Controvérsia e racionalidade soft : a novidade epistemológica de Marcelo Dascal

Esta Tese consiste em uma análise crítica da controvérsia e da sua racionalidade, a racionalidade soft, conforme concebidas por Marcelo Dascal. A controvérsia (com sua racionalidade do razoável) é uma das modalidades da tricotomia de tipos ideais de interações polêmicas de Dascal, a qual é formada, ainda, por discussão (e sua racionalidade hard) – modelo ideal de debate intelectual – e disputa (e sua irracionalidade). Embora as interações polêmicas sejam campo de atividade da racionalidade, na filosofia da ciência, visões idealizadas da prática científica caracterizaram as polêmicas como fenômenos marginais na história da ciência, ignorando-as como o âmbito próprio do desenvolvimento crítico do saber científico. As interações polêmicas, neste trabalho, são exploradas a partir de um referencial pragmático, pois Dascal indica a pragmática de base griceana como instrumental inicial de análise das controvérsias. Ao mesmo tempo em que se corrobora essa indicação, tenta-se mostrar que a pragmática griceana é adequada para este fim justamente por ser guiada por uma racionalidade soft (sendo o tema da racionalidade na pragmática pontuado, mas pouco explorado por Paul Grice). A tese proposta é de que a teoria de Dascal sobre a controvérsia e a racionalidade soft propicia uma releitura da atividade crítica na ciência (e da atividade crítica em geral) – antes concebida apenas nos termos da discussão e da disputa e de suas (ir)racionalidades – resgatando aspectos outrora ignorados, ou taxados como racionalmente intratáveis e relegados ao irracionalismo, e lançando novas perspectivas para o conhecimento e para nossas vidas. O foco no modelo hard de racionalidade ofuscou – e até negou – outras possibilidades para a razão. Contudo, já em Aristóteles há diferentes concepções de racionalidade (para diferentes conhecimentos), as quais contribuem até hoje para com a filosofia. Assim, busca-se averiguar, na comparação com Aristóteles, em que pontos a teoria das racionalidades Dascal é realmente inovadora. Objetiva-se, a partir da investigação da conceituação, do escopo de atuação e das estratégias empregadas pela controvérsia e sua racionalidade soft, apresentar as consequências filosóficas dessa polêmica e de sua racionalidade: a des-dicotomização, a dialética da tolerância, a viabilidade de conclusões razoáveis ou convincentes, a possibilidade da emersão de ideias inovadoras, a consideração do papel da audiência e do contexto nas polêmicas intelectuais (e nas polêmicas em geral). / This Thesis consists in a critical analysis of the controversy and its rationality, the soft rationality, as they are conceived by Marcelo Dascal. The controversy (and its soft rationality) is one type of the Dascal’s ideal types of polemical interactions trichotomy, which is formed, yet, by discussion (and its hard rationality) – the ideal intellectual debate model – and dispute (and its irrationality). Although the polemical interactions are field for rational activity of rationality, in the philosophy of science, ideal visions of scientific practice characterized the polemics as marginal phenomena in the history of science, ignoring them as the proper place for the critical development of the scientific knowledge. The polemical interactions, in this work, are explored by a pragmatical referential, because Dascal indicates the Grice-based pragmatics as the initial instrument for the analysis of the controversies. At the same time that we corroborate this indication, we try to show that the gricean pragmatics is proper to this aim precisely because it is guided by a soft rationality (the rationality issue is pointed, but little explored by Paul Grice). The propounded thesis is that the Dascal’s theory about the controversy and the soft rationality propitiate rereading about the critical activity in science (and about the critical activity in general). Previously, such an activity was conceived only in the terms of discussion and dispute and their (ir)rationalities – redeeming aspects that were ignored, or classified as rationally intractable, and relegated to irrationalism, and launching new perspectives for knowledge and for our lives. The focus on the hard model of rationality overshadowed – and even denied – other possibilities for reason. Nevertheless, already in Aristotle there are different conceptions of rationality (for different knowledges), which still contribute to philosophy. Therefore, we seek to ascertain Marcelo Dascal’s proposal with Aristotle’s, those points on which Dascal’s theory of rationality is innovating. We aim, at starting from the investigation about the conceptualization, the scope of work and the strategies employed by the controversy and its soft rationality, to present the philosophical consequences of this polemic and its rationality: the de-dichotomization, the dialectics of tolerance, the viability of reasonable or convincing conclusions, the possibility of innovating ideas emersion, the consideration of the roles of audience and context in intellectual polemics (and in polemics in general).

