台灣自1970年代開始,租賃發展以融物方式為中小企業提供融資服務已有三十多年,由於台灣經濟發展以為數眾多的中小企業為主,因此租賃業者對於台灣的經濟發展,有著相當重要的貢獻。
2005年初,大陸的商務部發佈《外商投資租賃業管理辦法》,該辦法也按照入世(加入WTO)承諾,明確允許設立外商獨資融資租賃公司,使得台灣租賃業者與外國投資者以獨資的方式積極地進入中國租賃市場。
雖然台灣租賃業者過去在台灣已累積多年的核心能力與實務經驗,但若要進入中國租賃市場,將會面對不同於台灣的經營環境,其經營策略與資訊應用系統都需要加以調適。
本研究將先說明租賃的定義及各種租賃交易類型,然後介紹租賃產業從美國開展以來的沿革,及兩岸租賃產業的發展現況,並對兩岸租賃經營環境加以分析比較,包含法律、監管、稅收、會計與業務操作實務等構面,最後再介紹個案公司的沿革、現況與應用系統環境,並探討個案公司在大陸的經營策略、資訊發展策略、應用系統調適與兩岸應用系統整合。 / Since the 1970s in Taiwan, the development of leasing equipment to provide financial services to SMEs has been more than 30 years. Due to the economic development of Taiwan to a large number of SMEs, the leasing industry had a very important contribution for the economic development of Taiwan.
In early 2005, the Ministry of Commerce of the People’s Republic of China issued "Measures for Administration of Foreign Investment in the Leasing Industry", according to WTO commitments, it explicitly allowed the establishment of foreign-owned financial leasing company, resulting the leasing industry of Taiwan and foreign investors actively entered the market of China in wholly-owned way.
Although leasing industry of Taiwan has accumulated practical experience and core competencies for many years, they must change their business strategies and IT applications when facing the leasing market of China, which is a very different environment from Taiwan’s.
This study will first explain the definition of leasing and various types of leasing transactions, then introduce the evolution of leasing industry in U.S. and present situation of cross-strait leasing industry. Second, this study will compare the business environment in Taiwan with in China’s, including the dimensions of law, supervision, tax, accounting and operational practices. Finally this study will introduce a case of a company, and discuss how they make a change for their business strategies, IT strategies, applications and cross-strait system integration.

Abstract
Taiwan government identified the Digital Content Industry (DCI) to be one of the ¡§Strategic Industries¡¨ in 2002, and the Animation Industry is the principal industry of the DCI. With the continuing changing industrial environment, Taiwan animation corporations are facing the business transformation from OEM to brand creation in recent years.
This research focuses on finding out the development models of Taiwan animation corporations, investigating the industrial opinions to propose the development strategies of Taiwan animation industry, and examining the principal development strategies of the animation industry in U.S.A, Japan, Canada, and Korea. To implement this research project, I first propose two frameworks for research exploration and then interview the managers of the six representative Taiwan animation corporations which are WANGFILM, CGCG, SMEC, TVBEAN, CMPC, DIGIMAX as case studies.
I propose a framework for exploring the development models of the animation corporation by integrating the interaction of four perspectives including the growth process of the corporation, the change process of the corporation, the position of the corporation, and the operational strategies on the important animation projects of the corporation in recent years. I collect the data of these cases to analyze the development models by examining the evolution of the corporations in last five decades. In the ending of chapter four, I examine these development models to find out existing corporate transformation problems and industrial constraints.
I investigate the industrial opinions to propose the development strategies of Taiwan animation industry and corporations by an integrated framework examining native existing industrial resources and constraints, and native corporate sustentative competitions and challenges facing the business transformation from OEM to brand creation. In the ending of chapter five, I integrate the results of the interview analysis to propose the integrated development strategies for Taiwan animation industry and corporations.
