto para o pesquisador como para os demais envolvidos. / [en] It is well known in the academic and practical means that over the last few years the logistics is no longer seen as an operational process and has become recognized as a matter of paramount importance in the integration of supply chains and an important tool to meet customer needs and seek competitive advantage. In a globalized and competitive environment, companies are looking for solutions that can help them achieve their organizational goals. In this context, the outsourcing of logistics services has been widely used for various purposes. However, when performing logistics outsourcing companies are faced with the difficulty of developing mechanisms for evaluating performance that are aligned with company strategy and to assess quantitative and qualitative data to measure and compare the performance of their third party. This paper presents a case study where the AHP (Analytic Hierarchy Process) method was used as a support tool for evaluation, ranking and recognition outsourced carriers of a multinational leader in industrial and medical gases market on Brazil. There is a relationship between the end-customer satisfaction and the performance of carriers. Therefore, it is fundamental to develop a tool to measure this performance and recognize the best carrier. The paper proposes the review of carriers through a single index reflecting quantitative and qualitative indicators. The choice of AHP was instrumental in facilitating the structuring of the problem and proved to be an easily understood tool for researchers and for the others involved.

The author is looking forward to comprehend how the outsourcing process began on public and private companies. Its use on the public administration brought up problems related to the labor legislation, lack of commitment and administrative structure of some outsourcing companies, compromising the quality of service performed by these companies. Starting from this moment, the outsourcing contract management became of extreme importance to an efficient contract execution, since the objective is to generate more quality of service and to avoid the public agency co- responsibility regarding possible labor claims. The objective of this thesis is to define the correct competencies for the outsourcing service contract manager, aiming to improve the management, supervising and accomplishment of the contractual clauses. For the making of the needed contracts manager profile, the Behavioral Inventory Methodology to competency mapping was used. As a result, this thesis presents the required profile for the institution contract manager.

Surrounded by an environment increasingly complex and dynamic, organizations need to turn to the information contained on that to develop strategies and actions aligned with the environmental demands. In this context, the information scanning emerges as a way to instrument alignment, since it deals with the systematization of information flow in the external environment started and finished in decision making that state the actions to be pursued by corporations. This study aimed to examine as occur the process of information scanning from the external environment in managing government contracts Eletrosul. The literature review included the issues of external environment of organizations, the monitoring information from the external environment and management of contracts. Given the objective of this research, we chose to use a qualitative approach to complement the quantitative approach, orchestrated by the method of single case study. The unit of analysis involved in the process of contract management, and all participants in the research managers. Data were collected from three sources of evidence - documents, interviews and questionnaires - providing triangulation with the presence of qualitative and quantitative data. The results showed the existence of two modes of concurrent scanning - so conditioned view and formal research. About the scanning process, it was noted that all steps are performed by contract managers, away from fruition peculiar to an administrative process of public character. The longed to proposals to strengthen and standardize each step of the monitoring process, defining information needs, expanding the sources of information, further conditions for the active collecting, centralizing the storage, strengthening and streamlining the dissemination and easing skill levels for faster decision making. The findings point to achieve the objective of proposed research, which included the analysis of the scanning process in a public organization, as well as to the scope of theoretical and practical contributions that justified the development of the study as widening the scope of analysis and approach in studies of scanning. Moreover, the work gave the ELETROSUL know the current reality of contract management and scanning carried out and this has enabled the creation of actions for improvement of both processes / Atualmente a informação é fundamental para que as organizações alcancem níveis superiores de desempenho que lhes garantam o sucesso e a sobrevivência. Circundadas por um ambiente cada vez mais complexo e dinâmico, as organizações necessitam voltarem-se para as informações contidas naquele para desenvolverem estratégias e ações alinhadas com as demandas ambientais. Nesse contexto o monitoramento de informações surge como uma forma de instrumentalizar este alinhamento, porquanto contempla a sistematização do fluxo informacional iniciado no