Impacts Of Privatization On Urban Planning: The Turkish Case (ankara)

Privatization debate in urban planning literature is accelerating as commodification of urban space increases by the tension between urban planning and privatization. The limited number of studies on the privatization of public lands and its impacts on urban planning processes as well as the theoretical framework in terms of rent, rights to property, and public interest issues has stimulated the aims of this thesis. All these provided a base for this thesis. This Thesis aims to clarify the relationship between capitalist production and public property, which has been created in urban space through privatization within a historical context. Critical evaluation is centered around the differences in implementation, related planning approaches and processes, the roles of the actors, and spatial impacts on the neighboring areas and the urban macroform in case of a de jure-privatization of a public land in the city of Ankara: Meat and Fish Products Firm (EB&Uuml / A.S.) Akk&ouml / pr&uuml / Slaughterhouse Area. How and why market mechanisms functions and reacts is analyzed in this case study. This Thesis argues that de jure-privatization and de facto-privatization conceptual differentiation might be meaningful for urban planning as the related processes and implementation function separately. Even though every de jure-privatization (privatization) experience has its own dynamics and is a unique case, the practice in Turkey differs from the world cases: Firstly, under the same legislation, Turkey exercised liquidation, donation, privatization, and socialization. Secondly, de jure-privatization is public land privatization oriented. Thirdly, as a nodal intervention, privatization has direct impacts on urban planning and the planned growth of the cities. Urbanization processes are not under the control of rational planning as these are completely left to market forces. In this de jure-privatization process, urban space is (re) produced by market-led planning approaches and public interest issue (in urban plans) is neglected. Market-led planning approaches became an act of controlling the means of power, ended the production functions of the state, and produced spaces of consumption while decreasing competitiveness of other spaces and treated public land as a commodity. Public space defined by the urban plan has become private space publicly used. As a result, public good characteristic of public space is lost. In other words, the demands of the market institution have priority for private interests and the rationality of the capitalist (re) produces urban space. The decision to continue production is left to the capitalist. Therefore, urban planning in the privatization process becomes an action to determine the real land value, to generate rent, and to transfer development potential and privileged development rights. This refers to a paradigm shift in urban planning. These outcomes challenge the legitimacy of both planning and market institutions. This thesis stresses that if de jure-privatization is inevitable, purely market-critical comprehensive rational planning should not be left aside for the legitimacy of the market institution and urban planning. This must be because / market cannot also be legitimate and trustable without the emergence of urban planning. Market should also be for public interest otherwise it would shake its own legitimacy. Articulation of urban planning with privatization for public interest could be than spelled. In other words, privatization can be accepted as an ideology by urban planning in spatial terms, if public interest is the objective in all plan hierarchies. In the de jure-privatization process, there are uncertainties, dualisms, and problem areas in terms of administrative action, (re) production of urban space, economic issues, and public interest issues. Without the awareness of these, (re) production of urban space market-critically is irrational. Conclusively, the de jure-privatization related planning processes are defined in this thesis to strengthen urban planning as an institution and ideology.

An Approach To Urban River Rehabilitation For Coexistence Of River And Its Respective City: Porsuk River Case And City Of Eskisehir

