A presente dissertação tem por objetivo analisar a origem do conhecimento dos preceitos da lei natural para Tomás de Aquino. Entre as hipóteses na literatura, encontram-se intepretações de que o conhecimento dos preceitos depende das sensações de dor e prazer, de que os preceitos são valores autoevidentes e de que o conhecimento dos preceitos depende do conhecimento intelectual das inclinações naturais. Assim, serão analisadas algumas passagens do comentário da Ética a Nicômaco de Aristóteles e da Suma de Teologia em que Tomás desenvolve a noção de apetite natural ou inclinação natural. Além disso, será tratada a distinção entre diferentes tipos de conhecimento prático. A partir dessas noções, serão apontados alguns indícios para a hipótese de que o conhecimento dos preceitos da lei natural depende da apreensão intelectual das inclinações naturais. / The present dissertation aims to analyse the origin of knowledge of precepts of natural law for Thomas Aquinas. Between the hypotheses in literature, there are interpretations that knowledge of precepts depends on sensations of pain and pleasure, that precepts are self-evident values and that knowledge of precepts depends on intellectual knowledge of natural inclinations. Therefore, it will be analysed some passages of the commentary on Aristotle‟s Nicomachean Ethics and of Summa Theologica were Thomas develops the notion of natural appetite or natural inclination. Further, it will be treated the distinction between different kinds of practical knowledge. Thereby, it will be pointed some indications for the hypothesis that knowledge of precepts of natural law depends on intellectual apprehension of natural inclinations.

O presente trabalho pretende estudar as relações entre a ética, a política e o direito em Aristóteles. Primeiramente, tentar-se-á dar uma ordem interna a cada tema, conforme a teoria das causas, isto é, as quatro causas aristotélicas. Depois de identificadas as causas da ética, da política e do direito, através da análise das causas de seus objetos, seguir-se-á, ao tempo da conclusão, a análise se há identidade de causas, parcial ou total, perfeita ou imperfeita. Ainda, buscar-se-á quais os elementos estudados por Aristóteles em uma das obras que são condições necessárias à outra. Por fim, investigar-se-á se as orientações para a ação de uma estão presentes na outra, isto é, se a atividade política básica é operada por um tipo de razão apresentada pela ética e se as orientações para a ação ética, ou seja, a ação humana conforme a virtude, é operada por um tipo de razão apresentada pela política. Finalmente, dar-se-á uma apresentação geral de como o direito se situa e se organiza nessa relação. / This dissertation intends to study the relations between ethics, politics and law, in aristotelian philosophy. First of all, it atempts to give an internal order to each of those themes, according to the four aristotelian causes; Aristotle’s theory of causes. After identifying the causes of ethics, politics and law, through analysis of its object’s causes, in conclusion it will be verified if there is any identity between them - partial or total, perfect or imperfect. Furthermore, elements studied by Aristotle in one of them which are necessary conditions to the others will be investigated. The next question to be answered will be whether the orientation to action are given by ethics, that is, whether the basic political action is performed by a type of reason presented by ethics, and wheter the orientation to ethical action, the human action according to virtue, is performed by a type of reason presented by politics. Finally, a general approach about how law is situated and organized in the context of the referred relation.

Interpreting ICT policy processes in developing countries : a case study of Uganda

Several studies suggest that the diffusion of information and communication technologies (ICTs) in developing countries (DCs) can help such countries achieve national development goals - especially if accompanied by appropriate government policies designed to regulate and promote the use and the diffusion of ICTs in the national context. Over the past few years 'ICT policy' has thus become something worthy of academic attention, in particular in the ambit of ICT-for-development (ICT4D) literature. Scholarly studies on the subject have so far focused however primarily on policy content, and have often been prescriptive and/or evaluative in nature. Relatively less attention has been paid instead to the processes by which ICT policy is made in DCs - a lacuna reflected also in the relative scarcity, in the realm of ICT4D literature, of detailed theoretical frameworks with which to study ICT policymaking practice in DCs. This study intends to help fill this lacuna, by proposing an innovative framework for the analysis of ICT policy processes in DCs, and subjecting such a framework to a first 'proof of concept', through its application to a particular case (ICT policymaking in Uganda). In recognition of the importance of the cognitive aspects of policy practice, the framework proposed is interpretive in nature, and is organised around three 'movements', or steps: an analysis of the linguistic and non-linguistic constructs employed by policy actors to articulate discourse on ICT policymaking; an analysis of the key discourses around ICT policy constructed by policy actors in specific settings; and an analysis of the composition and the strength of the 'alliances', or coalitions, of actors that construct and propagate specific discourses in such settings. The ultimate purpose of this type of analysis is to understand how specific discourses on, or 'versions' of the ICT policy process gain particular purchase and acceptance in given national settings, thereby providing ICT policy actors with elements for reflection on the practices they are involved in. The framework proposed is particularly innovative in that integrates elements derived from mainstream political science and policy analysis literature - thus going some way in solidifying theorization in the ambit of ICT4D research. The study draws conclusions at two levels: at case level, findings indicate that Ugandan discourse around ICT policymaking appears to be constrained by the existence of a powerful, overall political discourse that defines ICT policy as necessarily 'participative'; at the level of theory and method, findings suggest that the framework proposed appears to be a viable and useful one for research on ICT policymaking practice in DCs.

