Poverty alleviation by means of integrated development planning : the case of Dr Kenneth Kaunda District Municipality (Dr KKDM) / Thabo Daniel Borole

Across the world, war has been declared against poverty because of its devastating effects on local communities. The world has made a concerted effort to fight the effects of poverty through developmental agencies and regional integration bodies such as the World Bank, International Monetary Fund (IMF), World Trade Organisation (WTO), United Nations Development Programme (UNDP) and the Southern African Development Community (SADC). In an effort to complement the efforts of the above–mentioned agencies and bodies, the South African government has developed its own poverty alleviation strategies, policies, initiatives and Acts that focus primarily on alleviation of poverty on the level of local government. The Constitution of South Africa, 1996 provides the guidelines to several regulations and Acts (such as the Development and Facilitation Act, 67 of 1995, the Local Government: Municipal Systems Act, 32 of 2000, and the Local Government: Municipal Structures Act, 117 of 1998.) that support the alleviation of poverty on the local sphere of government. The Integrated Development Planning programme was formulated and implemented to alleviate poverty at this level. The purpose of this study was to determine how the level of poverty within the Dr Kenneth Kaunda District Municipality could be alleviated through effective integrated development planning. A quantitative approach was followed because the target population response rate was expected to be large. In addition, the research design for this study included a literature review, analyses of official documents, observation and data sampling through questionnaires and scientific analysis of the responses. The study found that IDP objectives aligned to service delivery targets were unclear and did not depict the aspirations and needs of the community. The programmes aimed at the infrastructure coupled with skills development programmes and job creation initiatives could assist in the alleviation of poverty. / M Development and Management, North-West University, Potchefstroom Campus, 2014

This diploma thesis deals with the regional financial management and its relation to the regional development. It can be separated into two parts. The first part of the thesis deals with the reform of public administration, at which the region was created as an autonomous unit. I define its competences, authorities, relation to regional policy, the structure and the trend of revenues and expenditures of regional budgets between 2001 nad 2009. The second part concentrates on the analysis of the position of the concrete region,Vysocina region, in the regional development. Vysocina region implements the regional policy through the Regional Development Plan of Vysocina region. The regional policy is financed by the resources of funds. These funds are not included in the regional badget. There are two funds -- the Vysocina Fund and the Fund of strategical reserves. The goal of the thesis is analysis of the regional financial management with relation to the regional policy of the region and to evaluate the way, how the regional policy is put into effect, and the methods of the regional policy financing.

The role of management control on service delivery in local government : a case study of a South African municipality

The management control systems package has been the subject of recent studies but no study was found that examined the role of management control on service delivery in local government. The Victor Khanye Local Municipality in South Africa has experienced repeated service delivery protests attributed to a deficiency in the delivery of basic municipal services. An in-depth analysis was conducted on selected planning and budgeting aspects of the management control systems package and their role in the delivery of basic municipal services. This qualitative case study, carried out with semi-structured interviews, found that the Integrated Development Plan (IDP), the Service Delivery and Budget Implementation Plan (SDBIP) and the budget were used to improve the delivery of basic municipal services. Further research may be conducted on factors inhibiting 100% alignment between the IDP, the SDBIP and the budget, and to determine the role of a quarterly review system for low ranking employees on service delivery / Management Accounting / M. This project shows the idea of Master Degree in Social Politics, knowing that it analyzes the social function of property at the III Development Plan of Pelotas City and the way it came to be. From the concept of social function of property, you can find a wider concept of habitat, the right to city and urban field, how the outlook for urban development is influencing new horizons that cover the social function of property. The right to city, which is a relatively new issue to the Brazilian context, have a direct influence on how the social function or property should be looked at. And this is the reason why we should take into consideration a study of urban development, distribution around habitable areas and ways of spatial segregation. For the last ten years, Brazil has been going through substantial changes in the dwelling field, with social programs for different social classes regarding buying a home or building a home. However, the right of property and its social function remains slacked when it comes to efficiency, even though there is an on going changing in the social environment. This project intends to analyze how the III Development Plan of Pelotas City dealt with not only the social function or property and preservation of the right to city, but also the way the issues have been discussed, the way the context influences the housing deficit in the city, and if it has been done democratically / A presente Dissertação busca como norte a moradia, a habitação, visualizadas no aspecto social, no âmbito dos direitos sociais, aplicabilidade e eficácia dos mesmos no meio em que se inserem. O trabalho se coaduna com a ideia do mestrado de Política Social, tendo em vista que se volta à análise da função social da propriedade no III Plano Diretor da cidade de Pelotas e a forma como o mesmo restou elaborado. Ao partir-se da concepção de função social da propriedade encontra-se amparo em um conceito mais amplo de habitat, o Direito à Cidade e o campo urbanístico, como estas atuais visões de desenvolvimento do espaço urbano estão influenciando nos novos horizontes que abarcam a função social da propriedade. Tema relativamente novo no contexto brasileiro, o Direito à Cidade influencia diretamente como a função social da propriedade deve ser pensada, motivo pelo qual uma análise do aproveitamento urbano, distribuição em áreas habitáveis e formas de segregação espacial devem ser levadas em consideração. O país vem atravessando nos últimos dez anos, mudanças substanciais no âmbito da habitação, com programas direcionados às várias classes sociais, principalmente, no que diz respeito aos financiamentos para aquisição da casa própria como também para construção desta. Entretanto, no que concerne ao direito de propriedade em si e sua função social, encontra-se estagnação, ausência de aplicação de seu conceito e muito embora haja inclusão em documentos de planejamento urbanístico planos diretores não se encontra efetividade, apesar da transformação constante do meio social. O presente estudo busca analisar como o III Plano Diretor da cidade Pelotas tratou da questão da função social da propriedade e defesa do Direito à Cidade, aliada à forma como foram discutidos e definidos os assuntos, se através de democracia participativa ou não e, ainda, como estes contextos influenciam no déficit habitacional do Município