All living things mostly the humans, as builders of civilizations, have always been in intrinsic bonds with water. This interaction between water (oceans, seas, lakes, rivers etc.) and settlements has existed since ancient civilizations. Among water resources, &lsquo / flowing waters&rsquo / such as rivers, streams, creeks, etc. have a prominent role as they are the lifeblood of most cities in terms of providing transportation, security, energy, irrigation, commerce, and recreation. By the late 19th century, developments of terrestrial transportation modes diminished the magnetism of rivers and riverfronts, and growing industries led to the deterioration of rivers. Owing to these reasons, along with many others, they turned into sewage channels, were covered up, and became water scopes detached from the urban life. Particularly since the 1970s, with more attention given to sustainability of resources, a greater awareness has grown of the vital role of urban rivers as a resource for humans and a lifeline for cities. After being neglected for decades, urban rivers have started to be rehabilitated to solve the related problems. The new approach to urban river rehabilitation beyond classical practices that aim at recovering the physical conditions of rivers has come to the fore to address the problems comprehensively. Instead of independent and one-dimensional practices, the urban rivers have become to be seen as a vital part of urban water system and of the city itself. While rehabilitating urban rivers, recovering river health can be ensured provided that the entire urban water ecosystem is taken into consideration. The ecocity approach is one of the major new approaches that geared toward achieving a healthy city, and sustainability of water system is the significant goal within this approach. In this regard, the thesis first asserts that the ecocity criteria are likely to give way to a more sustainable future for urban rivers. Besides being a part of the ecosystem, urban rivers have transformed together with the surrounding built environment throughout the history of cities. Significant focal elements of the urban pattern, urban rivers should be dealt with other urban focal points, with the introduced concept of river-city integration, which is proposed as the second assertion of the thesis. In this respect, the study attempts to investigate urban rivers and their rehabilitation in relation with both the ecocity approach, and the river-city integration concept. The research methodology in the present study involves comparative anaysis of best practices and case study analysis. Porsuk River and the city of Eskisehir, which the river passes through, were selected as a case for empirical study. Criteria sets that determined within the frames of ecocity and river-city integration, and the testing of the criteria in the case area offers an opportunity to contribute to literature of river and city coexistence.

Conception of an integrated optical waveguide amplifier / Konzeption eines integriert-optischen Wellenleiterverstärkers

The work provides an overview of different integrated optical amplifiers. Semiconductor optical amplifiers and fiber amplifiers are described, as well as devices that utilize non-linear effects, nanocrystalline materials, or photonic crystals. Dielectric materials that are doped with rare-earth ions are considered more thoroughly. After a review of the principles of their optical activity the general mechanisms of excitation and emission are described. Materials aspects regarding the spectral range, their fabrication and the solubility of the dopants follow. An erbium-doped alumina waveguide amplifier, reported earlier in the literature, is chosen as an example to demonstrate the feasibility of such components. A theoretical model of the population densities of the energy levels is derived for the simulation. By numerical methods the non-linear system of the rate equations is solved and the stability of the steady state is shown. The simulation of the amplifier demonstrates the dependence of the gain of both the excitation energy and the z-coordinate. Moreover, the superiority of an excitation wavelength of 980 nm compared to 1530 nm is shown. With the model the literature data could be reproduced. / Die Arbeit gibt einen Überblick über verschiedene Möglichkeiten der Realisierung integriert-optischer Wellenleiterverstärker. Ausgehend von optischen Halbleiter- und Faserverstärkern werden einführend ebenso Anordnungen beschrieben, die nichtlineare Effekte sowie nanokristalline Materialien und photonische Kristalle nutzen. Besondere Bedeutung kommt dielektrischen Materialien zu, die mit optisch aktiven Dotanden, bevorzugt Seltenerdionen, versehen sind. Hierbei werden die Ursachen für die optische Aktivität der Lanthanide sowie die generellen Mechanismen der Anregungs- und Emissionsprozesse beschrieben. Aspekte der Materialauswahl, vor allem hinsichtlich des verwendeten Spektralbereiches sowie bezüglich ihrer Herstellung und der Löslichkeit der Dotanden schließen sich an. Anhand eines Literaturbeispiels wird die Realisierbarkeit eines erbiumdotierten Aluminiumoxid-Wellenleiterverstärkers demonstriert. Hierfür wird ein Modell zur Simulation der Besetzungsdichten der angeregten Energieniveaus abgeleitet und mittels numerischer Methoden das sich ergebende, nichtlineare System der Ratengleichungen gelöst, wobei besonders die Stabilität des stationären Besetzungszustandes herausgearbeitet wird. Die Simulation der Verstärkeranordnung zeigt zum einen die Abhängigkeit der Verstärkung von der z-Koordinate sowie der Pumpleistung; zum anderen wird deutlich, dass die Anregung bei 980 nm der Variante bei 1530 nm überlegen ist. Mit dem verwendeten Modell konnten die Literaturdaten reproduziert werden.

