Abstract Recently new donors are beginning to challenge the international aid architecture of traditional Western donors by providing huge amounts of foreign aid to Sub-Sahara African (SSA) countries without political conditions attached, thereby undermining the bargaining power and influence of OECD DAC donors. Especially Chinas new role as aid donor causes a lot of scepticism among researchers. This master thesis investigates whether OECD DAC donors changed their aid allocation policies and patterns in response to rising Chinese foreign aid activities in SSA countries. So far, the literature investigating the relationship between foreign aid provided by traditional Western donors and aid by the Chinese government has been limited mostly due to the lack of accurate data on Chinese foreign aid. This study makes use of a new dataset on Chinese foreign aid flows in order to examine the response of OECD DAC donors to Chinese foreign aid activities in SSA between 2000 to 2014. A look at the international manned space programs and the potential for cooperation

The main objective of this research paper is to provide a comparative analy i of the manned space programs of the great space powers; Russia, the United States and China, those nations that have successfully launched human beings into orbit and brought them back to Earth. As space operations have become more complex and costly, these nations have sought expanded cooperation with each other and the minor space powers of the European Union, Japan, and India; nations that can conduct umnaimed launches. Current manned space efforts are heavily invested in areas where cooperation is a key concern. The International Space Station program consists of seven international partners, and there is a renewed push to send unmanned probes to the moo~ in preparation for future sustained manned missions, with Japan and China having already placed probes in lunar orbit and the United States, Russia, and India following in the near future. Cooperation in space endeavors, much like in any area of international policy, has its own benefits and challenges that are unique to each participant and this comparative analysis will present the view of these benefits and challenges from the perspective of each of the great space powers. This research then evaluates each of the great space powers in terms of its potential for successful international cooperation. A country tends to view its manned space program either from a political perspective, stressing national security and international prestige; or from an economic perspective, stressing industry growth and profit generation. It is believed that a country with the economic view of its program is more open to international cooperation, whereas a country with the political view will be less inclined to work with partners.

La presente tesi di dottorato valuta i rapporti tra le organizzazioni della società civile e le istituzioni internazionali nel sistema della cooperazione per lo sviluppo, attraverso l'analisi delle politiche della Banca Mondiale e dell'Unione Europea, che risultano gli attori multilaterali più rilevanti nell'allocazione e gestione dei finanziamenti dell'Aiuto Pubblico allo Sviluppo (APS). Nel quadro di relazioni cooperative-dialettiche, si verificano le funzioni degli interlocutori della società civile nel rapporto con le due organizzazioni internazionali e i livelli di partnership. Si analizzano alcuni nodi problematici come la valutazione della performance dei progetti delle organizzazioni della società civile (OSC), per verificarne il valore aggiunto; la dicotomia tra un approccio top-down e bottom-up nella pianificazione di processi di sviluppo locale; la rappresentatività e l'efficacia del contributo delle OSC alla global governance per lo sviluppo. Si presentano anche due casi empirici di progetti realizzati da una stessa OSC, finanziati dalle due istituzioni considerate, al fine di favorire, attraverso l'analisi “micro”, la comprensione di eventuali diversità rispetto al quadro teorico, alle procedure sul “ciclo di progetto” e ai rilevamenti quantitativi presentati. Complessivamente, emerge che la cooperazione tra OSC e le istituzioni internazionali ha maggiori benefici che costi e conduce ad una partnership win-win per entrambi. / The present PhD thesis considers the relationships between the organisations of civil society and the international institutions in development cooperation's system through the analysis of the World Bank's and the European Union's policies. In the frame of cooperative and dialectic relationships will be verified the functions of the interlocutors of the civil society in relationship with the two international organisations and levels of partnership. Some problematic knots will be analysed such as the evaluation of projects' performance of the organisations of the social society (OSC) in order to verify the added value; the dichotomy between a top-down and bottom-up approach in the process planning of the local development; the representation and effectiveness of the OSC's contribution to the global governance for development. Two empirical cases of projects realised by an OCE will be showed. These are financed by the two above considered institutions in order to favour, through a “micro” analysis, the comprehension of possible differences regard to the theoretical picture, to the procedures of the project cycle and to the quantitative showed survey. Altogether it appears that the cooperation between the OSC and the international institutions has more benefits than costs and leads to a win-win partnership.