This study was embedded in the singular and restricted realm of a private educational institution. It aimed at learning more about how the mission of the institution, as well as academic projects the students held, were inter-related within the Brazilian context of college education, one marked by globalized reality, high demand, accelerated growth of private educational institutions and the diversity of college education. For such, the authors resorted to the analyses of official documents of the institution, the so called Development Plan of the Institution and Institutional Pedagogic Project, as well as a questionnaire for the students composed of open, closed and free association questions. Results reveal that the social representations (perceptions) of college education the students held was anchored to contradictory views that value the relevance of college education and in contrast, hold such education as being deficient. It was also verified herein that the institutional mission does not contribute in the students perception of what college education signifies. Results also point to the relevance of CE in the promotion of reflection and attitude which allow for a qualitative advancement in the relation students maintain with the complexity of the world and the quest for a meaning of mankind before conflicting values of contemporary society / O objetivo desta investigação é compreender o significado atribuído à Educação Superior pelos alunos finalistas do curso de Direito, a partir do vivenciado em sua trajetória acadêmica e do declarado pela instituição em seus documentos oficiais. Inserido no universo singular e restrito de uma instituição particular privada, o estudo busca conhecer como se inter-relacionam no contexto da educação superior brasileira marcado pela realidade globalizada, alta demanda, crescimento acelerado das instituições privadas e diversidade do sistema educacional superior a missão institucional e os projetos dos alunos. Utilizamos, como vias de acesso para a aproximação dessa realidade, a análise dos documentos oficiais da instituição Plano de Desenvolvimento Institucional e Projeto Pedagógico Institucional e um questionário dirigido aos alunos, com questões abertas, fechadas e de associação livre. Os resultados revelam que as representações sociais dos alunos sobre a Educação Superior estão ancoradas em valores contraditórios, que, por um lado, enaltecem a relevância da formação superior e, por outro, avaliam essa formação como deficitária. Foi possível constatar também, que a missão institucional não constitui um elemento orientador no processo de atribuição de significado à educação superior por parte dos alunos. Os resultados apontam, ainda, para a importância da função da IES na promoção de espaços de reflexão e ação, que possibilitem o avanço qualitativo da relação dos alunos com a complexidade do mundo e a busca de sentido para a condição humana perante os conflitos apresentados pela sociedade contemporânea

