As estratégias utilizadas no desenvolvimento do PDI em duas universidades federais da região sul / Strategies used in development of IDP in two federal universities of southernGuedes, Eleanara Pereira 03 April 2013 (has links)
The aim was to investigate the strategies adopted for the preparation of the Institutional Development Plan (IDP) at the Federal University of Santa Maria (UFSM) and the Federal University of Paraná (UFPR). To conduct this study used a qualitative approach through a case study. The research was descriptive, so that the insights presented the planning team and UFSM UFPR regarding strategies for the preparation of the IDP. With regard to the object of the study was to research and internal documents UFSM UFPR. The subjects of this study were the Deans and Technical-administrative planning team who work or worked in the IDP of the institutions under study were applied in the research tool compounds with nineteen open questions. The research was through the internet. This study investigates the process of PDI in UFSM UFPR and analysis in the following categories: preparation, implementation, monitoring and evaluation, and difficulties. The strategies adopted in the IDP (2011-2015) / UFSM showed that the institution is concerned with the management of knowledge, collective decisions, with the widest possible participation of the university community in the IDP process. Strategies PDI (2012-2016) / UFPR were deliberated by the Central Administration, which determined the modules, themes and units responsible, showing formal characteristics in the process, the strategies were flexible, participatory, and dynamic. The 2nd category analysis of the IDP implementation, monitoring and evaluation can be concluded that the two institutions experiencing different moments of this phase. The main barriers identified in implementing the IDP / (2011-2015) / UFSM were the lack of a monitoring system of actions, lack of knowledge of the actions contained in the IDP and the lack of culture of planning. UFPR in the process of IDPs (2012-2016) is to have recent reviews. The research found that the process of sensitization in IFESs PDI should preferably be initiated early in the process, because the main factor to be discredited PDI and lack of knowledge of the importance of it, so that should be performed an intense raising the university community. / O objetivo foi investigar as estratégias adotadas para a elaboração do Plano de Desenvolvimento Institucional (PDI) na Universidade Federal de Santa Maria (UFSM) e Universidade Federal do Paraná (UFPR). Para realizar este estudo utilizou-se uma abordagem qualitativa por meio de estudo de caso. A pesquisa foi descritiva, de maneira que apresentou as percepções da equipe de planejamento da UFSM e UFPR em relação às estratégias para a elaboração do PDI. No que diz respeito ao objeto do estudo foi realizada a pesquisa em documentos internos da UFSM e UFPR. Os sujeitos deste estudo foram os Pró-Reitores e Técnico-administrativos da equipe de planejamento que trabalham ou trabalharam no PDI das instituições em estudo, aos quais foram aplicados o instrumento de pesquisa compostos com dezenove perguntas abertas. A pesquisa foi por meio da internet. Este estudo buscou analisar o processo do PDI na UFSM e UFPR nas seguintes categorias de análise: elaboração; implementação, controle e avaliação; e dificuldades. As estratégias adotadas no PDI(2011-2015)/UFSM mostraram que a instituição está preocupada com a gestão do conhecimento, com as decisões coletivas, com a maior participação possível da comunidade universitária no processo do PDI. As estratégias PDI(2012-2016)/UFPR foram deliberadas pela Administração Central, que determinou os módulos, temas e unidades responsáveis, mostrando características formais no processo, as estratégias foram: flexíveis; participativas; e dinâmicas. A 2ª categoria de análise do PDI a implementação, controle e avaliação pode-se concluir que as duas instituições vivenciam momentos distintos desta fase. As principais barreiras identificadas na implementação do PDI/(2011-2015)/UFSM foram a falta de um sistema de acompanhamento das ações, falta de conhecimento das ações constantes no PDI e a falta da cultura do planejamento. Na UFPR, o processo do PDI/(2012-2016) é recente para ter avaliações. A pesquisa verificou que o processo de sensibilização ao PDI nas IFESs deve ser desencadeado de preferência no inicio do processo, devido o principal fator ser o descrédito ao PDI e falta de conhecimento da importância do mesmo, de maneira que deve ser realizado um intenso trabalho de sensibilização a comunidade universitária.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / O Programa Dinheiro Direto na Escola (PDDE) e o Plano de Desenvolvimento da Educação (PDE) repercutiram diretamente nas ações cotidianas das escolas através da reivindicação da participação da comunidade escolar nos processos de aplicação financeira. Esta pesquisa definiu como problema: Até que ponto a participação democrática é estimulada por meio das ações do PDDE e do PDE e de que formas essas propostas se relacionam?. O objetivo deste estudo foi analisar as ações do PDDE e do PDE ligadas ao financiamento e à participação democrática no interior de uma escola pública, suas contradições e seus impactos na gestão escolar, através da realização de uma pesquisa qualitativa caracterizada como um estudo de caso. O PDDE foi implementado com vistas à descentralização da aplicação financeira nas escolas. O seu objetivo principal é agilizar a assistência financeira da Autarquia FNDE aos sistemas públicos de ensino. O PDE iniciou em 2007, inclui metas de qualidade para a educação básica. O plano prevê acompanhamento e assessoria aos municípios com baixos indicadores de ensino. Em sua versão Escola, o PDE tem por objetivo fortalecer a autonomia da gestão escolar a partir de um diagnóstico dos desafios de cada escola e da definição de um plano para a melhoria dos resultados, com foco na aprendizagem. Conhecer os mecanismos operacionais dessas duas propostas em um contexto escolar trouxe possibilidades de desvelar ações que merecem ser analisadas pelos que se interessam pelos processos de financiamento da educação. Foi selecionada uma escola da rede estadual do Rio de Janeiro. O Instituto de Educação Carmela Dutra é um estabelecimento de ensino de educação básica, que atende turmas de Ensino Médio. Foram realizadas observações em campo. Foram aplicados questionários aos diversos segmentos escolares e foi efetivada uma entrevista com o diretor, interrogando sobre a as repercussões que essas verbas trouxeram para a autonomia da escola, sobre os processos de gestão e participação na escola. Pôde-se depreender que nesta realidade escolar, os sujeitos participam da elaboração e execução de alguns processos pedagógicos, porém no que se refere à aplicação financeira, as decisões ficam aos encargos da gestão do Instituto. Os níveis de conhecimento acerca do PDDE e do PDE por parte da comunidade escolar e o planejamento/execução desses programas ainda mostram-se restritos aos setores administrativos. As falas mostram diferenças focais entre o proclamado e o vivido. A necessidade de democratização das relações sociais dentro dos espaços escolares se revela fundamental aos estudos sobre gestão.

