Relief of the army - Morakot example

In recent years, frequent global disasters such as Typhoon Morakot Republic of China 98 years with the 2011 earthquake in northeastern Japan, these disasters have caused the destruction of large-scale and large-scale, often the government or private relief organizations generally can not load capacity , to compensate for inadequate relief efficiency can be deployed quickly, efficiently support the government's disaster relief units and discipline, national army, police, the main consumer unit, and police units to maintain social order based, such as the main use for disaster relief, more not suitable, so the domestic disaster relief units, non-military, none other than the consumer unit, while the main army to fight, and its legitimacy in the context of this study, in the case of national disaster and emergency rescue shows that the military action in emergency relief and response play a very important role. However, the national security and domestic disaster prevention organizations have not effectively integrated in the mechanism are also required to solve the problem, when disaster strikes, often severely affected by different levels of the efficiency of disaster relief. Therefore, this research study focused on the motive. Eminens eller inkompetens : En studie om taktisk kompetens

Syftet med uppsatsen är att öka förståelsen för taktisk kompetens som omhändertar den inneboende komplexiteten i militär verksamhet. Problemet häri är att kompetens kan anses vara något sällsynt och att inkompetens snarare är normalbilden. Uppsatsen tar sig an detta arbete genom att operationalisera Bertil Rolfs teorier om militär kompetens och Stephen Biddles teori om the Modern System. Ur detta teoretiska utblicksblicksfönster utfaller ett analysfilter bestående av kategorierna praktisk kunskap, professionell kunskap, regler och praktik inom institutioner och traditioner. Huruvida dessa kan utgöra en grund för förståelsen av taktisk kompetens analyseras därefter med stöd av Israel Defense Forces taktiska prestationer under det andra Libanonkriget 2006. Resultatet är att taktisk kompetens är möjlig att förstå utifrån förutsättningarna att hantera den föränderliga helheten. Taktisk kompetens handlar om de organisatoriska villkoren att kritiskt granska och reflektera över rådande förhållanden och förutsättningarna för att åstadkomma förändring och utveckling. Att tänka annorlunda är nödvändigt men svårt och kanske obehagligt, eftersom det ofta inte välkommas i organisationen.

Transformation of the Israel Defense Forces an application of the U.S. military transformation?

Approved for public release; distribution in unlimited. / The thesis studies the Israel Defense Forces' (IDF) transformation in the context of the U.S. military transformation. The thesis argues that the uniqueness of the U.S. military transformation does not prevent other militaries from applying the relevant concepts and considers the IDF as a good candidate for such a demonstration. Therefore, the thesis explores the U.S. military transformation as a model to be benefited in the IDF's continuing transformation. The thesis also studies IDF from many perspectives to identify the transformational imperatives and the relevance of the current IDF transformational efforts. Main areas of interest are the Israeli security environment, societal transformation, and the features of the IDF's transformational efforts. During the analysis, the thesis discovers weak points concerning, both, the U.S. military transformation and the IDF's current organization. The examination of the IDF's transformation in relation to the U.S. transformation reveals similarities between the two transformations and comes up with recommendations, primarily for the IDF, but to a lesser extent for the U.S. military. / First Lieutenant, Turkish Army

The influence of religion on the character and conduct of the Israel Defense Forces : a review of selected works

In light of an ever growing gap between Israel’s religious and secular communities, it is perhaps inevitable that the phenomenon would come to capture the interest of Israel-oriented scholars. Yet efforts to address the extent to which religion affects the nature and operations of the Israeli army and the degree to which that influence is advantageous – or perhaps detrimental – have been far from comprehensive. A manifestation of the religious-secular conflict, the religious-military cleavage within Israeli society has long been at the heart of Israel-focused research. Scholars have remained intrigued by the conflicts that arise when a soldier’s religious background is at odds with the inflexibility of army life. Many researchers have sought to measure the degree to which religion affects army cohesion and success in war, and determine whether or not religious influence on the State’s force is largely harmless or a looming threat. While scholars of both camps have posited credible theories crafted out of sound analyses, a review of selected scholarship on the subject suggests that the influence of religion on the Israeli military is benign. Opponents of religious influence on the military have failed to appreciate the benefits of integrating devout troops into the force and the successes of mediating mechanisms that have become instrumental to the IDF. Such mediators may have been implemented in an effort to accommodate religious soldiers, but the entire force has stood to benefit. / text

A Legacy of Corruption and Politicization: Mexico’s Police Problem

Abstract: When former President Calderón declared war on the cartels in 2006, Mexico was plunged into insecurity, and the government has been trying to reassert control of the security situation ever since. While the situation has improved, the fight will not be over until the police are in control of the streets. Historical and structural problems have plagued the police, forcing the military to play a central role in internal security operations. While a number of positive reforms have been implemented in recent years, there is still much work to do. This paper will examine some of these past reforms and their effects. Current tactics as well as potential reforms and strategies for the future will also be discussed, with a focus on the police reassuming the central role in internal security.