The research question is: dDo the IDP, IPP and NSSEE's dimensions and indicators refer to a new university management model in a SEI? The chosen methodological path was the bibliographic research with the application of semi-structured interviews to eight private SEI's Deans. The quality of Superior Education should be the result of a management work constructed and shared by its actors that interfere in educational scenario: skilled professionals, professors with technical and pedagogical competences that are loyal to the Institution. One remarkable indicator in the research reveals that positive results not always are achieved due to a lack of follow-up and evaluation activities. For this reason, we believe that a management model able to achieve objectives of professional education with quality and actuality turned out to be relevant in this moment / Nesta pesquisa pretendemos investigar os modelos de gestão universitária nas IES privadas, o papel do Projeto de Desenvolvimento Institucional (PDI) e Projeto Pedagógico Institucional (PPI), das Dimensões e dos Indicadores do Sistema Nacional de Avaliação da Educação Superior (SINAES), como indicadores de um modelo de gestão. A problemática da pesquisa é o questionamento relativo a se o PDI, o PPI, as dimensões e os Indicadores do SINAES indicam um novo modelo de gestão universitária de uma IES. O caminho metodológico escolhido foi pela realização de pesquisas bibliográficas com aplicação de entrevistas semiestruturadas junto a oito reitores de IES privadas. A qualidade da educação superior deve ser o resultado de um trabalho de gestão construída e partilhada por seus atores que interferem no cenário educacional: profissionais capacitados, docentes dotados de competência técnica e pedagógica, comprometidos com a Instituição. Um indicador relevante na pesquisa revela que resultados positivos nem sempre são alcançados, por ausência de acompanhamento e de avaliação de suas atividades. Por isso, acreditamos que a reflexão sobre um modelo de gestão capaz de alcançar objetivos de educação profissional com qualidade e atualidade se faz relevante neste momento

O programa nuclear brasileiro, materializado pelo do Acordo com a Alemanha, é o objeto do presente trabalho. O programa foi um dos grandes projetos do governo Geisel (1974-79), inserido em um conjunto mais amplo de investimentos que representava uma resposta à crise deflagrada pelo choque de petróleo de 1973 e que pretendia mudar a orientação do desenvolvimento brasileiro. Mostrando que o debate sobre a questão nuclear sempre esteve ligado à discussão sobre os caminhos para o desenvolvimento nacional, a pesquisa investiga o programa nuclear como parte integrante do II Plano Nacional de Desenvolvimento (1975-1979), proposto pelo governo Geisel. Ao lado de outros grandes projetos energéticos e de setores básicos da indústria, o programa nuclear contribuiria para impulsionar o crescimento brasileiro, alçar o desenvolvimento nacional a novo patamar e reduzir de modo significativo a dependência externa. Na primeira parte o trabalho debruça-se sobre as motivações e a racionalidade do programa, depois de uma recapitulação dos seus antecedentes e das negociações que resultaram no Acordo. A ideia difusa que os vários atores acalentaram por mais de um quarto de século materializou-se como um programa que inicialmente gerou grande entusiasmo. Aprovado por unanimidade pelo Congresso em 1975, três anos depois o programa era objeto de uma Comissão Parlamentar de Inquérito aberta no Senado. Para compreender por que e como atores específicos, centrais para o programa, abandonaram o entusiasmo e deixaram em curto intervalo de tempo de apoiá-lo, a segunda parte da pesquisa dedica-se à análise de três atores relevantes: os empresários, sobretudo os do setor de equipamentos pesados, que seriam beneficiados por um grande pacote de encomendas; os dois segmentos da burocracia estatal diretamente afeitos ao programa, os nucleocratas e o segmento mais tradicional do setor elétrico; e os cientistas, titulares históricos do tema, secundarizados pelo programa. / The Brazilian Nuclear Program, brought into being by the Brazil-Germany Nuclear Agreement, is the object of this study. The program was one of the great projects of the Geisel administration (1974-1979), within a wider set of investments that comprised a reply to the crisis triggered by the 1973 oil shock and aimed to change the direction of Brazilian development. Showing how the debate on the nuclear question was always closely linked to the discussion as to the paths of national development, the present work investigates the nuclear program as an integral part of the II Plano Nacional de Desenvolvimento (2nd National Development Plan), proposed by the Geisel administration. Alongside other major energy projects and projects directed towards basic industrial sectors, the nuclear program contributed to boost Brazilian growth, to raise national development to a new level and significantly reduce dependence on external sources. In the first part of this work, we discuss the motivations and rationale of this program, after a review of its history and of the negotiations that resulted in the Agreement. The vague idea that various actors entertained for more than a quarter of a century took shape as a project within the new national development plan. This project initially generated widespread enthusiasm. In order to understand why and how specific actors, central to the program, became disenchanted and, in a short period of time, withdrew their support, the second part of this work is dedicated to the analysis of three relevant actors: the business sector linked to heavy equipment, who would have benefitted from a large amount of orders; the two segments of state bureaucracy more directly linked to the program (the nucleocrats) and the more traditional ones from the electricity sector; and finally, the scientists, historical leaders of the initiative, relegated to second place by the program. By recognizing that the nuclear program is linked to an uncommon industrial sector, characterized by high industrial and technological complexity, this work discusses the reasons for its failure and endeavours to acquire insights into the process of constructing public policies and the requirements for their efficacy.

