This thesis explores the spatial transformations of the waterfront &amp / #8211 / an urban frontier - of Durr&euml / s port city in Albania, within a predefined timeframe: before, during and after socialism. Within this framework, a special concern of the thesis is the examination of the impact of political, social and economic actors, as well as the morphological and geographic conditions, which occur when transforming the urban space and environment. Thus, the work is constructed on the basis of cause (urban process) &amp / #8211 / effect (physical change) relation, within a particular period of time. The aim of the study is to understand how space was (re)produced, used and transformed in three different and consecutive systems: pre-socialist, socialist and post-socialist one / and the relations set among actors involved in these process, by making a descriptive and comparative spatial analysis utilizing the constituting physical - programmatic elements of the waterfront as the essential tools of the examination. Along with the information on space production process inherent of three political systems, concentrating the attention on the waterfront as an important element of the urban structure / this work will bring some understanding on subjects related to the actual spatial transformations occurring in the city and it social space. Finally, by affirming the waterfront as an edge condition, the notion of &amp / #8216 / edge&amp / #8217 / and its meaning in the socialist and post-socialist city will be elaborated. Low-rise Housing Development In Ankara

Urban land prices have important effects on urban development and locational distribution of land-uses. Housing is one of those sectors. There are high-density residential areas covering high-rise apartments at the city center where the land prices are quite high. Here, sizes of the plots and the housing units are relatively small. However, land prices begin to decrease with the increasing distance from the city center and the production of low-density, low-rise housing which is economically unfeasible at the center turns to be feasible for the housebuilders at the outskirts. Low-rise houses at the urban fringe provides various opportunities for the households. In these areas, plots and housing units are relatively larger due to cheap and available land. In addition to this, better urban services, quiet and clean environment as well as privacy contribute to create a livable urban environment. However, households living in low-rise housing units are subject to high transportation and maintenance costs. It is expected that they would compensate these costs with larger housing units, prestigious urban environment and many opportunities that their neighborhoods offer. Urbanization processes may be differ from one country to another with respect to the socio-economic and political structures, and the environmental characteristics. In that sense, low-rise housing areas at the urban fringe of Ankara were found to be developed highly compatible with urban land use theories / but different from the processes experienced in developed countries, to some extent. With regard to these, low-rise housing development in Ankara is discussed according to plan decisions, housebuilders, households and urban development pattern, considering the theoretical basis and historical processes.

A presente dissertação visa analisar os conceitos de mimesis e tragédia nas diferentes abordagens dos filósofos Platão e Aristóteles. O problema principal que condiciona a análise é a relação entre, de um lado, as obras de arte e, de outro, a realidade e os juízos morais. Esse problema é estudado através de uma análise dos principais textos nos quais os respectivos filósofos elaboraram suas reflexões sobre o tema, a saber, os livros II-III e X da República de Platão e A Poética de Aristóteles. Nessas diferentes obras vemos progressivamente a elaboração da primeira reflexão ocidental sobre a atividade artística em geral, com ênfase especial sobre a poesia trágica. A polêmica platônica em torno da mimesis e da tragédia tem por objetivo servir de pano de fundo para a compreensão da tese aristotélica de que a ação poética é distinta da ação tal como estruturada na vida, e, isso, em função da prioridade “ontológica” concedida à ação trágica com relação aos caracteres. A tese platônica relativa à arte, é de que a mimesis está na origem da perversão da alma intelectiva e racional capaz de estabelecer a verdade a partir da rememoração da Forma transcendente. Como a tragédia é a imitação da aparência visível das coisas, o que o poeta faz é absorver a coisa sensível em uma imagem parcial, isto é, um pequeno pedaço da coisa, visto que ela, quando sustentada unicamente pela posição do olhar do artista, estilhaça-se em uma multiplicidade cambiante de imagens que essa mesma coisa pode fornecer. É apenas a Forma transcendente que pode bloquear essa proliferação incessante de imagens que distorcem a imagem absoluta das virtudes e da verdade. Ao contrário, em Aristóteles, não vemos nada dessa redução da intriga (mythos) trágica aos conceitos discursivos ou aos valores estáveis éticos. Ao estabelecer o mythos como princípio formal da tragédia, Aristóteles subordina as demais partes constituintes da tragédia à ação enquanto disposição dos fatos em sistema. Assim, caracteres, discursos racionalmente articulados, espetáculo, etc., situam-se em uma posição secundária e subordinada correspondente ao princípio material, deixando-se, dessa maneira, determinar-se pela estrutura simultaneamente lógica e emocional da tragédia. Isso tem como consequência interditar a redução e a imobilização da tragédia em juízos morais enfáticos. / This thesis aims to analyze the concepts of mimesis and tragedy in the different approaches of the philosophers Plato and Aristotle. The main problem which makes the analysis is the relationship between, on one hand, works of art and, on the other, reality and moral judgments. This problem is studied through an analysis of texts in which their philosophers developed their thoughts on the subject, namely, books II-III and X of Plato's Republic and Aristotle's Poetics. In these various works gradually we build the first Western reflection on the artistic activity in general, with special emphasis on the tragic poetry. The controversy around the Platonic mimesis and tragedy aims to serve as the backdrop for understanding the Aristotelian view that the action as structured in life is distinct from the poetic action, and this, according to the priority "ontological" given the tragic action in relation to the characters. The Platonic theory on art is that mimesis is the origin of the perversion of the intellect and rational able to establish the truth from the transcendent form of remembrance. El nous y los modos de ser de lo inteligible en el De Anima de Aristóteles