The respective master's thesis examines the relationship between frames and narratives and how they resonate with images on social media. In the present thesis I research how Israel Defense Forces framed the protests in Gaza also known as the Great March of Return from 30 March 2018 to 30 March of 2019 on Twitter. While analyzing the twitter account of Israel Defense Forces, I apply Entman's (1993) elements of framing and identify broader strategic narratives that Israel currently employs. The broader strategic narratives include "Israel as the only democracy in the Middle East"; "Israel as a startup nation" and "Israel as the leader in combating Islamic terrorism". In the theoretical part I also reflect on previous research and studies engaging with social media and its use by militaries. In the analytical part I identify individual frames that Israel Defense Forces have repeatedly employed during the protests in the respective timeframe. Each frame is accompanied by visual content and if available by the strategic narratives.

In order to do this, the work is divided into four parts: exposure of the links between Japanese national security and SDF, presentation of the SDF s action, interaction of the SDF with the discourse of human security and the implications of human security discourse on Japanese national security, in terms of expanding the military character. The methodology adopted in this study is guided by a bibliographic research on the featured topics, emphasizing qualitative and quantitative aspects, whereas the theoretical approach is consistent with the time of each survey. The ideas used were the ones of Wendt s (1999), reflecting over the relationship between agent and structure, the constructive thoughts of Onuf (2002) and Zehfuss (2002), demonstrating the relevance of discourse and ultimately realistic assumptions connected with issues of power and interest. So, in the light of the exposed, it is argued that Japan is in a smooth process of militarization and normalization, within what is meant by pacific activism, having as one of its tools for this an instrument of soft power, that is the human security discourse. / Este trabalho objetiva debater o impacto do discurso de segurança humana sobre a atuação das Forças de Autodefesa Japonesas e, consequentemente, sobre a segurança nacional japonesa. Para isso, divide-se o trabalho em quatro partes: exposição dos laços entre a segurança nacional japonesa e as FAD, apresentação da atuação das FAD, interação das FAD com o discurso de segurança humana e as implicações do discurso de segurança humana sobre a segurança nacional japonesa, em termos de ampliação do caráter militar. A metodologia adotada nesse estudo pauta-se em pesquisas bibliográficas sobre os temas destacados, ressaltando-se aspectos qualitativos e quantitativos; já a abordagem teórica coaduna-se com cada momento da pesquisa, sendo utilizadas as ideias de Wendt (1999) da relação entre agente e estrutura, pensamentos construtivistas de Onuf (2002) e Zehfuss (2002), denotando-se a relevância do discurso e, finalmente, premissas realistas conectadas com questões de poder e interesse. Portanto, à luz do exposto, argumenta-se que o Japão encontra-se em processo de militarização e normalização suave, dentro do que se entende por ativismo pacífico, tendo como uma de suas ferramentas para isso um instrumento de soft power, que é o discurso de segurança humana.

Trolling Terrorists : How the Israel Defense Forces use Twitter to Construct an Image of Hezbollah

This thesis examines who the Israel Defense Forces use their English languageTwitter account to construct an image of Hezbollah online during times without violent conflict. The goal is to understand how this behavior fits within Israel’sPublic Diplomacy strategy. Using Critical Discourse Analysis to analyze tweets concerning Hezbollah between May 2020 and May 2021, I identify one maindriver of the adaptation of social media into the military’s public diplomacy toolkit: mediatization. Results show that the Israel Defense Forces has adopted Twitter as a communication channel outside the gatekeeper function and control of traditional media outlets, to share their Public Diplomacy message directly with foreign audiences – including their enemies, such as Hezbollah. I identify five main categories or intentions with which the Israel Defense Forces address Hezbollah on Twitter: 1) Remembrance, 2) Current Developments and Information, 3) Iraian Proxies 4) tweets mentioning Hezbollah directly and 5)tweets Shaming, Blaming or Calling-out Hezbollah or the international community and media on their approach to the group.