O uso de dois contextos do referencial teórico-metodológico denominado Abordagem do Ciclo de Políticas proposto por Stephen J. Ball – Contexto de Influência e Contexto de Elaboração do Texto – permite visualizar, interpretar e compreender, tanto em sentido macro quanto em sentido micro, os movimentos, as articulações e as trajetórias que influem e orientam a elaboração das políticas e propostas educacionais. O estudo utiliza-se, também, do Método da Análise Documental proposto por André Cellard e composto por duas etapas: a Análise Preliminar e a Análise. Da Análise Preliminar utilizam-se quatro das cinco dimensões propostas pelo autor (o contexto, os autores do documento, a natureza do texto e os conceitos-chave). O uso dessas dimensões, juntamente com a posterior Análise, utilizada em conjunto com o Método Comparado em Educação de George Z.F Bereday, do qual se empregou a quarta etapa, denominada comparação, possibilitou fazer a Análise comparativa dos documentos. Essa triangulação metodológica forneceu suporte para mostrar que os referidos documentos são subsidiados na sua elaboração, inspirando-se e recebendo influências provenientes de um conjunto de documentos emitidos, tanto pelas instituições às quais as respectivas universidades estão vinculadas – a Igreja Católica e a Companhia de Jesus – quanto pelos documentos emitidos pelos governos dos respectivos países onde elas estão localizadas, assim como das decisões e opções decorrentes da identidade, missão e visão de cada IES. No entanto, essa inspiração/influência não ocorre por meio de um processo de simples acomodação ou assimilação, sendo recontextualizadas, reelaboradas e ressignificadas em nível institucional, onde se entrecruzam diferentes fatores e interesses relacionados com a própria identidade, missão e visão de cada IES. O estudo mostra que os respectivos documentos institucionais se enquadram dentro da ideia de processo e que as respectivas IES vêm implementando um grande esforço para conjugar, na elaboração dos seus projetos e planos educacionais, o humanismo social cristão, do qual são herdeiras, com a tecnocientificidade, num grande desafio de fidelidade criativa aos seus princípios institucionais, buscando construir um humanismo tecnocientífico. / The present research aims to produce a knowledge about the way the University of Vale do Rio dos Sinos (Unisinos), located in Brazil, and the Pontifical Xavierian University, located in Colombia, have developed their institutional documents (Statute 2014, PDI-PPI 2006-2011 for Unisinos, and the Statute 2013, PU 2007-2016, PE 1992-2015 for Xaverian) in the current context. Both documents are permeated by the values of the economic neo-liberalism in a society driven by economic values of the techno-sciences and the techno-market. These universities belong to the Society of Jesus, a religious congregation whose educational field in its roots was structured on the principles and values of the Renaissance Christian humanism. Such is one of their characteristics over the Society’s history. The use of two contexts regarding our theoretical framework, called Policy Cycle Approach, proposed by Stephen J. Ball – Context of Influence and Context of Elaboration –, allows us to visualize, interpret and understand, both in a macro and a micro sense, the movements, joints and trajectories that influence and guide the development of educational policies and proposals. This study employs the Document Analysis Method by André Cellard. This method is divided into two stages: Preliminary Analysis and Analysis. We utilize only four of the five dimensions of the Preliminary Analysis proposed by the author (context, document’s authors, the nature of the text, and key concepts). Using these dimensions, along with the subsequent Analysis employed in conjunction with the Comparative Method in Education, by George Z.F Bereday, from which we used its fourth stage, made it possible to apply the Comparative Analysis of the documents. This methodological triangulation has provided support for showing that the documents studied here are subsidized in their preparation, inspiring and receiving influences from a set of documents issued by both the institutions to which the universities are linked – the Roman Catholic Church and the Society of Jesus – and the documents issued by the governments of the countries where they are located, as well as influences from the decisions and options made as consequences of the identity, mission, and vision of each Higher Education Institutions. However, this inspiration/influence does not occur through a process of simple accommodation or assimilation, but they are re-contextualized, reworked and re-signified at the institutional level, where different factors and related interests intertwine with the identity, mission, and vision of such institutions. The study shows that the institutional documents of the analyzed universities fall within the idea of process and that these two Higher Education Institutions have been implementing a major effort to conjugate, while developing their educational projects and plans, the social Christian humanism, from which they are inheritors, with techno-scientificity on an major challenge of creative fidelity to their institutional principles, seeking to build a techno-scientific humanism.