The importance of AO&Ccedil / for the city of Ankara, loosing its land totality and diverging from its establishment purposes was of interest to public opinion for long years. This study aims to analyze the location of AO&Ccedil / in the city, the role of AO&Ccedil / within Ankara Metropolitan area, its qualities and the future objectives of the State Farm which were deviated from its establishment purposes by means of inefficient planning regulations. It is obvious that as a public property, the establishment purposes and the ideology behind AO&Ccedil / must be reevaluated considering the opportunities of the State Farm as a huge open green area for the city. Moreover, some future principles for the fragmented farmlands must be determined according to the development area of the city. v With this aim, the location of AO&Ccedil / in the city and the roles given to AO&Ccedil / by the Ankara city plans is analyzed since its establishment and the reevaluation of establishment purposes and the basic objectives necessary for the future development of AO&Ccedil / and design principles necessary to preserve the totality of AO&Ccedil / and open farmlands back to public use is argued in this thesis.

O presente trabalho pretende estudar as relações entre a ética, a política e o direito em Aristóteles. Primeiramente, tentar-se-á dar uma ordem interna a cada tema, conforme a teoria das causas, isto é, as quatro causas aristotélicas. Depois de identificadas as causas da ética, da política e do direito, através da análise das causas de seus objetos, seguir-se-á, ao tempo da conclusão, a análise se há identidade de causas, parcial ou total, perfeita ou imperfeita. Ainda, buscar-se-á quais os elementos estudados por Aristóteles em uma das obras que são condições necessárias à outra. Por fim, investigar-se-á se as orientações para a ação de uma estão presentes na outra, isto é, se a atividade política básica é operada por um tipo de razão apresentada pela ética e se as orientações para a ação ética, ou seja, a ação humana conforme a virtude, é operada por um tipo de razão apresentada pela política. Finalmente, dar-se-á uma apresentação geral de como o direito se situa e se organiza nessa relação. / This dissertation intends to study the relations between ethics, politics and law, in aristotelian philosophy. First of all, it atempts to give an internal order to each of those themes, according to the four aristotelian causes; Aristotle’s theory of causes. After identifying the causes of ethics, politics and law, through analysis of its object’s causes, in conclusion it will be verified if there is any identity between them - partial or total, perfect or imperfect. Furthermore, elements studied by Aristotle in one of them which are necessary conditions to the others will be investigated. The next question to be answered will be whether the orientation to action are given by ethics, that is, whether the basic political action is performed by a type of reason presented by ethics, and wheter the orientation to ethical action, the human action according to virtue, is performed by a type of reason presented by politics. Finally, a general approach about how law is situated and organized in the context of the referred relation.

A presente dissertação tem por objetivo analisar a origem do conhecimento dos preceitos da lei natural para Tomás de Aquino. Entre as hipóteses na literatura, encontram-se intepretações de que o conhecimento dos preceitos depende das sensações de dor e prazer, de que os preceitos são valores autoevidentes e de que o conhecimento dos preceitos depende do conhecimento intelectual das inclinações naturais. Assim, serão analisadas algumas passagens do comentário da Ética a Nicômaco de Aristóteles e da Suma de Teologia em que Tomás desenvolve a noção de apetite natural ou inclinação natural. Além disso, será tratada a distinção entre diferentes tipos de conhecimento prático. A partir dessas noções, serão apontados alguns indícios para a hipótese de que o conhecimento dos preceitos da lei natural depende da apreensão intelectual das inclinações naturais. / The present dissertation aims to analyse the origin of knowledge of precepts of natural law for Thomas Aquinas. Between the hypotheses in literature, there are interpretations that knowledge of precepts depends on sensations of pain and pleasure, that precepts are self-evident values and that knowledge of precepts depends on intellectual knowledge of natural inclinations. Therefore, it will be analysed some passages of the commentary on Aristotle‟s Nicomachean Ethics and of Summa Theologica were Thomas develops the notion of natural appetite or natural inclination. Further, it will be treated the distinction between different kinds of practical knowledge. Thereby, it will be pointed some indications for the hypothesis that knowledge of precepts of natural law depends on intellectual apprehension of natural inclinations.