La tesis pretende esclarecer los presupuestos metafísicos centrales de la presentación que Aristóteles hace del intelecto en el De anima. Para ello se examinan principalmente los capítulos 4 y 5 del libro III del De anima, capítulos dedicados explícitamente a presentar la naturaleza del intelecto, de su actividad —la intelección— y de los objetos inteligibles —las formas—. La propuesta del trabajo es que la presentación del νοῦς en el alma se apoya en un cierto modo de comprender el acto y la potencia como modos de ser, aplicado al ámbito del intelecto y lo inteligible. Los sentidos de acto y potencia que se emplean en este trabajo se basan en un estudio de ciertos pasajes de la Física y la Metafísica que muestran la complejidad e importancia de dichos conceptos en la metafísica aristotélica. Dicho estudio permite mostrar que el acto y la potencia son presupuestos en el De anima en toda su complejidad y esclarecer su uso en el tratado permite comprender mejor el alma en general y el intelecto en particular. Esta interpretación pretende ofrecer una lectura en la que las distintas partes del De anima sean coherentes entre sí, así como con otros textos aristotélicos en los que se trata el tema del intelecto.

How regulation and competition influence discrimination in broadband traffic management : a comparative study of net neutrality in the United States and the United Kingdom

Telecommunications policy debates concerning the contentious issue of net neutrality have revolved around a number of broadband network operator behaviors, including discriminatory traffic management – differential treatment of network traffic associated with different Internet applications for the purpose of managing performance. Some stakeholders have advocated for regulatory intervention to prevent network operators from discriminating to the detriment of independent application innovation. Others would prefer to rely on competition between network operators to discipline operator behavior. Fixed-line broadband markets in the United Kingdom and the United States have differed substantially with respect to discrimination, competition, and regulation. The UK has experienced intense competition and pervasive discriminatory traffic management without triggering regulatory activity. The US has seen much less discrimination, limited competition, and regulatory threat followed by regulatory intervention. This thesis uses elite interviews, participant observation, and documentary analysis in a comparative study of these two cases between the mid-2000s and 2011 to determine why network operators take up discriminatory traffic management (or not) and how competition and the regulatory environment affect traffic management outcomes. This thesis demonstrates that network operators take up discriminatory traffic management primarily to control cost, performance, or both. Competition promotes rather than deters discrimination because it drives broadband prices down, encouraging operators to manage high-volume applications whose traffic incurs high costs. Regulatory threat can be sufficient to counteract these desires, but in its absence and without concerns vocalized by interest groups, discriminatory approaches endure. Telecommunications regulators intervene to safeguard nondiscrimination when they conceive of their remits as encompassing social and industrial policymaking, are ambivalent about litigation risk, and are driven by their leaders’ reputational agendas, as in the case of the Federal Communications Commission. With a narrower perception of its remit and more concern for its organizational reputation, Ofcom exemplifies the characteristics that inhibit traffic management regulation.

Eudaimonia, sophia e theoretike energeia : uma análise da contemplação na Ética Nicomaqueia de Aristóteles