ambiente externo e finalizado na tomada de decisão que indicará as ações a serem perseguidas pelas corporações. O presente estudo teve por objetivo analisar como ocorre o processo de monitoramento de informações do ambiente externo no gerenciamento de contratos administrativos da Eletrosul. A revisão teórica contemplou os temas de ambiente externo das organizações, o monitoramento de informações do ambiente externo e a gestão de contratos administrativos. Considerando o objetivo da pesquisa, optou-se pela utilização da abordagem qualitativa com a complementação da abordagem quantitativa, instrumentalizada por meio do método de estudo de caso único. A unidade de análise consistiu no processo de gestão de contratos, sendo todos os participantes da pesquisa gestores. Os dados foram coletados a partir de três fontes de evidência documentos, entrevistas e questionários propiciando triangulação com a presença dos dados qualitativos e quantitativos. Os resultados apontaram para a existência de dois modos de monitoramento concomitantes - modo visão condicionada e o modo pesquisa formal. Sobre o processo de monitoramento, percebeu-se que todas as etapas são executadas pelos gestores de contratos, embora concretizadas a partir das particularidades inerentes a um processo administrativo de caráter público. As propostas apresentadas almejaram fortalecer e padronizar cada uma das etapas do processo de monitoramento, definindo as necessidades informacionais, ampliando as fontes de informação, dando maiores condições para a coleta ativa, centralizando a armazenagem, fortalecendo e agilizando a disseminação e flexibilizando os níveis de competência para a tomada de decisão mais rápida. As conclusões apontaram para o cumprimento do objetivo de pesquisa proposto, que contemplou a análise do processo de monitoramento em uma organização pública, bem como para o alcance das contribuições teóricas e práticas que justificaram o desenvolvimento do estudo, como a ampliação do escopo de análise e da abordagem nos estudos sobre monitoramento. [pt] O objetivo da dissertação é propor um modelo de elicitação do conhecimento tácito em gestão contratual de serviços terceirizados (GCST), visando reutilizá-lo em processos decisórios e na resolução de problemas desta área de gestão. Busca-se demonstrar a aplicabilidade do modelo mediante o desenvolvimento de um estudo empírico junto a uma das gerências de GCST de uma empresa do setor de óleo e gás. A metodologia compreendeu: (i) revisão bibliográfica e análise documental sobre os temas centrais da pesquisa; (ii) análise de conteúdo dos modelos, métodos e técnicas para elicitação de conhecimento tácito nas organizações em geral; (iii) desenvolvimento de um modelo conceitual para elicitação de conhecimento tácito em GCST, empregando métodos multicritério de apoio à decisão em duas de suas fases; e (iv) demonstração da aplicabilidade do modelo conceitual, mediante a realização de um estudo empírico em uma das gerências de GCST de uma grande empresa do setor de óleo e gás. O estudo empírico demonstrou ser viável elaborar planos de elicitação de conhecimento tácito em gestão contratual de diferentes tipos de serviços terceirizados (ST) demandados por aquela gerência. Destaca-se como principal resultado desta pesquisa um modelo inovador de elicitação de conhecimento tático em GCST, que poderá ser aplicado por organizações que buscam a excelência em gestão contratual de serviços terceirizados. Para a empresa do setor de óleo e gás na qual foi desenvolvido o estudo empírico, a implementação de planos de elicitação do conhecimento tácito cobrindo todos os tipos de serviços terceirizados por ela demandados contribuirá para maior eficiência na gestão de contratos e fortalecimento de suas competências nessa área, com impactos na competitividade, criação/captura de valor e inovação no âmbito da empresa. / [en] The objective of the dissertation is to propose a model for eliciting tacit knowledge in contract management of outsourced services (CMOS), aiming to share and use it in decision-making processes and in solving problems in this management area. It seeks to demonstrate the model s applicability by developing an empirical study with one of the contract managers of a company in the oil and gas sector. The methodology comprised: (i) bibliographical review and documental analysis on the central themes of the research; (ii) content analysis of models, methods and techniques for eliciting tacit knowledge in organizations in general; (iii) development of a conceptual model for eliciting tacit knowledge in CMOS, integrating multicriteria decision-making methods in two phases of the model; and (iv) demonstration of the applicability of the conceptual model, by carrying out an empirical study in one of the contract management areas of a large company in the oil and gas sector. The empirical study demonstrated that it is feasible to elaborate plans to elicit tacit knowledge in contract management of different types of outsourced services (OSs). The main result of this research is an innovative model for eliciting tactical knowledge in CMOS, which can be applied by organizations seeking excellence in contract management of outsourced services. For the oil and gas company in which the empirical study was developed, the implementation of tacit knowledge elicitation plans covering all types of required outsourced services will contribute to enhance efficiency in contract management and strengthen its competencies in CMOS, with impacts on its competitiveness, value creation/capture, and innovation.