I examine the principal development strategies on the animation industry of the four leading countries, such as U.S.A, Japan, Canada, and Korea. It will refer to how to develop a well-competitive animation industry for Taiwan government. Finally, I propose Taiwan animation corporations some suggestions to how to seek outside resources and to succeed in integrating these resources for achieving their business transformation purposes from OEM to brand creation.

This research is mainly, composed of Mark H. Moore ¡§Creating Public Value¡GV.C.S. strategy management in government¡¨, and promoted by Wang, Ming-Shen with the viewpoint of ¡§An integrated public affair management ¡]PAM¡^ framework¡¨. Qualitative research method is used in this dissertation to analyze the process of local government promoting water resource development. The case study takes the main pusher of bureaucrats in local government as public manager. With¡§V.C.S. strategic triangle¡¨¡G Value, Capacity and Support, we discuss the mutual relation and make operational suggestions. Research result shows that with ¡§An integrated public affair management ¡]PAM¡^ framework¡¨,public manager will do good to evaluate the overall environment¡Fwith strategic triangle, public manager can evaluate the weakness of project promptly, and make practical suggestions. Therefore, we believe that V.C.S. strategy management can offer public manager broader thinking direction.

The Implications of Park and Ride for Urban Development Strategies in major metropolitan areas in New ZealandWoods, Stuart George January 2006 (has links)
Many cities, including some in New Zealand, are investigating, developing or implementing urban form strategies and, separately, Park and Ride systems. These two matters are not generally considered alongside one another. This paper explores the relationship and interactions between urban form and Park and Ride systems through the identification of objectives for each, and considering the degree to which objectives of various urban form types may be achieved with different types of Park and Ride systems. The purpose of this research project is to investigate and develop a predictive methodology that would allow the identification of the most suitable Park and Ride system (from a proposed classification scheme) for a given set of urban form objectives. Classification systems for urban form and Park and Ride systems are proposed in light of information from an extensive literature and information review. They are used as a basis for an Assessment Framework Matrix of urban form type against Park and Ride type. The matrix is populated from a spreadsheet-based analysis process, which considers the degree of achievement of urban form objectives by various Park and Ride categories. This process is hampered by the lack of (easily accessible) data, particularly for strategic assessment of existing Park and Ride systems worldwide. A range of tests are conducted on the proposed Assessment Framework Matrix using real cities, a range of hypothetical urban areas, and several sensitivity tests. Subsequently, a case study applies the matrix to Christchurch, New Zealand. The main findings of this research project indicate that the proposed methodology works, needs refining with better data, could be useable in public or stakeholder engagement processes, and would benefit from a "User Manual" and some simplification. The case study tentatively indicates a recommended Park and Ride system type for Christchurch.

The main work dealt with problematic issues: What are the peculiarities of the National Sustainable Development Strategy? What are the preconditions for the implementation of the institutional National Sustainable Development Strategy? What is the role of the LHMS in the context of the National Sustainable Development Strategy implementation?
To answer all the issues the theoretical aspects of the implementation of the sustainable development strategy are investigated and disclose the concept of sustainable development in the context of public management and identifying strategic management role for her. Previous issue date: 2016-04-28 / This study had the main objective to analyze the prospects about the concept of territory
and development for rural extension workers operating in the municipality of Afogados
da Ingazeira, in the state of Pernambuco, with respect to the conceptualization of
territory and development. Privileging transdisciplinarity and being conducted from a
case study, the research made use of territory and development as main analytic
categories. This work also aimed at giving voice to those who deal daily with the
populations served by the Technical Assistance and Rural Extension Services in a
municipality located in the northeastern semi-arid region that seems to have built
development strategies differentiated in relation to its surroundings. Among these
strategies, it is possible to highlight those arising from territorial development policies,
as seems to be the case of the protagonism played by the municipality in the Citizenship
Territories Program in relation to the territory of Sertão do Pajeú. The research was
conducted by the summary question of the problem that inquires how do rural extension
workers operating in the municipality of Afogados da Ingazeira manifest their
representations about territory and development as strategies that can promote social
welfare. Authors as José Eli da Veiga (2001; 2002; 2003; 2008), Maria Nazareth
Wanderley Baudel (2013; 2014) Paulo de Jesus (2006), Sergio Schneider (2004, 2009),
among others gave the theoretical basis for this research. For listening to the 21
participants, the semi-structured interview and the subsequent analysis were used.