A reforma gerencial propôs maior eficiência da Administração Pública Federal, mediante a sua reestruturação e a implantação de mecanismos de planejamento, gestão e de governança focados na cidadania. Nos anos 2000, foi estabelecido um sistema de regulação, supervisão e avaliação do ensino superior, articulado entre o Ministério da Educação e as Universidades, exigindo dessas organizações a elaboração de Plano de Desenvolvimento Institucional (PDI). Neste trabalho, foi realizada a análise dos resultados do PDI da Universidade Federal do Rio Grande do Sul (UFRGS) referente ao período de 2011-2015. Para tanto, apresentou-se um breve histórico da administração pública brasileira, fez-se um estudo sobre os instrumentos de planejamento estratégico e de gestão governamentais e descreveu-se a estrutura e o sistema de avaliação das instituições federais de ensino superior. Por fim, foram sugeridas melhorias para a elaboração dos futuros planos estratégicos da UFRGS. / The management reform proposed greater efficiency of the Federal Public Administration, through its restructuring and the implementation of planning, management and governance mechanisms focused on citizenship. In 2000, a system of regulation, supervision and evaluation of higher education was established, articulated between the Ministry of Education and the Universities, demanding from these organizations the elaboration of Institutional Development Plan (PDI). In this paper, the results of the PDI of the Federal University of Rio Grande do Sul (UFRGS) were analyzed for the period 2011 to 2015. For this purpose, a brief history of the Brazilian public administration was presented, a study was carried out on the instruments strategic planning and government management and described the structure and evaluation system of federal institutions of higher education. Finally, improvements were suggested for the elaboration of the future strategic plans of UFRGS.

The main target of the thesis was to elaborate a project documentation that would focus on the solution of the conflicts caused by the recreational exploitation of the area. However, the results of preceding bachelor thesis (guestioning of visitors and situation analysis), interviews and of SWOT, PEST analyses pointed to the existence of several conflict issues. Based upon the current situation of the area, strategic targets, measures and tourism development plan were presented. The biggest problem of the area is an underdeveloped infrastructure of tourism and inferior accomodation with a high level of services. Presented project is dealing with a motel building in the camp, which should grafity all requierements of the tourists.