Le renouveau touristique au pays du Mashrek dans la cadre du partenariat euro-méditerranéen / Mashrek tourist renewal in the framework of the Euro-Mediterranean Partnership

Dans un contexte de plus en plus concurrentiel, fortement influencé par les événements géopolitiques internationaux, et par l’évolution des goûts et des aspirations, le Mashrek occupe toujours une position touristique majeure aux niveaux régional et international. Ce projet facilite-t-il le dialogue entre les cultures? Il est bon de se pencher à nouveau sur le patrimoine commun du Bassin méditerranéen. Le 1er aspect important, c’est de redécouvrir ce patrimoine partagé afin que chacun puisse se réapproprier son propre patrimoine (un des objectifs de l’UPM « Union Pour la Méditerranée »). Il y a un grand lien entre le Mashrek et les besoins des Partenaires euro-méditerranéens dans le domaine touristique. Même si le tourisme, surtout dans contexte de coopération, permet aux gens de dialoguer et de surmonter la question des frontières, il ne faut pas occulter des blocages d’une autre nature. Cette question est très pertinente. Lors de la conception du projet, de manière à impliquer tous les acteurs et leurs besoins, c’est sans doute un avantage du programme, sur le plan de la conception du projet. Un renouveau touristique au Mashrek qui s’adapte continuellement à la réalité et introduit des modifications, ce qui permet de prendre en compte des études préalables afin de réorienter le projet en fonction des besoins, c’est une des clés de la réussite, dont la dimension régionale est une valeur ajoutée. L’aide de l’UE se révélera très précieuse à cet égard afin de huiler les synergies! Et les premiers signes concrets se manifestent: L’échange et l’ouverture d’esprit, c’est le fruit du commerce du tourisme. / In an increasingly competitive context, strongly influenced by the international geopolitical events, and the evolution of the tastes and the aspirations, Mashrek always occupies a major tourist position on the regional and international levels. Does this project facilitate the dialogue between the cultures? It is wise to lean again on the common inheritance of the Mediterranean basin. The 1st important aspect, it is to rediscover this shared inheritance so that each one can re-adapt his own inheritance (one of the objectives of the UFM “Union For the Mediterranean”). There is a great link between Mashrek and the needs of the Euro-Mediterranean Partners in the tourist field. Even if the tourism, especially in the context of co-operation, allows people to have a dialogue and to overcome the question of the borders, one should not occult obstacles of another nature. Planning and development in fragmented city-regions : a case study of Saskatoon's Willows Residential Development (1992-2004)

This thesis examines a protracted planning process in the Saskatoon city-region. More specifically, it examines the planning process which occurred between 1992 and 2004 regarding a residential housing development on The Willows Golf Course. This thesis reveals that the protracted planning process was the result of several factors including: the fragmented character of governance; the planning and development policies and decision-making process in the Saskatoon city-region; the multiplicity of actors; and the political dynamics that arose in an intermunicipal conflict between the City of Saskatoon and the Rural Municipality of Corman Park. <p>The thesis concludes that this case study provides some important lessons for both governments and planners in the Saskatoon city-region as well as other city-regions on opportunities and obstacles for improving planning processes. The first major lesson is that problems emerge when an innovative proposal lands in the context of an antiquated policy framework that cannot adequately deal with it. The second major lesson is that the current regional planning mechanisms are not conducive to comprehensive long-term planning for the city-region. The third lesson is that in some cases the opposition is to changes to the traditional decision-making processes as much as it is to the proposed project. The fourth major lesson is that timely and effective communication is very important for determining character of the political dynamics surrounding a development proposal. Miscommunication can create problematic political dynamics. The fifth major lesson is that economic considerations are inextricably tied to the politics of planning and development.<p>This study concludes with two major recommendations. The first recommendation is that in order to overcome the negative outcomes of fragmented governance systems, formal structures and protocols must be improved to ensure that municipalities continue to communicate effectively with one another in difficult circumstances created by increasing development pressure, especially when they are likely to disagree on a particular development proposal. The second recommendation is that given that there is no guarantee that neighbouring municipal governments can always reach agreement between them, legitimate and efficient dispute settlement mechanisms are required both at the regional level and at the provincial level.