A atividade realizada pelo filósofo configura uma das maiores incógnitas entre os estudiosos da ética de Aristóteles. Na Ética Nicomaqueia (EN), seu tratado moral de maior relevância, pouco é dito sobre tal atividade até as conclusões apresentadas no fim da obra, quando se afirma que a contemplação (theoretike energeia) é a melhor das ocupações humanas no que diz respeito à busca pela autorrealização (eudaimonia). Mas no que consiste, afinal, essa ocupação? Qual a razão de, dentre a ampla gama de atividades exequíveis pelo homem, o exercício dessa se identificar com o melhor tipo de vida? Há como compreendê-la satisfatoriamente apesar da quantidade limitada de passagens da EN que se referem ao seu exercício? Tendo em vista o caráter sistemático de Aristóteles e suas considerações acerca da exatidão necessária em cada assunto, buscar-se-á compreender a contemplação a partir daquilo que é exposto na EN. Ainda que o número de informações explícitas sobre ela seja pequeno, propor-se-á uma exegese dos trechos referentes à tal atividade e sua virtude, a sophia, bem como a análise de sua relação com outros momentos da obra. Ao esgotar as informações referentes à contemplação na EN, será possível concluir se seu conteúdo é suficientemente informativo ou não para os propósitos da obra e sua compreensão. Ademais, estabelecer no que consiste a atividade contemplativa é indispensável para entender aquilo que Aristóteles definiu como a vida própria do filósofo (bios theoretikos), da qual ele partilhou e à qual incitou outros a participar em diversos momentos do corpus. Apreender a contemplação do modo como Aristóteles a expôs revela um modo de vida teorizado e praticado por algumas das mentes mais brilhantes da história da filosofia, que não mediram esforços para tentar compreender e realizar sua humanidade da melhor maneira possível. / The philosophical activity configures one of the biggest incognitos among scholars researching Aristotle’s ethics. The Nicomachean Ethics (his most relevant ethical treatise) contains little information about such activity until the conclusions presented at the end of the work, when it is stated that contemplation (theoretike energeia) is the best of human occupations regarding the search for self-realization (eudaimonia). But, after all, how to understand such activity? What is the reason to identify it with the best way of living, given the variety of other activities able to be executed by men? Is it possible to understand it satisfactorily despite the limited number of passages referring to its exercise in the ethical treatise? In view of the systematic character of Aristotle and his considerations concerning the exactitude proper to each subject, contemplation will try to be understood only by what is exposed in the Nicomachean Ethics. Although the number of explicit informations about it is few, it will be proposed an exegesis of the excerpts referring to such activity and its virtue, sophia, as well as the analysis of its relation with other moments of the work. By exhausting information regarding contemplation in the Nicomachean Ethics, it will be possible to conclude whether its content is informative enough or not for the purposes of the work and its understanding. Moreover, establishing what contemplative activity consists in is essential to understand what Aristotle defined as the philosophical life (bios theoretikos), which he shared himself and also encouraged others to participate in several moments of the corpus. Apprehending contemplation in the way Aristotle exposed it reveals a way of life theorized and practiced by some of the most brilliant minds in the history of philosophy, who went to great lengths to try to comprehend and flourish their humanity in the best possible way.

O tema central da Ética Nicomaquéia é a investigação do sumo bem humano, a eudaimonia ou boa vida. Aristóteles define a eudaimonia em EN I.7 1098a1719 como “atividade da alma [racional] segundo a virtude ( arete ), e se houver mais de uma virtude ( aretai) , segundo a melhor e mais perfeita (t eleiotanton )”. A virtude ( arete ) de algo é aquilo que permite a este algo realizar corretamente sua função própria. A função do homem consiste em uma atividade em acordo com a razão, logo a atividade humana virtuosa será aquela atividade (ou mesmo um conjunto delas) na qual o homem expresse um uso excelente da razão. A concepção de arete, portanto, tem um papel fundamental na definição de eudaimonia. Se o filósofo deseja investigar adequadamente o fim último dos seres humanos, ele precisa incluir nessa investigação o estudo das virtudes. No presente trabalho, nos dedicamos a esclarecer e definir a virtude da parte desiderativa da alma (que não é racional, mas pode ouvir e obedecer a razão): a virtude moral. Para isso, analisamos os principais pontos apresentados pelo Estagirita com relação à aquisição e caracterização dessa virtude. Ao longo do trabalho, mostramos que a virtude de caráter é uma disposição para escolher aquilo que é correto e bom nas ações e paixões (aquilo que é intermediário em relação a nós) conforme determinado pela razão prudencial. / The main subject in the Nicomachean Ethics is the inquiry on the highest human good, eudaimonia or good life. Aristotle defines eudaimonia in EN I.7 1098a1719 as “activity of [racional] soul in conformity with excellence ( arete ), and if there are more than one excellence ( aretai) , in conformity with the best and most perfect (t eleiotaton) ”. The virtue ( arete ) of something is what allows it to properly accomplish its own function. The function of man consists in an activity in accordance with reason, thus virtuous human activity is that (or those) in which a man shows excellent use of reason.The notion of arete, therefore, has a fundamental role on the definition of eudaimonia. If Aristotle wants to properly investigate the final end of human beings, he should include in this inquiry the study of virtue. In this work we are devoted on making clear and defining the desiderative part of the soul (which isn’t rational, but can listen to and obey reason): moral virtue. For that, we analyzed the main points presented by Aristotle related to the acquirement and description of this virtue. Throughout this work, we show that character virtue is a tendency for chosing what is right and good in our actions and passions (that which is intermediary regarding ourselves) according to what is established by prudential reason.