Atualmente, na América Latina, os pobres representam 40% da população e 11% são subnutridos de acordo com a Comissão Econômica para a América Latina e Caribe (CEPAL). A urgência de medidas corretivas é inegável. É indispensável que a movimentação de recursos para a agricultura, setor fundamental para a segurança alimentar nos países em desenvolvimento, avance em direção às mudanças desejadas. Este trabalho gera indicativos para aperfeiçoamento de modelos de produção e fornece subsídios para orientar ações de políticas públicas, sobretudo, analisando diversos aspectos da agricultura latino-americana e as relações existentes entre esta e a segurança alimentar da população envolvida. Os dados (1999, 2000, 2001) utilizados foram provenientes do banco de dados estatísticos da Organização das Nações Unidas para Alimentação e Agricultura (FAOSTAT). Aliados ao trabalho aprofundado de revisão bibliográfica, foram utilizados os métodos de análise fatorial em componentes principais e análise hierárquica. O ¿software¿ STAT-ITCF , do ¿Institut Technique de Céréales et des Fourrages¿(França) e o ¿Statistical Packet for Social Sciences¿ ¿ SPSS (EUA) foram utilizados para processar as técnicas de análises multivariadas. De maneira geral, este trabalho pôde revelar disparidades existentes e conduzir o exame das dificuldades que determinados países possuem, para orientar as suas respectivas diretrizes no sentido de viabilizar seus padrões agroalimentares compatíveis com um estado nutricional mais adequado e, sob os pontos de vista sociais, econômicos, culturais e ambientais, mais compatíveis com os conceitos recentes de sustentabilidade / Abstract: Prevailing patterns of food production and consumption are spreading throughout the world, while 800 million people in the world are malnourished, representing 13% of the world population, according to 1996 FAO data. Currently in Latin America, 40% of the population is poor and 11% undernourished, according to the Economic Commission for Latin America and the Caribbean.The urgent need for corrective measures is undeniable. The mobilization of resources for agriculture, which is fundamental for food security in developing countries, must advance in the direction of desired changes. This study, which analyzes various aspects of the relationship between Latin American agriculture and the food security of the populations involved, it generates indicative for improvement of production models and it supplies subsidies to guide actions of public politics. The data utilized (1999, 2000, 2001) were from the FAO statistical data base (FAOSTAT). Beans, beef and veal, cassava, eggs, fish (seafood), fruit, maize, milk, rice, pigmeat, potatoes, poultry meat, vegetables, vegetables oil, sugar and wheat were choosen to compose this analysis. We used factor analysis and hierarchical cluster analysis as the fundamental methodology. The Transnational Career Service Conference took place at Technische Universität Chemnitz, Germany, 20 – 22 March 2014. About 60 Career Service professionals from nine European countries got together to pursue one goal: to strengthen the bonds between Career Services from all over Europe in order to provide students with even more opportunities for a successful career entry. Published in these conference proceedings are project reports as well as workshop summaries in order to provide a larger audience with the most interesting input and promising ideas from a large number of European Career Service experts. / Vom 20. - 22. März 2014 fand die Transnational Career Service Conference an der Technische Universität Chemnitz statt. Rund 60 Hochschulvertreter aus neun europäischen Ländern kamen mit dem Ziel zusammen, das Netzwerk der Career Services in Europa zu stärken und Studierenden künftig noch mehr Möglichkeiten für den erfolgreichen Berufseinstieg zu bieten. In Vortragssessions und Workshops wurden Erfahrungen ausgetauscht und Ideen für gemeinsame Projekte auf transnationaler Ebene gesammelt, die in diesem Tagungsband publiziert werden.