Considering what was proposed, at the end of this study, it was shown that both
analytical categories were perceived as valid strategies in the pursuit of improving the
lives of local people and from them the most varied perceptions in line with their
complexities are intuited. Among the various representations about territory, a certain
discourse that tends to see its instrumentation and standardization prevailed.
Considering that respondents were asked to contextualize the concept of development
with the local reality, on the context of knowledge of the respondents, understandings
about the scarcity and even on the absence of factors that denote the existence of
development in the locus of research prevailed. Words that give more prominence to the
absence were more frequent than those that emphasize what is seen as development. / O presente estudo teve por objetivo geral analisar as perspectivas de extensionistas rurais que atuam no município de Afogados da Ingazeira, no Estado de Pernambuco, a respeito da conceituação de território e de desenvolvimento. Privilegiando a transdisciplinaridade e conduzida a partir de um estudo de caso, a pesquisa, que se valeu do território e do desenvolvimento como principais categorias analíticas. Este trabalho também intencionou dar voz àqueles que lidam cotidianamente com as populações atendidas pelos serviços de Assistência Técnica e Extensão Rural (ATER), em um município situado no semiárido nordestino que parece haver construído estratégias de desenvolvimento diferenciadas em relação à sua circunvizinhança. Dentre estas estratégias, podemos destacar aquelas decorrentes de políticas de desenvolvimento territorial, como parece ser o caso do protagonismo exercido pelo município no Programa Territórios da Cidadania em relação ao Território do Sertão do Pajeú. A pesquisa foi conduzida pela questão síntese do problema, que inquire como se manifestam as representações de extensionistas rurais que atuam no município de Afogados da Ingazeira a respeito de território e desenvolvimento enquanto estratégias que podem promover o bem-estar social? Autores como José Eli da Veiga (2001; 2002; 2003; 2008), Maria Nazareth Baudel Wanderley (2013; 2014) Paulo de Jesus (2006), Sergio Schneider (2004; 2009), entre outros, subsidiaram a base teórica desta pesquisa. Para a escuta dos 21 participantes da pesquisa, recorreu-se à entrevista semiestruturada e à consequente análise. Mediante o proposto, ao final deste estudo, ficou evidenciado que em ambas as categorias analíticas são percebidas como estratégias válidas na busca pela melhora da vida da população local e delas intuem-se as mais variadas percepções,
em consonância com suas respectivas complexidades. Dentre as diversas representações a respeito de território, foi observada certa prevalência do discurso que tende enxergar sua instrumentalização e normatização. Sobre desenvolvimento, considerando que foi pedido aos entrevistados que o tema fosse contextualizado com a realidade local, se sobressaíram, na contextura dos saberes dos entrevistados, entendimentos sobre a escassez e mesmo sobre a ausência de fatores que denotem a existência, no lócus da pesquisa, de desenvolvimento, tendo-se uma frequência maior de falas que dão mais destaque àquilo que falta do que àquilo que se vislumbra como desenvolvimento.