Studien syftar till att utforska hur erfarenheter skapas under upprättandet av ett nytt regemente och hur de påverkar projektet.Studien är kvalitativ och induktiv där empirin inhämtats genom intervjuer och observationer. Studien fokuserar på tillkomsten av Bergslagens Artilleriregemente, A 9, men studier har även skett av Gotlands Regemente och Skaraborgs Regemente för att skapa en förståelse för det historiska arv som A 9 verkar i. Sprunget ur organisationsteori har meningsskapande, i studien benämnt som sensemaking, utvecklats som ett perspektiv för att förstå och navigera i komplexa system. Sensemaking är en process där individer och grupper söker, använder och tolkar information för att skapa en förståelse av sin omgivning och de situationer de befinner sig i. Sensemaking innebär att individen integrerar sina egna erfarenheter, satt i aktuell kontext och tolkar därigenom informationen. Detta gör det möjligt för organisationer att skapa mening av komplexa situationer och att fatta mer underbyggda beslut. Dessa beslut förankras sedan genom att individer försöker påverka andra att anta en gemensam tolkning av situationens mening, i studien benämnt som sensegiving. Resultatet av insamlade data visar att etableringen av Bergslagens artilleriregemente både innehåller utmaningar och problem men också framåtanda, problemlösande och en stark inneboende vilja att lösa uppgiften på ett förstklassigt sätt. Den innehåller också något djupare, något som är lite mer abstrakt. Under intervjuerna har vi upplevt att när vi ställer frågor om erfarenhetshantering, som i sig är ett relativt byråkratiskt och processinriktat frågeområde, så handlar svaren allt som ofta om det som upplevs svårt eller som inte fått möjlighet att processas i individens reflektioner eller tillsammans i gruppen på ett bra sätt. Många händelser som redan ägt rum har inte är blivit omhändertagna då reflektioner kring dessa händelser inte varit tillräckligt eller uteblivit. När data och upplevelser som vi fått under intervjuerna läggs samman såg vi ett mönster där erfarenhetshanteringen som vi kan se framgå av empirin i första hand inte är formbar i skrift eller ord utan istället som en pågående process i de individer och grupper som vi studerat. Studiens övergripande slutsatser är att för att sensemaking som koncept ska vara applicerbart i en organisation som Försvarsmakten så behövs en gemensam målbild och identitet skapas, utrymme för att reflektera retrospektivt över händelser i verksamheten, mandat som stärks och delegeras till rätt nivå, en flexibel syn på lednings- och arbetsmetoder och en förståelse för att nätverk mellan människor är den motor som driver sensemaking i organisationen. / The purpose of this study is to explore how experiences are formed during the establishment of a new regiment and how they impact the project. The study is a qualitative, inductive study where data was collected through interviews and observations. The study focuses on the creation of the Bergslagen Artillery Regiment, A 9, but studies have also been conducted on the Gotland Regiment and the Skaraborg Regiment to create an understanding of the historical legacy in which A 9 operates. Derived from organizational theory, sensemaking has developed as a perspective for understanding and navigating complex systems. Sensemaking is a process where individuals and groups seek, use and interpret information to create an understanding of their surroundings and the situations they are in. Sensemaking involves the individual integrating their own experiences, placed in the current context and thereby interpreting the information. This enables organizations to make sense of complex situations and make more informed decisions. These decisions are then anchored by individuals trying to influence others to adopt a common interpretation of the meaning of the situation, in the study referred to as sensegiving. The results of the collected data show that the establishment of the Bergslagen Artillery Regiment contains both challenges and problems but also forward momentum, problem-solving, and a strong inherent desire to solve the task in a first-class manner. It also contains something deeper, something that is a little more abstract. During the interviews, we have experienced that when we ask questions about lessons learned, which in itself is a relatively bureaucratic and process-oriented area of questioning, the answers often focus on what is perceived as difficult or what has not been given the opportunity to be processed in the individual's reflections or in the group in a good way. Many events that have already taken place have not been taken care of because reflections on these events have not been sufficient or have been lacking. When the data and experiences we have obtained during the interviews are combined, we see a pattern where lessons learned, as we can see from the empirical data, is primarily not formable in writing or words, but instead as an ongoing process in the individuals and groups we have studied. The overall conclusions of the study are that in order for sensemaking as a concept to be applicable in an organization like the Swedish Armed Forces, there is a need to create a shared vision and identity, space for retrospective reflection on operational events, strengthened and delegated mandates at the appropriate level, a flexible approach to leadership and work methods, and an understanding that networks among individuals are the engine that drives sensemaking in the organization.