Previous issue date: 2015-12-01 / Esta dissertação, desenvolvida no Programa de Pós-graduação Profissional em Gestão e Avaliação da Educação Pública da Universidade Federal de Juiz de Fora, tem como objetivo analisar como os gestores escolares se apropriam da ferramenta de gestão estratégica disponibilizada pelo Ministério da Educação (MEC), através do programa Plano de Desenvolvimento da Escola (PDE Escola). Como estudo de caso, foram analisadas quatro escolas estaduais urbanas, localizadas nos municípios de Belo Horizonte e Sabará, em Minas Gerais. A pesquisa buscou responder a seguinte pergunta: como o PDE Escola tem sido utilizado como ferramenta de planejamento estratégico pelas unidades escolares? A análise e descrição do processo de implementação e apropriação, por parte dos gestores escolares, da metodologia do PDE Escola, nas quatro escolas, apontaram para a necessidade de uma formação continuada dos gestores escolares tendo como foco principal o planejamento estratégico, participativo e integrado, e a concretização do Projeto Político-Pedagógico (PPP) adequado à realidade da unidade escolar. Assim sendo, foi elaborado um plano de ação educacional, como projeto piloto, visando à formação continuada em gestão escolar para as 148 escolas estaduais e 2 técnicos da jurisdição da Superintendência Regional de Ensino (SRE) Metropolitana A da Secretaria de Estado de Educação de Minas Gerais (SEEMG). Espera-se que este estudo possa contribuir para o fortalecimento de uma gestão escolar integrada, estratégica e participativa das escolas estaduais de Minas Gerais, buscando a melhoria da qualidade da educação. / This work, developed in the Juiz de Fora’ Federal University Program of PostGraduation in Evaluation and Management of Public Education, aims to analyse how school managers use the strategic management tool provided by Ministry of Education (MEC), through the School Development Plan (PDE Escola). This study case analysed four urban state school located in Belo Horizonte and Sabará (both in Minas Gerais). The research has as guiding question: how the PDE Escola has been used as strategic management tool for school units? The examination and description of implementation and appropriation process of PDE Escola by school managers in this four cases, show the need of a continuous training for school managers with focus on strategic, participatory and integrated management, considering also the Political Pedagogical Program materialization most suitable to school’s reality. Thus was elaborated an educational action plan as a pilot project for a continuous formation in school management for 148 state schools and 2 experts of Metropolitan A Regional Educational Superintendence (SRE) of Minas Gerais State Secretariat for Education. This study expects to contribute to strengthening of an integrated, strategic and participatory school management in Minas Gerais’ state schools and, with this, promote an improvement in educational quality.

More than half the world’s population now lives in urban areas putting the city on the frontline of the social and environmental challenge and yet, city planning presents many opportunities to move a city towards sustainability. The city development plan (DP) is a powerful vehicle for change. This research seeks to understand the gaps between an ideal catalytic development planning process and current reality, and provide recommendations to support the attainment of a city’s sustainability objectives. The Framework for Strategic Sustainable Development (FSSD) was used to define a generic “Golden Standard” planning process to help the local authority better leverage its internal resources and refine governance systems to achieve long-lasting cultural change from within to accelerate the city’s progression towards sustainability. A case study with the Dublin City Council’s Planning Department in Ireland provided valuable insight and limited practical application of the Golden Standard.

Participation as a means to Integrated Community Economic Development (ICED) : a case study of WinterveldtTladi, Morodi Tryphinah 05 November 2012 (has links)
Community Economic Development (CED) in South Africa is shaped by the historicalprocesses of the former Apartheid regime that discriminated the social and economic rights of the majority of people, thus disempowering them to participate in development. The notion of Integrated Community Economic Development (ICED) enhances the concept of participation in community economic development in that it advocates for an empowerment dimension in development. In order to facilitate this participation, the government has introduced the participatory mechanisms of the IDP and ward committee system. Paradoxically, inequalities in development persist in previously disadvantaged homelands which were excluded from participation in developmental initiatives of the former regime. Consequently, these mechanisms for ICED have not been able to achieve participation of communities in ICED. Winterveldt is one such area with a legacy of social exclusion through racial and ethnic discrimination. The goal of the study was to explore the lack of participation of the Winterveldt community in ICED guided by the research question: “What are the reasons for the lack of participation of the Winterveldt community in ICED?” A qualitative research approach was followed and the research design was a case study. Data was gathered through focus group interviews and document studies. The focus groups were comprised of 13 community participants and 10 ward committee personnel from Winterveldt. Research findings revealed various reasons for the lack of participation in the ICED of Winterveldt including role confusion, the lack of information and training on the IDP and political power abuse. The study concluded that participation flows along lines that safeguard the interests of local government with little respect for the community’s capacity to make decisions concerning their development. Recommendations towards the achievement of participation in the ICED of Winterveldt include training on the Integrated Development Plan (IDP), the development of a guideline for implementing the IDP and changes in attitudes of all actors in the ICED of Winterveldt.