Radio frequency ranging for precise indoor localization

In den letzten Jahrzehnten sind Satellitennavigationssysteme zu einem unverzichtbaren Teil des modernen Lebens geworden. Viele innovative Anwendungen bieten ortsabhängige Dienste an, welche auf diesen Navigationssystemen aufbauen. Allerdings sind diese Dienste in Innenräumen nicht verfügbar. Daher werden seit einigen Jahren alternative Lokalisierungsmethoden für Innenräume aktiv erforscht und entwickelt. Der Schwerpunkt dieser Arbeit liegt darauf, die Genauigkeit von Lokalisationsmethoden in Innenräumen zu erhöhen, sowie auf der effektiven Integration der entsprechenden Verfahren in drahtlose Kommunikationssysteme. Es werden zwei Ansätze vorgeschlagen und untersucht, welche die Präzision von ToF-basierten Methoden erhöhen. Zum einen wird im „Modified Equivalent Time Sampling“ (METS) Verfahren eine überabgetastete Version der vom Radioempfänger gelieferten Wellenform erzeugt und zur ToF Bestimmung verwendet. Der zweite erforschte Ansatz hat zum Ziel, Fehler auf Grund von Taktfrequenz-Abweichungen zu kompensieren. Dieses ist für kooperative Lokalisationsmethoden (N-Way ranging) von Bedeutung. Das in der Arbeit entwickelte Verfahren führt zu einer erheblichen Reduzierung der Fehler in der Abstandsmessung und damit der Positionsbestimmung. Darüber hinaus wurde eine neue Methode untersucht, um Lokalisationsverfahren in Funksysteme für die ISM Bänder bei 2,4 GHz und 5 GHz zu integrieren. Die Methode wurde auf einer Software Defined Radio (SDR) Plattform implementiert und bewertet. Es konnte eine Genauigkeit bis zu einem Meter in der Positionsbestimmung demonstriert werden. Schließlich wurde ein Verfahren vorgeschlagen und untersucht, mit welchem Lokalisationsfähigkeit in bestehende Funksysteme integriert werden kann. Die betrachtete Methode wurde in einem 60 GHz Funksystem mit hoher Datenrate implementiert. Die Untersuchungen zeigten eine Positionsgenauigkeit von 1 cm bei einer gleichzeitig hohen Datenrate für die Übertragung von Nutzdaten. / In the last couple of decades the Global Navigation Satellite Systems (GNSS) have become a very important part of our everyday life. A huge number of applications offer location based services and navigation functions which rely on these systems. Nevertheless, the offered localization services are not available indoors and their performance is significantly affected in urban areas. Therefore, in the recent years, a large number of wireless indoor localization systems are being actively investigated and developed. The main focus of this work is on improving precision and accuracy of indoor localization systems, as well as on the implementation and integration of localization functionality in wireless data transmission systems. Two approaches for improving the localization precision and accuracy of ToF based methods are proposed. The first approach, referred to as modified equivalent time sampling (METS) is used to reconstruct an oversampled versions of the waveforms acquired at the radio receiver and used for ToF based localization. The second proposed approach is used to compensate the ranging error due to clock frequency offset in cooperative localization schemes like N-Way ranging. This approach significantly reduces the ranging and, therefore, localization errors and has much better performance compared to the existing solutions. An approach for implementation of localization system in the 2.4/5 GHz ISM band is further proposed in this work. This approach is implemented and tested on a software defined radio platform. A ranging precision of better than one meter is demonstrated. Finally, an approach for integrating localization functionality into an arbitrary wireless data transmission system is proposed. This approach is implemented in a 60 GHz wireless system. A ranging precision of one centimeter is demonstrated.

Layer 2 Path Selection Protocol for Wireless Mesh Networks with Smart Antennas

In this thesis the possibilities of smart antenna systems in wireless mesh networks are examined. With respect to the individual smart antenna tradeoffs, a routing protocol (Modified HWMP, MHWMP) for IEEE 802.11s mesh networks is presented, that exploits the full range of benefits provided by smart antennas: MHWMP actively switches between the PHY-layer transmission/reception modes (multiplexing, beamforming and diversity) according to the wireless channel conditions. Spatial multiplexing and beamforming are used for unicast data transmissions, while antenna diversity is employed for efficient broadcasts. To adapt to the directional channel environment and to take full benefit of the PHY capabilities, a respective MAC scheme is employed.