Multinational corporations in the Arab world with particular reference to the contribution of industrial joint ventures to development in the Gulf regionFarah, Geili Mustafa January 1991 (has links)
This thesis investigates the status and the role of Multinational Corporations in the Arab World. Its main hypothesis is that the Multinationals today represent a permanent feature as the major world-wide source of modern technology. As such, the Arab countries will continue relying, into the foreseeable future, upon technology produced, owned or controlled by these global firms. The research finds that a century of increasing integration with the western industrialised countries, primarily shaped by the activities of the multinational corporations, has nevertheless left the Arab region less industrialised and more technologically and institutionally backward than many other parts of the world. The Arab Nation as a whole, in all its diversity of countries and regions, has failed to economically or industrially advance at the same rate as other newly industrialising regions. The lack of commitment to national and regional development needs in the Arab World on the part of most multinationals, is matched by an equal absence of any clear sense of purpose and dedication on the part of the Arab countries themselves. Despite the proposition by some Arab professionals and elites that the Arab States must consider breaking with any development strategy that substantially relies on access to capital and technology provided by foreign multinationals, the research contends that, in view of the current underdeveloped state of indigenous technology in the Arab World, the contemplation of the option of "de-linking" from the multinationals is neither possible nor desirable. The fact is, that the Arab States, individually or as whole, are not as yet prepared for the challenges that such a go-it-alone development strategy would imply. The research also finds that, as the multinational' behaviour is governed by diverse objectives, helping out the developing countries of the Arab World to build-up their technological base is not generally one of their distinctive goals. They have their own "growth" strategy while each of the individual Arab States has its own "development" policy. The objectives of each differ, as shown in this thesis, and are often incompatible. Yet, for a multinational corporation to secure profit, growth and security, it will need the goodwill of the Arab countries, while the latter, in order to start building their technological base, need the multinationals. Thus, objectively, they need each other and a fruitful cooperation between the two parties depends on the convergence of two strategies, which usually need to undergo many changes in order to accommodate each other's diverse interests. This means that, what a foreign multinational can really offer depends on how much an Arab country, individually or in collaboration with other Arab countries, may actually be prepared or able to take. From the latter's viewpoint, the ability to take is dependent on the extent to which the Arab countries can cooperate effectively together. The recent trend in the region towards forging economic integration, in the form of regional groupings among neighbouring Arab countries, is widely heralded to be an essential step in the right direction. However, in view of the considerable variations in natural resource endowments which exist among the countries of the Arab World, it has been increasingly suggested by the Arab participants of our main survey, that inter-Arab multinational joint ventures constitute a highly desirable form of organising economic activity, and of accomplishing effective economic cooperation among the countries of the region. Most importantly, the thesis demonstrates that there are many areas in which conventional economic theories are deficient in explaining multinationals' behaviour and impact on the Arab World. Deficiencies between theory and practice arc referred to throughout the work and discussed in particular detail in Chapters 4 and 12. A major conclusion of this study is that, the Arab governments which once feared the multinationals are now actively interested in seeking to court and accommodate them more effectively to local development needs. There is increasing evidence that the Arab countries have learned to bargain with multinationals to make them better serve their specific objectives and interests. Through more contacts and interactions, previously contrasting positions have softened and a wave of pragmatic attitudes on both sides is emerging to promote greater recognition of the mutual interests involved. It is the hope of the author of this thesis that his work will encourage even greater mutual understanding and cooperation between the Arab States and multinational partners in the future. Indeed it is only through such cooperation that joint efforts can be effectively used to promote beneficial development and growth for the future prosperity of the Arab Nation as a whole.

Cyklistická doprava v Prešovskom kraji / Cycling in the Prešov regionSýkora, Peter January 2014 (has links)
Master's thesis deals with the issue of supporting the development of cycling and cycling infrastructure in the Prešov Region, which is located in the east of the Slovak Republic. The work is divided into three chapters. The first is intended to explain the basic concepts of cycling as well as its division along with the legislation on the subject. The second chapter is devoted to the description of Prešov Self-Governing Region and especially cycling tracks in the area that is either in the planning stage or already under construction. Very important is also international cooperation with Poland in conecting cycling routes in the border. The last part of the thesis deals with the author's specific proposals related to the promotion of cycling tourism in the East Slovakia as well as the improvement of the cycling infrastructure in the region.
